Owning a home has had long-standing government sup-port in the U.S. because homeownership benefits individualsand families, strengthens communities, and is integral to thenation’s economy, the National Association of Realtors® saidin testimony today.
NAR President-Elect Moe Veissi outlined the association’srecommendations for housing finance reform before theHouse Financial Services Subcommittee on InternationalMonetary Policy and Trade.
“We must be better stewards of the U.S. housing financesystem if it is to thrive and effectively serve American homebuyers and mortgage investors into the future,” said Veissi,broker-owner of Veissi & Associates Inc., in Miami. “Repairsto our current housing finance structure must be made, butwe must be careful that changes to the system do not comeat the expense of homeownership opportunities for middle-and lower income Americans.”
Toward that end, NAR supports H.R. 2413, the “SecondaryMarket Facility for Residential Mortgage Act of 2011,” intro-duced by Reps. Gary Miller, R-Calif., and Carolyn McCarthy,D-N.Y.
“H.R. 2413 offers a comprehensive strategy for reformingthe secondary mortgage market and gives the federal gov-ernment a continued role to ensure a consistent flow of mort-gage credit in all markets and all economic conditions,” saidVeissi. “Moreover, it supports the use of long-term fixed-ratemortgage products.”
Veissi testified that full privatization of the secondary mort-gage market would all but eliminate products like the 30-yearfixed-rate mortgage and that mortgage interest rates wouldbe unnecessarily higher and unaffordable for many Ameri-cans, shutting otherwise qualified buyers out of the market.
“The 30-year fixed-rate mortgage is the bedrock of the U.Shousing finance system, and without government support,there’s no evidence that this type of mortgage would con-tinue to exist,” said Veissi. “Private firms’ business strategieswould focus on optimizing their profits, creating mortgage
products that are more aligned with the goals of their busi-ness than in the best interests of the nation’s housing policyor consumers.”
Veissi said that while the size of the government’s partici-pation in housing finance should decrease if private capital isto return to the market and function properly, the federal gov-ernment must have a continued role in the secondary mort-gage market to avoid losing long-term, fixed-rate mortgageproducts and keep borrowing costs affordable for con-sumers.
“Continuing government participation in the secondarymortgage market is critical to ensuring that qualified homebuyers can obtain safe and sound mortgage financing prod-ucts even during market downturns, when private entitieshave historically pulled back,” Veissi said.
Recent reductions to the conforming loan limits by the fed-eral government are already having an impact on mortgageliquidity according to early data from an NAR survey, whichfound that consumers who are now above the new lowerconventional conforming loan limit are experiencing signifi-cantly higher interest rates and the need for substantiallylarger down payments.
Veissi said that the housing and economic recoveries havebeen slow and that activities that force economic activity tobe constricted further should be resisted.
“For hundreds of years, this country has understood thevalue of homeownership because it helps families buildwealth, supports community stability and contributes to oureconomy. We need to make sure that future housing policiescontinue to reinforce our long-standing value of homeowner-ship, for the future of our families and our country,” saidVeissi.
