The less you use, the less you pay,” said Mdabe, who was speaking at a media briefing at the iLembe Conference Centre recently. “Paying for water must not be- come a burden to our customers. This is why we engage with the pub- lic before setting the increase.” He went on to say that the new cost-reflective rate is definitely in line with National Treasury guidelines and regulations and that the tariff is still the cheapest compared to neighbouring districts, which aver- age R15 per kilolitre. “We chose not to implement tariff increases on July 1, 2013, instead preparing ourselves for implemen- tation on July 1, 2014. “We looked at examples where 2013 cost-recovery tariffs had been implemented in neighbouring dis- tricts and negotiated with treasury for iLembe. “A compromise was needed to meet our costs but still keep water affordable for our consumers.” iLembe also had to support and comply with the National Water Poli- cy and provide free basic water of 10kl only to indigent consumers, therefore the additional 6kl of water that was once free for all consumers will no longer apply. The restructured water and sani- tation tariff takes iLembe from six to three tariff tiers: 0-10kl costing around R8,81 and 11-30kl and 30kl and upwards costing around R12,59. Sanitation charges are capped at 70 percent of the lowest tariff for all categories. Despite the reasoning behind the increases, a vast majority of the com- munity are still in disagreement. Sham Kumar, a financial accoun- tant, said considering the increase in all other facets of daily living, the water tariff hike is a tough blow. Another community member, Thami Ndlovu said the municipality does not do enough to make the community understand the increas- es. Darnall Secondary School pupil Kerushnee Naicker’s painting was rated number one in the KwaDukuza in- ter-schools arts competi- tion last year, and now forms part of conservation awareness at a local office site. GLENDALE police aresearching for two sus-pects who shot and

killed Stanger Manor brothersRaj Pillay (51)andDevan Gov-ender (43) in an armed rob-bery at their store in Glendalelast week.

According to GlendaleSAPS media liaison officerMahlobo Nhlaniynza, the inci-dent occurred on Tuesdaymorning when two suspectsentered the Hlangweni Trad-ing Store in Glendale and de-manded cash.

The cash which was to beused for pension pay-outs washanded to the suspects.

However, one of the robberswith a pistol turned on Pillay

and fired a single shot fromclose range, killing him in-stantly.

According to Nhlaniynza,the robber then turned hispistol towards Govender andfired a shot which struck himin the chest.“Govender wrestled with the

robber and managed to takeaway his pistol and shot himonce in his leg,” said Nhlani-ynza.

“The robbers managed toflee with an undisclosedamount of cash.”Govender then contacted his

elder brother Preggie Pillayand told him that they hadbeen shot.

Preggie rushed to the scene,but both his brothers were al-ready dead.

“My brothers were humbleand hard working. They didnotmarrybecause theywantedto take care of my 75-year-oldmother. The family is devastat-ed, especially my mum.

“We are hurting, they werepillars of strength in the familyand I don’t know how we aregoing to cope with theirdeaths,” said Preggie.

The murder weapon, a Colt45 used in the robbery, wasrecovered and is in the posses-sion of the police.

According to Nhlaniynza,the pistol was allegedly stolenafter the owner was attackedand robbed two weeks ago inGlendale.

“The owner of the firearm isstill recuperating in hospital.”It is believed that both suspects

are involved in both the broth-er’s murders and the attack onthe firearm owner.

The Glendale police havelaunched a full scale investiga-tion into the murders.

Initial investigations re-vealed that the suspects arefrom the area.

Pillay and Govender leavebehind their mother Parvathy,sister Rani and brothers Len-ny, Preggie and Alan.

The funeral took place onSaturday at the KwaDukuzaCemetery.

The family thanked theGlendale and KwaDukuzaSAPS,pastors, Reddy’s Funer-al Service and family andfriends for their hardwork andsupport during their time ofbereavement.

Brothers Raj Pillay and Devan Govender died last week in ashooting at their Glendale store.

“They say they put an advert in thelocal newspapers but we have noidea how to interpret those adverts.There is no proper explanation forpeople like you and I.”

Acting municipal manager NGKhumalo explained sanitation tariffswere originally charged based onmarket value of the property includingland as reflected on the valuationrolls of the local municipalities.

“This method proved too expen­sive for the consumer, and also themunicipality has no control of the val­uation roll as it is not a district councildocumentbutalocalmunicipalitydoc­ument.

“It was further noted that mostmunicipalities are charging sanitationtariffs based on water consumption.It is against this background that themethod of charging sanitation tariffhas now changed from that of mar­

ket value of property to that of waterconsumption,” said Khumalo.

He went on to say that council un­derstands the high level of indigentconsumers in the district and affectedconsumers are encouraged to comeforward and apply for indigent statusso they can get their indigent relief.

Chief financial officer NosiphoMba explained that discussions be­tween Treasury and iLembe revealedthat the district is under­recovering by74 percent.

“In order to give effect to this,iLembe introduced a further 17 per­cent increase to the tariff of charges,which is aimed at recovering costs ofrendering the service of providingwater to its communities.”

Beware of prolific local conman>> Thief ‘charges’ naive and desperate victims R3000 and promises municipal jobs in return

IF you are currently job searchingand have come across any indi-vidualwho claims towork for any

government department and wantsyou to deposit money into a privateaccount, beware.

This is a scam as jobs are not forsale. The Stanger Weekly has beeninundated with complaints thatpeople are being approached by“unscrupulous criminals” who askthem to deposit money into an ac-count in exchange for a promisedjob through internal connections.

come forward andreportshavebeenmade to the KwaDukuza SAPS.

Masondosaid:“We wish to clarifythat there are no jobs for sale andthe community is requested to fol-low the correct procedures when ap-plying for a job.”

One of the victims, Esther Hlangaof Shakaskraal, who was conned outof R2 400, said the man goes by thenames of MrMthiyane or MrMajola.This was confirmed after speakingto ten other victims.

“The conman would call anylandline number and say he waslooking for a certain person; whenyou tell him that the person does notlive there, he would then say that heis trying to locate this person forseveral days because the person

wanted a job at the Correctional Ser-vices and has to commence workimmediately.

“He would then ask if you knowof anyone who is looking for a jobbecause he was getting tired ofsearching for the person.”

Hlanga said theconmanwouldtellvictims he is working in conjunctionwith certain senior officers at theKwaDukuza Correctional Services.

“Hewouldsayweneededtoorgan-ise our CV's and so on if we wantedthe job.

“He would then tell us to go to thepost office andbuy a registered en-velope.

“During this time he would con-stantly be in contactwith the victimson the phone.

“While the victims walk out of thepost office with the envelope, he

would identify us.“He would then give us what he

calls our ‘student numbers’ and askhis victims to make deposits into anaccount at a local supermarket.

“Once he see the victims walkinginto the supermarket, he would go tothe nearest ATM and withdraw thecash,” said Hlanga.

At this stage the thief has connedmore than 20 people, all residing inKwaDukuza.

Masondo strongly affirmed thatthe conman will be dealt with.

“All incidents are currently underinvestigation and legal action will betaken against the culprit.

“Members of the public are urgednot to give their hard-earnedmoneyto these people.

THREE Phoenix men were arrestedlast week by N-Force Security offi-cers after they tried to sell fakegemstones to business owners.

When the suspects approachedone of the business owners, he be-came suspicious and alerted N-Force director Nitesh Arjun.

According to Arjun, the suspects

are believed to be part of a syndicatethat is involved inconningpeople in-to handing over large amounts ofcash in exchange for the “valuablegems”.

“The victims only realise laterthat they have been conned.”

Arjun, who was patrolling theCBD, received the tip-off when thesuspects tried to con another Lot 14business woman.

However, the suspects fled in aNissan Sentra before Arjun and histeam arrived.

The team then searched for theSentra and found it travelling nearthe Stanger High School.

Arjun said the vehicle wasstopped and searched.

Jewellery worth thousands ofrands was found in the boot of thevehicle.

“Investigations revealed that sus-pects conned people of their hardearned cash and their jewellery,”said Arjun.

He added the suspects told himthat a fourth suspect was also “do-ing his work” in the Stanger Heightsarea. Arjun and his team pouncedon him as well and handed the mento the KwaDukuza SAPS.

Investigations are underway.

DA keeps ward 22 despite ANC canvassingSHANNON HOPKINS

DESPITE heavy canvassing for ward22 from the AfricanNationalCongress(ANC), the Democratic Alliance (DA)

has retained the ward, with Malcolm Hubnerat the helm.

This comes after an intenseby-election lastWednesday. The DAwon the ward with a 67%lead,putting Hubner inascouncillor, while theANC received just under 33% of the vote.

Hubner and the ANC’s RigbyHeenan wereboth stationed at the polling venue at the SaltRock Library, alongside KwaDukuza mayorRicardo Mthembu.

Hubner said he had felt “quite confident”that the party would retain the ward.

“We won by a highermajority than the lastby-elections in 2011.

“The ANC worked hard, but we wereposi-tive we would retain the ward, especially aswe won the national elections in the area by2000 votes,” he said.

Heenan said he felt privileged he had beenapproached by theANC to run for theposition,and that despite the outcome, the ANCwished to show its interest in the ward andin the interests of the ‘minority population’.

“It is time we worked together in thiscountry, we all basically have the samevision.

“Racial groups still do not trust each other.We want to put this out there,” said Heenan.

Mthembu said it was the first time the ANChad canvassed for the ward, and that his aimhad been to have a better relationship withthe community through Heenan as councillor.

“Many issues, such as the street lightsbeingon in the dayornot at all, have notbeenbrought to the municipality’s attention.

“We need apersonwhocanhelp us identifyand address issues better,” said Mthembu.

He added it would not be the last time theywould canvass for wards currently under the

DA.Independent Electoral Commissionpresid-

ing officer Ivy Khumalo said voting had gonesmoothly.

“It was quieter than the national electionsearlier this year, but people still came throughsteadily,” said Khumalo.

NICHOLAS Wade, a formerscience writer for the NewYork Times, has for the past

few months had his name attachedto several scientific blogs because ofhisnewbook:“ATroublesomeInheri-tance, Genes, Race and Human His-tory.”

The gist of the controversy is thatin his book, Wade tries to show whyCaucasians are superior over theothermajor races (Africans and EastAsians) and how this is in theirgenes.Wade explicitly states howev-er that he is, in fact, not a racist,

“It is not automatically racist toconsider racial categories as apossible explanatory factor,” writesWade. In his defence, though, hedoes not explicitly say that whitepeople are better than other racesrather that they arebetter “adapted”to modern political and economicenvironments that today dominatethe world and that this is due to theirgenes.

Academics and eugenics havelong avoided research into the bio-logical differences within the racesand this has been seenasanattemptto stay politically correct.

Wade slams this behavior and

calls for scientists to get over theirhang-ups and look into serious stud-ies of racial difference.

“The intellectual barriers erectedmany years ago to combat racismnow stand in the way of studying therecent evolutionary past,” he writesand I find that I mustagreewithhimin this regard. I sometimeswonder ifthe difference between theraces tru-ly is just skin deep when I considerthe behaviours of the different racesI find around me in this beautifulcountry.

Wade takes things a step furtherby proposing that Caucasians aremore adept to “trusting outsiders”and that this is the basis of moderndemocratic nations and govern-ments.

He thereafter states that Africansare more susceptible to violent be-haviour andpreferhot-headed tribalsocieties and also that East Asian

In fact he says that his ideason thetopic “are leaving the world of hardscience and entering into a muchmore speculative arena at the inter-faceofhistory,economicsandhumanevolution.”

In an article written by Arthur Al-len, another NewYork Times sciencewriter, he lists puzzling examplesthatWadetries touse insupportofhisargument, such as that where henotes a gene variant that gives EastAsians dry earwax also producesless body odour which would havebeen attractive “among peoplespending many months in confinedspaces escaping the cold,” and Ilaughed as it raises the question as towhy Europeans would not developthe same trait being subject to simi-

lar conditions.Allen also notes that Wade specu-

lates that thickhairandsmallbreastsevolvedinAsianwomenbecausetheymay have been “much admired byAsian men,” and this begs the ques-tion as to why did Asian men aloneprefer these traits?

Looking at the social injusticesthat have resulted from one group’sidea that it is superior and differentfrom the other, ideas like these comealong and once we have cut all thecr*p, it still forces us to look at eachother’s curly hair, blue eyes, genitaliasize and ask ourselves “are we trulydifferent?”Andwhatdoestheanswerto such a question do for us?

Do we embrace our differencesand how deep are these differences?I must commend Wade for challeng-ing the norm and minefield of racialdifference although I cannot say hecame out in one piece.

“What is the use of teaching theBantu child mathematics when itcannot use it in practice? That isquite absurd. Educationmust trainpeople in accordance with theiropportunities in life, according tothe sphere inwhich they live,” saidDr Hendrik Verwoerd, South Afri-can minister for native affairs andthe country’s Prime Minister from1958 to ‘66.

Lastly, themedia has reportedmany a timeof a man who knocks on the door and smilessweetly before offering tocheckyour electrici-ty meter.

Once in your home, of course, he robs youblind.

Many respondents tothiscolumnaccusemeof being overly cynical.

Before you lambast me for being an over-zealous sceptic, talk to someone who hasbought a car with the “help” of Satinsky, ortried to loseweightwithpills containingherbsand minerals from the Amazon rainforest.

From an early age, he dis-played an avid interest in col-lecting and restoring carswhich led to his mechanicaljobs at various well reputedcompanies, which includedRB6 inRichardsBayHarbourand United Transport Zulu-land in Empangeni and Man-deni.

Havinggainedvaluable ex-perience at these companies,Naidoobeganworking atHul-trans in Darnall.

Well known for his trendydressing, it was in 1974 thatNaidoo was able to stylishlywoo and win over the heart

of his loyal and committedwife Vani, the daughter of Mrand Mrs J. Royappen ofStanger Heights who re-mained at his side until hislast days.

In the early 80s Naidoojoined his late father KittyNaidoo at Stanger FuneralServices, one of the first un-dertakers in KwaDukuza.

This iswherehe ignitedhispassion for providing digni-fied and personalised funeralservices.

Overcoming numerouschallenges and with persis-tence and hardwork, togeth-er with his wife, he briefly op-erated Dukuza Funeral Ser-vices in KwaDukuza,Kammy's Funeral Services inEmpangeni and later found-ed Naidoo’s Funeral Servicesin 1989.

With a growing passion toserve people, Naidoo then

established Richards Bay Fu-neral Services.

Naidoo passed on his zealfor hard work to his sons,Sean, Anton and Sebastian.

Ever passionate aboutgiving the deceased a digni-fied and befitting burial, herendered free services tocountless grieving familiesand has left behind a legacywith a heritage of experience.Over the last 10 years, he

dedicated himself to his twograndsons, Justin and Jaden.

DARNALL Secondary School pupilKerushnee Naicker’s (17) painting wasrated number one in the KwaDukuzainter­schools arts competition lastyear, and now forms part of conserva­tion awareness at a local office site.

Her painting, which was originallydrawn on a small canvas, has now beenre­scaled and printed on a large wall atthe Dolphin Coast Landfill Manage­ment (DCLM) in New Guerlderland aspart of a campaign focused on renewa­ble energy as a resource.

The painting attracts the attentionof passers­by outside the DCLM’s re­ception area. KwaDukuza mayor Ricar­do Mthembu, who visited the site atthe unveiling ceremony recently, nod­ded with approval, saying that the cre­ative detail behind the piece is impres­sive.

“This work of art serves to remindmembers of the public about thecourse of utilising renewable resourcesin addressing environmental challeng­es at large.“This will now remain as our municipalmemory in ensuring that the campaignon dangers of gas emissions and re­newableenergyresource lives,”hesaid.DCLM, last year, donated R20 000 to­wards the competition, which went tothe winning school.

Mthembu commended the agency forensuring that the priorities of govern­ment are being supported.

“DCLM together with KwaDukuzaMunicipality last year established aTrust Fund with a view of improvingknowledge and awareness on reduc­tion waste, recycling and re­use inschools.

“DCLM director James Ndebele saidhis company renowned for its involve­ment in environmental activities, land­fill management, recycling and renew­able energies.

“We are committed in ensuring sig­nificant contribution to KwaDukuzacommunity and the youth, in terms ineducating them about the importanceof conserving the environment for thefuture generation” he said.

FORD Motor Company ofSouthern Africa (FMCSA)will give a glimpse of its vi-

sion for a new Ford Figo conceptlater this month.

Highlighting premium designalong with smart and safety fea-tures, theconceptvehicleprovidesan indication of the design lan-

guagetobeusedinafutureversionof thepopularFigo. It is confirmedthataproductionversionof theFi-goConceptisplannedfortheSouthAfrican market, but details andspecifications have yet to be con-firmed.

At less than four metres long,the concept displays a purposeful

presence and a no-compromiseaesthetic thatcontinuesFord’sde-sign leadership in the global com-pact car market.

“We don’t want consumers tohave to compromise when itcomestochoosingmoderndesign,value, safety, and technology intheir cars,” says Mark Kaufman,

refinement to thecompactcarseg-ment, designers have added ele-ments common only to more ex-pensive vehicles.

Smartdesign features like elec-tricallyadjustablepower-foldmir-rors help to reduce the stress ofdriving through a busy and con-gested environment. The mirrorsalso have a flexible architecturethat prevents them from beingbroken off if bumped.

Moving inside, the spaciouscabin is filled with innovativestowage spaces. With an innova-tive device dock, the Figo Conceptintroduces a new way to store,mount and charge devices such asmobile phones, MP3 players andsatellite navigation systems.

“The Ford Figo Concept is theembodiment of howwe are build-ing on theOne Ford plan to go fur-therforallofourcustomersglobal-ly. The design builds on Ford’sbrand pillars (quality, green, safe,andsmart)tomeetall thefunction-al requirements customers expectwhile providing a package that issure to surprise and delight cus-tomers,” concluded Moray Cal-lum, Ford Motor Company’s vicepresident of design.

Ultimate urbanexperience

THE re­invented second­generation Nissan Qashqaiwill be available on South African roads later thismonth. It is set to continue the success of the vastlypopular first generation model, which is well­knownfor its compact hatchback proportions coupled withthe adventurous driving stance of an SUV.

“The ultimate driving experience – this is how wedescribe the new Nissan Qashqai,” commented Kon­stantin von Vieregge, general manager of marketingand planning at Nissan South Africa.

The new Qashqai arrives in South Africa with afive­model range supported by three engine variantsand two trim lines.

The new Qashqai achieved five stars in the in­creasingly stringent Euro NCAP crash tests, and allmodels carry the highest complement of safetyequipment as standard, including four­disc ABS withEBD (Electronic Brake­force Distribution) and BAS(Brake Assist System), six airbags, Vehicle DynamicControl (VDC), hill start assistance, an electric park­ing brake, three­point seat belts for all five seats andISOFIX child seat anchor points.

The Nissan Around View Monitor is available asan option on all derivatives except the Qashqai 1.2TVisia. This monitor incorporates four exterior camer­as – mounted on the nose, tailgate and under eachdoormirror–tocreatea“helicopterview”ofthevehi­cle.

All new Qashqai models carry Nissan’s sixyear/150 000km warranty and a five year/90 000km service plan.

WELL-KNOWNsports educator YashinTewarywill launch Play Sports at thestart of the third school calendar

term.Tewary said: “Very little is done for the up-

liftment of sports in our schools and I have de-cided to start the new concept of ‘Play Sports’which focuses on living a healthy lifestyle andlearning the basic skills in various codes ofsport.”

PlaySports is targetedatprimaryschoolpu-pils (from grades R to seven).

The focus will be on coaching and teaching

pupils the basic skills in cricket, soccer, athlet-icsandmini-volleyball. Sessionswill startwithphysical exercise, getting pupils physically fitbefore teaching them the skills in the variouscodes.

The coaching sessions (three per day) willbe one hour and 15 minutes commencing at12.45pm with the final session starting at2.15pmand finishingat 3pm.Coachingwill beheldweekdays (Monday to Friday) and onSat-urdays (11.30am-1pm).

KSST Volleyball Club advanced to the finalof the Ralph Reuben Memorial Knockout Cupwith a hard fought 2-1 win against Grove Endinthesemi’splayedat theassociationcourtsonWednesday night.

Grove End, who beat KSST in their firstleagueencounterearlier in theyearmade theirintentions clear right from the startwith adra-matic 25-21 win in the first set.

Carnel Joseph inspired the fight-back byKSST with his thunderous attacks from thewings. His point-after-point winner served asacatalystwithhisteammatesuppingtheirtem-po in theirquest tostay in thehunt forhonours.

DespitealatesurgebyGroveEnd,KSSTheldonto a hard fought 25-20 win in the 2nd set tolevelthescoresat1-1.Inthe3rdanddecisiveset,KSST raced to a 9-6 lead with Cameron Singhand Joseph putting points on the score boardwith consummate ease.

But, theyclawedtheirwaybackintoconten-tion winning the 2nd set 25-16 before rompingto a fluent 15-9 in the final set to secure a semi-final berth against rookies Darnall United.

Sandhir “Tinboy” Jugmohan and NeerajBageloocombinedsuperblyto guideRandsonsto a comfortable 25-22 win against Darnall inthe 1st set. But, the “sugarcane” lads turned onthe heat in the 2nd set, forcing their rivals intonumerous unforced errors beforewinning 25-22 to push the fame into a 3rd and decisive set.

Man-of-the-match Ahmed Essack, Bagelooand Jugmohan guided Randsons into the finalwith a well deserved 15-12 win.

Vinnie Singh, Cyprin Tulsir-am, Sherwin Adyappa of GroveEnd and Dillon Devraj and KylePuckree of KSST will representthe KZN Junior Men (Under-21)at the national volleyball cham-pionship.
