VACCINATION CLINICSDuring the upcoming clinics Rensselaer County Department ofHealth staff will provide the appropriate rabies vaccinationand booster shots as mandated by the New York StateDepartment of Health to cats, ferrets and dogs. Owners areasked to present their pets’ most recent immunizationcertificate, and all pets must be secured either in a carrier oron a leash. FROZEN DOG DAYS OF WINTER:

SCHODACK ISLAND TO HOST WINTERFEST

Schodack Island State Park, located on Route 9J, between Castleton-on-the-Hudson andSchodack Landing in conjunction with the Friends of Schodack Island, will host Winterfest 2015on Saturday, January 31, from 11:00am to 4:00pm. This event is free and open to the public.A highlight of the event will be an amateur cross country ski race. Details will be included in afollow up press release. The trails will be groomed and available for cross country skiing andsnow shoeing. There are a variety of snow shoe sizes available to rent for $5. The Friends ofSchodack Island are sponsoring an instructional nature snow shoe hike, led by Karen Kaufman.Schodack Island’s ice skating rink will be available all day for free, open skating for all ages. Iceskates are available to rent for $2. The Run by Dogs organization will be giving dog sled ridesfor a donation and having brief discussions about sled dogs throughout the day. A displayabout the island’s ice houses and ice industry will be located under the pavilion. Native AmericanEducator David Cornelius will be setting up an education table and providing short programsabout Native American lifestyle. Vendors and Crafters will also be located under the pavilion.A roaring bonfire will provide comfort, warmth and a place for a yummy S’more Roast. Food willbe available by Charcoal Dole and hot beverages will be available by the Friends of SchodackIsland State Park. Scheduled activities specifically for children will include a scavenger hunt and“Disney’s Frozen” look a-like contest. Adults can compete in the ugly and pretty sweatercontests. Prizes will be awarded.

GRAFTON LAKES STATE PARK TO HOLD

30th ANNUAL WINTER FESTIVAL

Grafton Lakes State Park and the Friends of Grafton Lakes State Park will host the 30th AnnualWinter Festival and Ice Fishing Contest on Saturday, January 24, 2015. The Winter Fest willfeature outdoor events along with indoor exhibits, food vendors, and family-friendly andrecreational activities. The event is free of charge and main events run from 10-4.New outdoor events this year include free snowmobile rides as well as a “Battle for Long Pond”hockey tournament. For the kids, Winter Fest offers its popular snow bowling hill, revampedand improved, as well as snowshoe races and rides with the charming Northland Newfoundlands.Adults can join in a guided snowshoe or cross country ski outing, or borrow snowshoes for afree demo around the park. Fans of four-legged creatures will enjoy the horse-drawn carriagerides from Indian Creek Farms and several canine-friendly organizations in attendance, includingRensselaer County Search & Rescue and Out of the Pits Pitbull Rescue.The 8th Annual PolarPlunge benefitting the Cystic Fibrosis Foundation charges into Long Pond at 1pm. This year thePlunge includes a playful prize for the silliest costume offered by the Friends of Grafton LakesState Park, so start planning your January beach attire! To pre-register for the Plunge, pleasecall Margaret Philips for more information at 479-3739 or call the park office. Visitors who needto warm up can savor some hot food from Brunswick Barbecue and the local Our Lady of theSnow Parish while enjoying indoor exhibits. Live birds of prey, kids nature crafts, and a varietyof regional community and conservation organizations will entertain patrons. The annual icefishing contest draws several hundred anglers and will run from 5:30am-3pm on all the ponds inthe park. Participants can register starting at 5:30am until 11am the morning of the event atthe park’s pole barn. A $10 entry fee for adults 16 and older is required to participate in thefishing tournament. All 1st place adult winners will receive a $300 cash prize this year, awardedfor the longest length catch of Trout, Walleye/Chain Pickerel and Yellow Perch. Children mayenter at no charge and winning entries will receive gift certificates and other prizes. Pleaseremember that all participants 16 and older must have a New York State fishing license to fish inthe park at any time. Undersheriff Pat Russo presented the certificate of completionto Deputy Jusin Walraed at The Zone Five Regional LawEnforcement Training Academy award ceremony, while standingnext to his father Lawrence Walraed, the former Undersheriffof Rensselaer County. The ceremony took place at the Collegeof Saint Rose in Albany, NY on December 23, 2014.Deputy Justin Walraed began his career in 2009 as aCorrectional Officer for the Rensselaer County Jail. Shortlythereafter, he became a K-9 handler for the facility with hisdog Garrin. RENSS. CO. LEGIS. ADOPTS 2015 BUDGET

and 4th CONSECUTIVE SPENDING PLANThe Rensselaer County voted Monday to approve the 2015county budget, with the spending plan the fourth consecutivebudget to remain under the state tax cap while protectingneeded services.The budget also protects needed county services, andmaintains a solid fiscal foundation that will help safeguard thecounty’s bond rating and positive financial ratings earned inrecent years.The spending plan approved at a special meeting on Decemberincludes a minimal property tax increase of 1.48 percent. Thatincrease was reduced from 1.66 percent thanks to variouscost efficiencies, including an early retirement incentivepackage. The spending reductions total approximately$400,000. “We are proud to see Rensselaer County stay under the taxcap for a fourth consecutive year. Our goal in the CountyLegislature was to keep the budget under the tax cap againand we are glad that goal has been met,” said Chair of theLegislature Martin Reid. “The spending plan adopted by the County Legislature alsoprotects the services our residents rely on, particularly servicesfor seniors, veterans and youths,” said Vice Chair of theLegislature Phil Danaher.The budget is the latest to be passed under the growing burdenof state and federal mandates. Mandates now account for 90cents of every tax dollar in the county. The sluggish economyhas also forced more residents to seek mandated services.The budget for the legislative offices will remain in line withprevious years, with the legislative budget remainingcomparable to 20 years ago. Legislators have kept spendingin line by keeping positions under previous staffing levels andpostponing equipment purchases. “We worked hard to stretch every dollar and to ensuretaxpayers are protected while the services our residents relyon are provided,” said Majority Leader Ken Herrington. “Thanks to County Executive Jimino, her department headsand budget staff for their efforts in putting together a solidspending plan for Rensselaer County,” said Legislator KellyHoffman. The budget was approved by a 12-6 vote.

December is a busy month for the Legislature and we are pleased to note progress in our workto protect taxpayers and ensure a strong financial foundation for the county. At the December1 special meeting, we voted in support of the 2015 county budget, which is the fourth consecutivebudget to stay under the state tax cap.The adopted 2015 budget also protects needed county services, and will help maintain thepositive financial ratings and reviews the county has earned in recent years. The Legislaturehelped by keeping our budget in line with previous years, and spending in the Legislature iscomparable to 20 years ago thanks to reduced staff and other strategies.At the December 9 meeting, legislators approved a new county insurance contract following anextensive competitive bidding process overseen by the Legislature. Thanks to the effectivebidding, the total cost of the policy is lower than what the county paid more than two decadesago. Along with the December 1 and December 9 meetings, legislators also met for a year-endmeeting on December 16. At that meeting, legislators approved a substantial upgrade tocounty emergency communications and radios, with portions of the project covered by statefunding. We look forward in particular to progress on improving county roads and bridges.We were also happy to join with other members of the Legislature in purchasing a new televisionfor use by the residents at the Van Rensselaer Manor. The new TV was purchased with fundsfrom legislators and presented to VRM residents at Christmas. Legislators also collected toys,blankets and food for animals housed at the Mohawk Hudson Humane Society, which werepresented at Christmas. Our best wishes for a happy, safe and profitable New Year.
