However, the said rules have practically remain in abeyance due to two reasons (i) concerns of the banks, and (ii) reservations of the management of such companies owning sick units. Therefore, the actual number of closed or sick industrial and SME units could not be determined. (b) A comprehensive law titled “The Corporate Rehabilitation Bill” has been drafted by the Securities and Exchange Commission of Pakistan (SECP) and is under process for enactment. The law will encompass all aspects and would address the issues of rehabilitation of closed, sick industrial and SME units in a much better and effective manner than the previously notified rules. All out efforts are underway to get all the legal formalities completed and to get the said law passed by the Parliament as soon as possible.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the Government’s mechanism to determine the actual number

of closed or sick industrial and SME units at present; and

(b) the regulatory mechanism for rehabilitation of those closed units?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The Companies (Rehabilitationof Sick Industrial Units) Rules, 99 were notified through S.R.O dated 3rd August,1999. However, the said rules have practically remain in abeyance due to tworeasons (i) concerns of the banks, and (ii) reservations of the management of suchcompanies owning sick units. Therefore, the actual number of closed or sickindustrial and SME units could not be determined.

(b) A comprehensive law titled “The Corporate Rehabilitation Bill”has been drafted by the Securities and Exchange Commission of Pakistan (SECP)and is under process for enactment. Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the circular debt has surged again;

(b) if so, the current amount alongwith mode of payment thereof;

and

(c) the future strategy devised to curb the said debt?

8. *Mr. Muhammad Muzammil Qureshi:(Deferred during 18th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that data/figures of poverty have neither

been estimated nor released for many years; if so, the reasonsthereof;

(b) whether it is also fact that due to non-availability of the said

data, resource distribution can not be ensured on equal basis;

(c) if so, the steps being taken by the Government in this regard toensure equal distribution of resources to various sectors?

Minister for Finance, Revenue, Economic Affairs, Statistics and

Privatization (Mr. Muhammad Ishaq Dar): (a) The latest poverty estimatesare published in official reports like Pakistan Millennium Development Goals Report2013, Pakistan Economic Survey 2013-14 and Annual Plan 2014-15. However,the latest poverty estimates have been released as an interim assessment of povertysituation in the country. A Technical Group on Poverty is reviewing povertyestimation methodology adopted by the government.

(b) As an interim arrangement, Resource allocation and distribution ismade on historical basis as per standard Annual Budgeting activity.

(c) Resource distribution to different pro-poor sectors has been madeon the basis of previous available data. The Fiscal Responsibility and DebtLimitation Act (2005) makes it mandatory for the Government of Pakistan tokeep poverty and social sector expenditures at not less than 4.5% of the GDP inany fiscal year. Therefore, PRSP Secretariat is mandated with tracking thebudgetary expenditures for 17 pro-poor sectors identified under the PovertyReduction Strategy Paper (PRSP-II).

However, present government has taken various steps for povertyalleviation in the country (Annex-I).

Annex-IGOVERNMENT OF PAKISTANFINANCE DIVISION

Steps taken by the Government to alleviate poverty in the Country

A Ongoing Programmes

(i) Increase in allocation of Cash Support Programme: Rs. 40.00billion were spent under Benazir Income Support Programme (BISP) when thepresent government inherited this programme and enhanced allocation to Rs.75.00billion in 2013-14. Subsequently in 2014-15 government designed ‘NationalIncome Support Programme’ (NISP) which includes BISP and Prime Minister’sYouth Programme (PMYP). Allocation was further enhanced to Rs.118 billion(Rs.97 billion for BISP and Rs.21 billion for PMYP). Disbursement to eachbeneficiary under BISP has also been enhanced from Rs. 1,200 to Rs. 1,500 permonth. The number of beneficiaries targeted for the current Financial Year is 5.3million.

(ii) Pakistan Poverty Alleviation Fund (PPAF) was set up undersection 42 of the Companies Ordinance, 1984 as a ‘not for profit’ institution in1997 to reduce poverty at the grass root level. For the current Financial Year, anamount of Rs.2.00 billion has been allocated to PPAF.

(iii) Pakistan Bait-ul-Mal (PBM): An amount of Rs 2.00 billion hasbeen allocated for Pakistan Bait-ul-Mal to undertake different programmes forthe poor and the disadvantaged in the current Financial Year.

B. New Initiatives

Following new programmes have been launched/are being launched bythe government for which a provision of Rs. 21 billion has been kept in the currentFinancial Year:

(i) Prime Minister’s Youth Business Loans Scheme: Under thescheme, loans ranging from Rs 100,000 to Rs. 2,000,000 are provided. Mark-upat the rate of 8% is paid by the beneficiary while the remaining cost is to be borneby the Government. The GoP will also bear 5% of the portfolio losses of theparticipating banks. To ensure recovery, banks’ charters provide that the loanmust be guaranteed. Accordingly, there is a provision of one guarantor. Till date,National Bank of Pakistan (NBP) has received 59,794 applications out of which15,311 loans have been approved as per laid down criteria. An amount of Rs.3.914billion has been disbursed, while 13,982 loans are under process. In addition, theFirst Women Bank Limited (FWBL) has received 459 applications out of which155 loans have been approved through which an amount of Rs.118.430 millionhas been disbursed and 95 loans are under process.

(ii) Prime Minister’s Youth Skills Development Scheme: Underthis programme 25,000 youth up to the age of 25 with minimum qualification ofmiddle will be imparted six-month training in a number of trades across the country.Emphasis will be placed on trades demanded abroad or those that enable graduatesto become self-employed. Total cost of the programme is Rs.800 million. In thefirst phase, an amount of Rs. 450 million has been disbursed to National Vocational& Technical Training Commission (NAVTTC) for implementing the scheme.

(iii) Prime Minister’s Qarz-e-Hasna Scheme/Micro-FinanceScheme: To enable men and women to undertake micro-enterprise activities, theGovernment has launched a scheme of Qarz-e-Hasna (loans without mark-up).At least 50% of these loans will be given to women.

(iv) Prime Minister’s Youth Training Scheme: This Programme willallow Master’s degree holders to work in a private sector organization on a stipendof Rs. 10,000 per month to be paid by the Government. The Programme willenable these youth to gain experience and improve their chances to find a jobcommensurate with their qualification.

(v) Fee Reimbursement Scheme: With the aim of encouraging pursuitof higher education, the scheme provides scholarships for post graduate degrees

(MA, MSc or higher level) to students domiciled in interior Sindh; Southern Punjab(Divisions of Multan, Bahawalpur and DG Khan); Balochistan; less developedareas of Khyber Pakhtunkhwa (Malakand, Kohistan and D I Khan); Gilgit Bultistanand FATA. The average annual tuition fee to be financed under the scheme isRs. 40,000.The tuition fee of the program selected by the scholarship holder willbe financed under this scheme and paid directly to the relevant university.

15. *Mr. Mehboob Alam:(Deferred during 18th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the names of Government owned institutions to be privatized

alongwith the details thereof; and

(b) whether it is a fact that dues of PTCL are still outstanding,despite privatization thereof; if so, the reasons thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) List of entities included in theprivatisation program, duly approved by the Council of Common Interests (CCI),is placed at Annex-A. Moreover, Privatisation Program for Early Implementation,approved by the Cabinet Committee on Privatisation (CCoP) on October 03,2013 and amended thereafter, is placed at Annex-B.

(b) 26% shares of PTCL were sold to M/s Etisalat forUS$2,598,960,000. The amount paid by the buyer, so far, isUS$1,799,653,313.31. The total out-standing amount against M/s Etisalat isUS$799,306,686.62.

As per the Share Purchase Agreement (SPA), the payment of the balanceamount was contingent upon transfer of clean and clear titles of 3248 propertiesby January, 2008. Etisalat International Pakistan (E1 P) is delaying further paymentson the ground that all properties included in the SPA have not been transferred inthe name of PTCL.

Till date, out of total of 3248 properties, 3214 (99%) have been transferred,while the remaining 34 (1%) properties cannot be transferred due to various

reasons, including legal impediments. Pursuant to the SPA, the 34 non-transferredproperties have been forwarded to M/s Etisalat as “Second Shortfall” for resolutionof the matter as per the SPA.

97. *Mr. Muhammad Muzammil Qureshi:(Deferred during 18th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the Government has planned to establish

Mortgage Refinance Company with a broad shareholding of theGovernment to provide credit facility to poor to buy low costhousing units during the budget 2013-14 and 2014-15; if so, thedetails thereof alongwith the achievements gained therefrom;

(b) whether it is also a fact that Government has failed to materialize

the initiative as planned;

(c) if so, the reasons thereof alongwith steps being taken by theGovernment in this regard?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar):(a) Yes. Details are as follows:—

i GoP has allocated an amount of Rs. 1 billion for establishment ofMortgage Refinance Company in the Budget of current fiscal year2014-15.

ii Establishment of Mortgage Refinance Company would help inprovision of long term funding to primary mortgage market and wouldserve as a secured source of long-term funding at attractive rateswhile ensuring sound lending habits amongst Primary MortgageLenders (PMLs).

iii This would in turn help to improve the affordability of mortgages andextend the number of potential borrowers and result in the expansionof the primary mortgage market and thus home ownership in thecountry.

(b) No. In fact, incorporation process of Mortgage Refinance Companywith Securities and Exchange Commission of Pakistan will be completed shortly.Moreover, a legal firm has been hired to draft/finalise Memorandum and Articlesof Associations of the Company. Hence, the initiative is well on track.

(c) In view of clarification given against (b) above, answer is not required.

INITIATIVE OF THE PRESENT GOVERNMENT OF CONTROLQUACKERY.

In order to ensure provision of quality healthy care services, promotepatient safety and provide mechanism for banning quackery in all forms andmanifestations, the government has taken an initiative and drafted a bill and circulatedamongst various stake holders called “Federal Health Care Regulation Act, 2014”,which is under active process of deliberations with relevant stakeholders and willbe introduced / tabled in the Parliament shortly.

(c) the action taken by the Government against the persons involved

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):

Balochistan

(a) There were no prior reports of the agencies regarding suicide attackon Maulana Fazal-ur-Rehman.

Balochistan

(b) In view of the security concerns to Maulana Fazal-ur-Rehman,elaborate security measures were taken by the Provincial Government for theparticipants at the venue. Maulana Fazal-ur-Rehman was provided a bullet proofvehicle by CCPO Quetta and 01 ATF alongwith 01 District Police Escort. For thesecurity of venue, Nakas were established and police vehicles were deployed forpatrolling purpose, walk through gates were also installed at the entry/ exit gatesand police established Inner and outer cordons. Besides this, the venue wassearched and screened by bomb disposal team.

Balochistan

(c) As per report of the Home and Tribal Affairs Department Governmentof Balochistan.

i. Case FIR No. 244/14 u/s 5-6 Exp:Act, 302-324 QD, 427 PPC,07/ATA has been registered at PS City, Quetta.

ii. On 24-10-2014 special Investigation team (SIT) was constitutedby SSP Investigation CCPO, Quetta to assist the investigation ofthis case.

iii. DNA Samples of suicide bomber have been sent to PFSA for DNAprofiling test. BD team also visited the spot and opined that in thissuicide attack 08 kg explosive material was used. Photography ofcrime scene has been carried out and site plan has been prepared.

Khyber Pakhtunkhwa

(d) As per report from IGP office Khyber Pakhtunkhwa, details ofattacks on Maulana Fazal Ur Rehman are as under: —

i. On 21-03-2011, Maulana Fazl-ur-Rehman, Leader of JUI-F (MNA)had to visit District Charsadda to participate in a public meeting atPrang Charsadda. Adequate security arrangements for his visit weremade. The Police piloted the VIP and when reached near DC, OfficeCharsadda, Nowshera road a suicide bomber blew himself up infront of Police vehicle. Consequently the pilot duty officer/officialInspector Jamroz Khan and Constable Haider Shah No. 1296embraced Shahadat on the spot, while FC Mirza Ali Shah No. 958,FC Ibrahim No. 1081, FC Said Muhammad No. 1202, FCAmjid Ali No. 496 and driver FC Qayum No. 893 sustained seriousinjuries. Besides martyrdom of 02-Policemen and 10-civilians, 20-civilans were injured. In the occurrence, Police pilot van was damagedcompletely. FIR No. 239, dated 31-03-2011 u/s 302/324/353/427-PPC/7-ATA/3/4-Exp was registered at PS Prang against the unknownmilitants.

ii. On 30-03-2011 at about 12:30 hours a Suicide bomb blast occurredat Swabi Jehangira road near Anbar Check Post wherein, SI SardarAli and Constable Qaiser Khan embraced Shahadat. As per theFIR lodged u/s 302/324/353/120B/427/3/4Exp/7ATA Police StationLahor. The District Police was deployed for Special Duty whereMaulana Fazl-ur-Rehman alongwith MPAs and Party Activists werepresent in Anbar Interchange. The suspect was stopped for securitychecking by Police whereupon he exploded himself. At least 07 peoplewere killed and 27 were seriously injured. The injured were rushedto district headquarter hospital Swabi. However, Maulana Fazal-ur-Rehman remained safe in the incident.

iii. The provincial Government constituted a committee headed by DIGInvestigation CPO, SP Investigation Swabi, SP InvestigationCharsadda and members from FIA and IB. The Committeethoroughly investigated the cases. Many suspects were interrogatedbut no clue was found.

iv. Both the cases were Challaned to the Court of Law as untraced.164. *Ms. Shakila Luqman:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the total amount of loans obtained from IMF and World Bank

during the year 2013-14 till date; and

(b) the annual amount paid under the head of interest on theremaining loans during the said period?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) i. IMF

Pakistan entered into a three year IMF Extended Fund Facility for US$6.64 billion in September, 2013. Pakistan has so far received US$ 3.25 billion infive tranches of $ 555 million each in September, 2013, December 2013, March,2014 and July, 2014 and $ 1050 million in December, 2014. The remaining amountwill be disbursed in quarterly installments over the next 21 months.

ii. World Bank

During the period of the year 2013-14 till date, an amount of US$ 2,246.34million was obtained from the World Bank and an amount of US$ 1,086.10 millionhas been disbursed so far. These loans will be utilized in energy, health, governanceand agriculture sectors.

(b) i. IMF

During FY 2013-14 till date, Pakistan has paid USD 68.6 million as interest/charges on IMF loans.ii. World Bank

During FY 2013-14 till date, Pakistan has paid US$ 7.94 million as intereston World Bank loans.

The Federal PSDP 2015-16 is under process of formulation. Federal line Ministries/ Divisions will propose development funds for ongoing as well new developmentprojects within Indicative Budget Ceiling yet to be issued by the Finance Divisionfor PSDP 2015-16.

However, as per policy of the Government, priority is being given forspeedy development of less developed areas including Balochistan. Governmenthas also initiated projects under China-Pakistan Economic Corridor (CPEC) forinfrastructure development of Gwadar Port / City. List of major on-going andCPEC projects is placed at Annex-I.

(b) The available staff working in BS 1-4 against the minorities are overand above the quota. An amount of Rs.800.00 million was released to the Pakistan Bait-ul-Mal upto first half of currentfinancial year 2014-2015. As regards the requirement of funds of Pakistan Bait-ul-Mal they have demanded additional budgetary provision for the financial year2014-15. However, the budget of Pakistan Bait-ul-Mal could not be increaseddue to financial constraints.

(b) Presently, due to financial constraints, there is no proposal underconsideration of the Government to allocate more funds for Pakistan Bait-ul-Mal.However, government is spending about Rs. 97.00 billion for the poorest segmentof population through cash transfers under the BISP.

The present strength of ICT Police is 11015, which is in-sufficient for 1.481 millionresidents of Capital City. The population of Islamabad is growing at an annualgrowth rate of 2.72%.

2. ICT Police has been tasked multiple assignments ranging frommaintaining law & order to security of VIPs, diplomats, sensitive installations etc.Over the years, population of ICT has increased manifolds whereas strength ofthe Police did not increase proportionately.

3. A spate of law & order and terrorism-related incidents securred inICT which warranted taking immediate measures to prevent such occurrences infuture. In order to buttress the inadequacies in the security apparatus of ICT.Ministry of Interior requisitioned 354 personnel of Punjab Elite Force and 459personnel from Pakistan Rangers, Punjab. The force has performed static as wellas patrolling duties. During the past six months, the performance of IMF has booncommendable. It has been instrumental in creating deterrence against miscreantsand terrorists.

4. In the backup of current national security situation, ICT has beenrendered vulnerable to terrorist acts, because of its geographical location, as wellas being the capital of Islamic Republic of Pakistan where a terrorist strike haspotential to create national and international ripples desired by terroristorganizations. Accordingly, it has been planned to raise Rapid Response Forcecomprising one thousand personnel and Anti Riot Force of 2000. Moreover, theprocess to fill 725 posts of Constables and 45 posts of ASIs on regular basis forIslamabad Capital Territory has been initiated. It is expected that the above-mentioned measures shall substantially enhance the capacity of ICT Police tosafeguard lives and property of the citizens.

National Forensic Science Agency (NFSA) laboratory is establishedin rented building in Islamabad.

Most sections of NFSA are fully operational. These include DNA,Firearms & Toolmarks, Questioned Document, Latent FingerprintUnit, Crime Scene Unit. Establishing of Toxicology / Narcotics /

2 Directorate General, Intelligence and Investigation (IR) has beenestablished which is exclusively pursuing cases of tax fraud and evasion. ThisDirectorate gathers information on tax related issues and investigates tax and fiscalfrauds. respective jurisdictions. Through multiple functions and assignments, actions are takenagainst tax evaders. Some of the functions include, bringing new taxpayers into the taxnet, collection of third party data, Desk Audit of tax returns and statements, crossmatching of data through manual as well as automated system, such as Computerizedrisk Based Evolution of Sales Tax (CREST), conduct of audit, processing of tax evasioncomplaints, recovery measures etc. Detection of tax evasion is a continuous process.Tax is detected, assessed to tax, and tax is collected through different modes of recovery.

4. New policy measures were taken through Finance Act, 2014 aiming tomake business costly for the tax evaders and defaulters. One of the steps was toinclude a new regime wherein different rates of adjustable withholding of Income Taxfor income tax returns filers and non filers on certain transactions have been introduced.The higher rates of tax for non filers will not only prod non filers to file returns anddeclare their income from all sources, but also provide a database to FBR for

5. The action against tax evaders / defaulters of Customs duty and taxes istaken under the provisions of Sections 32, 32A and 202 of the Customs Act,1969 read with Customs Rules, 2001 which includes criminal as well as quasijudicial proceedings.

Tax evaders usually employ any of the following methods to cause revenueloss to the Government exchequer.

(a) Smuggling of goods via un-authorized routes.

(b) Misuse of concessionary imports / export regimes.

(c) Misdeclaration / under invoicing at import / export stage. Pakistan Customshas adopted following measures to minimize / curb tax evasion:

(i) To curb the menace of smuggling, government has reinvigorated itsenforcement measures, which include intelligence sharing, launchingof joint operations and provisions of support and facilitation to theCustoms Authorities by the Law Enforcement Agencies.

a. In this regard, anti-smuggling powers have been entrusted toFrontiers Corps (KPK), Coast Guards and Pakistan MaritimeSecurity Agency to check the smuggling of contraband goods.

b. As a result of the increased anti-smuggling activities by PakistanCustoms; a visible increase in seizure of smuggled goods canbe observed. The value of goods seized during last two yearsis as under:

(iv) Investigation and Prosecution Wings of Custom’s field formationshave been strengthened to enable them to investigate and pursuecases effectively to establish deterrence against tax evaders.

(v) The FBR has been pursuing outstanding government dues relentlessly.Increased emphasis has been made to deploy and post skilled anddedicated staff at various sensitive and risk prone stations to ensurethat no revenue leakages occur.

(vi) During the last two years, 6,660 cases of seizures/contravention,mis-declaration or under/over invoicing have been detected involvingan amount of Customs Duty and other taxes of Rs. 15825.851 million.In this connection, 110 FIRs have been lodged whereas, 179 personshave been arrested. Resultantly, an amount of Rs. 2425.978 millionhas been recovered so far. Moreover, remaining cases are beingpursued diligently at different judicial/quasi-judicial fora with an effortto recover the evaded amount alongwith fine and penalties.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The environmental samples for polio are taken to evaluate the wild polio viruscirculation by taking samples from sewerage sites. The Ministry of National HealthServices, Regulation & Coordination investigates environmental samples from allover the country with the assistance of WHO. During 2014, a total of 9environmental samples were taken from Islamabad. One sample from the sewerageof I-11 was found positive.

(b) Directorate of Health Services CDA took appropriate measures as perWHO guidelines by adopting short interval additional doses strategy in the vicinitywhere the sample was found positive. In addition, Health Department ICT, incollaboration and support of Ministry of National Health Services, Regulation &Coordination, Prime Minister’s Polio Monitoring & Coordination Cell and WHO,carried out regular campaign for immunizing children under five years in Islamabadto safeguard against Polio infection. Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Due to domestic and externalfactors, the stellar record of economic performance of Pakistan could not bemaintained for the last one decade. Main reasons are:—

During the last one decade, the war on terror directly and indirectlyaffected the business activities in various sectors of the economy.

Energy crisis is also a major factor due to which our economicperformance remained slow especially in industrial sector whichindirectly affected the other sectors.

Better foreign and domestic resource mobilization strategy could notbe formulated and implemented.

Natural environment disasters in 2005, 2010 and 2011 also remaineda cause.

Global financial crisis also dampened the investor’s confidence.Furthermore, sharp rise in international oil and food prices affectedthe macroeconomic situation in Pakistan. Moreover, inflation reachedat the highest level of 25 percent in October 2008.

(b) The present government has identified various areas which neededimprovement and initiated a comprehensive agenda of economic reforms focusingon energy reforms, better resource mobilization, eliminating militancy, PSEs reforms,bridging fiscal deficits and price stability.

Following steps have been taken by the government

I. To resolve the energy crisis, National Power Policy (2013) has beendeveloped to provide a roadmap for providing affordable energy.

II. Size of PSDP allocation has been enhanced which will focus on publicsector development in agriculture, industrial and services sector.

III. Vision 2025 have been prepared with an aim to put the economy onsustainable growth and targeted to grow by over 8% between 2018and 2025.

IV. Inflation has been contained through prudent fiscal policy along witheffective monetary policy, regular price monitoring and smoothsupplies of all commodities.

V. Fiscal austerity measures have been adopted alongside increase intax collection to reduce fiscal deficit and to create fiscal space fordevelopment projects. These include 40% cut in the P.M office and30% cut in all ministers/division’s current expenditures, discretionaryfunds of P.M and ministers discontinued, and Secret servicingexpenditures of 32 Ministries /Divisions /Attached Departments /Autonomous Bodies ceased except ISI and IB.

VI. Government has taken various initiatives to strengthen the foreignexchange reserves and exchange rate position such as successfullaunch of Euro bonds, Sukuk bonds, transparent auction of 3G/4Glicense, and entering into IMF program. The foreign exchange reserveswhich were at the lowest level $7.58 billion in February, 2014 hasbeen increased to $16.07 billion as on 2nd March, 2015. Of whichSBP reserves stood at $ 11.15 billion.

VII. Under PSE Reform Strategy, government has initiated restructuringplan to reduce the losses of various corporation like Steel Mill, Railwayand PIA.

VIII. Long awaited GSP plus status by the EU has successfully been granteddue to present government efforts which will boost our exports toEuropean countries in years to follow.

X. State Bank of Pakistan, has reduced its mark-up rate on exportsfinance from 9.4% to 6.0%, which will reduce the financial cost ofexporters and helpful in boosting the exports.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The present Government formulated the National Internal Security Policy (NISP)2014-2018 of Pakistan which was approved by the Cabinet on 25-02-2014.

2. The policy essentially aims to provide an umbrella for various agenciesand institutions of the Government tasked to improve the internal securityenvironment of the country. It is based on the principle of mutual inclusiveness andintegration of all national efforts to eliminate menace of terrorism/militancy. NISPenvisages the establishment of Directorate of Internal Security (DIS) underNACTA/MOI where thirty three civilian and military intelligence and operationalagencies will be represented, integrating all grids of tactical, operational and strategic

intelligence, civil and military, under one roof. This will establish a new era of realtime intelligence sharing, analysis, prompt action by the Government and LEAs.The establishment of Directorate of Internal Security (DIS) is in process.

3. The Government is committed to implement NISP 2014-18 in letterand spirit. It essentially remains focused on internal security and the vision envisagesto create a safe environment where life and property, civil liberties and socioeconomic rights of citizens are protected and the people of Pakistan are able tolive and prosper in harmony, freedom and dignity as enshrined in the Constitutionof Pakistan.

4. Steps taken by Ministry of Interior to combat terrorism are listedbelow:—

1. National Action Plan

National Counter Terrorism authority is rigorously implementing thedecisions of National Action Plan. Implementation status of theNational Action Plan is at (Annex-I).

2. Capacity Building of LEAS(a) Anti Terrorism Assisted Program:—

i. It is a US sponsored program for $20 million per year.ii. The program was launched in 2003 and it is an ongoing programiii. The areas of training are

o Bomb Disposalo Training of Elite Forceo Crime Scene Investigation Crisis Response

iv. So far 3000 personnel have been trained representing all provincesincluding ASF and Civil Aviation.

v. At the end of the training the trainees are given weapons, equipmentand bomb protection jackets by US government.

(b) C-IED Capacity Building:—

i. 529 personnel from different cadres of LEAs have been trained.

ii. 40 Bomb Disposal Response Vehicles (BDRVs) along with kitsreceived from US and UK have been handed over to the provinces.

i. The program is UK sponsored being executed in Punjab at snestimated cost of 1.8 million Euros, which is reviewed everyyear.

ii. The program was launched as pilot program in Punjab in 2012.

iii. The target time for program is 7 years, which is also beingreplicated in other provinces i.e. KPK, Sindh and Balochistan.

5. Establishment of Counter Terrorism Departments (CTDs) in allprovinces.

6. Capacity Building of Prosecution Departments.

7. Launching Projects for Integrated Border Management System(Ministry of Finance Focal Point).

8. Establishment of High Security Prisons.

9. Establishment of Rapid Response Force in ICT.

10. Intelligence Sharing and issuance of Threat Alerts throughinstitutionalized mechanism.

11. Establishment of Integrated Security Apparatus for Deployment ofArmy.

12. Implementation of Action Plan for Bringing SIMs. Cellular PhonesWithin Biometric Verification Regime.

13. Ban has been imposed on issuance of arms licenses.

14. Enhanced Intelligence Sharing. 74x Threat Alerts and 46x InformationReports have been issued to Provinces since January 01, 2015.

15. 60 organizations have been identified as proscribed.

16. Promulgation of Protection of Pakistan Act (POPA), Anti TerrorismAct (ATA), Money Laundering Act, Fair Trial Act (FTA) to empowerlaw enforcement agencies and to exercise effective control on terroristfinancing.

17. Oversight of Karachi operation launched since September 2013.

18. Rapid response force has been established in ICT.

19. Provincial Government has established Counter TerrorismDepartments.

20. 140.25 million SIMs were to be verified. 17.1 million SIMs wereissued /verified through BVS. 20.15 Million SIMs were blocked.During campaign for SIM verification, 16.3 SIMs have been verifiedthrough Biometric Verification System. 86.7 Million SIMs are to beverified.

21. Operation Zarb e Azab is continued with full zeal and zest againstanti-state elements.

22. Government is pursuing to implement National Action Plan at theearliest.

23. In wake of terrorist attacks all over the country Integrated SecurityApparatus(ISA) framework was envisaged in collaboration with civiland military institutions, for joint planning and execution of operationsto prevent such attacks on war footings.

(b) In order to control illegal arms in the country, the federal governmenthas taken following steps:—

(i) The Ministry of Interior is effectively assisting the provinces incontrolling illicit arms. In this regard the Federal Government issueda notification under the section 4 of the illicit arms act 1991 toempower Provincial Government in Sindh to control Illicit Arms andcarry out deweaponization campaign in Karachi. In the years 2013-14 a total of 3362 people have been arrested with illicit arms and9652 illicit arms have been recovered in this effort.

(ii) To regulate the subject of arms and ammunition effectively, the Ministryof Interior has imposed complete ban on the issuance of new armslicenses since 20th June, 2013. Similarly to achieve transparency,the Government of Pakistan has started computerization of armslicences through National Database & Registration Authority(NADRA).

(iii) The Provincial Governments of Punjab and Sindh have also launchedtheir program for computerization of provincial arms licences throughNADRA.

(iv) The laws and regulation are kept under constant review in order toensuring their relevance to new developments taking place locallyand internationally.

(d) Since SME Bank only branch in Khyber Pakhtunkhaw Provinceand the Bank do not have future plan to open any branch in FATA ,therefore, the requisite information may be treated as Nil.

6. House Building Finance Company Ltd. (HBFC).
