MEANINGS” LECTURE“Public Symbols, Hidden Meanings” is the title of a lecture whichwill be presented by historian Martin Bubie on March 17th, at7:30 PM at the Pittstown Town Hall in Tomhannock. Bubie willtalk about the symbolism and artistry of public seals, includingones from the cities, towns, counties, boroughs and villagesof Rensselaer County. He will also show images of a widevariety of seals and discuss the development of symbols asthey relate to location, nationality and family. A retiree fromGE, Bubie has been collecting seals for many years on histravels throughout the area as well as in Europe. He hasauthored a book on the Dutch heritage of New York’s HudsonRiver, as well as his most recent publication on public symbols.The lecture, which is sponsored by the Pittstown HistoricalSociety, is free and open to the public. LEGISLATURE SEEKS CHANGE IN EPASPILLED MILK RULES

Rules Will Unfairly Burden Farmers in NortheastMembers of the Rensselaer County Legislature want the federalEnvironmental Protection Agency to reconsider recently-adopted rules that seek to prevent milk spills but unnecessarilydrive up costs for farmers and possibly consumers.Legislators said the EPA regulations allowing for milk spills toessentially be treated like an oil spill are an example of over-regulation of an industry already facing huge burdens becauseof poor market conditions and existing regulations.The EPA rules would require dairy farmers to adopt anemergency management plan to prevent a milk spillage, trainemergency responders and construct containment facilities.The rules for milk spills are similar to those mandated for businessrefining or transporting oil and petroleum-based products.Majority Leader Ken Herrington, who chairs the Legislature’sAgriculture Committee and whose family operates the largestdairy farm in the county, said the EPA rules are not needed.The rules have begun to prompt an outcry across the country. “This is an over-reach by the EPA and it will burden farmerswith new expenses while not really resulting in any meaningfulprotection for the public,” said Herrington. “To equate a milkspill with an oil spill is wrong, and this is an example of governmentrun amok,” added Herrington. The new EPA regulations, whichfirst emerged last summer, will mean considerable new costsfor dairy farmers and businesses after downturns in the dairybusiness. Legislators said the new EPA rules will also costtaxpayers more for the cost of enforcement and possibly resultin higher prices for consumers of milk and dairy products.“Farmers cannot bear any more costs, and consumers cannotbear any more price increases. The EPA should rethink thisregulation,” said Legislator Alex Shannon, a member of theLegislature’s Agriculture Committee and chair of the EnvironmentCommittee.
