The Munici- pal Property Rates Amend- ment Act, prom- ulgated in Au- gust, will see gov- ernment institutions be- ing either ex- empt or receive massive discounts on their rates bill and municipalities have said that residential and commercial ratepayers will be forced to pick up the tab. Jason Urbach from the Free Market Foundation said government “should be en- couraging individuals to become proud property owners and not making it more dif- ficult by raising taxes”. “It doesn’t surprise me given the coun- try’s dire financial status that the govern- ment is seeking to raise revenue by any and every means possible. The only way to boost economic activity in the country is to reduce taxes and encourage savings and invest- ment,”said Urbach. He said property owners will “reduce their after tax incomes” lowering levels of disposable income, lessen savings and lead to a reduction of “real wages”. The act will see municipali- ties having to phase in addi- tional costs to households over five to seven years as the amended act is phased in. The South African Local Government As- sociation’s executive for municipal finance Simphiwe Dzengwa said they have “reser- vations” about the amendment and will sup- port municipalities wanting to challenge the act. AFTER years of waiting andwatching, the Woodmead Inte-grated Housing Developmentproject finally launched in grandstyle at the Etete site last Friday.Invested officials from StandardBank, National Treasury, UrbanHousing and theKwaDukuzaMu-nicipality gathered at the alreadyconstructed two-bedroom showhouse on site.KwaDukuza mayor RicardoMthembu and Standard BankKZN provincial director Toy Mzi-mela together with the local wardcouncillorGNMbonambiofficiallycut the ribbon tomark the start ofthe project.

The project forms part of gov-ernment’s initiative to integrateSouth African society by deliver-ing decent human settlements fora better quality of life.

TheWoodmead partnership isa mixed use development, whichincludes residential, industrial,retail and commercial compo-nents.

Since the conception of theproject theSaskoBakeryhasbeencompleted at the site and formspart of the industrial component.

The project has potential for802 affordable housing units inthe area where bulk services arealready available and in totalcould boast 2 500 residentialstands.

However, the entire reach ofthe project is 320 hectares.Asidefromhousingthedevelop-

ment will include a 15 000sqmshopping mall and a dedicatedtransport node.

Themunicipality is spending R45million through its Neighbour-hood Development Grant for in-frastructure development on theproject, this aside fromthe invest-ment by the private sector.

The municipality has also re-cently completed a R9 million ac-cess roadupgrade in theareaspe-cifically for the project. Currently,there is a contractor on sitework-ingonthepublic transport facility,whichisbeingbuilt toenhancethecommercial node.

The launch of the first phase ofthe Woodmead residential com-ponent comprises 224 units.

Speaking at the launch, headof Affordable Housing and Pen-sion Backed Lending Product atStandard Bank Group NolwaziNzama said home ownership isthe cornerstone of a strong com-munity.

“Standard Bank wants peopleto own their homes and to have astake in their future.Weare confi-dent that this development willunlock thepotentialhomeownerswithin our community. We are al-so excited about Woodmead be-coming a hub for growth on theNorth Coast and in KZN.”

An excited Mthembu said themain purpose of the developmentis to close thegapbetween the lowincome, middle income and highincome sectors.“Weconcentrateonthelowearn-

ers and non-earners and the highearners, but the middle incomesector is all but ignored in mostcommunities. They take care ofthemselves and we forget them,

but now we want to change that. We want tobridge the gap and show the entire communitythat we care about them all.”

He thanked Standard Bank for coming onboardwith the project and said the project is inline with the national development plan.“Weareprovidinghousing,securityandcom-

fort in linewith our FreedomCharter. It is greattoseedevelopmentontheothersideoftheR102.Usuallydevelopers focuson thecoastlineso thisis a refreshing change.”

North Coast ratepayer’s associa-tions say they were not aware of theact, but will now be fighting it.

DolphinCoastResidentsandRate-payer’s Association (DOCRRA) chair-manLouisLuytsaidtheactwouldjust

be a means of “robbing Peter to payPaul”.

“Calling on ratepayers to pay evenmore is reprehensible. DOCRRA willbeseekinglegaladviceonthematter,”he said.

Luyt said local municipalitiescould “default on rates overnight”.

“This ‘comfort’ to the municipali-tiescoulddisappearwhenratepayersdefault on payments due to not beingable to afford it. The ratepayers arenotnecessarilyrich,alotofpeoplearein debt,” he said.

The cash flow of the municipalitywould dry up, and thus the services,which are already under strain, headded.

NorthCoastKwaDukuzaRatepay-er’s Association (NCKDRPA) chair-man Ray Millican is also outraged.

“The fact that they have installedanewratesact regardingStatebuild-ings paying next to no rates has anonerous tone that the government isfinally running short of funds due tocorruption.

“Theman in the streetwill have tobear the burden. This act as defies alllogic,” he said.

FIVE suspected robbers were ar-rested in the early hours of Sundaymorning after a brazen attack atMotala’s Farm on the outskirts ofKwaDukuza.

A joint operation by KwaDukuzapoliceassistedbytheDurbanFlyingSquad, Tracker unit and a local se-curity company led to the arrest ofthe five suspects a few hours afterthe business robberywas reported.

According to SAPS provincialspokesperson Colonel Jay Naickerpolice followed up on informationwhich led them to a house in Reser-voir Hills where they found the fivesuspects.

“A safe, computer andelectronic

theywere approachedby the groupof suspects.

It isallegedthatthesuspectsheldthesecurityguardsupandremovedthe safe, computer and electronicappliances. “The suspects also tooktwo vehicles from the premises be-fore they fled the scene. Later, oneof the vehicles, a truck, was foundabandoned in Shakaville.

“The second vehicle was foundabandoned at Clermont area nearKwaDabeka.”

A case of business robbery wasopened at the KwaDukuza policestation for further investigation.

“KwaDukuzapolice immediatelymobilised theirmembers andotherunits to look for the suspects whichled to the arrests,” said Naicker.

Allfivesuspectsagedbetween30and40yearsoragesappearedintheKwaDukuzaMagistrate’sCourt fac-ing charges of armed robbery.

The outcome of the appearancewas not known at the time of goingto press.

financial year and furthermore, the councillorsfrom theANCand IFPwere furious about theselosses.

I would like to remind the residents that theANC has been and is currently the ruling partyof the KwaDukuza Municipality.

AfterbeingelectedasanMFcouncillor in the2011 Local Government elections, I have beenvery vocal with regards to the electricity losses

which then stood at about R23 million.The municipality has since formulated and

implemented new measures to reduce suchlosses.

However,itdoesnotrequirearocketscientistto figureout that thesemeasureswerenoteffec-

tive.I have brought this to the attention of the

ANC in several full council meetings.I have been bold enough in askingwhether

the measures are being enforced or officialsbeing inefficientor therebeingnopoliticalwillby the ANC to alleviate such great losses.

Althoughthemayorhasrespondedthat themeasures implemented has been ineffective,he denied that there is political will.

May I bring to the attention of the chairper-sonof thetechnicalservicescommittee, that inmost cases youneednot search for illegal con-nections and the culprits as it is a known factthat thereare thousandsof illegal connectionsincertainareasbysomesectorsof thecommu-nity.

These illegal connections traverse road-ways and pathways and are clearly visible.

Insomecasestherehaveevenbeeninjuriesand deaths due to these illegal connections.

Now,aresomewardcouncillorsafflictedbyblindness or are they safe guarding the voterbank by not reporting the illegal connections?

KwaDukuza residents should not expect amiracle in reducingelectricity lossesaswearewell aware the Local Government 2016 elec-tions is approaching and one does not expecttheANCtotakedrasticmeasuresas thiswouldaffect the support in the 2016 elections.

So the paying consumers should bracethemselves for further increases in electricitytariffsorawaitbankruptcyofKwaDukuzaMu-nicipality.

Iappeal to theANCtowork inthebest inter-est of rate payers, instead of safe guarding thesupport to the political party.

Furthermore,officialsshouldnotbeunnec-essarily blamed for the losses, as some of thehigh ranking officials are political appointeesand they would perform at the master’s will.

KWAZULU-NATAL MEC for Public Worksand Human Settlements Ravi Pillay willoversee the implementation of theWard 1housing project in KwaDukuza.

Pillay was speaking at Sakhamakanyain Dorinkop last week reporting on thehousing project which will cost govern-ment over R260 million.

The project is one of the biggest in theprovince.About1835peoplehavebeenregisteredasbeneficiaries.

The area was recently hit hard by ser-vice delivery protests prompting thespeeding up of the project.KwaDukuza council members accompa-nied the MEC in his very first visit to thatareawhere he promised to offer his fullestsupport to the community.

EARLIER in November Wheels24 report-ed that Hyundai and sister Korean com-pany Kia will pay the United States

government a penalty equivalent to R1.1 bil-lion to end a two-year investigation into"overstated" fuel consumption claims onabout a third of its vehicle products.

Following the investigation, theautomakersannouncedaplantotriplethenumberoffuel-ef-ficientcarsby2020,addressingconcernsaboutthe pair's green track record and competitive-ness in fuel economy.

The announcement on Wednesday, 12 No-vember came a week after the pair pledged toraise the fuel economy of their vehicles by 25%by 2020 to meet emissions regulations in theU.S. and Europe and at home in South Korea.

It also followed an announcement on Tues-day 11November that the pairwould buy backR6 billion worth of shares in what was widelyregardedasanattempttoappeaseinvestorsan-geredbyaR100 billionbid forproperty fornewheadquarters.AnalystYimEun-youngofSamsungSecurities

said: "Investorshave complainedaboutHyun-dai's lack of shareholder-friendly policies andcommunicationaboutitsvision,especiallyafterthe land deal.

"Today's announcement seems to be part ofits efforts to soothe shareholders and bettercommunicate with the market."

Shares of Hyundai have fallen 25% in 2014,but have risen over 17% since hitting a more

than four-year low on November 5. Kia stockhas declined 0.9% while the benchmark indexhas lost 2.4%.

Under lastweek’splan,HyundaiandKiawillraise their number of fuel-efficient cars to "atleast" 22 by 2020 from seven now.Hyundai,Kiasaidinajointstatement:"Wehavesetaninternaltargetofmakingit tonumbertwoin the global eco-friendly car market, which isexpectedtogrowfromthisyear's2.2millionve-hicles to 6.4 million in 2020."

Hyundai and Kia plan to release 12 modelspowered by gasoline-electric hybrid engines,expanding the line-up to small cars and sportutility vehicles.

The pair's green range will also have sixplug-inhybridmid-sizedandcompactcars,twofuel-cell cars and two battery-powered electriccars.

A DOCTOR who treated Michael Schumacher fornearly six months after the Formula 1 championstruck his head in a skiing fall says the injured ex­driv­er is no longer in a coma and predicted a possible re­covery within three years.

Jean­Francois Payen, a doctor at the Grenoblehospital that treated Schumacher after his injury inDecember 2013, said he has visited the Schumacherfamily at home in Switzerland to track his patient’sprogress.

Schumacher was with his 14­year­old son in theFrench Alps when he fell, hitting the side of his headon a rock and cracking his helmet.

“Life after a head injury is punctuated by stages.We hope, but we have to give him time,” said Payenlast Thursday.

He predicted a convalescence of one to threeyears.

Earlier French F1 commentator Jean­Louis Mon­cet repeated a report that Schumacher was “wakingup very slowly” from the induced coma controllinghis serious brain injuries.

Moncet said: “I saw his son and he told me Schumiwas waking up very slowly, very slowly.”

Payen commented: “It is to see how he progressesand then tell his wife and his children what changesI have observed. He is in very favourable conditions.

In September 2014 Schumacher left a rehabilita­tion clinic in Switzerland and returned home to hisestate on the edge of Lake Geneva.

World Karate Federationhonours Pillay>> Another accolade for South African legend

THE World Karate Federation(WKF) honoured president ofKarate South Africa, Kyoshi

Sonny Pillaywith his eighthDan blackbelt rank.

The rare accolade was bestowedupon the South African legend byWorld Karate Federation president,Antonio Espinos at the 2014 KarateWorld CupChampionship held inGer-many a fortnight ago.

It is believed that the special awardis thefirstevermadetoaSouthAfricankaratemasterandtheonlyoneaward-ed to a person of Indian origin in theworld.

President of theKarate Associationof India (KAI),RagupathyThiagarajanupon witnessing the awardingof therank, paid a glowing tribute to theSouth African maestro Kyoshi Pillay.

“I therefore unhesitatingly dedi-cate this honour bestowed uponme by the highest authority of karatearound the globe (WKF) to all the un-sung karate heroes such as Jam Mo-

han,RakuNaidoo,RobbieReddy,GlenPropham, Patrick Plum, Jerry Skho-sana (all late now) amongst severalothers.

“I am very sad that they are notaround to witness me climb the podi-umoftheWKFstagetoreceivethisout-standing award,” said Pillay.

Kyoshi Pillay is indebted to SAS-COC,KSAandSKISAfortheirblessingsand guidance since his inception aspresident of Karate South Africa.

ThePlaySportConcepthasbeenthebrain-child of former sports educatorTewary, who quit teaching in July topursuehisdreamto teachchildren thebasic skills in thevariousdisciplinesofsport (includingsoccer,volleyball,ath-letics and mini-cricket).

Apart fromcoaching children (ages5-13),thePlaySportConcepthasspon-sored a double-wicket tournament forprimary schools last month and haspledgeditssupportinmakingtheevent

an annual one on the primary schoolssports calendar.

Abraham urged the corporatehouses in KwaDukuza including,banks,hospitals, SAPS, theKwaDuku-za Municipality, the Traffic Depart-ment and schools to participate in thefinal corporate volleyball tournamentof the 2014 season.

The entry fee is R300 per team.

Medalswill be given to all participantsand trophies awarded to the winnersand runners-up. Braai packs will begiven to all participants after the finalon Wednesday, December 3.

Matcheswill be played in twopoolsonaleaguebasis.Matches ineachpoolwill be contested on thebasis of best ofthree sets (each set comprising of 15capped points). The top two teams ineachpoolwilladvancetothesemi-finalstages of the tournament.

Thesemi-finaland finalwillbecon-testedonthebestofthreesetscompris-ing of 15 uncapped points. Specialawardswillbepresentedtothebestat-tacker and most valuable player.

The Play Sport Concept corporateknockout tournament is open tomales(35 years and older) and women (25yearsandolder).Registrationof teamswill takeplaceat7pmonNovember26with the first match scheduled to getunderway at 7.30pm.

GROUTVILLE United trounced RockyPark United 4­2 in a SAFA KwaDukuzaLocal Football Association (KLFA) Pre­mier League game played at the Recrea­tion Ground on Sunday.

The newly promoted KLFA Division Ichamps, Rocky Park kicked off their cam­paign in the Premier League ranks witha 2­0 win against Current a fortnight agoand were hoping to notch up back­to­back league victories.

But, Rocky Park took too long to set­tle into Sunday’s game and found them­selves trailing 2­0 in the first quarter ofthe match.

After conceding four “soft” goals,goalkeeper Lance Cooper was replacedby Simo Ntanzi who did a sterling job aft­er taking over the goalkeeping gloves.

Just before the break Reeshen Singhvolleyed Rouxney Milligan’s cross intothe roof of the net to reduce the deficit.

In the 70th minute Ntanzi made abrilliant save to deny Mbuso a hat­trick.In the dying minutes of the game Singh

Meanwhile, Shakaville United madean early exit from the SAFA Ilembe Re­gional Nedbank Cup after going down(5­4 on penalties) to Zamani Madrid.

SP Callies beat Real Sporting 2­1to set up a semi­final berth againstTownview, who were awarded a walkov­er against Iguga. Callies advanced to thefinal after edging out Townview.

Madrid and Tigers locked horns in thesecond round of the competition andafter a goalless first half, Madrid wasawarded a penalty after Pupu Siphiwewas brought down in the box.

Fanozi Thusi converted the spot­kickto send Tigers crashing out the tourna­ment.

Grove End dethroned reigningchampions KSST in 2013 and at thestartof the2014seasonKSSTwerede-termined to reclaim the title. Therewas little separating both teams at theend of the third round of competition.

But, KSST virtually threw in thetowel a fortnight ago after slumping toa humiliating 2-0 defeat to Grove End.

They virtually shot themselves inthe foot after going down (25-20; 25-13) to Randsons a fortnight ago and

wereonthereceivingendyetagainaft-er going down 2-1 on Thursday night.

Grove End proved that their com-petitive leaguevictorywasnoflukelastseason after repeating their feat onTuesday night.

They picked up maximum pointsagainstWarriorsSport (whoconcededa walkover) on Thursday night to ex-tend their lead at the summit of the logtable.

NEVIL’S Auto Darts Club suffered back­to­back defeats in the Dilley Puckree memorialDarts League (hosted by KwaDukuza DartsAssociation).

A fortnight ago, the more fancied Nevil’sAuto slumped to a humiliating 20­16 defeatat the hands of rookies R & B Gledhow. Theirwoes continued on Wednesday night whenthey suffered an embarrassing 22­14 defeatagainst arch­rivals Isithebe Paints.

Isithebe, who lost their opening leaguefixture against Gledhow United a fortnightago were determined to get back on the win­ning trail. They trounced their rivals 5­1 in theopeningframeandquicklydoubledtheirad­vantage (10­2) after repeating their feat inthe second frame.

At the halfway stage, the writing was onthe wall for Nevil’s Auto who were trailing4­14 after going down 2­4 in the third frame.

Nevil’s Auto needed a miracle to over­

come the early setback. After their belowpar performance in the first three frames,their hopes of annexing victory dissipatedinto the black clouds above.

Their 4­2 win in the fourth frame was notenough to salvage the pride of the woundedNevil’s Auto outfit. Nevil’s Auto showed nomercy for their rivals, sealing their fate afterwinning the penultimate frame (4­2), to ex­tend their lead.

Nevil’s Auto won the “dead­rubbermatch” (final frame) 4­2, but it was notenough for Sanjay Singh’s charges who suf­fered their second straight league loss.

Apart from Singh winning four of his sixmatches, the below­par performance ofNevil Kisten, Paddy Padayachee and KubenNaidoo were the contributing factors toNevil’s Auto 22­14 loss. Vinesh Geanballeywas the toast of the Isithebe Paints outfitwinning five games from six league match­

es. He received good support from Nine Pil­lay, Vishalin Parmasivan and Jerry Govenderwho won four games each.

Meanwhile, Gledhow United cementedtheir position at the summit of the log tableafter securing maximum points (36 points)in their walkover against Darnall ActionSporting.

The acid test looms for Gledhow Unitedtonight (Wednesday) when they lock hornswith Nevil’s Auto. Victory will guaranteeGledhow United the Dilley Puckree memori­al league silverware.

Isithebe Paints will be watching thismatch closely when they entertain DarnallAction Sporting. Should Isithebe Paints winand Gledhow lose their match against Nev­il’s Auto, the calculators need to be broughtout of the closet to calculate the points ag­gregate before announcing the leaguechampion.
