Minister for Federal Education and Professional Training: TheMinistry of Federal Education & Professional Training has no such proposal underconsideration. However, the Ministry, through NAVTTC, NTB and NCHD isexecuting several programs in Sindh for providing Vocational and Technical Training.

Minister for Federal Education and Professional Training: (a) Atthe Federal level Ministry of Federal Education & Professional Training is responsiblefor Human Resource Development i.e. for imparting various skills / training to theyouth of Pakistan so that they can play role in the development of the country,through two of its organizations/departments namely; (i) National Vocational &Technical Training Commission NAVTTC (ii) National Training Bureau (NTB):

The Budgetary Provision/Utilization in this regard, under “Prime Minister’sSpecial Initiative for Hunarmand Pakistan Programe”, “Prime Minister’s YouthSkill Development Programe”, and for Apprenticeship Training Centre, Islamabadfor the last five (05) years is as under:—

(b) i. More funds are now being allocated, released and utilized on HRDthrough NAVTTC and NTB in the country.

ii. The Government allocated funds for the skill development underHRD in last 02 years for Prime Minister’s Youth Skill DevelopmentProgram, which is apart from NAVTTC’s PSDP funded regular skilldevelopment programs, i.e.:—

F.Y 2013-14 (Allocation) Rs. 800.00 million

F.Y 2014-15 (Allocation) Rs. 1178.00

NTB:

F.Y 2013-14 (Allocation) Rs. 88.240 million

F.Y 2014-15 (Allocation) Rs. 29.506 million

iii. Under this (aprox.) 25,000 individuals attained hand-on skills inF.Y 2013-14. Whereas, the training classes for more 25,000 HumanResource will commence w.e.f 17th August, 2015 under PMYSDP(Phase-II) for F.Y 2014- 15.

iv. Only 1% of total population of 200 million is into skilled labour whichhas supported remittances that crossed US $ 10,000 M (SBP) ReportOctober-2014 and as per vision 2025 it has to be raised to 20%and that needs allocation of generous funds by the Government.

(c) The Ministry of Federal Education & Professional Training iscommitted to meet the need of Skill Human Resource in national, regional &international markets. In this endeavor NAVTTC has formulated NationalVocational Qualification Framework (NVQF) and Accreditation System. Besides,establishment of linkages with all stakeholders to address the issue.

Besides above, in order to promote Pakistani Youth in local and internationaljob market, NAVTTC has established a National skill Information System (NSIS)— an online interactive portal. The NSIS provides daily job opening informationto job seekers, prepare for interview, CV building in addition to providing jobseekers information to the registered employers.

National Action of Plan prepared for the NTB emphasis on datacollaboration, need assessment to meet the skill labour demand both at the nationaland international markets. Detailed Action Plan is at (Annex-A).

(d) NAVTTC’s steps to reform TVET in country envisage the capacitybuilding of Human Resource.

Provision of adequate access to sustainable employment, alleviationof poverty and marginalization, ensuring region’s economicdevelopment through imparting hand-on skills in line with internationalskill demands.

Successful promulgation and execution of National Skills Strategy,to address the TVET challenges in the country.

NAVTTC is ensuring public private partnership (PPP) in the countryto build the confidence of private industry regarding the Governmentalpolicies.

Establishment of 08 sector specific centers of excellence to play apivotal role in promoting innovation and excellence in training.

6934 teachers has been trained under in-service training program tillJune, 2015 and a target of training of 10,000 TVET teachers will beaccomplished till 2016.

Currently, 108 new generation TVET teachers are being trained underNAVTTC’s Pre-service training program at Punjab University, VirtualUniversity & technical University of Kaiserslautern, Germany.

Establishment of National Accreditation Council for Technical &Vocational Stream is at its final stage for quality assurance in theTVET sector of Pakistan.

Launch of National Vocational & Qualification Framework to giveequivalence to TVET sector Diplomas / Certificates with generaleducation qualifications.

Establishment of Federal Board of Technical Education & VocationalTraining is under process and draft has been presented to Ministry.

TVET Regulatory Framework to work in coordination with Provinces,avoid duplication of efforts & sharing of Good practices for the benefitof Nation & to bring uniformity in systems & procedures of TVETsector of Pakistan.

Accreditation of TVET institutes imparting Technical & VocationalTrainings to ensure quality training and produce a manpower that isreadily absorbed in the national and international markets.

193. *Mr. Asad Umar:(Deferred during 24th Session)

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) whether it is a fact that a notification was issued on 5-11-2012

by the Higher Education Commission for the establishment ofthe National Technology Council (NTC); if so, the progress madethereupon so far;

(b) whether it is also a fact that the appointments of the Chairman

and staff of NTC are not being made;

(c) whether it is further a fact that the NTC is not functioning;

(d) if the answers to parts (b) and (c) above are in the affirmative,the reasons thereof?

Minister for Federal Education and Professional Training: (a) Yes,

the Commission approved the Establishment of National Technology Council (NTC)in its 27th meeting held on August 27, 2012. Accordingly the notification forestablishment of NTC was issued on November 5, 2012. Pakistan EngineeringCouncil (PEC) had raised certain observations on the Byelaws of NTC. A meetingof PEC with HEC was held on August 31, 2012 to discussed the observationraised by PEC; subsequently it was decided that the Byelaws will be amended inthe light of discussion of the meeting.

The proposed amendments in the Byelaws were presented for considerationof the Commission in its 28th meeting held on April 9, 2013. Accordingly, theCommission made following decision;

“The Commission deferred the items and desired that the proposedamendments in the Byelaws of the National Technology Council maybe discussed with all concerned while emphasizing that the term‘engineering’ may be used carefully and in the manner to maintainfocus on ‘technologies’ rather than ‘engineering’ besides providingfor inclusion of all accredit technologies within its scope”.

As per decision of the Commission, a meeting of HEC with Ministry ofScience and Technology and PEC was held on January 17, 2014 in which it wasdecided that as per Commission’s decision the scope of the Council will beenhanced while emphasizing on technologies rather than engineering.

Subsequently, the Commission in its 29th meeting held on September 26,2014 has taken the following decision pertaining to National Technology Council;

“The Commission approved that scope of the National TechnologyCouncil shall comprise fourteen (14) degree programs proposed undersix (6) diversified technologies with following modifications and,desired that the byelaws of National Technology Council may beprepared within approved scope and presented to the commission inits 30th meeting”

The case was presented in the 30th meeting of Commission held on May27, 2015 and the Commission approved the byelaws of National TechnologyCouncil subject to incorporation of certain amendments; the decision of commissionstates;

“The Commission approved the Byelaws of the National TechnologyCouncil (NTC) subject to incorporation of the following amendments andsuch other modifications as deemed necessary by the Chairman HEC”.

The amendments proposed by Commission are being processed forapproval of the Chairman, HEC as per the decision of Commission. Consultationwith different discipline experts was initiated before finalizing the amendments.Once the Byelaws get approved from the Controlling Authority the same wouldbe notified in the Gazette of Pakistan, as per procedure.

(b) The appointments are dependent upon approval of the Byelaws ofNTC.

(c) The said Council will be made functional after the approval ofChairman and subsequent notification in the Gazette of Pakistan.

(d) The main reason for delay is changing scope of the council fromengineering technologies to all technologies covering 06 diversified disciplines.After formal approval and notification of the council in Gazette of Pakistan, functionsof the council would be started including appointment of Chairman, other Councilmembers and secretariat staff of NTC as per the approved Byelaws.

It is expected that the entire process would take approximately 10-12months from now onwards, from confirmation of Council’s Byelaws to functioningof Council. During the period, following milestones have to be achieved in orderto operationalize the council.

i. Approval of amendments in the Byelaws from controlling authorityi.e. Chairman HEC, as identified by the Commission including anyother modifications as deemed appropriate.

ii. Notification for Establishment of NTC in the Gazette of Pakistan.

iii. Propagation the Establishment of NTC.

iv. Call for Nominations against each position of the Council including06 sub-committees.

v. Selection of Chairman, Vice Chairman, Members of the Council,Convener and members of the sub-committees as per notifiedByelaws.

vi. Selection of the secretariat staff as per the notified Byelaws of theCouncil.

vii. Development of procedural documents and SOPs to conduct variousfunctions of the Council.

194. *Sheikh Salahuddin:(Deferred during 24th Session)

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that 25% area must be covered by forests inall countries of the World;

(b) whether there are forests on 25% of the total area in Pakistan;

if not, the steps being taken by the Ministry to enhance the saidarea upto 25%; and

(c) the year-wise percentage of deforestation made in the country

during the last five years?

Minister for Climate Change: (a) No it is not a fact that 25 % areamust be covered by forests in all countries of the world;

(b) The Percentage of forest area is not 25% of the total area of Pakistan;The following steps are being taken by the Ministry of Climate Change to increasethe forest cover in the country;—

1. Convening Inter-provincial, Inter-Ministerial meetings twice a year.

2. Draft National forest Policy 2015 is presently under the process ofconsultation with provinces and other stakeholders.

3. Implementation of Reducing Emissions from Deforestation and ForestDegradation (REDD+) for carbon sequestration and makingperformance based compensation for those not cutting the trees andstoring Carbon.

(c) Nation-Wide monitoring and assessment of forests were notconducted during the last five years, however, average rate of deforestationestimated in 2004 was 27000 ha per year.

2. *Ms. Sajida Begum:

Will the Minister for Federal Education and Professional Training bepleased to state the steps taken by the Government to introduce auniform educational curriculum in the country?

Minister for Federal Education and Professional Training: After

18th Constitutional Amendment the subject of curriculum is totally devolved to theprovinces.

It is a fact that all federating units (Provinces and Area) are implementingthe National Curriculum 2006-07 developed and notified by the defunct Ministryof Education. However, the implementation status is not the same in all provinces/area because of the capacity with respect to curriculum development besides,some provinces have changed parts of curriculum by certain addition/ deletion.However, present government has recently revived the forum of inter-ProvincialEducation Minister’s Conference (IPEMC). The 3rd meeting of IPEMC held atMuzaffarabad (AJ&K) 0n14th October, 2014 has unanimously approved theestablishment of National Curriculum Council (NCC) and accordingly notificationNo.4(4)/2015/RENEP-2009/E-II, dated 27th January, 2015 has been issued tohave uniformity among all Federating Units of the country. The mandate andfunctioning of NCC is placed at (Annex-A). It is optional for the provinces tobecome part of this forum. So far all federating units have become the part ofNCC except Sindh, which has the status of observer. Sindh has not become fullmember of NCC. Other have decided to work together and come up with minimumnational curriculum.

Will the Minister for Climate Change be pleased to state:

(a) the total loss caused to the infrastructure of the public propertyin Chitral during the recent floods; and

(b) the total funds allocated by the Government for the re-

construction works thereof?

Relief Efforts

i. A coordinated and major relief effort has been launched by Federaland Provincial Government and the Armed Forces to alleviate thesufferings of the affectees. NDMA has transported 16.5 Tons ofRation, one ton of mineral water bottles, 700,000 aqua tab (WaterPurification Tablets) through two C130 aircrafts of PAF. 11 generatorsand 2 water purification plants. 80 stranded persons / tourists havealso been evacuated by NDMA with the help of PAF. NDMA hasalso provided / requisitioned two helicopters for Chitral which haveconducted 79.5 hours of flying (112 sorties), evacuated 774passengers and distributed 47450 kg of food packs in differentlocations.

ii. It was through utmost efforts and coordination with FWO andNHA that the roads Chitral Garam Chasma, Chitral Bonni roadshave been opened while keeping the N 45 open also.

iii. NDMA continues to coordinate with NHA for speedy repair andmaintenance of national arteries affected due to floods.

iv. Coordination with Utility Stores Corporation in establishing MobileUtility Stores outlets in coordination with Army Authorities at Chitralalso done.

v. NDMA has also facilitated and coordinated visit of state media toChitral to cover the relief efforts being undertaken.

vi. NDMA in coordination with Pakistan Army is also assisting RadioPakistan in installation of Radio towers in Chitral.

vii. Relief provided till to date is as under:—

(1) Tents — 1,080

(2) Ration / Food Packs — 464.43 tons

(3) Blankets — 3,351

(4) Aqua Tablets — 700,000

(b) Funds Provided

i. Following funds have been provided by Government of KhyberPakhtunkhwa for District Chitral:—

(1) C&W Department — Rs. 100 million

(2) Public Health Engineering Dept. — Rs. 30 million

(3) Irrigation Department — Rs. 10 million

(4) Health Department — Rs. 14.29 million

(5) Agriculture & Livestock Dept. — Rs. 2.9 million

(6) Local Government Chitral — Rs. 143.2 million

ii . Prime Minister of Pakistan during his visit to District Chitral on 22ndJuly 2015 announced the following;—

(1) Total losses due to floods were estimated to be around Rs. 1 billion.Out of which 50% would be contributed by the Federal Governmentand the remaining 50% would be borne by the ProvincialGovernment.

(2) Planning Division would provide Rs. 4 billion for Lowari TunnelProject during current financial year, whereas remaining amount ofRs. 7 billion would be allocated following financial year.

4. *Dr. Nafisa Shah:

Will the Minister for Climate Change be pleased to state the totalfunds spent by the National Disaster Management Authority in Sindh,the Khyber Pakhtunkhwa and the Punjab during the current yearalongwith the head-wise utilization thereof?

Minister In-Charge of the Capital Administration and DevelopmentDivision: The Government has taken concrete steps/programmes for the upliftingand enabling the Persons with Disabilities to become contributing member of thesociety. In this regard, a full fledge Directorate General of Special Education (DGSE)has been established at Islamabad and 11 Special Education Centres/ Institutionsare catering services under the DGSE for provision of Education, Training, andRehabilitation of Persons with Disabilities in Islamabad (Lists of Special EducationCentres / Institutions, Beneficiaries and performance of present Government areat (Annex - A, B, C & D respectively).

6. *Shamas Un Nisa:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the total funds allocated for the Oil and Gas Regulatory Authority(OGRA) during the budget 2015-16; and

(b) the performance of the OGRA made during the last three years?

Minister In-Charge of the Cabinet Division: (a) No funds are allocatedfor OGRA during the budget 2015-16 from the Federal Consolidated Fund. TheAuthority prepares its own budget in accordance with section 17 of the OGRAOrdinance 2002.

OGRA fund is governed by Section 18 (I) of the OGRA Ordinance whichstates that:

“ Oil and Gas Regulatory Authority Fund:- (I) There shall be a fund to beknown as the Oil and Gas Regulatory Authority Fund which shall vest in theAuthority and shall be utilized by the Authority to meet its expenses and chargesproperly incurred in connection with the carrying out of its functions and dutiesimposed or transferred to it under this Ordinance, including without limitation thepayment of salaries and other remuneration to the Chairman, Members, employees,experts, consultants and advisers of the Authority”.

Oil Sector

Granted permission for 12 new companies to establish Oil MarketingCompanies (OMCS) - attracting approx. Rs. 6.00 billion investment;

Granted permission to 02 OMCs in Punjab province to marketpetroleum products to further strengthen of oil supply chain;

Total 3577 inspections were conducted, 1216 show cause noticesserved and fine Rs. 79.00 Million imposed.

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state whether there is anyproposal under consideration of the Government to establish a HeartSurgery Department in the Federal Government Polyclinic Hospital,Islamabad; if so, when it will be implemented?

Minister In-charge of the Capital Administration and Development

Division: Extension of Federal Government Polyclinic is planned. For this purposean area of 2.54 acres of adjacent land was allotted to Federal Government Polyclinicin 2011 on which extension and reconstruction was planned after which the bedcapacity will increase from 545 to 1100. For this purpose summary was submittedto Cabinet for final approval and on 24-08-2015.

In the proposed project of Extension & Reconstruction of FederalGovernment Polyclinic all departments will be considered at the time of preparationof its detailed PC-I.

Minister for Climate Change: 1. It would be totally wrong to state that

the performance of National Disaster Management Authority (NDMA) during therecent floods has been poor. There are following agencies in the country which areinvolved in flood management in the country:—

a. National level Strategic Guidance and Contingency Planning byNDMA.

b. Flood Management Planning — by Federal Flood Commission(FFC) implementation through Provincial Irrigation Departments(PIDs).

c. Weather and flood forecast generation - by Pakistan Met Department(PMD) and Flood Forecasting Division (FFD).

d. Receipt of Indian flood discharge data - by Pakistan Commissionfor Indus Waters (PCIW).

e. Regulation of Dams - by WAPDA.

f. Canal water regulation - by Indus River System Authority (IRSA).

g. Barrage operation - by PIDs.

h. Maintenance of flood infrastructure - by PIDs.

i. Flood fighting - by the Irrigation Departments and Army.

j. Resulting disasters are managed by District Disaster ManagementAuthority (DDMAs) / Provincial / National Institutions.

2. NDMA has played a very proactive role from the start. Some of theactivities are:

a. Pre Monsoon Activities:—

(1) NDMA took comprehensive steps in coordination with otherDepartments/agencies in preparing a workable strategy. Vulnerabilityassessment of different area with regards to Multi Hazards has beencompleted and vulnerable districts identified. The vulnerabilityassessment was shared through National Disaster Management Plan(NDMP) with all concerned.

(2) Efforts to enhance the early warning and weather forecasting capacityof Pakistan Meteorological Department, NDMA supported PMDby providing a product of European Centre for Medium RangeWeather Forecasting (ECMWF), which has enhanced PMD’sweather forecasting capabilities. Up-gradation and replacement ofweather Radars is also being done.

(3) Flood Management Planning, construction / repair of flood protectiondykes, bunds, being the prime responsibilities of Federal FloodCommission (FFC) and implemented through Provincial IrrigationDepartments (PIDs) was catered for. Standing Operating Procedure(SOP) for Regulation of Dams were revised based on previousexperiences for maintaining specific water levels by WAPDA andtimely regulations.

(4) PCIW (Pakistan Commission for Indus Waters) was directed toensure timely information from Indian side for visibility of Riversdischarge data.

(5) An elaborate system has been established with PTA (PakistanTelevision Authority) for SMS Alerts down to community level. Thisis apart from SMS Alerts which are sent by NDMA to Governmentofficials of various departments and agencies.

(6) Warehousing capacity enhancement at Federal, Provincial and Districtlevels was also done by building 5 HRFs (Humanitarian ResponseFacilities) at Muzaffargarh, Lahore, Hyderabad, Quetta and Peshawarwith capacity to store large quantity of relief items. Work on threeothers at Sukkur, AJ&K (Azad Jammu and Kashmir) and GilgitBaltistan are planned in near future.

(7) Stock building of necessary relief items was also ensured beforehand.Necessary stocks have been strategically dispersed throughout thecountry for a timely and affective response. In order to ensureavailability of rescue equipment, NDMA requested all Provinces toensure timely repair and maintenance of their existing rescue equipmentand to also increase the existing ones. Sequentially all Provinces tookmajor steps in ensuing repair and maintenance and procuring newrescue equipment.

b. Monsoon Season. Heavy monsoon rains, enhanced snow meltsand suspected outbursts from glacial lakes have led to flash floods and flooding inRiver Kabul and River Indus at different locations:

(1) Systematic provisioning of early warnings through weather advisories,alerts, weather updates. So far 35 Advisories have been issued.

(2) An elaborate system has been established with PTA (PakistanTelevision Authority) for SMS Alerts down to community level. Sofar 11 community alerts for Punjab, 3 for Sindh and 1 for AJ&Khave been issued. These alerts have been sent to 52.2 million people.

(3) This is apart from SMS Alerts which were sent by NDMA toGovernment officials of various departments and agencies.

(4) Warehousing capacity enhancement at Federal, Provincial andDistrict levels has also been done. 9 x HRFs (Humanitarian ResponseFacility) and 47 Flospans.

(5) Stock building of necessary relief items has been done beforehand.NDMA’s emergency stocks at Peshawar, Rawalpindi, Islamabad,Lahore, Muzaffargarh, Quetta, Karachi, Hyderabad and Kashmoreare placed on emergency alert to be released on short notice to anyPDMA.

(6) In order to ensure availability of rescue equipment, NDMA hasensured that all Provinces to ensure timely repair and maintenance oftheir existing rescue equipment and to also increase the existing ones.

(7) A National Monsoon Contingency Response Directive which wasprepared after a consultative process has been issued to all the stakeholders giving guidelines for response in case of an active monsoonseason.

(8) Chitral. NDMA has transported 16.5 Tons of Ration,one ton ofmineral water bottles, 700,000 aqua tab (Water Purification Tablets)through two C130 aircrafts of PAF. 11 generators and 2 waterpurification plants. 80 stranded persons / tourists have also beenevacuated by NDMA with the help of PAF. NDMA has alsoprovided / requisitioned two helicopters for Chitral which haveconducted 79.5 hours of flying (112 sorties), evacuated 774passengers and distributed 47450 kg of food packs in differentlocations.

(9) It was through utmost efforts and coordination of NDMA with FWOand NHA that the roads Chitral Garam Chasma, Chitral Bonni roadshave been opened while keeping the N 45 open also.

(10) NDMA continues to coordinate with NHA for speedy repair andmaintenance of national arteries affected due to floods.

(11) On ground visits of affected areas by Chairman NDMA anddeployment of 5 NDMA teams in different flood affected areas tooversee relief and rescue operations has also been done.

(12) Coordination with Utility Stores Corporation in establishing MobileUtility Stores outlets in coordination with Army Authorities at Chitralwas also done which has helped in alleviating the sufferings of theaffected population.

(13) NDMA has also facilitated and coordinated visit of state media toChitral to cover the relief efforts being undertaken.

(14) NDMA in coordination with Pakistan Army is assisting RadioPakistan in installation of Radio towers in Chitral.

(15) Gilgit Baltistan. 2800 Tents alongwith 1000 food packs (9 kgeach) of NDMA have been transported to Gilgit Baltistan and placedat the disposal of Deputy Commissioners.

(16) AJ&K. NDMA has provided 2000 tents, 2000 blankets and 1500tarpaulin shelters to A.J&K.

(18) Sindh. NDMA has provided 11000 tents, 5000 tarpaulin shelters toSindh.

(19) NDMA has also provided 38 boats to PDMA Sindh & Punjab forrescue operations.

(20) NDMA is in close coordination with Armed Forces of Pakistan.Resources of Army and Navy have been utilized for rescuing andevacuating people to safer places.

(21) National Health Emergency Preparedness Network (NHEPRN) wasdirected to augment its medical response capacities in the affectedareas.

(22) NDMA also shared simulated imageries of SUPARCO withProvinces for early warning and ease in planning purposes.

(23) NDMA has kept Media updated through regular press releases,interviews and press conferences.

Basic Education Community Schools (BECS):

The Basic Education Commcer-lunity Schools (BECS) are based on Non-Formal Basic Education system having a single teacher, single home basedroom for school (Class KG to V) where the premises is provided free ofcost by the community. Education in BECS schools is free from the verybeginning. IN each BECS School, 30 learners of age group 4-16 yearsare mandatory. Single teacher is responsible for all the classes of the schoolby adopting multi-grade teaching methods; based on formal schoolcurriculum. The teachers’ honorarium, utility bills, learning material andtext books are provided by the Government of Pakistan. At the end ofgrade five, formal sector conducts the examination and allows admissionin grade six in formal schools. Furthermore, BECS Schools also addressthe issues around mobility of girls children, BECS Non-Formal EducationSchools are local based and easy to access for out of school childrenespecially for females / girls. In BECS 60% students and 80% teachersare females.

Location-wise (District / Tehsil-wise) list of 12,204 home based Non-Formal Basic Education Community Schools (BECS) is attached at

National Commission for Human Development (NCHD):

The UPE Program of National Commission for Human Development(NCHD) provides access to education in the areas where there is noeducational facilities, through its Feeder Schools. These facilities areprovided in the location that has at least 15-20 un-enrolled children of 5-7 years who cannot attend school in the radius of 1 to 1.5 km. ForBalochistan and hard terrain areas of Khyber Pakhtunkhwa and AJ andK the accessibility criteria is 20 walking minutes. The Feeder Schools islinked with the nearby Government School called Parent School. Thestudents of Feeder Schools are allotted Silsila number from the parentschool; the Curriculum practiced by the respective Provincial Governmentsis implemented in Feeder Schools. Annual exams are taken by the ParentSchool where the successful students are mainstreamed / paved for onwardeducation. Feeder School is a single teacher school where teacher usesmultigrade teaching techniques. The premises for feeder school is providedfree of cost by the community and a committee from the community namedFreeder School Management Committee (FSMC) is looking after theschools progress.

Location-wise name of Feeder schools in four provinces and three areasof Pakistan are 6581 and is attached at Annexure-IV. However, NCHDhave no training institute.

Pakistan International Airlines has acquired 17 aircraft on dry leaseand 33 aircraft on wet lease basis during the last ten years to meet itscapacity requirement.

Minister In-charge of the Aviation Division: (a) PIAC has notpurchased any aircraft, rather acquired 14 aircraft on dry lease and 17 aircraft onwet lease basis during the last five years to meet its capacity requirement.

(b) As an immediate solution to bridge the capacity shortfall and maximizeairline’s revenue earning potential, above stated aircraft were inducted on wet-lease as stop gap arrangement on short term basis by PIAC. The induction of

acquired airbus A-320s and ATR; if so, the reasons thereof; and

(b) the total cost of the said aircrafts alongwith the expected benefitsthereof?

Minister In-charge of the Aviation Division: (a) Yes, PIAC has

recently inducted nine A320 aircraft including three from M/s GECAS and sixfrom M/s IAM Aviation and five ATR 72-500 aircraft from M/s Abric Leasing asper list Annexed. This new technology and fuel efficient aircraft induction is tocater for the growth and to meet capacity shortfall due to retirement/grounding ofolder aircraft.

(b) The total rental per month of nine A320 is US$ 2,295,000 and fiveATR 72-500 is US $ 875,000. With the induction of these aircraft PIAC hasimproved the punctuality of operation while contributing positively towards earningof the airline. Now the airline has shown operating profit.

(d) PIAC is keeping a constant eye on the market indicator, traffic trendprevalent on this route and they will certainly take necessary steps to expend theoperation from Quetta for international and domestic routes similarly, the suspendedoperation between Quetta and Dubai will be restored and the number of weeklyflights will also be increased from Quetta to Karachi, Islamabad, Lahore andMultan.

Pakistan Television especially PTV News has always given the issue ofthe water conservation as a priority in its Current Affairs Programms to curb theflood situation, generate electricity in the country and for irrigation purposes

For instance while covering recent floods in Pakistan in July 2015, PTVremained focused on above said priority by airing number of short -reports andpromos, which breakup is as under:—

Minister for Climate Change: (a) The prescribed criteria mechanismof the National Disaster Management Authority (NDMA) to manage floods isgiven as under:

Disaster management is a devolved subject. As per the National DisasterManagement Act, there are three levels for the disaster management system,i.e., national, provincial and district levels. NDMA provides the federalbackup where the Provinces are not able to coup with a disaster. Forflood management in the country there are a number of agencies involved:—

(1) National level Strategic Guidance and Contingency Planning byNDMA.

(2) Flood Management Planning – by Federal Flood Commission (FFC)(implementation through Provincial Irrigation Departments (PIDs).

(3) Weather and flood forecast generation - by Pakistan Met Department(PMD) and Flood Forecasting Division (FFD).

(4) Receipt of Indian flood discharge data - by Pakistan Commissionfor Indus Waters (PCIW).

(5) Regulation of Dams - by WAPDA.

(10) Resulting disasters are managed by District Disaster ManagementAuthority (DDMAs) / Provincial / National Institutions.

(b) Pre Monsoon Preparedness.—NDMA has played a veryproactive role from the start. Some of the activities are:—

(1) NDMA took comprehensive steps in coordination with otherDepartments/agencies in preparing a workable strategy. Vulnerabilityassessment of different area with regards to MultiHazards has beencompleted and vulnerable districts identified. The vulnerabilityassessment was shared through National Disaster Management Plan(NDMP) with all concerned.

(2) Efforts to enhance the early warning and weather forecasting capacityof Pakistan Meteorological Department, NDMA supported PMDby providing a product of ECMWF (European Centre for MediumRange Weather Forecasting), which has enhanced PMD’s weatherforecasting capabilities. Upgradation and replacement of weatherRadars is also being done.

(3) Flood Management Planning, construction / repair of flood protectiondykes, builds, being the prime responsibilities of Federal FloodCommission (FFC) and implemented through Provincial IrrigationDepartments(PIDs) was catered for. Standing Operating Procedure(SOP) for Regulation of Dams were revised based on previousexperiences for maintaining specific water levels by WAPDA andtimely regulations.

(4) PCIW (Pakistan Commission for Indus Waters) was directed toensure timely information from Indian side for visibility of Riversdischarge data.

(5) An elaborate system has been established with PTA (PakistanTelevision Authority) for SMS Alerts down to community level. Thisis apart from SMS Alerts which are sent by NDMA to Governmentofficials of various departments and agencies.

(6) Warehousing capacity enhancement at Federal, Provincial and Districtlevels was also done by building 5 HRFs (Humanitarian ResponseFacilities) at Muzaffargarh, Lahore, Hyderabad, Quetta and Peshawarwith capacity to store large quantity of relief items. Work on threeothers at Sukkur, AJ&K (Azad Jammu and Kashmir) and GilgitBaltistan are planned in near future.

(7) Stock building of necessary relief items was also ensured beforehand.Necessary stocks have been strategically dispersed throughout thecountry for a timely and affective response. In order to ensureavailability of rescue equipment, NDMA requested all Provinces toensure timely repair and maintenance of their existing rescue equipmentand to also increase the existing ones. Sequentially all Provinces tookmajor steps in ensuing repair and maintenance and procuring newrescue equipment.

(c) Resources Available with NDMA.— NDMA is a coordinating,implementing, monitoring and policy formulation organization. Its role is differentfrom the emergency services organizations which are employed on ground forrescue and relief efforts. However, NDMA coordinates relief and rescue effortsthrough Provincial Authorities and the Armed Forces where they are requisitionedby the Provincial Authorities. In addition, NDMA maintains its relief stocks in theentire country at strategic places, which can be employed for relief assistance.NDMA maintains nonfood items in its stocks like tents, blankets, mosquito nets,water purification plants, generators, dewatering pumps etc.

(d) Government Investment over the years to increase theresources.—Government has regularly been providing the requisite funding inthe National Disaster Management Fund maintained by NDMA which has enabledNDMA to build its relief stocks, carryout capacity building trainings, providesupport to different departments and even requisition support like requisitioning ofhelicopters etc for rescue and relief efforts when required.

Minister for Climate Change: (a) Pakistan is also prone to adverseimpacts of climate change. Since 2010 the economic losses due to recurrent floodsis estimated at approximately US 20 billion.

Pakistan is among the countries which are most vulnerable to climatechange, and it has very low technical and financial capacity to adapt to its adverseimpacts. The more immediate and pressing task for the country is to prepare itselffor adaptation to climate change.

Climate Change poses a major threat to food, water and energy securityin the country. In addition coastal and marine environment. dryland ecosystems,agriculture and livestock sector, forests and biodiversity and health are other areaswhich are seriously affected as the climate induced melting of glaciers, cyclonicstorm surges, tropical diseases epidemics, flash floods, droughts and variablemonsoons turned into an inevitable reality for Pakistan. Only by devising andimplementing appropriate adaptation measures it will be possible to ensure water,food and energy security for the country as well as to minimize the impact ofnatural disasters on human life, health and property.

(b) Ministry of Climate Change with UN Habitat, Capital DevelopmentAuthority and ICT Administration assistance has undertaken a study “ClimateChange Vulnerability Assessment of Islamabad” which was launched by Ministerfor Climate Change on World Environment Day (5th June, 2015). The study revealsthat the city of Islamabad and its surrounding Capital territory is exposed to a hostof factors accelerating climate change impacts such as erratic behavior and markedchanges in the intensity, frequency and variability of temperature , precipitation,floods, draughts, cyclones etc. The extreme weather events recorded so far inIslamabad include highest maximum temperature of 46.6° C on 24th June 2005and lowest at — 4.3° C on 25th December 1984. In 2001 heaviest rainfall of 621 mm was recorded in 10 hours.

The main findings of the assessment reveal startling facts regarding erraticbehavior and marked changes in the intensity, frequency and variability oftemperature, precipitation, floods, draughts, cyclones etc. The study proposes awell thought out planning interventions to make Islamabad a climate resilient city.The study also makes recommendations of utilizing the present institutionalarrangements for a well coordinated effective implementation of suggested plansin Islamabad.

(c) Government of Pakistan is fully aware of the gravity of the situationand has taken a number of steps to cope with this situation. Some salient stepstaken in this regard are as follows:

Establishment of dedicated Ministry of Climate Change (MoCC);

Establishment of Global Change Impact Study Centre (GCISC) in2003 as a development project meant specifically for conductingclimate change related research. In 2013 it got a legal status by anAct of the Parliament meant to serve as the research arm of theMinistry of Climate Change;

In 2007 National Disaster Management Authority (NDMA) wasestablished at the federal level with the corresponding disastermanagement agencies at provincial and district levels by the ProvincialGovernments to deal with whole spectrum of Disaster ManagementActivities;

Setting up by the Planning Commission in 2008 of a Task Force onClimate Change (TFCC) whose Final Report released in February2010;

Drafted National Sustainable Development Strategy;

National Climate Finance Architecture to tap international climatefinance.

Realising the importance of the climate change issue, Government ofPakistan has already approved National Climate Change Policy (NCCP) in 2012to ensure that climate change is mainstreamed in the economically and sociallyvulnerable sectors of the economy and to steer Pakistan towards climate resilientdevelopment. 28. *Rai Hasan Nawaz Khan:

Minister In-charge of the Capital Administration and DevelopmentDivision: Foreign currency rates for purchase of imported books for the librariesare higher than market rates as Government allows 19% mark-up on conversionrates of foreign currencies regarding purchase of foreign books imported by thebooksellers in the country in order to cover expenses incurred by the booksellerson import of books as per following break-up:—

(i) 6% withholding tax paid by bookseller at the time of import.

(ii) 13% mark-up is allowed to cover following expenses.

(a) Freight charges,

(b) clearance / handling charges,

(c) Import license fee,

(d) 4.5% Income tax.

2. These conversion and discount rates are fixed on quarterly basis tostreamline the purchase of books by libraries and institutions only. These conversionrates restrict booksellers not to charge rates over and above the conversion ratesfixed by the Government for the period of every 03 months.

Minister for Railways (Khawaja Saad Rafique): It is not a fact thatany mega corruption has taken place in Pakistan Railway in the last two years. Asa matter of fact Pakistan Railway, at the verge of collapse in 2013, has increasedits Revenue by Rs.14.0 Billion in last two years which speaks volumes of itsimproved management accountability and transparency in all its operations. It isalso a fact that National Accountability Bureau (NAB) has investigated Eleven(11) cases of corruption in Railway, all of which pertain to the previous regimes(2001-2013).

Pakistan Railway is actively perusing these cases with NAB especiallyRoyal Palm Golf Club (year 2002) and Business Express (year 2012).

(c) The Zoological Survey of Pakistan has no mandate to carry outbreeding of animals however details of research and survey of wild animals accordingto their distribution conducted during last 5 years (2010-11 to 2014-15) is asunder:—

Animal data collection of protected areas in collaboration withprovincial wildlife departments for scientific management ofresources

Pakistan has a comprehensive Protected Area network including 26 nationalparks, 93 wildlife sanctuaries and 96 game reserves; the ZSP is responsible toundertake periodic studies on biological aspects of these protected areas. In thisregard during the period ZSP had undertaken faunal survey of two protectedareas including (i) Machiara national park, AJK; and (ii) Chumbi Surla wildlifesanctuary, Punjab with the participation and in-kind assistance of the provincialwildlife departments.

Conservation oriented studies of Endangered and Threatenedspecies for Trophy-hunting Programme.

Pakistan’s successful trophy hunting programme has not only ensured thesustainability of the game species like Markhor, Urial, Ibex and Blue sheep thatwere on the verge of extinction only few years ago.

ZSP on the recommendation of Office of the Conservator Wildlife, Ministryof Climate Change and provincial wildlife departments had conducted studies onungulate species including Suleiman Markhor, Afghan Urial and Himalayan Ibex inthe province of Balochistan and AJK with the involvement of local communitiesand provided outcome of these studies to the authorities to facilitate in allocationof trophy hunting quota to the provinces and conservation communities.

Recommendation to the Government for National Trade Policy onwildlife species and their products.

ZSP is mandated to provide data and recommend quota on regular basisto the Office of Conservator Wildlife, Ministry of Climate Change in the context ofnational trade policy to regulate international trade in wild animals and birds. Inthis regard survey reports prepared on Parakeets/Parrots to facilitate the authority.

A survey of economically important faunal species used ininternational wildlife trade to assist CITES regulatory authority.

Sustainable use of wildlife significantly contributes to local and nationaleconomies in many parts of the world. In Pakistan CITES (the Convention on

To determine the status and trend of these commercially important speciesregular surveys are required to establish baseline information for sustainable use.ZSP had undertaken survey of above mentioned species and developed informationmaterial to strengthen CITES regulatory authority with authentic and reliable data.

Mid-Winter Waterfowl Census

Mid-winter waterfowl census of selected wetlands of Pakistan is a regularactivity of department. During the month of January in last three years importantwetlands including Manchar, Kalar Kahar, Tarbela & Khanpur Dams down-stream,Head Maralla, Head Qadirabad, Rasul Barrage have been covered. The waterfowlcensus data has been shared with Wetland International to monitor global variationsin bird’s population.

In case any commercial activity or violativeencroachment is found on footpaths and parking area, it is immediately removedby the Directorate of Enforcement, CDA.

7. Mr. Asad Umar:

Will the Minister In-Charge of the Capital Administration andDevelopment Division be pleased to state the number of FederalGovernment Schools upgraded in Islamabad after last year’s attackmade on Army Public School, Peshawar alongwith the securitymeasures taken by the Government in this regard so far?

Minister In-Charge of the Capital Administration and DevelopmentDivision: Federal Directorate of Education, Islamabad upgraded most of theEducational Institutions under its jurisdiction by taking different steps for theenhancement of security arrangement after last year attack made on Army PublicSchool. In this regard following security measures have been taken by Governmentso far:—

• An amount of Rs.182.337 million allocated and transferred to PWDfor repairing and uplifting of boundary wall of educational institutions.Installation of razor wire is also included in the project. The saidwork has been started in 24 Educational Institutions working underFDE. The detail is placed at Annex-A.

• In order to monitor the project progress 03 members monitoringteam is proposed:—

(i) Concerned Director

(ii) Principal of the School/College

(iii) An Inspector from monitoring cell.

Concerned Principal will act as project director of the project and willmonitor the progress/quality of work on daily basis. Second team headed byDeputy Director Monitoring FDE will also monitor the progress which specialemphasis on quality of work already done and will submit a report to Joint Secretary(Admn.), CADD, Islamabad.

• For provision of CCTV Surveillance System in all public institutionsunder FDE an amount of Rs.40 million allocated for this purposeand requisite amount transferred to 382 institutions and 04 AEOoffices for installation of IP-Based CCTV surveillance system inconsultation with Ministry of Information Technology. 25 InspectionTeams are assigned the task to check and ensure the installation ofCCTV surveillance system as per specification. This Inspectionactivity is also being monitored and managed through online CCTVInspection Monitoring System.

• Designed and developed Security Inspection Monitoring System(SIMS) for real time monitoring, analysis and reporting securityinspection.

• Designed and developed Daily Visitor Invigilation System (DVIS)for Schools/Colleges to make educational institutions secure from allmanifestation of threat and other suspicious activities. DVIS is acentralized database system which record the basic information ofvisitors which will enable FDE/Law enforcement agencies to getinformation about visitor.

• Focal persons have been identified in each of the 422 educationalinstitutions and their names as well as names of heads of institutions/their mobile phone number have been communicated to police.

• Emergency telephone numbers are displayed at prominent places inthe institutions.

• Emergency exit plans are also implemented in the educationalinstitutions.

• The fire extinguishers are installed in the institutions.

• The list of teaching and non-teaching staff is being sent to IG PoliceIslamabad for their security clearance.

(a) whether it is a fact that the Capital Development Authority hasdivided Zone-IV of Islamabad into four Sub-Zones and a buildinghaving a covered area of 1000 square meters can be constructedon 20 kanals farm in Sub Zone-D of the said zone;

(b) whether it is also a fact that the Behria Town Housing Schemeinitiated in the said Sub-Zone has been allowed for constructionof a covered area of 5500 square feet per kanal therein;

(c) whether it is further a fact that rules and regulations have beenmade in violation of the Supreme Court decision dated11-10-2007 regarding division of said zone;

(d) if the answers to parts (a), (b) and (c) above are in theaffirmative, the reasons and responsibles thereof; and

Minister In-Charge of the Cabinet Division : (a) This is correct that

CDA has divided Zone-4 of Islamabad into four sub-zones. As per ICT ZoningRegulation 1992, amended in 2010, the minimum plot size of an Agro farm is 04to 20 kanals, where maximum covered area 1000 sq.yds can be constructedexcluding basement.

(b) This is incorrect that Bahria Town Housing Scheme has been allowed5500 sq. ft per kanal. In fact, the Bahria Agro Farming Scheme has been approvedby CDA in Sub-Zone-‘D’ of Zone-4, where as per regulations 1000 sq. yds areacan be covered over a plot of 04 to 20 kanals. In this scheme, the size of agrofarm is about 04 kanals and the permitted ground coverage shall not be more than20% of total area of Agro Farm i.e. 4500 sq.ft (500 sq yds).

(c) This is incorrect that regulations have been made in violation of theSupreme Court decision dated 11-10-2007. In fact, the regulations have beenamended in compliance of the Honourable Supreme Court of Pakistan decisiondated 24-1-2008 in Suo Moto case No.10 of 2007.

(a) whether University of the Punjab, Lahore has conducted anyinquiry regarding the number of students who have obtainedDegrees/Certificates from Axact;

(b) if not, the reasons thereof?

Minister for Federal Education and Professional Training : (a)University of the Punjab has not conducted any inquiry regarding the students whohave obtained Degrees/Certificates from Axact.

(b) The Punjab University, Lahore has no legal jurisdiction to conductany inquiry against any other organization. However, foreign degree holderswhenever apply for admission in any program at University of the Punjab, eachand every degree is routed through the equivalence committee of the university. Itis to be placed on record that the equivalence committee is the Ad-Hoc committeeof Academic Council of the University. The mandate of the Committee it todetermine the equivalence/recognize the degrees issued by the universities otherthan university of the Punjab.

10. Mr. Mohammad Ayaz Soomro:

Minister for Federal Education and Professional Training : (a) Yes,

the inquires against three (3) students have been conducted by the University ofPunjab, Lahore from January 01, 2005 to June 30, 2015 for producing fakeCertificates of Secondary and Higher Secondary Certificates.

(b) Yes, the B.A. degrees of the following students have been withdrawnby the Punjab University.

1. Mr. Liaquat AbbasVillage & Post Office BurgdaraTehsil and District Haffizabad Resultquashed on 19-09-2013

2. Mr. Bilal AsgharHouse No.229, Block-BFaisal Town, LahoreResult quashed on 27-06-2015

3. Mst. Neelum Ch.House No.P-453, Mohallah Shorkot Road,Toba Tek Singh.

(c) The University of Punjab has cancelled/quashed their B.A. Degreeson producing the fake Certificates of Secondary and Higher Secondary SchoolCertificates.

11. Mr. Aijaz Hussain Jakhrani:

Will the Minister for Federal Education and Professional Training bepleased to state whether the Federal Board of Intermediate andSecondary Education, Islamabad has conducted any inquiry againstthose students who have utilized Degrees issued by the Axact duringthe last five years till date; if so, the details; if not, the reasons therefor?

Minister for Federal Education and Professional Training: FederalBoard of Intermediate & Secondary Education (FBISE) did not conduct anysuch inquiry as it does not fall under the scope of FBISE.

(a) the total number of students who obtained Higher SecondarySchool Certificates (HSSCs) from the Board of Intermediate andSecondary Education, Islamabad by submitting fake SecondarySchool Certificates (SSCs) during last five years till date;

(b) the total number of students against whom inquiry was conductedregarding fake SSCs; and

(c) whether HSSCs have been cancelled/withdrawn during the said

period?

(a) whether it is a fact that encroachments have been made in theGovernment Houses of Category A, B and C Type at SectorG-9/2, Islamabad;

(b) whether it is also a fact that all such encroachments are beingmade in connivance with the Capital Development Authority;if so, the reasons thereof; and
