The Auditor-General recently uncovered millions in inflated ten- ders, rogue contracts and blatant over-expenditure. THE KwaZulu-Natal transport departmentand the Mandeni-Sundumbili Taxi Associa-tionhas come toanagreement that aims to re-solve disputes and violence among operatorsin the Mandeni area.

Transport, community safety and liaisonMECWillies Mchunu says that the agreementwould see the twoentitiesworking together toend violence and killings of operators in theMandeniarea,andensurethatonly legaloper-ators work in the region.

“This agreement is historic indeed as itseeks to end violence and lawlessness in thisarea. We are now entering another phase inthe life of Mandeni Taxi Association.Wewantto clean up all the records of this associationand to ensure that all operators working hereare legitimate,” said Mchunu.

“Wearepreparing togo tocourtwith the le-gitimate members of the association to inter-dict all illegal operators.”

Thiscomesaftera female taxioperatorwashot and burnt beyond recognition, and herhusbandwas shot dead inMandeni lastweek.

The murders are believed to have beenlinked to the recent taxi violence in the area.

Taxi violence is rampant in the country es-pecially in Gauteng, with police investigating108 cases of violence involving taxi operators.

The agreement locally was reached withhope to avoid such conflict in KwaZulu-Natalgoing forward.

MANDENI Mayor Siphesihle Zuluis currently visiting all the ongo­ing service delivery projects in

the area in an effort to be involved indelivery at grass roots level.

He has dedicated his time towardworking with all contractors towardscompleting all service delivery projectson time.

Zulu commenced his visits at themuch­needed market stalls near theSundumbili Clinic.

He spent an hour working with thelocal labourers who were motivated towork with the mayor.

Contractors were also given a rollermachine in the Nkonjane Road area toensure that the project will be complet­ed within a few weeks.

The project will be named for a localhero during the Freedom Day celebra­tion in April.

One was for R1.8 million andthe other for R1.2 million.

However, the church memberwho tendered R1.8 million, wasawarded the contract.

The auditors found that thisperson then sold the tender to acontractor who quoted R1.2 mil-lion for the same job.

Intheirpresentation,theforen-sic auditors said the former direc-tor of corporate governance com-mitted seven acts of financialmis-conduct as he negligently

procured goods and/or services for the 2010WorldCup,disregardingprovisionsoftheMF-MANo56of2003andvariousSCMprescripts.

The former director authorised the pur-chase requisition after the service providersubmitted their quotation for the marketingand communication strategy at a cost of R195000. He also authorised speed-fencing forstagingthepublicviewingareas(PVA)atacostof R348 000 and the catering for the 50 mar-shals who assisted during the opening gamesof the World Cup at a cost of R3 000.

Meals forNigerian delegates at a cost of R7200 was also authorised as was the disasterrisk management plan at a cost of R160 000,the business plan for staging the PVAs for theWorldCupatacostofR175000andthestreet-polebanners for theWorldCupatacostofR97000.

Theformermunicipalmanagercommittedanactof financialmisconductashenegligent-ly procured the staging of PVAs for the WorldCup for R6 million, auditors also claim.

Further to these findings, two companiesowned by the same person, submitted quota-tions for developing the 2010 marketing andcommunicationstrategyatacostofR195000.

The forensic auditors said this was “plaincover quoting” which constitutes fraud. “Weneed toget ridof corruptionand fraud.Wearetrying our best to eradicate this problem.Those involvedmust be brought to book. Thisisonlythebeginning,”said iLembeMunicipal-ity speaker,ANCregional chairpersonThoko-zani Msweli. Democratic Alliance chairman,MS Singh said corruption in iLembe is at itshighest. “There isaperceptionofpossible col-lusion between service provider and officialsand not ruling out the political hand in thiswasteful expenditure. “All those implicatedshouldbecharged,broughttocourt, ifconvict-ed nailed and jailed for a long time. Frontingcover-quoting collusion and corruption is be-coming the order of the day. “We as citizensshould standupagainst corruptionor elsebe-ing complacent will lead to a failed state andthat is where we are heading,” said Singh.

PUBLIC Protector Thuli Madonsela is thewoman of the moment. Many have praisedher for her poise as she broke down theNkandla report last week.

Opposition parties are capitalising onthe release of the report with elections justaround the corner.

Many had mostly praises for Madenselavia social network. Some wrote: “We needmore like you madam”, but a favourite was:“We actually need more objective and cau­tious voters in order to increase the numberof efficient civil servants like Thuli.”

The African National Congress (ANC) isobviously going to be contesting the infor­

mation and following up, but the brave Ma­donsela is ready and has been handlingcompliments and criticism in her stride.

It is believed the Democratic Alliance(DA) is using this opportunity to capitaliseand basically is structuring their campaignaround the release of this report with theirslogan ‘Vote for change’.

The drama would not be complete with­out a good comeback and there is no doubt,the ruling party will probably do so in style.

When you take sides mentally or be­come emotional concerning an issue, whenyou talk about it and then try to do some­thing about it, you are making yourself aparty to the issue.

And in the long run, will have to facethe consequences with regards to the out­

come of the issue, be it a good or badone.

In other words, you cannot involve yourthoughtsinanysubjectwithoutbringingthenatural consequences upon yourself likemaking bad relationships after the issue isresolved.

You might become one of the bad con­tributors to the situation.

Of course, where it is your duty to concernyourself in any matter, you must do so con­structively and spiritually, and then thoseconsequences can only be good.

If those around you are talking negative­ly about something or someone, and youchip in with your contribution, you are takinga strange dog by the ears ­ so look out!

If you get emotionally tangled in what

is not your affair, through indignation, self­righteousness, hatred or otherwise, youhave seized the dog again, and you will haveto pay for it.

If you rush about interviewing, telephon­ing, busying yourself in the same spirit, youhave tackled the dog once more and he willbite!

And even to think negatively concerningsuch matters in the secret chamber of yourown heart, will bring you proportionate andnatural punishment.

It is right to think fairly about any personor situation, and if we do this many oppor­tunities will come to us to help people prac­tically without any breach of the law wehave been considering, and without comingnear the dangerous dog...

Notice is hereby given in terms of the EIA Regulations published in Government NoticeNo.R543 to No.R546 of 2010, in terms of Section 24 (5) of the National EnvironmentalManagement Act (Act No 107 of 1998), of the KwaDukuza Municipality’s intent to proposea stormwater diversion system to reduce flooding occurrences within Stanger commercialand industrial areas, KwaDukuza Local Municipality, Kwa-Zulu Natal.

objects, doing strenuous domestic chores and having bad pos­ture regularly.

Our bodies can be likened to a car, just as a car goesthrough wear and tear, we service it; our bodies go throughwear and tear as well. Medically, this wear and tear is referredto and results in conditions such as osteoarthritis, spondylosisor degenerative changes in the spine.

Degeneration is inevitable. However, it is possible for us toreduce the effects of this wear and tear. One of the ways of do­ing this is to ensure that correct posture is maintained duringthe course of our days.

POSTUREPoor posture, slumping and slouching while studying or workingover your computer places your back under additional strain.

HOW CAN I CORRECT THIS?A very general rule to adhere to is: Good posture is when yourears, shoulders and hips are in a straight line.Ensure that the feet are hip width apart (standing or seated)or placed on a foot rest (if seated) that is comfortable for yourheight.Abdominal muscles must be pulled in towards the spineShoulders back, ensuring that the chest muscles are prominent.Chin slightly tucked in (lowered towards the chest).

Ensure that the arms are comfortable on an arm rest, also at acomfortable height(if seated).

Most of us maintain poor posture now due to years ofaccumulated strain from previous bad posture and lifestylehabits as a result of weak muscles ­ muscles that have notbeen toned, exercised and strengthened. Also, this occurs as aresult of degenerating bones and joints due to lack of weighttraining exercises.

‘Need for Speed’ - The movie>> The 'Need for Speed' movie has hit South Africa. Is it going to be better than the popular 'The Fast and the Furious'movie series? Wheels24's SERGIO DAVIDS finds out if this is the ultimate car movie...

IT opened at South African cinemas on 20 March andthe film takes on the challenge of delivering a “carmovie” with driving antics and a drool­worthy su­

percar race featuring cars such as the McLaren P1 andBugatti Veyron.WHAT'S IT ABOUT?Theplotborrowsheavilyfrom'NFS: The Run', inwhicha nondescript criminal/professional driver has to takeatrip across the USA.

The movie stars Aaron Paul (of 'Breaking Bad'fame) as Tobey Marshall, a down­on­his­luck formerrace driver and owner of a financially struggling ga­rage.MarshallmeetsantagonistDinoBrewster(Domi­nic Cooper, 'Captain America: The First Avenger'), atypical power­hungry "has more money than sense"businessman/professional driver (READ car­movievillain).

What Marshall soon learns is, as is the case inreal life, you should never make a car deal with anyonewearing a black leather jacket...especially if EVERY­ONE warns you he is evil.

A tragic car crash occurs and after being wrongfullyaccused, Marshall is jailed for several years. Once outof the clink he decides to take revenge by entering an“invitation­only” race, the DeLeon, hosted by Riddler­esque Michael Keaton. The DeLeon is an ‘anything­goes’ single­lap course that pits the world’s top driversagainst each other for the ultimate prize – a rare super­car worth millions.

Along the way we’re introduced to Marshall’seventual love interest Julia Maddon (Imogen Poots).

The movie also answers many of the questionsthat bothered me throughout 'The Fast and the Fu-

rious' series:>>How do the racers know where they’re racing to?>> Why do they insist dropping from first to secondbefore pulling away?>>How do they avoid traffic?>> How are they paying for any of this?In short, a well­organised and outfitted group of mis­fits are responsible for getting Marshall from point Ato B.

A racer is only as good as his pit crew and our herois backed up by a Hollywood B­list cast of mechanicsand support personal that includes a wise­cracking pi­lot providing comedic relief, a surly but wizened me­chanic, a crazy maverick and a little brother living onborrowed time.

Paul/Poots make a great effort of providing someon­screen chemistry but bad­guy Cooper’s acting is aletdown and can best be described as wooden.

Then there are the cars...It wouldn’t be a car moviewithout a stellar list of blistering­performance ma­chines. From a classic Ford Gran Torino to the SaleenS7, in 'Need for Speed' the cars steal the limelight.

Without giving too much away there’s a supercarbattle the likes of which has only been experiencedbefore in the NFS gaming titles.LOOK OUT FOR THE...Crashes are a big part of the movie though the truehorror, for a car fan, is revealed behind the scenes.

In an interview with Top Gear director Scott Waughrevealed that nearly a hundred cars were wrecked andof the eight Mustangs built six were wrecked in filming.

Fortunately the units used during crashes were repli­cas, essentially kit car chassis with super car shells on

top.Interestingly, the camera cars were also modified

in order to keep up with the supercars. The film useda heavily modified Ford Mustang and Porsche Cayenneas film­cars.

The ‘IT’ car of the movie is unashamedly theFord Mustang, the latest­generation muscle car thatwill arrive in South Africa in 2015.So how does it compare to 'The Fast and theFurious'?

The Fast and the Furious had years to build onits characters. The Paul/Poots burgeoning love storyisn’t as gripping as, say, Letty/Dom (Michelle Rodri­guez/Vin Diesel) or Mia/O’Conner (Jordana Brewster/the late Paul Walker).

The cars are better.Very few of those in'The Fast and the Furi­ous' series were worthsalivating over. Withan abundance of eye­wateringly beautifulsupercars, 'NFS' hasset the bar very highindeed.

The car chases areawesome, and, sure,'The Fast and the Furi­ous' became knownfor its hot races andcrazystuntsbutpaleincomparison to thoseseen in 'NFS'.

CARBONATED soft drinks came into being as earlyas the 1880s. They evolved over the years fromsimple soda water to the fizzy, sugary drinks in

that signature glass bottle that we all know so well.The effect of these drinks could not have been predict­ed so many years ago.

Now we know the human body is composed of 75percent water and 25 percent solid matter. To providenourishment, eliminate waste and conduct all the tril­lions of activities in the body, we need water. Mostmodern societies, however, no longer stress the impor­tance of drinking water as the most important "nutri­ent" among nutrients.

Many people don't realise that the natural thirstsignal of the body is a sign that it requires pure, plaindrinking water. Instead, they opt for other beveragesin the belief that this will satisfy the body's water re­quirements. This is a false belief.

INGREDIENTS IN SOFT DRINKS­A WITCH'S BREWIt is true that beverages such as tea, coffee, soft

drinks, sports drinks and juices contain water, but theyalso contain caffeine, sugar, artificial sweeteners orother chemicals such as sodium benzoate and phos­phoric acid that act as strong dehydrators. The moreof these beverages you consume, the more dehydratedyour body becomes and regular consumption of suchbeverages results in chronic dehydration.

High Fructose Corn Syrup, now used in preferenceto sugar, is associated with poor development of colla­gen in growing animals. All fructose must be metabo­lised by the liver. Animals on high­fructose diets devel­op liver problems similar to those of alcoholics.

Aspartame, used in diet sodas, is a potent neuro­toxin and endocrine disrupter.

Caffeine removes water from the body faster thanthe body can absorb it again, thereby generating con­stant thirst. People who frequently drink soft drinksare never really able to quench their thirst becausetheir bodies continually and increasingly run out of cel­lular water. Eventually, we confuse our bodies' never­ending thirst signal with hunger and begin to overeat,causingswellingandexcessiveweightgain.Apartfromits diuretic action and its addictive effects on the brain,regular caffeine intake overstimulates the heart mus­cles, causing exhaustion and heart disease

Artificial flavours may also contain traces of MSG.

Sodium Benzoate a preservative used for decadesand derived from benzoic acid used to prevent the for­mation of mold.When mixed with vitamin C, it produc­es benzene, a carcinogenic substance.THE INDICATORS OF CHRONIC DEHYDRATION1. Fatigue, Energy Loss: Dehydration of the tissuescauses enzymatic activity to slow down.2. Constipation: When chewed food enters the colon,it contains too much liquid to allow stools to formproperly, and the wall of the colon reduces it. In chronicdehydration, the colon takes too much water to giveto other parts of the body.3. Digestive Disorders: In chronic dehydration, the se­cretion of digestive juices are decreased.4. High and Low Blood Pressure.5. Gastritis, Stomach Ulcers: One common problem I

As you can see, the issues with these drinks extendto far greater proportions than we had once thought.We must try to make a concerted effort to live ashealthily as possible and maybe, just maybe, we'llthink twice before adding that two litre to the shop­ping basket.

Ramsundra was made to work ex­tremely hard in his nail­biting 15­13 win inthe opening set against Tanya Huntley. Hestarted to gain confidence as the gameprogressed, catching his opponent flat­footed with some precision­timed drop­

shots.He gave the home team a dream start

(3­0) after winning the next two sets(15­9; 15­8) convincingly.

Playing at four, Rico van Rooyen hardlybroke up a sweat in his fluent 15­8 winagainst Sue Zorich in the opening set.Zorich rallied back gamely in the 2nd setbefore going down 14­16. Van Rooyencruised to a 15­8 in the third set to doubleDarnall's advantage (6­0).

Sheldon Nel made it a hat­trick of vic­tories for the home team after trouncingSterling Louw in straight sets (3­0).

The first two sets proved to be a walkin the park for Nel, winning 15­6; 15­7 re­spectively, but he had to dig deep into hisreserves to hold off a late challenge byLouw before winning the 3rd set 15­13.

Number two seed, Farrel Higgs baggedthe bonus point for the hosts after trounc­ing Richard Plesco 3­0 (15­10; 15­11; 15­6).

Top seed Murray van Rooyen saved theblushes of the visitors (avoiding a white­wash) after beating Tewary 15­11; 17­15; 10­15.

(KDVA) Top 8 Knockout Cup final on Thurs­day at the association courts commencingat 8pm.

The discharge request by Damien Peters(who is expected to ply his trade for DUT inDurban) coupled with Cameron Singhwatching the game from the stands, con­firmed speculation that trouble was brew­ing in the KSST camp after they concededa walkover in their opening fixture of theKwaZulu Natal open volleyball tournamentheld in Durban on Saturday.

KSST set aside their "off­the­courts­squabble" and dominated proceedingsagainst Warriors Sport in their semi­finalclash right from the start before a partisancrowd at the association courts on Thursdaynight.

Albiston Jaram gave KSST a command­ing 11­2 lead after wreaking havoc with hiswickedjumpserve.Despiteanearlytimeout,

the brilliant blocks by Byron Athymoolamcoupled with the superb attacks by the leftand right combination of Sherwin Danielsand Kyle Puckree left the Warriors outfit intatters.

Warriors rallied back late, largely due tothe unforced errors by their opponents toadd some credibility to their 11­25 loss in theopening set. KSST hardly put a foot wrongin the 2nd set romping to a fluent 25­12 winto book their place in the final.

In the earlier semi­final clash, there wasa large scare for reigning KDVA championsGrove End who slumped to a shock 22­25 de­feat at the hands of social league champs,Titans in the opening set.

Debutante Lennox Dayi was in scintillat­ing form for Titans, inspiring them to a com­fortable 11­4 lead in the opening set.

Grove End rallied back to level the scoresat 16­16 before Roland Chetty and DesmondChetty combined superbly to guide Titans toa 25­22 win.

Grove End turned on the heat in the 2ndset and left their rivals red­faced after can­tering to a fluent 25­6 win to level the scores

at 1­1. In the 3rdand decisive set, Grove Endhardly moved out of the first gear to set upa mouth­watering clash in the final againstformer league champions KSST with an em­phatic 15­4 win.

Grove End, who dethroned KSST in 2013will be hoping to prove that their win wasno fluke. In the curtain­raiser, Titans are ex­pected to start favourites against Warriorsin the playoffs for third spot. KDVA officialsare bracing themselves for a bumper crowdat the association courts on Thursdaynight.

At the end of the final tomorrow (Thurs­day), KDVA will announce a senior malesquad to participate in the KwaZulu NatalVolleyball inter­district tournament to beheld at the University of Durban Westvilleon 5 April.

Meanwhile, KDVA will host a bumperEaster tournament commencing on Thurs­day, April 3 with the final scheduled to takeplace on April 17.

KWADUKUZA’s cyclist Shiraz Tayob was over themoon after successfully completing his first CapeArgus (109km) race held in Cape Town.

The torrid weather conditions (gusty winds)added to the woes of cyclists, especially noviceswho battled against the clock and the treacher­ous route.

Debutante Tayob was elated after crossing thefinish line in a time of 5h20min and encouragedother KwaDukuza cyclists to train hard in 2014 inthe hope of attempting next year’s Cape Argus

race.Fellow KwaDukuza Cycling Club participant, Ri­

yaz Dhalech missed the halfway mark (59km)cut­off time by an agonizing 30 minutes. But,Dhalech was determined to successfully completethe Cape Argus and vowed to enter next year’sevent.

Rashid Amir, chairman of KwaDukuza CyclingClub congratulated Tayob on his feat and encour­aged other cyclists to emulate his (Tayob).

The KwaDukuza cyclists are preparing for thenext major event scheduled to take place on 28April in Durban. Club practices are held everyTuesday, Thursday, Saturdays and Sundays.

The club has posted its first safe cyclingawareness board (courtesy of Iqra Printers) atStanger Secondary (opposite the KwaDukuza net­ball courts) urging motorists to take caution andensure a minimum of 1,5m distance when passingcyclists.
