You will be kept in the police cells un- til your date of next appearance,” said the Mag- istrate. Dukumbana was shot by two gunmen out- side her house. She died on the scene. She was a policewoman for 30 years and was promoted to station commander in 2009. Members from different women’s network organisations gathered outside the Magis- trate’s Court toy- toying and carry placards in support of the family and conveying their oppo- sition to the granting of bail to the suspects. On some of the placards were written “No Bail, Po- lice thugs must rot in jail Amen.” Dukumbana’s death is the second fatal shoot- ing of a police officer of the Elliotdale station in December last year. THE Eastern Cape Development Corporation(ECDC) had announced that it had been allo-cated R300 million by the Eastern Cape gov-

ernment during the current financial year toenhance the roll out of the provincial social in-frastructure programme. This amount is ex-pected to rise to R2 billion over the next fiveyears.

ECDCannounces R300million allocation for social infrastructureFinance MEC, Phumulo Masualle an-

nounced that the province had identifiedECDC as its integrated infrastructure deliv-ery arm.

The focus of ECDC would therefore be onthe maintenance and renewal of existing so-cial infrastructure, as well as being taskedwith improving infrastructure functionalityin the social sector.

The programme will focus on the provi-sion of running water, electricity, sanita-tion, ablution facilities, including replace-ment of mud-schools, as well as the improve-ment of access to social infrastructurefacilities within the district municipal are-as. It also includes the refurbishment of hos-pitals among others.

“The R300 million is allocated for the cur-rent financial year for social infrastructure

projects in the OR Tambo, Joe Gqabi and Al-fred Nzo district municipalities and the east-ern parts of the Amathole district in particu-lar. These areas have the most acute infra-structure backlogs in the province.

An additional amount has been set aside tobuild capacity within ECDC in critical areassuch as civil engineering, project manage-ment, quantity surveying, project finance,monitoring and evaluation, supply chainmanagement as well as procurement.

The set-up fundswill also go toward furtherstrengthening internal processes, financialcontrols and systems. ECDC will also lever-age on available internal expertise as it rollsout this critical social infrastructure pro-gramme.

“ECDC is equally excited because thisproject indicates that government recognisesthat ECDC has over the years built its reputa-tion and public image as an effective stewardof public funds and state assets. This has beendemonstrated by consecutive unqualified au-dits during the last five years.

“ In carrying out this task, ECDC will con-tinue to exercise due diligence to ensure thatthese funds are used for the purpose for whichthey are intended,” said ECDC Chief Execu-tive Sitembele Mase.

He said ECDC intends to work with contrac-tors which are registered with the Construc-tion Industry Development Board, as well aswith thosewhohaveagood trackrecordofpro-ducing quality work on behalf of government.

THE SouthAfrican Communist Party (SACP)in the Eastern Cape welcomed the outcomesof the grade 12 (matric) exams of the class of2013.

Thematric results for 2013were announcedby the Minister of Basic Education, AngieMotshekga last Tuesday and Eastern Capehas moved from 61.4 % in 2012 to 64.9 % passrate in 2013.“In our view, this represents a continued

improvement building from that of 2012 tothis of 2013 and it is in this context that wewelcome the outcomes of this academic yearas they build on the positive improvement of2012 which was the first time for the EasternCapeProvince to be above sixty percent (60%)since the dawn of democracy,” said SiyandaMdodiwho is theProvincial Spokesperson forthe SACP.Mdodi said this was the second year in a

rowwherein the provincewas registering im-provement.“It is in this context that we would like to

congratulate the Department of Educationand all relevant stakeholders in the Educa-tion fraternity who took greater responsibili-ty in ensuring the improvement we are nowseeing,” said Mdodi.SACP also commended the role played by

both teachers andparents throughout theaca-demic year, adding that the commitmentshown by the teachers through this and theprevious academic year was a plausible oneas they continued to combat the conditionssome serve under to mould leaders of tomor-row; for putting the interests of the working

DESPITE the increase in the pass rate forSouth African matrics, the results hide adisturbing revelation when the subject da-ta is analysed.

The class of 2013 improved on the passmark from the year before, but there aresignificant gaps, particularly in knowl-edge of mathematics and science - key toexpanding SouthAfrica’s technical capaci-ty and innovation.The improved pass mark of 78.2% may

obfuscate the fact that analytical skillsamong the school leavers is lacking.According to the department of basic ed-

ucation’s NSC 2013 Diagnostic Report,maths skills in particular are poor despitethe pass rate, and this has acute implica-tions for achievement.“Mathematical skills are a critical skills

gap in many subjects, with predictable im-plications for learner achievement. Manyreports in this publication attribute poorperformance in such subjects to the poormathematical skills of the candidates.“Despite the improved pass rate inMath-

ematics and in Mathematical Literacy, thelack of foundational competencies inMathematics remains a challenge acrossthe board,” the report says.Science projectsThe quality of the matric pass rate is

widely held as a litmus test of the qualityof South Africa education, yet few of theclass of 2013 have scored a result that quali-fies them for study at universities.The department’s NSC 2013 Technical

Report shows that “171 755 learners qualifyfor Bachelor Studies at higher educationinstitutions (30.6%)”.In terms of subjects that are the drivers

of technology like maths and physics, the

pass rate increased from 61.3% in 2012 to67.4% in 2013 for physics and 54% to 59.1%for maths.The department of science and technolo-

gy said that the key for South Africa’s de-livery of giant science projects like theSKA (Square Kilometre Array) was ahealthy pool of maths and science schoolgraduates thatwould continue the subjectsat university level.“The number of matric graduates in

mathematics and physical science is im-portant to the department and the sciencesystem in general, because it is from thispool that future scientists and researcherswill come,” Science and TechnologyMinis-ter Derek Hanekom told News24.He added that the low number of gradu-

ates could impact on the country’s abilityto produce high-level skills in the sciencefields.“Informed by the understanding that a

may be regarded as the finalisation ofschooling, problems in maths were not on-ly related to the Grade 12 curriculum.

Despite increasing its pass rate from 61.6%in 2012 to 64.9% in 2013, the Eastern Cape stillhas the lowest pass rate in the country.“We’re delivering to the country kids that

are eligible for a bachelor’s degree in universi-ties. The Eastern Cape ranks fifth in terms ofthe bachelor’s pass rate, fourth in terms of di-ploma pass rate and third in terms of highercertificate pass rate in all provinces,” saidMakupula.Makupula said theDepartmenthas received

the best quality of results since 2008.* The department received 11 038 distinc-

tions in 2013 compared with 9 264 in 2012 and7 398 in 2008.* Bachelor pass rate 13 686 in 2013 compared

with 11 246 in 2012 and 8 622 in 2008.* Highest number of diplomapass rate 19 179

in 2013 comparedwith 16 148 in 2012 and 11 155in 2008.* Highest number of higher certificate pass

rate is 13 950 in 2013 compared with 11 998 in2012 and 10 707 in 2008.“This is not by miracle or luck that we’ve

produced these results, but by working hard,”said Makupula.TheEast Londondistrict ranked third in the

top three performing districts in the EasternProvince for 2013 with 73.1% and an increaseof 4.4% compared to last year.Port Elizabeth district took the number one

spot with a pass rate of 74% (an increase of

2.9%) and Cradock came second with 73.5% –a slight increase of 1.2%.Of the 75 092 full time candidates that were

registered for the 2013 Grade 12 National Sen-ior Certificate examinations only 72 738 fulltime registered candidates wrote the examina-tions.“Some of the children dropped out for vari-

ous reasons. We are proud of all the registeredcandidates thatwrote the examinations. Therewere no leaks of question papers. Our examswere legitimate,” said Makupula.However, 13 pupilswere found tohave cheat-

ed during the examinations. In 10 cases pupilswere found in possession of crib notes, in an-other case a pupil was found copying using a

cellphone, another pupil’s script was found tobe written in different handwritings and an-other candidate was found with two scripts.Makupula said the pupils’ results werewith-

held pending finalization of the investigationand irregularities hearings.Makupula encouraged those who did not

pass in 2013 to repeat their Grade 12.

King William’s Town said she did not regis-ter in time last year and now she has beenqueuing outside early for two days to try tosecure a place for herself.

“It is always full here, but Iwas here as ear-ly as 6am. I have been here for two days totry to register, but with no luck. I can’t evenget in when they take a certain number ofpeople in groups inside,” said Zeze.Another prospective student from Mdant-

sane, Alungile Damoyi, who would like toregister for Human Resources Management,said she had waited outside the campus fromas early as 5am for two consecutive days, butshe still has not registered.“I have hope that I will be a registered stu-

THE mutilation and deaths of young SouthAfricans in manhood rituals require ur-gent intervention, Anglican ArchbishopEmeritus Desmond Tutu said on Wednes-day.

“The guardians of South African healthand culture must find the means to worktogether to protect the sanctity of our tra-ditional practices,” Tutu said in a state-ment.

He said the cultural importance of themanhood initiation ritual should not belost. “We must protect these practices, butwe must avoid placing too much focus onthe physical and psychological ordeal.”

He said the house of traditional leadersand the department of health should drawqualified medical practitioners to en-hance traditional circumcision practices.

NewMazdaCX-5 is designed to give the spaceand versatility of an SUV, but with excellentfuel economyand the instincts of a sports carto fit in with Mazda’s Zoom-Zoom image.SISS saves fuel by shutting down the vehi-

cle’s engine automatically when the car isstationary, and restarts it when the driverresumes driving.This is especially useful for fuel economy

inheavy traffic and inurbanareaswhere thedriver frequently stops at traffic lights andintersections.

How does it workIdling stop systems are nothing new. How-
