POPULATION, HOUSEHOLDS AND HOUSING CENSUS IN KOSOVO 2011
• The census in Kosovo has been conducted during the timeframe April 1st up to April 15th, while in seven (7) municipalities it has been extended for four(4) days.
• Legislation- legal issues
• On July 11, 2003 Kosovo Assembly adopted the Census Law No.2003/16. According to this law and practices of other countries, Statistical Office of Kosova was the official institution entitled to conduct the population census.
• Based on the need for revision of the law and compliance with the legislation of EU regulations on the population census, on November 19. 2010 Kosova Assembly adopted the Law No 03/L-237.
• The role and duties of local and international institutions in the population census project
• Central Census Commission (CCC)• It directly supervise all phases of direct preparations and the progress of the census,
guides the competent authority regarding: official statistics, information required by public authorities, scientific circles and civil society. CCC sets up and approves the members of Municipal Census Commissions provided by respective municipalities, as well as determines the duties and responsibilities.
• Municipal Census Commissions (MCC)• According to the Census Law, the Municipal Census Commissions (MCCs) should
have been set up at least 6 months prior to enumeration day, while they have been set up at the end of January or with 3 months delay.
Due to specific nature of the census project, the Census Office (CO) had set up a support office for municipalities, to provide them with various information in order to give them support on undertaking of necessary steps on time. The coordination has been at a satisfactory level and the information has been sent through different forms such as: through the mail, SOK persons in MCCs, phone calls and the most applicable form of communication has been via Internet.
The communication between Census Office and municipalities has been carried out mostly via internet and through phone calls, while the communication in written has been applied only in specific occasions( decisions and announcements).
This kind of communication has been applied in all municipalities of Kosovo.Written notiffications= 4.3, Phone calls =19.3 ; E-mails=76.4
• Statistical Office of Kosovo• The Census Office (CO), has been established, within the SOK, in 2005.• Up to the mid of 2006,the Census Office operated with the staff consisted of 3
persons. Since 2006, the CO's staff has been increased to 8 permanent members.• At certain phases (preparation of documents, meetings, presentations and
implementation of the pilot censuses) the staff number has been increased based on the activities undertaken in certain periods. Since 2006, CO has its own budget, dedicated only for census projects, and its budget is separated from the SOK's budget. The budget has been divided in three (3) budget lines: for capital projects, goods& services and utilities.
• The census preparations • SOK has conducted three pilot censuses in order to test many instruments, activities
including the coverage and participation of communities in a single pilot census. • . • Census budget• The census in Kosovo will be around 5 Euros per capita.The total cost of the project
has been planned to be around 10.7 milion Euros(not including the cost to budget manager, UNOPS.)

• Road map of the census in Kosovo • Having in mind the need for a document which will be as a guide for development of
activities over the population census, the document named "the road map for the population, households and housing in Kosovo" has been prepared.
• Methodology• The instruments for data collection • Based on experiences and best practices, Kosovo has been designated to apply
traditional methodology of data collection from the field, the method of data collection through the forms.
• Duration of data collection, based on division of Enumeration Areas (EA)(the number of dwellings-houses in one EA), 2 weeks timeline have been envisaged to be long enough for collection of the data in the field.
• Data processing, data processing has been envisaged to be carried out through the data entry program (application setting - the program where the data will be entered manually ).
• Forms and manuals- used-applied during the enumeration in the field have been prepared in 4 languages: Albanian,Serbian, Turlish and English.
• During the census, Kosovo has applied only one unique format of the form- prolonged form.
• Cartography & GIS • Due to the lack of administrative data, previous records and lack of address system, in 2005 SOK used the maps made by the Kosovo Cadastre
Agency( orthophoto in 2003) to do the orthorotification, codification of the buildings and division of the Enumeration Areas (EAs). At the end of 2008 have been made satellite images and the maps have been updated. In September 2010 have been made new satellite images for urban settlements and their surrounding settlements , that have covered 68% of Kosovo territory.
• According to the latest data, Kosovo's territory has been divided into 4.743 EAs. The achievements of cartography have been evaluated also by EU's geo-statistics and officially the "Cartography & GIS" sector at SOK, has joined to the European Geo-statistics as a new member with equal rights, while regional countries have not been involved yet.
• Awareness campaing • The Awareness campaign has been divided into three phases: • First phase - this phase of a lower intensity has been conducted from September up to December 2010(inclusive). This phase has been characterized with
meetings, workshops and few TV debates. During this phase has been prepared also the basic documentary for awareness campaign, that contained the format and the ways how the awareness campaign has been planed to be carried out.
• Second phase of the awarenes campaign took place from January up to March 2011 (inclusive). During this timeframe,needed instruments for awareness have been finalized and various groups of carriers of the awareness campaign have been set up.
• Third phase of awareness campaign includes the timeframe April up to May 2011(inclusive)• During this timeframe have been organized various TV debates, interviews, articles, meetings aiming to raise the awareness of the citizens to participate in the
census.• For implementation of the awareness campaign has been tendered a private operator and 13 NGOs have been engaged. • Information technology • The census data will be processed in the applications set up only for the census project. The data base has been built in MySQL server, while application has
been built in CsProx. • The program includes the level of data safeguard (confidentiality), physical security ( a back-up has been built ) including the monitoring and controlling system.
• Logistics• Division, sorting and quantity of the census material have been designed based on the data provided
by the cartography, while the packaging of the material initially has been proposed to be carried out by respective municipalities, but due to the lack of data and limited timeframe, SOK had decided to do, in one single center, the division of materials at EAs’ level. The return of the material from the field (municipalities) and its collection has been carried out in cooperation with the Ministry of Internal Affairs who has provided the escort during the transprortation of the material.
• The material initially has been archived, while it has been counted, verified and controlled within the timeframe May 16 up to June 10, 2011. After the counting period, from June 10 up to June 20, 2011 the preliminary data have been entered into the program(RS1). Codification of material has started on June 20, 2011. Data processing will start on the first week of July 2011 and will continue in following 6-7 months.
• Staff, organization and supervision of the process• In order to support, monitor and to have functional census process, organizing structure of the
Census Office has been as follows: Leading group,supporting, instructors, supervisors, controllers, enumerators.
• Trainings • Trainings have been selected according to "cascade" format, respectively " top to down" format, that
has been proved as a necessary format in the training process.• The trainings for main instructors have been held for 7 days, for Municipal Census Commissions 3
days, for supervisors , controllers and enumerators- the trainings have been held for 5 days. Usually , the trainings for enumerator have been held in the school premises ( 20 up to 30 enumerators) , while a part of them had the trainings in the premises of municipalities' buildings. All training centers, including training centers for enumerators have been equipped with projectors in order to be easily accessible
• Reporting • Enumerators ( after the first enumeration working day) have delivered daily report to their controllers,
controllers reported to their supervisors, while supervisors reported to MCCs. MCC reported to Census Office on working daily basis. The aim of reporting has been to monitor the coverage of EAs and to have the appropriate information in case there is a need to intervene. Another source of daily reporting have been the meetings of the census managing staff with the instructors organized every working day from 19:00-21:00 h. The reporting included written form and elaboration of the process in the area supervised by the instructors. In these meetings the suggestions have been tackled and the decisions at the leading level for further steps have been brought.
• • Post Enumeration Survey (PES)• Post Enumeration Survey is the main instrument for censu evaluation. The aim of PES has been to assess
the coverage and the quality of data. PES has been conducted from April 18 up to April 26, 2011. PES has covered 20 EAs or around 3200 households. Municipalities didn't have access over the sample scope and it has been conducted with completely different staff.
• Codification, processing, elaboration, tabulation, disemination of data.• Codification has started by the mid of June 2011 and will continue almost as long as data processin timeframe.
• Data processing• The format of data processing ( capturing of the data in the data base) will be carried out manually, so each
questionnaire will be captured in the database as seperated. Data processing is foreseen to start from the first week of July 2011 and it is expected to be completed after 6-7 months. In order to minimize possible errors and to monitor the process, supervisors and controllers will be engeged.
• Data processing will be conducted in two shifts. The number of recruited staff in a shift is 85 persosns, including supervisors and controllers.
• Analysis • After data processing will follow the imputation, editing,matching and analysing of the data. The
envisaged timeframe for this process is 2 to 5 months.• Tabulation • Tabulation and finalization of the first final publications will be conducted 4-6 months after the data
processing timeframe. Main publications will be released in the second half of 2012, while final publications will be released by the end of 2013.
• Distribution of data• For distribution of data will be used various formats such as: printed, electronic and CDs, tables
and publications will be sent to the users of the data also via e-mails. • Payment• All staff engaged in the project has consultant contracts for certain period of time depending on their
position and role in the census process. Based on the coverage, the spread of EAs and the volume of the job done, the contracts for enumerators have been divided into 4 types of payment with differences in the basis. For controllers and supervisors have also been applied two types of payment.
• Preliminary results• Based on the Census Law, SOK has released preliminary results on June 29, 2011. The release of
preliminary results included the data over the indicators specified by the census law.• 3 municipalities mainly inhabited by Serbian community members didn't participate in the census,
SOK will do the assessment of the population for those municipalities based on the data catured during 2009.

For Population Census 2011 have been prepared in total: 5.800 maps for EAs. The maps have been printed in a such large number than the number of EAs, because the maps for each EA with mixed population has been printed at least in two copies (in the languages of communities living there ).
During the process have been printed: 50 000 leaflets, 50 000 brochures/3000 brochures have been prepared and diseminated by NGOs engaged in the campaign, 80 000 posters, 120 billboards, moving stands , 2000 keyrings, 2000 notebooks, 5 000 t-shirts, 20 000 balloons and 1 400 balls, 6 census video clips have been broadcasted 4. 500 times in five languages: Albanian, Serbian, Roma, Turkish and Bosnian. During the census have been released 43 press releases.
