Belhar SAPS and police in Elsies River are warning young people not to think that the law can’t touch them if they get involved in gangs or participate in any criminal acti- vities. There is a perception among young people that they cannot be arrested because of their age, says acting-Station Commander for Bel- har, Captain Herman de Jager. “This fact is exploited by gangs who are of the view that persons under the age of se- venteen years old cannot be arrested. “Although the Child Justice Act makes provision that minors may under certain circumstances not be arrested (for minor of- fences) however, it all depends on the nature of the offence. “For serious offences juveniles may be ar- rested, detained, and brought before court and not released, as the perception exists, in the care of their parents.” Gang membership illegal De Jager further explained that people may be prosecuted for belonging to gangs or conspiring to committ criminal activities. He said the section of law that deals with these issues forms part of the Prevention of Organized Crime Act 121 of 1998. “This act makes is unlawful for any per- son to belong to a gang, to display gang tat- toos or paraphernalia, to assist them in wha- tever form, to benefit from the proceeds of criminal activities or from money launde- ring.” De Jager further warned that highflyers or crime generators in the Belhar SAPS area had been identified and that police are slow- ly building up their profiles. “Once the investigation has been comple- ted or sufficient evidence has been obtained, arrests be made and these cases will be pro- secuted by the High Court. “With the arrest and prosecution the poli- ce, with the assistance of the courts and toge- ther with the Asset and Forfeiture Unit, will then also apply for a preservation order and seize any assets, including properties acqui- red or gained through criminal activities.” In relation to gang offences, De Jager poin- ted out that a person having tattoos does not necessarily mean they are linked to any gangs. If there is a link, police would need to prove it. The POCA Act makes it a criminal offence to belong to a criminal gang, to actively par- ticipate in the activities of such a gang, to threaten to commit, or bring about, or to perform any criminal act with the assistan- ce of any criminal gang, and to wilfully aid and abet or to associate oneself with such criminals gangs. It is also a criminal offence to threaten any one with retaliatory violen- ce. Unlawful property This act also deals with money launde- ring, where in Chapter 3, Section 4 it notes it is a criminal offence for any person to kno- wingly, or reasonably to have known that properties are, or form part of the proceeds of unlawful activities, to be in possession of such properties. It also covers the concealment, disguising or movement of such properties. This act makes provision for stiff and leng- thy penalties should a person be found guilty by a competent court, and life sentences is one such option that the courts have or may impose. The Cape has a musical fraternity that real-ly cares and some top players are getting to-gether on Friday to help a young player gethis own keyboard.Led by bassist ChadleighGowar, theywill

be hosting a concert in Stellenbosch to raisefunds for young keyboarder Christian Mar-tins from Macassar.Chadleigh says that the 18-year-old has

been impressing musos for a number ofyears, but the timehas come for them tohelphim get his own equipment.“If you’ve heard Christian play you will

know that he is serious aboutwhat hewantsto do in life,” says Chadleigh.“His family says he was only four when

he got interested in playing guitar and atfirst it was just noise, they say, but sixmonths later his aunt was singing a chorusand he started playing the chords. That wasjust the start.”In 2008 his mother sent Christian to a mu-

sic school and that was when hismusical ho-rizons started expanding. “This was when Istarted getting into jazz and playing piano,”he says. “The music of Miles Davis, CharlieParker, Herbie Hancock and Bob James just

got to me. I was hungry for more musicalknowledge and after school I would gostraight to the keyboard and start playing.“Sometimes they had to force me to stop

to eat,” he laughs.While his ability kept improving, he could

not complete his music studies. However, hewas adamantnot to let that get himdownand

continued now getting intoworking on someof his own ideas. One thing he is very proudof, is making contact with the legendaryGeorge Duke some months before his death.“George Duke is one of my major musical

role models,” he says. “When I told himabout my fears he encouraged me to keepgoing; to give it time, and that my talentwould reveal itself and I would know how toreact.”News of the musician spread and in 2010

he got the opportunity to travel overseaswith Gospel singer Trevor Sampson. Sincethen he’s performed with some of the best inthe business like Gowar, Manuel Jardine,SammyWebber, Dustin Julius and HeinrichIsaacs, to name but a few.Christian also finds great inspiration from

local pianists like Ramon Alexander, MarkFransman, Camillo Lombard, Temba Mkhi-ze, Andre Petersen and CelesteWilliams. So-me of them will be performing in this con-cert, titled No Access Without Keys.The concert will be held at the AOG Audi-

eight brothels. “This drive forms part of on-going operations to ensure a safe city,which are largely based on tip-offs from lo-cal communities,” he says.The liquor enforcement unit recently al-

so inspected 36 shebeens and restaurants.This included establishments in Bishop La-vis. As a result of follow-up operations onshebeens here, two premises operating ille-gally had to permanently close their doors.“These units are to be commended for the

sterling work they do despite limited re-sources, to attend to the concerns and com-plaints from communities about liquor pre-mises and the illegal sex trade,” Smith says.

There’s no power problems for theLambert family in Elsies Riverwhen Eskom decides to do someloadshedding.For this family inRivertonEsta-

homeowner who has embarked onthis remarkable project to use so-lar and wind power for his house-hold’s energy needs. Now hewants to make the world moreaware of how it can be done.He is very excited to show you

around the array of panels, batte-ries and other equipment thatkeeps his home powered, confes-sing the seed for alternate powerwas first planted in 1997.“During my work in the cabling

business I was intrigued when Icame across a house that was al-ready running on solar power atthe time,” he says.“At the time I looked at it but it

was very expensive. However, thebug was there in my brain and Ijust kept researching about it andkeeping track of developments inthat industry.“Then round about 2008 the pro-

blems with power from Eskom started andit just spurredme on to start looking at con-verting to alternate power.”In 2010 he finally got a basic system going

with amodest output of 1,9 KW, but that sys-temhasnowgrown to a system that can pro-duce all his household power needs.“Once I started, itwas just amatter of kee-

ping up with developments in the industryand it is still growing,” he said.“At themoment on a good day ofwind and

sunlight I can generate between 15 and20 KW.”For the technically minded the system

that he uses is a 24 V main solar power sys-tem with two 2500 W invertors. The batterybank consist of 1140 Amps at 24 V.There’s also a smaller 12 V system with

800 W inverter and a 48 V system with1200 W inverter.“The house can run on the battery bank

for 3 to 4 days, only depleting 40% of the bat-teries’ capacity,” he explains.

“The total solar panel watts equates to3200 W and the wind generator is a 1500 Wunit.”Todd sees these systems as a major way

to help with the power problems of theworld in the future, and that is why he isprepared to assist people in the communitywho are interested in how they can get intosolar power for their homes.“Every household has different needs,”

he says.“I firmly believe in it not just as saving

money in the long run, but it is also goodfor the environment.“My dream is also to get young people in-

terested in finding out about solar power,so schools can also contact me to do smallworkshops for them.“Look how it inspired me,” he smiles.

berry Crescent Greenlands, police seizedabout R60 000 in cash and a large amountof drugs,” said Adonis.“Police and the Asset & Forfeiture Unit

have since applied for a preservation or-der against the individual in which theywant the money and house to be forfeitedto the state.“The preservation order wassuccessfully granted by the High Courtand police await her appeal, after whichthe propertywill be sold and the proceedswill go to the state.Adonis also added that policing gangs

and drug-pins are a high priority for herCluster Management, as it is destroyingvaluable lives and causingmayhem in so-ciety. She also promised consistent acti-ons against these individuals in the nearfuture.

Rate hikes in line withconsumer inflationAlthough service rates are going upaccording to the 2014/15 draft budget,the percentages will be close toinflation, says Clive Justus, chairper-son of sub council 4.“It shows the city is keeping service

costs close to consumer inflationthrough a balanced and prudentapproach to financial managementwhile taking service delivery to newheights,” he says.The proposed average property rates

and service charge increases for2014/15 will be: Rates: 6%; Electricity:7,6%; Water and sanitation: 8%; Solidwaste: 5,9%.

CorbinRaymond, ’n finalejaar-student in in-dustriële ontwerp, is letterlik besig om sypad na sukses met pen en papier uit te kerf.

Die B.Tech-student aan die Kaapse Skier-eilandse Universiteit van Tegnologie(KPUT) het die afgelope naweek na Europavertrek, waar hy gisteraand ’n seremonie inParys, Frankrykbygewoonhet vir ’nkompe-tisie wat deur die Europese selfoonreus,Orange Mobile, aangebied word.

Corbin, wat in Mikropark in Kuilsrivierwoon, vertrek daarna na Duitsland se Hoch-schule für Gestaltung in Offenbach – ’n ont-werpskool – waar hy vir die volgende driemaande as uitruilstudent sal deurbring.

“Om te skets is een van my sterk punte,”het Corbin onlangs in ’n onderhoud aan Ty-gerBurger gesê. Hy het vertel dat sy klas ver-lede jaar gevra was om aan Orange Mobilese kompetisie deel te neem. Youth at risk in Belhar are getting a nudgein the right direction by the local anti-crimeforum.The Belhar Anti-Crime Forum recently

hosted a workshop for youths at the localcouncillor’s offices in Huguenot Square,withmore than 40 youngsters from the areaattending.Fahgmeeda Ameerodien, who coordina-

ted the event, pointed out that the aim ofthis project was to give youths the opportu-nity to explore a positive direction in theirlives.“It is very unfortunate that in too many

areas our youth are growing up surroundedby many negative influences,” she said.“With these workshops we want to show

them that the most important person whocanmake a difference in their lives is them-selves.“We just want to be the catalyst in this

process by giving them the opportunity tosee what they can be if they want to make

that paradigm shift.”Speakers at the workshop included offici-

als from the Department of Social Develop-ment, the Zoe SkillsAcademy, police aswellas learners from local schools.“It was also important for us to feature

their peers,” continued Ameerodien. Some-times theymust hear about the experiencesof other youthswho are coming from the sa-me disadvantaged circumstances. If theysee how others succeed they find positiverole models that can motivate them.”She also pointed out that this workshop

was the start of anon-goingprocesswith theyouth.“We are having ongoing motivational

workshops for these youthswhoarehungryfor change.“They have told us what their interests

Celebrations have started in full swing atElswood Secondary School in Elsies Riverfor their 50th anniversary.

The learners, staff and members of thecommunity recently got together at theschool for this occasion and the local Shopri-te branch baked a special cake for the cele-brations.

Speakers at the event spoke of their prideat attending the school and how they wereproud that it was still a beacon of educationfor the youth in the area.

There was also a fabulous treat for the le-arners with the visit of Goodhope FM’s andpopular TV presenter DJ Loyd who had aspecial message to inspire and motivate thelearners.

He has recently launched his Live OutYour Dreams (LOYD) tour for schools where

he talks about surviving tough challengesgrowing up in Khayelitsha and how theyshould stay positive in realising dreams.

Proud principalPrincipal Nikolaas Zass is also proud of

what the school is achieving.“Our learners face tough challenges

everyday in this area where we are situa-ted,” he says.

“It’s not just the crime and gangsterism

that is a threat to them. Too many of themare from single parent homes where the fa-ther is absent. So here at Elswood we try tomake them part of a family that they can relyon.”

Zass added that while they are proud to ce-lebrate the milestone, the journey is stillcontinuing to provide the best education ex-perience for the learners.

They will also be expanding their sportand extra-mural activities in the future.

‘Beacon of education’ for fifty years

A post-school opportunities seminar to as-sist school-leavers and young job-seekers inaccessing opportunities will be hosted bythe Youth Unemployment Prevention Pro-ject (YUPP).

“Attendees will be able to apply for fur-ther study, vocational and occupational pro-grammes, bursaries, experiential learning,employment, as well as self-employmentand entrepreneurship opportunities,” saidFaiez Dollie, project coordinator and volun-teer at YUPP.

“Bursaries are available for various cour-ses still on offer for 2014, and attendees canapply for these at the seminar,” Dollie indi-cated.

“Presenters at the seminar will tell atten-dees about the various training opportuni-

ties still available for 2014, how to accessthese opportunities and how to apply forjobs,” he said.

“The seminar is being held in Bellvilledue to numerous requests from youth see-king assistance with opportunities fromthis area.”

The seminar will be at the Northlink Col-lege’s Protea Campus in Voortrekker Road,Bellville on Tuesday 8 April from 14:00 to17:00.

incidents at schools and in the streetssurrounding schools, Vos has reque-sted that the police increase their pa-trols during peak periods.He has also written to the education

department to consider additional sa-fety measures at schools.Vos emphasised that success requi-

There’s a new deal for services in Delft withthe opening of a satellite office for Subcoun-cil 5 recently.

Speaking at the opening of the new officesat The Hague Recreational centre chairper-son for Subcouncil 5 Rose Rau, said she wasvery proud of this new initiative because itwas part of a business plan that they adoptedin 2012.

“Based on public management principleswe established the eight strategic focusareas of our business plan that said the cus-tomer comes first, we will be accessible toall the people.

“There will be equitable service deliveryto all, public participation will be stimulatedin all projects, identification and analysis ofspecific problems in each community willresult in relevant intervention, legacy pro-jects that will impact on the quality of life

of all the people will be launched.“Integrated development of the area will

also take place and Subcouncil 5 will be awell-run subcouncil.”

Rau pointed out that they faced many ob-stacles when wanting to meet those aims in-cluding that the Subcouncil 5 office was inBonteheuwel at least 16 km from Delft andit was not on a public transport route.

“We felt that integrated development hadnot taken place in Delft, so there was a shor-tage of community facilities

“Subcouncil 5 could therefore not put theDelft customers first because we were not ac-cessible and it was difficult to ensure publicparticipation in all projects.

“We were able to use this facility whileSubcouncil 24 occupied it, but when weheard that they were vacating the premiseswe intervened and applied for the facility tobe our satellite office on a full-time basis.

“Subcouncil 5 will also have staff there ona roster system that means we will be acces-sible to all the people of Delft,” Rau added.

“I am also pleased to announce that a fur-ther intervention by Subcouncil 5 to makethe City more accessible to the Delft commu-nity will be the installation of Free Call Li-nes at Mandela Peace Park and Delft SouthCommunity Hall.”

Rau also thanked all her staff and fellowcouncillors who had supported her with thisproject.

At least 200 people converged on theBellville Magistrate’s Court on Thurs-day to oppose bail for the 27-year-old

alleged rapist of Elihle Hlanjwa (9) fromDelft.

The girl, also known as Queenie, was ra-ped on 19 January, set alight and left to dieon a pile of rocks next to the R300 highway.She died on 18 March in the Red Cross Child-ren’s Hospital.

Her alleged rapist abandoned his bail ap-plication when he last appeared in this courtin January. He faces charges of rape, sexual

assault, abduction and now murder (insteadof attempted murder, as before Elihle’s de-ath).

The family had not yet arrived court onThursday but a number of political and civilgroups were picketing against Oliphant’sbail application. These groups includedmembers of Agang, the ANC, the DA and agroup called the Bonteheuwel Walking La-dies.

“Rapists don’t serve full-term sentences.Instead, they are released on bail after fiveyears. There is no rehabilitation in the sy-stem for rapists. The justice system has fai-led us dismally,” said Lucinda Evans, Wes-tern Cape coordinator of Agang’s Women’s

Forum.“We are hoping for a speedy trial for the

family. We don’t want rapists back in ourcommunities. This is why rape is an epide-mic in our country,” she told TygerBurger.

Denise Robinson from the DA said theywere there to support the family.

“We are saying human rights are women’srights too. Justice has to be done. We are en-couraging harsher sentences for rapists.There is not enough visibility of police whe-re it’s needed. The court processes need tobe sped up,” she said.

Anne George from the DA’s Women’s Net-work (DAWN) said they were encouragingmen to participate in curbing gender violen-

ce.“We are encouraging men to be a part of

the solution to the biggest problems facingour communities: alcohol and drugs,” Geor-ge said. A member of the Bonteheuwel Wal-king Ladies was heard saying: “No bail forthat rubbish!”

Elihle had told those who found her on thepile of rocks in January that she had recog-nised the accused as the man who had rapedher, and that he had laughed as he had sether alight. He was later arrested.

Elihle had been on her way to her father’shouse when she disappeared the night befo-re she was raped. Her funeral was eld at atent in De Bussy Street in Delft on Friday.

men’s athletic physique division, alongwithmore ladies beach bikini, fitness bikini, bo-dy fitness, fitness and physique line-ups.There will also be overall line-ups for the
