Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) As per existing criteria, the Exploration and Production companies are required to deposit the Social Welfare Obligatory funds in the joint accounts with the concerned DCOs/DCs. of respective districts. (b) The E&P company identifies the schemes in consultation with the local communities and civil administration. The schemes are endorsed by concerned MNA of the area and monitored by the concerned DCOs/DCs of the concerned district.

1. *Ms. Naseema:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the criteria adopted to collect the amount from oil and gasexploration companies under social welfare obligation fordevelopment of local communities;

(b) the criteria adopted for disbursement of the collected amountto respective provinces where such exploration companiesare operating at present;

(c) the year-wise amount paid to each province under said headduring the last five years; and

(d) whether it is a fact that the exploration companies have notbeen contributing under such heads in letter and spirit; if so, thesteps being taken in this regard?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) As per existing criteria, the Exploration and Production companiesare required to deposit the Social Welfare Obligatory funds in the joint accountswith the concerned DCOs/DCs. of respective districts.

(b) The E&P company identifies the schemes in consultation with thelocal communities and civil administration. The schemes are endorsed byconcerned MNA of the area and monitored by the concerned DCOs/DCs of theconcerned district.

(c) Earlier, there was no procedure for maintaining joint bank accountsin districts. The existing criteria is effective since September 2013 under whichE&P companies are bound to deposit unspent Social Welfare funds in theirrespective districts of the operations. The details of the amount so far deposited inthe province since September are as under;

(d) The Exploration and Production companies are discharging their-Social welfare obligation with few exceptions. The defaulting companies havebeen directed to immediately deposit the outstanding amount in the joint accounts.These companies are being denied extension where the social welfare obligationshave not been discharged.

2. *Ms. Naseema:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the sector-wise priorities given by the Government for theprovision of Natural Gas during the year 2013-14 till date;

(b) whether it is a fact that each sector of the country is facing gasproblem at present; if so, the reasons thereof;

(c) the quantity of the gas allocated for each sector during the saidperiod alongwith their rate of line losses and theft in each sector;and

(d) the steps being taken by the Government to ensure the provisionof gas on preferential basis for domestic consumers and toremove drawbacks of the said sector?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The sector wise priority is as under:

(b) Yes. The main reason is gap between demand and supply of naturalgas. The gap further widens due to continuous extension in distribution network ofgas utility companies. On the other hand there is no considerable increase in inputs.Small fields which have been connected to the system, hardly compensate for thereduction of supply due to depletion of major gas fields.

(c) The quantity of the gas consumed by each sector during the last twoyears is attached as under;

As regards rate of line losses for each category, it is apprised that both thegas utility companies have an integrated network; therefore the sector-wise figures

for line losses i.e. Un-accounted For Gas (UFG) are not available. However,overall UFG figures for both the gas utility companies are as following:

(d) There is “no gas holiday” for domestic sector customers due to itsplacement on top priority in the natural gas load management policy. It may,however, be noted that there is continuous gap between demand and supply. Thisshortfall is bridged through load management in different sectors including Power,Industry, CNG and Fertilizer so as to cater for high priority domestic andcommercial sectors in accordance with the Natural Gas Allocation and ManagementPolicy, 2005. Due to increase in demand during winters, the consumers at differentlocalities may face low pressure. The gas utility companies have undertaken systemaugmentation, looping of line, re-drilling of service tee and establishment ofemergency teams to resolve low pressure complaints. Operational teams areworking round the clock for this particular activity.

3. *Ms. Aasiya Nasir :

Will the Minister for Defence be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to grant 5% quota to Minorities in armed forcesfor commissioned and other categories of services;

(b) if the answer to part (a) above is negative, whether there is anyproposal under consideration of the Government to increase thecurrent quota therefor; if so, when it will be implemented?

Reply not Received. 4. *Ms. Nighat Parveen Mir:

Will the Minister for Communications be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to construct Motorway from Peshawar to Kabul;

(b) if so, the time by which the construction work of the saidMotorway will be started and completed?

Minister for Communications: (a) Yes, there is a proposal underconsideration of the Government of Pakistan to construct a Motorway fromPeshawar to Kabul.

(b) Agreement for conducting feasibility study has been finalized foraward. Delegation from Afghanistan is expected to come to Pakistan to share thePlans and Term is of Reference (TOR) following which the feasibility study shallcommence. If the project is found feasible at the conclusion of six (6) monthsfeasibility study period, then it is expected that the project spread over four (4)years completion time may start in 2016.

5. *Ms. Nighat Parveen Mir:

Will the Minister for Petroleum and Natural Resources be pleased tostate the names of precious metal’s deposits available in DistrictChiniot at present alongwith the location and total quantity thereof,separately?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Constitutionally, all minerals other than nuclear substances are Provincialsubject and detailed mineral exploration/feasibility studies are managed byrespective Provincial Government. Federal Government is mandated with geologicalsurveys and formulation of national policies/plans.

Geological Survey of Pakistan (GSP), an attached Department of Ministryof Petroleum & Natural Resources, carried out geological investigations in Chiniot-Ashaba area (Punjab) during 1982-85 & 1989-95 and discovered iron oredeposits. Drill-holes showed occurrence of iron-copper- cold mineralization under92-192 meters thick alluvial cover, containing 41.52-77.58% iron oxide,0.54-62% silica, 15-433 ppm copper and traces of gold (0.02-0.8 ppm), arsenic(upto 50 ppm), titanium oxide (0.1-1.0%) and phosphorous oxide (upto 1%).GSP is presently executing a geophysical survey project of Mines & MineralDepartment, Government of the Punjab for exploration of metallic minerals in theadjoining area of Chiniot.

As per report of Government of the Punjab, it is executing anotherexplration project envisaging 50 deep boreholes in Chiniot & its adjoining Rajoaareas through a Chinese company (MCC) under supervision of German consultants.The analysis of borehole samples has indicated presence of iron ore & sulphidemineralization (after depth greater than 400 meters ) containing copper ore alongwithtraces of silver, gold, aluminum, arsenic, barium, cobalt, chromium, phosphorous,lead, titanium & zinc etc. Quantity and quality of metallic minerals would bedetermined after completion of exploration work in next 10 months period.

Accurate reserve estimation (Grade & quantity) of metal deposit in Chiniotarea would be available after completion of detailed exploration, including drillingand subsurface ore modeling.

6. *Ms. Naeema Kishwar Khan:

Will the Minister for Parliamentary Affairs be pleased to state:

(a) the date of decision made to grant 20% allowance to theemployees of Election Commission of Pakistan (ECP);

(b) the date by which the said allowance will be granted to saidemployees;

(c) whether the said allowance will be granted to all the employeesof ECP;

(d) whether it is a fact that the employees of Provincial ElectionCommission, KKP are still deprived of the said 20% allowance;if so, the reasons thereof; and

(e) the steps being taken by the Government to grant said allowanceto all employees of the ECP?

Minister for Parliamentary Affairs: (a) 20% Election Allowance tothe employees of Election Commission of Pakistan was sanctioned pursuant tothe decision of Election Commission by the Hon’ble Chief Election Commissionerof Pakistan, in exercise of his powers delegated to him vide Finance DivisionO.M., dated the 25th July, 2000 w.e.f. 1st March, 2013. The decision was takenby the Election Commission in its meeting held on 7th March, 2013 which wasalso attended by the Senator Saleem H. Mandviwalla, the then Minister for Finance,Mr. Rana Asad Ameen, Special Secretary, Finance Division, Ms, Fakhra T. Abbasi,Financial Advisor, Election Commission of Pakistan and Mr. Nazir Ahmad Khan,Deputy Financial Advisor, Election Commission of Pakistan. According to theapproval conveyed by the Finance Division vide their U.O No. 5(4)/2007-12-DFA (J)-623, dated the 2nd April, 2013, necessary sanction letters were issuedand the payment started to the employees of Election Commission with effectfrom 1st March, 2013. However, payment of said allowance was stopped by theAGPR vide letter No.TM/ HA/1-73/Pay and Allowances/ 2013/Part.-II/1574,dated the 8th October, 2013 with effect from-11-09-2013, in pursuance of theinstructions of Finance Division:On the advice of Finance Division, a Summarywas sent to the Prime Minister seeking his approval. The Hon’ble PM was pleasedto accord approval for grant of 20% Election Allowance to the employees ofElection Commission, subject to the concurrence of Finance Division. Despite theapproval of the Hon’ble Prime Minister, Finance Division is reluctant to giveconcurrence and set terms and conditions of 20% Election Allowance and paymentof said allowance has been stopped since then. Recovery of paid 20% ElectionAllowance has also been made by the AGPR, Islamabad from the employees.

(b) The said allowance shall be granted to the employees of ElectionCommission with effect from 1st March, 2013 the date when it was sanctioned bythe Hon’ble Chief Election Commissioner.

(c) Yes it will be granted to all the employees of ECP, subject to theimplementation of approval of Hon’ble Chief Election Commissioner by the FinanceDivision.

(d) Like other employees of this Commission, orders/approval issue bythe Finance Division also applicable to the employees of PEC, KhyberPakhtunkhwa. As such, disbursement of 20% Election Allowance in respect ofemployees of PEC, Khyber Pakhtunkhwa has also been stopped.

(e) Nothing has been initiated by the Finance Division to the release ofElection Allowance to the employees of Election Commission.

7. *Ms. Naeema Kishwar Khan:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the details of Pakistani and multinational companies workingfor tapping oil and gas in the country at present alongwith thedate to start work thereon;

(b) the companies which have sold oil and gas on the basis ofproduction alongwith the period and value thereof;

(c) the quantity of oil sold by MOL and OMV during the years2012-13 and 2013-14;

(d) the benefits accrued and losses caused to the Governmenttherefrom;

(e) the number of companies which have got licenses for tappingoil and gas during the years from 2002 to 2010 alongwith detailsthereof; and

(f) the amount in dollars invested by those companies during thelast five years alongwith the number of wells dug by them duringthe said period?

8. *Ms. Amra Khan:

Will the Minister for Petroleum and Natural Resources be pleased tostate:(a) the province-wise total production of oil and gas in the country

during the period from 1st January, 2012 to 31st December,2014;

(b) whether it is a fact that the said production has not been increasedduring the said period; if so, the reasons thereof; and

(c) the quantity of oil and gas consumed by each province duringthe period from 1st January, 2012 to 31st December, 2013?

(b) Overall gas production has not shown any increase despite additionof around 600 MMCFD gas to the system due to depleting tend of major gasfields. However oil production has shown 31% increase as compared to 2012production.

(c) The approximate quantity of oil and gas consumed by each provinceduring the period from lst January, 2012 to 31st December, 2013 is as under:

Will the Minister for Petroleum and Natural Resources be pleased tostate the steps being taken by the Government to avoid petroleumcrises in future?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Following steps have been taken by the Govt. to avoid Petroleum crisesin future:—

i. A POL situation cell has been established to monitor Petroleumsupplies in the country, round the clock.

ii. The Product Review Meeting that used to be held once in a month,is now convened on weekly basis, to ascertain demand and supplyof Petroleum products in the country.

iii. OGRA has been requested to ensure compliance by Oil MarketingCompanies to their licensing condition including development of 20days storages.

10. *Ms. Khalida Mansoor:

Will the Minister for Communications be pleased to refer to StarredQuestion No.156 replied on 14-1-2015 and to state:

(a) the percentage of construction work of Sukkur-MultanMotorway completed so far; and

(b) the total number of lanes of the said Motorway alongwith thename of the construction firm for the said project?

Minister for Communications : (a) The construction of Sukkur-Multan

section of Karachi-Lahore Motorway has not been started yet.

(b) It will be constructed as 6-lane motorway. The construction firm hasnot been procured yet.

11. *Sheikh Salahuddin:

Will the Minister for Law, Justice and Human Rights be pleased tostate the number of recommendations presentd by the Council ofIslamic Ideology during the last five years alongwith theimplementation status thereof?

Minister for Law, Justice and Human Rights : Reports of Council ofIslamic Ideology for the year 2009-10, 2010-11 and 2011-12 have already beensent to Parliamentary Affairs Division for laying it before the Parliament. Moreoverreports for the year 2012-13 and 2013-14 are being processed for publication,which will be presented shortly after publication. Furthermore recommendationsduring the last five years are annexed herewith.

12. *Ms. Belum Hasnain:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that there is a mashroom growth of PrivateCourier Services in the country without any regulation by theGovernment;

(b) if so, the time by which the regulations will be made by theGovernment to regulate and monitor the services of PrivateCourier Companies presently working in the country?

Minister for Communications : (a) Yes, it is a fact that in Pakistan,

private courier services are operating without any regulatory authority. There is astrong need to have a regulatory mechanism in place. In this regard, case hasalready been taken up with the Ministry of Communications (Postal Services Wing).

(b) The proposal will be implemented after necessary legislation by theparliament.

13. *Ms. Belum Hasnain:

Will the Minister for Petroleum and Natural Resources be pleased tostate:(a) whether it is a fact that Unaccounted For Gas is being raised

by the Government to shift the burden of gas theft to consumers;if so, the justification thereof; and

(b) the causes of dismantling the gas pricing agreement of the MariPetroleum Company Limited and replacing it with marketrelated formula?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): (a) Government has not allowed Gas Utility Companies any margin anaccount of Unaccounted For Gas (UFG). The Federal Government has notchanged the UFG benchmark of 4.5% prescribed by OGRA and only hasrecognized / accepted that certain factors including theft by non-consumers andgas losses in Law & Order affected areas are beyond the control of the Gas UtilityCompanies and hence the Companies should not be penalized on their account.

(b) Mari Petroleum Compony Limited was the only E & P Companyoperating under a cost plus formula. This formula had a number of inherentlimitations due to exposure of the Government, both Federal and Provincial, onaccount of increasing risks/cost of exploration and rising cost of development/production, As a result, ECC has approved the dismantling of Mari GPA (costplus pricing formula) and its replacement with a market oriented pricing formulataking account of the above facts in line with all other oil (E&P) companies inPakistan.

14. *Mr. Iqbal Muhammad Ali Khan :

Will the Minister for Petroleum and Natural Resources be pleased tostate whether it is a fact that the Oil and Gas DevelopmentCorporation Limited has sold 325 cars at an average price ofRs.200,000/- per vehicle to its officers; if so, the justification thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): The statement is partially correct to the extent of sale of vehicles whichwas done in accordance with the car policy in vogue (Annex-I)

The Car Policy was approved by the Board of Directors. As per policy,the buy-back option is available to entitled officer for purchasing only the entitled/allocated vehicles subject to The completion of five (05) years of its use at 10% ofits original cost.

However, in case of retirement/death the cars are sold to the officer(s)/family at book value if the vehicle is less than five (05) years old.

It is pertinent to mention that Company’s guidelines/policy is in line withthe prevalent Car Policies in the corporate sector in general and E&P companiesof Oil & Gas Sector in particular. In line with policy, following vehicles have beensold to the entitled officers during the last five (05) years.

15. *Mr. Iqbal Muhammad Ali Khan:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that oil of Rs.142 billion has beenpilferaged in connivance with employees of Pakistan State Oilin the country during the period from 1-6-2013 till date;

(b) if so, the steps being taken or proposed to be taken by theGovernment to make recovery from them?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Reportedly no incident of such pilferage has taken place in PakistanState Oil during the stated period.

(b) Not applicable.

16. *Syed Waseem Hussain:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that a number of oil and gas reservoirs existin Sindh Province; if so, the reasons of low gas pressure in theurban and rural areas of the said province; and

(b) whether there is any proposal under consideration of theGovernment to lay down a new gas pipeline in the said areas; ifso, when it will be implemented?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes.

SSGCL has reported that there is no gas load shedding for domestic andcommercial sectors in urban and rural areas of Sindh Province. However, due toseverity in weather condition and increase in use of Gas generators, some pocketsmay experience low gas pressure.

(b) The company has reported that such low pressure does not persistfor long period and is controlled through pressure enhancement in the affectedareas. The company also replaces all corroded, depleted and undersize pipelinenetwork through rehabilitation and reinforcement schemes, where necessary.

17. *Dr. Azra Fazal Pechuho:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the Turkmanistan-Afghanistan-Pakistan-India Gas Pipeline Project has not been completed so far; if so,the reasons alongwith the date of completion of said project;and

(b) the cost escalated as a result of delay in the completion of thesaid project?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): (a) Yes; it has not been completed so for. The main reason is that the leadFinancer/Consortium leader, which is a key to the success of this project of greatmagnitude, has not been selected so far.

It is expected that the project will be completed by 2018.

(b) Any impact on the Project cost will be determined based on thefeasibility study being prepared by the Transaction Advisor. Financial impact will beknown once the report is finalized.

18. *Dr. Azra Fazal Pechuho:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the Members of the Board of PakistanState Oil have been removed from their services during the year2013-14 till date;

(b) if so, the reasons thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes

(b) The Board of Management of PSO failed to perform its duties. Dueto severe fuel crisis such steps were initiated.

19. *Dr. Fozia Hameed:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the Gawadar Coast has “shale” gasreserves; if so, the steps taken by the Government for itsexploration and utilization; and

(b) the quality and quantity of said gas?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The Shale Gas exploration and findings are at very starting stagesand at this period no such findings have been done at said area.

As the process would develop such task would be done all over.

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the year-wise total quantity of petroleum products importedduring the last five years, except during the period from1-11-2014 to 31-1-2015, separately alongwith the details thereof;and

(b) The year-wise expenditure incurred thereupon during the saidperiod separately alongwith the details thereof?

Will the Minister for Law, Justice and Human Rights be pleased tostate the steps being taken by the Goveremment since June, 2013 toimplement provisions of the Constitution and laws to eliminatecorruption in the Federal Government institutions?

Recent Measures

Under proactive approach, NAB has been engaging different Governmentaland Non-Governmental Organizations in fight against corruption. In this contextfollowing steps have been taken:

a. Signing Memorandum of Understanding (MoU) with HigherEducation Commission (HEC) for creating awareness amongststudents of various Universities.

b. Collaboration with Pakistan Cricket Board (PCB) - Pakistan CricketTeam advertisement for “Say No to Corruption”.

c. Collaboration with Pakistan Hockey Federation - Hockey Team toraise slogan “Say No to Corruption”.

d. Collaboration with Pakistan Television (PTV) for airing the song“Say No to Corruption”.

e. Collaboration with PTA, PIA, SNGPL and IESCO to display andprint NAB slogan “Say No to Corruption” from their plat form.

f. Signing of MoU with UNODC (in the pipe line) for joint effortagainst corruption.

g. Generic and sector specific awareness campaigns in print media,focusing on warning public against:

(1) Possible financial scams.

(2) Fake housing societies.

(3) Unrecognised education institutions etc.

h. Interaction with civil society organizations (Aimed at changingsocietal attitude towards corruption from acceptance toabhorrence)

i. Anti-Corruption Themes in the National Education Curriculum forclasses 1-12

j. Efforts are being made to join hands with Motorways Police to takefollowing initiatives:

(1) Display of advertisement board at various points with“Say No to Corruption” at Motorway (M1, M2, M3).

(2) Distribution of pamphlets, hand bills and stickers etc. havinganti-corruption messages to vehicles plying on Motorway.

(3) Joint seminar on “Say No to Corruption” with MotorwayPolice.

(4) Joint newspaper advertisements for awareness of general publicregarding ill effects of corruption.

(5) Any new creative ideas which would strengthen theanti-corruption campaign as proposed by your good office.

Under Prevention Regime NAB has established prevention committeesu/s 33-C, NAO to review rules and regulations of Federal as well as ProvincialDeptts., so as to suggest doable recommendations in coordination with Deptts.concerned.

Through enforcement regime, NAB has been successful not only in bringingthe culprits to book but also recovering billions of plundered money. Statisticaldata showing efforts and performance of NAB during the period in question is asfollows:

Abbasi) : (a) According to the study of EIA (U.S. Energy informationAdministration), around 105 TCF of shale gas and 9.1 billion barrels of shale oil arepresent in the country. These are preliminary figures and are yet to be verified.

(b) Ministry of Petroleum & Natural Resources (MPNR), has launcheda study with the assistance of USAID to evaluate potential of Shale Gas in theLower and Middle Indus basins and technology required for its extraction. Presently,no data is available about district wise potential of Shale Gas.

Minister for Parliamentary Affairs: (a) (i) The Federal Governmentis mandated with ensuring local self government in Cantonment Areas as per point2 of 1st Part of the Fourth Schedule to the Constitution.

(ii) The Hon’ble Apex Court vide its Order dated 13th November,2013 passed in Constitution Petition No.77/2010 (President Baluchistan High CourtBar Association vs Federation of Pakistan and others) observed that as per theprovisions of Articles 32 and 140A of the Constitution, the Federal Government isduty-bound to hold elections in the Federal Area.

(iii) The Hon’ble Supreme Court of Pakistan vide its Order dated 19thMarch, 2014 and 20th March, 2014, passed in Civil Appeal No.297/2014 (ElectionCommission of Pakistan through its Secretary Vs Province of Punjab through itsChief Secretary and others), inter-alia, directed the Federal Government to carryout appropriate amendments/legislation to empower the Election Commission ofPakistan to initiate and carry out the process of delimitation of constituencies forthe Local Government Elections in the Punjab and Sindh Provinces.

(b) (i) The draft of the proposed bill for amending the CantonmentOrdinance, 2002 so as to empower ECP for holding elections in CantonmentBoards has been submitted to the Competent Authority for its promulgation.

(ii) A draft bill for introduction of Local Governments in Islamabad CapitalTerritory (ICT) is pending with the Standing Committee concerned for its approval.

(iii) The Federal Government promulgated Ordinance No. VIII of 2014[The Delimitation of Constituencies (Amendment) Ordinance, 2014] on 14thOctober, 2014 through which the Election Commission of Pakistan has beenempowered to carry out the exercise of delimitation in the Punjab and SindhProvinces.

Minister for Communications: (a) Yes, Toll rates have been revisedafter three years w.e.f. 7th July 2014 with the approval of NHA Executive Boardin its 236th meeting held on June 17th 2014.

The reason of increase are:

i. To cope with increased maintenance cost due to inflation in thecountry.

ii. The National Highways & Motorways requires attractive toll ratesfor investors to invest and recover with profit if the National Highways& Motorways is undertaken on BOT/PPP basis.

iii. To ensure that services to the commuters on National Highways &Motorways to be continuously provided in the most appropriatemanner, the toll rates have to be increased.

field formations or Directorate General, Pakistan Post, Islamabad about misuse ofpost box numbers during the last 18 months. Nonetheless, the necessary stepsstand prescribed to stop the misuse of facility.

(b) 143.90 Kms supply means was approved as per the plan of theproject, out of which 117.30 Kms supply mains (8” & 6” die) has been laid.

(c) 368.510 Kms distribution network was approved as per the plan ofthe project, out of which 188 Kms has been laid.

(d) The initial cost estimates based on preliminary survey were to thetune of Rs. 922.890 million, however, after detailed survey, and over all Manningand technical feasibility the cost of the Project was approved as Rs. 337.046million.

Will the Minister for Science an Technology be pleased to state:

(a) whether it is a fact that the Pakistan Council of Science andIndustrial Research (PCSIR) has not been paying pensionerybenefits to its retired employees since July 1st, 2012;

(b) whether it is also a fact that respective High Courts have directedto pay pensionery benefits to said employees;

(c) whether it is further a fact that PCSIR had given cheques ofdormant accounts therefor;

(d) if the answers to parts (a), (b) and (c) above are inaffirmative, the justification thereof; and

(e) the steps being taken to pay pensionery benefits to saidemployees?

Minister for Science an Technology : (a) Monthly pension is beingpaid to the pensioners regularly. However, arrears of commutation (since March2014) and in certain cases the arrears on account of increases on restored portionof pension are pending for payment.

(b) In 4 cases, the Lahore High Court had directed to pay arrears ofpensionary benefits (i.e increases on restored portion) which were complied with.

(c) Incorrect. No cheques of dormant accounts were issued.

(d) Delaying in payment of arrears occurred due to insufficient budgetaryallocations by the Finance Division during 2013-14 & 2014-15 under the head ofpension. Efforts were made to seek additional funds through supplementary grant

during the year 2013-14, which did not materialize. Hence the payments of arrearsremained pending.

(e) PCSIR is presently facing a short fall of Rs. 332.676 Million underthe head “pension” allocation. The Secretary MoST has accordingly sent a requestfor supplementary grant to the Finance Secretary vide No.15(3)/F&A/ Release/PCSIR/2014-15 dated 15 September 2014 (Annex-I) followed by another letterby CF & A.O MoST vide No.15(3)F&A/Release/ PCSIR/ 2014-15 dated18-12-2014 (Annex-II). The matter is under consideration in the Finance Divisionand pending payments will be cleared as soon as the required funds are providedto PCSIR.
