Members of the Junior League of Troy gathered in Rensselaeron December 11th to wrap Christmas presents for the six girlsliving in Polly’s Cottage, a part of the Residential TreatmentCenter at Vanderheyden Hall in Wynantskill. Junior League ofTroy members will deliver the presents to the girls next week.The Junior League of Troy was founded over 80 years ago andmakes significant impacts in our community including thefounding of the Junior Museum (now CMOST), numerous parenteducation campaigns, and ongoing support of efforts toimprove the health and welfare of women and children. TheJunior League is an organization of women committed topromoting voluntarism, developing the potential of women andimproving communities through the effective action andleadership of trained volunteers. Its purpose is exclusivelyeducational and charitable.

Greetings to residents of the City of Troy. We are happy to provideconstituents with a report on actions taken at the November 13,2012 legislative meeting.Along with the meeting, the proposed 2013 county budget wasintroduced in mid-October. The budget stays within the state taxcap during difficult economic circumstances and challenges. Thebudget also protects needed county services, along with maintain-ing the fiscal foundation that earned the county a solid bond ratingand positive independent audits.Legislators will continue to review the budget until early December.It is expected the budget will be considered at a special meeting onDecember 3. We are proud the county is complying with the statetax cap, especially given the difficult recession and since some otherneighboring counties are not complying with the tax cap.Legislators approved a resolution for the distribution of revenuesfrom the filing of mortgages in the county during a six-monthperiod from April through September. The City of Troy will receive$243,073 from the collection.An important resolution to help create new jobs was approved bythe Legislature. The pharmaceutical research company Regeneronis located in the Town of East Greenbush, which has a sewer systemthat is above capacity. We voted to allow Regeneron to join thecounty sewer district, which has service located a short distancefrom the company.Extending the county sewer service to Regeneron will help thecompany create 300 new jobs and continue to grow here in thecounty. The job creation and expansion of Regeneron came aboutthanks to partnerships on the state, county and local levels, and weare particularly excited, since the development occurs during atough recession. The Legislature also adopted a resolution com-mending veterans who received medals they were owed for exem-plary military service at a special breakfast ceremony on November4. Legislators also approved a resolution commending Retired AirForce Staff Sergeant Colleen Bushnell for leading the Long RoadHome Project, a bike ride through fifteen states to raise awarenessfor veteran’s issues. We also adopted a resolution commendingAbigail Blair upon being crowned Troy High School HomecomingQueen. The next meeting of the Rensselaer County Legislature isTuesday, December 11, 2012. JIMINO ANNOUNCES APPOINTMENT OF
COUNTY’S COMM. OF MENTAL HEALTHRensselaer County Executive Kathleen M. Jimino has appointedKatherine Grace Alonge-Coons L.C.S.W.R. as the County’sCommissioner of Mental Health. Ms. Alonge Coons has workedin the field of behavioral health for over 25 years and hasworked for Rensselaer County in various behavioral healthcapacities since 1989. Before her appointment as Commissioner,Ms. Alonge-Coons served as the Department of Mental Health’sDirector of Children’s Services. Her appointment comes on theheels of Katherine Maciol accepting the position of CEO of theCenter for Economic Opportunity. Ms. Alonge-Coonsappointment will commence on December 10th. “Katherine Alonge-Coons has a long and distinguished careerserving the residents of Rensselaer County. Her efforts in thedepartment I am now asking her to lead have had a profoundimpact on our ability to provide these services at a minimal costto the property taxpayers,” said Rensselaer County ExecutiveKathleen M. Jimino. New York State Mental Hygiene laws placelead responsibility for planning and coordinating an integratedand comprehensive behavioral health services delivery systemdesigned to address the needs of three disability groups: thementally ill, developmentally disabled, and chemically dependentpersons on the Local Government Unit (LGU) which is theCounty’s Department of Mental Health. The Department isresponsible for fiscal and programmatic oversight and monitoringof Rensselaer County’s programs funded by the NYS Office ofMental Health, NYS Office of Alcoholism and Substance Abuse,and NYS Office of Persons with Developmental Disabilities forthe provision of those services, as well as all licensed programsproviding those services in Rensselaer County. In 2011, theDepartment directly served approximately 2000 residents; andin 2013, the operating budget for the Department will be over$14 million. In the position of Commissioner of Mental Health,Ms. Alonge-Coons will be paid $100,000.
