SWETA GOSWAMI n NEW DELHI P utting an end to the sus- pense surrounding the choice of the chief ministerial candidate for the Delhi Assembly elections, slated to be held on February 7, the BJP on Monday named super cop Kiran Bedi as its choice for the top job. The announcement by the BJP top brass will help quell all dissent that had been brewing in the State unit for the last few days ever since Bedi joined the saffron party. Bedi will take on SK Bagga of the AAP and Congress' Bansi Lal from Krishna Nagar. The party also announced candidates for 62 seats and the list has as many as six women candidates, apart from 13 Dalit nominees and more than 20 young faces. Youth leader and former president of DUSU Nupur Sharma will take on AAP chief Arvind Kejriwal in New Delhi. The party did not field Delhi BJP chief Satish Upadhyay for the elections saying that the State unit chief should lead the poll process. New entrants to the party had a field day as former Union Minister Krishna Tirath, who joined the BJP on Monday, was given a ticket from Patel Nagar. Former Speaker and AAP leader MS Dhir, who too joined the BJP a few months ago, will contest against Congress candidate Talwinder Singh Marwah and AAP's Praveen Deshmukh from Jangpura. AAP rebel Vinod Kumar Binny will take on the second-in-command of the AAP, Manish Sisodia, in Patparganj. Senior BJP leader Jagdish Mukhi, who was at one time being considered for the Chief Minister's post, is being fielded again from Janakpuri, where he will face his son-in- law Suresh Kumar, who is the Congress candidate. The party has pitted Pravin Jain against Congress heavyweight Ajay Maken, who was recently appointed as Congress Campaign Committee chairman, from Sadar Bazaar. Former Delhi BJP chief Vijender Gupta, who had con- tested against Kejriwal in New Delhi earlier, will be contest- ing from Rohini. He will take on Congress’ Sukhbir Sharma and AAP’s Charanji Lal Gupta. Perhaps the strongest nominee among all con- tenders, the newly-inducted Bedi, who also has the dis- tinction of being the first woman IPS officer, would be contesting from the Krishna Nagar seat in the February 7 Assembly polls which is the BJP’s stronghold and from where Union Minister Harsh Vardhan fought until the last elections. He also cautioned the Government against resorting to Ordinance route frequently and expressed that convening a joint session of Parliament to make up for numbers to enact laws is not a “practical” solution. Addressing faculty and stu- dents of Central universities and research institutions through video conferencing, the President said the Government and the Opposition parties should put their heads together and find out a workable solution to avoid a situation for frequent Ordinances. While saying leg- islation is the exclusive domain of Parliament and Assemblies, the President said that getting a Bill passed is always the eas- ier part but the harder part is the negotiations for reconciling the interests of different groups for the legislation. “A legislature is effective only if it is able to address the differences among stakeholders and succeeds in building a consensus for the law to be enacted and enforced. When Parliament fails in discharging its law-making role or enacts law without discussion, it breaches the trust reposed in it by the people. This is neither good for the democracy, nor for the policies anchored in those laws,” President said. The President’s comments have come against the backdrop of a series of Ordinances pushed by the NDA Government. So far the Modi Government has brought in eight Ordinances. The speed and numbers of these have surprised even the President, prompting him to reportedly raise questions over the urgency of the Ordinance relating to acquisition of land before signing on it. “Ordinance route cannot be taken, should not be taken for normal legislation,” he said replying to a question whether frequent Ordinance follows the spirit of Constitution. He under- lined that the Constitution pro- vided for promulgation of Ordinance in extraordinary sit- uation but this route cannot and should not be taken for normal legislation. “I ask the political establishment to engage in a dia- logue and resolve their differ- ences,” he said. Authorities have booked 24 rooms for these canines and their handlers. These highly trained pedi- gree dogs — which have mili- tary ranks and are duly salut- ed by junior officers — are being flown to the national Capital as part of the Advanced Security Liaison Team (ASLT) of the US President. The dogs are addressed by their names and ranks and cautioning them without their ranks and names is proscribed. The squad will be pressed into service to sanitise areas scheduled in Obama’s visit. The US Dog Squad will be assisted by the 30-member dog squad of the Indo-Tibetan Border Police (ITBP). The US Dog Squad will supplement US secret service in carrying out anti-sabotage drill during the stay of President Obama in Delhi. Sources said that these dogs cannot be housed at Delhi Police lines as it is quite far from the Lutyen’s Zone. It has been learnt that the US ASLT has informed their Indian counterparts about their visit and the security set-up required for them. Sources said that the US secret service has conveyed to the Indian authorities about the ‘Dog Unit’ of the President’s security. There are Intelligence inputs that international terror groups are itching to target US President Obama and Indian Prime Minister Narendra Modi. The dog squad will be assist- ed by highly trained dogs of the Indian Army, Border Security Force, Special Protection Group, National Security Guards (NSG) and the Central Industrial Security Force (CISF). It may be recalled that ITBP had issued a statement after its especially trained dog squad was sent to Delhi for pro- viding anti-sabotage cover for the high profile visit. “The threat is from sophisticated remotely operated improvised explosive devices at sensitive locations during the Republic Day celebrations and in hotels where the US President and his entourage would stay. Radicalised ‘lone-wolf ’ opera- tives’ chats with their bosses from across the border or sleep- er cells have been intercepted by our Intelligence agencies and corroborated by the US Intelligence,” a statement said. District Magistrate Raj Shekhar said classes from Nursery to 5th standard would remain closed on Tuesday but from January 21 onwards, they would resume from 11 am to 2.30 pm. Class 6 to 8 schools will, however, reopen from 11 am to 2:30 pm from Tuesday, he added. Classes from 9th to 12th will be held daily from 10 am to 2:30 pm as usual. “If there is a sudden change in the weather in the comings days, decision will be taken on changing the school timing accordingly,” the DM said. Union Home Minister Rajnath Singh has assured them that he would raise the issue with Union Surface Transport Ministry in this regard. UP and Uttarakhand chief ministers also decided to resolve their assett-related disputes and set up a Chief Secretary-level committee to look into the matter besides agreeing to jointly seting up a hydro-power project in the hill state. Ranjan said that the Chhattisgarh Chief Minister demanded that the Centre- State ratio in all developmen- tal works should be 90:10 and that the Centre bear full cost of deploying Central forces in Naxalite-infected districts. The four chief ministers demanded amendments to for- est and environment law to provide relaxation in develop- ment works. The states also demanded modernisation of jails while stressing the need for com- mencing exams in primary sections to improve the educa- tion standard. Secretary of Central Zonal Council, SK Das, said there was a good response from the four states during the meeting and he hoped that another meeting could be held in UP later this year. Chhattisgarh is scheduled to hold the meet in 2016.

    Uttar Pradesh demanded`6,500 crore from theCentre for modernisation of itspolice force and also called forimproved road network, at the20th meeting of the CentralZonal Council held here onMonday.

    The meeting, chaired byUnion Home Minister RajnathSingh, aimed to end problemsrelated to infrastructure devel-opment, Left-wing extremism,hike in the Central share, policemodernisation and better roadnetwork.

    Besides, it was also decid-ed to review the existing forestand environment laws as theyare creating a roadblock indevelopment.

    Lucknow: With furtherimprovement in weather, thedistrict administration hasordered reopening of classesfrom Nursery to 5th standardfrom 11 am from Wednesdayonwards. Class 6 to 8 schoolswill, however, reopen from 11am to 2:30 pm from Tuesday.

    District Magistrate RajShekhar said classes fromNursery to 5th standard wouldremain closed on Tuesday butfrom January 21 onwards, theywould resume from 11 am to2.30 pm. Class 6 to 8 schoolswill, however, reopen from 11am to 2:30 pm from Tuesday,he added. Classes from 9th to12th will be held daily from 10am to 2:30 pm as usual.

    If there is a sudden changein the weather in the comingsdays, decision will be taken onchanging the school timingaccordingly, the DM said. PNS

    Ranjan said that theChhattisgarh Chief Ministerdemanded that the Centre-State ratio in all developmen-tal works should be 90:10 andthat the Centre bear full costof deploying Central forces inNaxalite-infected districts.

    The four chief ministersdemanded amendments to for-est and environment law toprovide relaxation in develop-ment works.

    The states also demandedmodernisation of jails whilestressing the need for com-mencing exams in primarysections to improve the educa-tion standard.

    Secretary of Central ZonalCouncil, SK Das, said therewas a good response from thefour states during the meetingand he hoped that anothermeeting could be held in UPlater this year.

    Chhattisgarh is scheduledto hold the meet in 2016.

    Apart from the exhaustivedossiers of crime cases againsthim, Tariq was wanted inrecovery of AK-47 in the year1999 from Hazratganj policestation. He is said to be a

His name surfaced whenthe Special Task Force nabbedtwo terrorists from LaxmiLawn Guest house Azizuddin aka Abdul Aziz andAquil Ahmad in Hazratganjand they disclosed the name ofTariq and his involvement inproviding them the assaultrifles. Confirming the arrest,SSP Yashasvi Yadav said Tariqwas a notorious criminal andhe would look after the finan-cial affairs of Dawood Ibrahim.

    He was presently assistingDawoods sister in Mumbai instreamlining the scattered busi-ness of D-company in Mumbaiand other states, the SSP said.

    Tariq was deported from

    Dubai to Mumbai and arrest-ed by the police. He was want-ed in connection with an ille-gal shopping complex case insouth Mumbai involvingDawoods younger brotherIqbal Kaskar, who had beendeported earlier.

    Therafter, Tariq hadexpressed desire to Dubaiauthorities to return to Indiaand face legal consequences forhis crimes he committed beforefleeing to the Gulf country.

    Tariq had been grantedbail by a sessions court in anassault case. He was accused ofassaulting the driver of formerdon Karim Lalas nephew GuduPathan at Dongri in SouthMumbai last month.

    He was granted bail with

    the condition that he would nottamper with the evidenceagainst him. He was also askedto appear before police author-ities every Monday till furtherorders. Tariq was also accusedof having sent his men to stabwatchman-cum-driver KhalidShaikh, who was working at aprivate company located onMohammed Ali Road in SouthMumbai, on June 28.

    Lucknow crime branchhad arrested Tariq and fourmore accused in this case, all ofwhom were granted bail by thecourt later, but Tariqs bail wasrejected after prosecutionopposed his plea on thegrounds that his release wouldadversely affect the investigation.

    The official said that the

    pre-bid conference would beattended by all the senior offi-cials of the Lucknow Metro RailCorporation, including theManaging Director and thetwo Directors. The pre-bidconference provides an inter-face between the company andthe Corporation and helps thecompanies to put forth their

    He said that they had gonein for the combined tender ina bid to save time. This is ajoint tender for the coaches andthe signalling system. The com-

    The Commission observedthat the contents of the pressreports, if true, raises a seriousissue of violation of humanrights of the victims. Reportedly,till January 13, the death toll had

    climbed to 32 even as 18 morewere in critical condition in var-ious hospitals. The number ofcasualties was, however morethan the official claim. Pushedon the backfoot, the stateGovernment had ordered amagisterial enquiry and sus-pended 20 erring officials dur-ing a crackdown. Police had reg-istered four cases and arrestedmain accused Jugnu responsiblefor selling the spurious liquor.On Monday, police arrestedtwo more named miscreants - Phoolchand aka Bhurey andBhupendra aka Bablu, both ofMalihabad. Hundreds of vil-lagers of Datli and neighbouringvillage of Malihabad, Banthraand from Unnao district com-plained of vomiting and dizzi-

    ness. They later were admittedto different hospitals. By the timethey could get treatment, thedeath toll started rising and atleast 48 persons were reported-ly died by January 15. Policerecovered 50 litre of hooch froma manufacturing unit at Jugnushouse. Police were looking outfor Jugnus aides Jagdish,Phoolchanda, Buhupendra andPushpa in this connection.

    Two days after the broaddaylight Rs 1.35 crore heistoutside an ATM booth inKaiserbagh on Saturday, theSarojini Nagar police recoveredempty safe box in which thecash was kept by the bank staffon Monday.

    According to policespokesman, the box was spot-ted lying abandoned on theground inside the Chillawnmarket. The box was lyingsome 20 feet inside the mainroad and was spotted by localresidents on Monday morning,the spokesman said. He wasapparently at the loss of wordsto explain whether the miscre-ants had dumped the emptybox to mislead police or toavoid being identified.

    Barring the recovery ofthe empty safe box, policefailed to get any other clueabout the miscreants so far.Several police teams had beenconstituted to crack the case.The cops are also questioningpersons engaged in the cashdispensing/transaction workby the bank, sources said.They added the recovery of theempty box belied polices claimthat the box was not there inthe vehicle when it reached out-side the ATM booth. Thepolice was also suspecting the

    credentials of the employees.But the cops failed to extractanything substantial from themas of now. On the other hand,the recovery of the box from adistant location also exposedthat the robbery was commit-ted by some professionalgroup, the sources said.

    They added in the light ofthese findings, it seemed thatthe miscreants had picked upthe safe box containing the cashand fled by some four-wheel-er to avoid being identified. It

    Lucknow (PNS): A driver stole Rs 3.25 lakh in cash fromthe car of his employer in Chowk on Sunday night. He was laternabbed and Rs 2.94 lakh in cash was recovered from a housein Thakurganj. Complainant Pradeep Jaiswal of Bahraich dis-trict said he had visited Lucknow on Sunday for some businesswork and checked in Hotel Raj Awadh in Chowk. He had comein his car and his driver Rupesh Kumar of Bahraich was withhim. He added that Rupesh left in the car around 11 pm afterhe checked into the hotel room. Around 6.30 am, he called upRupesh but he did not respond to the call. In apprehension, Icame out of the hotel and found Rupesh fell asleep in the carbut the cash was missing, he told. The police doubted Rupeshcredentials and interrogated him. He later owned up that he hadhidden the cash at a house of his acquaintance in Thakurganj.Police raided the place and recovered the cash. Police, howev-er, had no clue about the remaining sum.

    In the first go, around15,000 teachers will be givenjobs. By the start of the nextacademic session, theGovernment will appoint75,000 teachers in all, theminister said.

    It is the first initiative ofthe state Government to pro-vide over 1.50 lakh jobs by theend of this year. TheGovernment has also startedthe recruitment process inthe health and social sectors,Panchayati Raj and policeforce, including traffic police.

    There is a huge shortageof teachers in the BasicEducation Department. Wetried to overcome this by

    appointing shiksha mitras butthe Government did not getthe desired result so we decid-ed that BTC pass youth shouldbe appointed. In some caseswe have relaxed the rules to fillthe vacancies, Chaudharysaid.

    The minister said thatafter filling 15,000 posts ofassistant teachers, counsellingfor filling 30,000 vacancies ofscience and maths teachers ingovernment schools wouldbegin.

    Besides, a decision hasbeen taken to fill up 29,334posts of assistant teachers ofscience and mathematics inthe schools being run byurban local bodies by March31.

    The State SelectionCommission is likely to adver-tise more than one lakhvacancies in various depart-ments. These include over30,000 ministerial posts. Theprocess to fill them will beginsoon. More than 10,000vacancies in the Employmentand Training and RevenueDepartments will also befilled.

    The Chief Ministers officehas already asked variousmajor departments to provide

    it information about the totalnumber of vacancies, the postsadvertised or to be adver-tised along with the last datefor submission of applica-tions.

    We are collecting infor-mation from major depart-ments about the steps taken tofill up the vacancies. It is dif-ficult to ascertain the actualnumber of posts, said a seniorofficer.

    The state Government hasalso asked the Panchayat RajDepartment to begin theprocess for filling up 26,000posts of village panchayatofficers. At the same time, thestate Revenue Departmenthas been asked to fill up near-ly 6,000 posts of lekhpalsoon.

    Various public sectorundertakings (PSUs) are alsoin the process of filling up thevacant posts on the lines of therecruitment drive beinglaunched by various depart-ments. Sources said the UttarPradesh Power CorporationLimited ( UPPCL), UttarPradesh State Road TransportCorporation (UPSRTC) andsome other PSUs are in thefinal phases of launching asimilar recruitment drive.

    The Archaeological Survey of Indiawill be inaugurating its new muse-um at Kapilvastu in February. TheSuperintending Archaeologist,Archaeological Survey of India, PraveenMishra, while talking to The Pioneerhere on Monday said that this museumwould attract the internationalBuddhist tourists in a big way becauseit was directly associated with the lifeof Gautam Buddha. It would showcase150 objects from the 4th century BC tothe 3rd century AD, he said.

    While highlighting the importanceof the museum, Mishra said, This willget the international tourists in theBuddhist Circuit in a big way. The sitesof Piprahawa and Ganwaria close to themuseum have been attracting a largenumber of tourists from Korea,Thailand and other countries as well asthe native people and the domestictourists. There is a great potential forthis new museum at Kapilvastu, espe-cially for the Buddhist tourists, he said.

    The Superintending Archaeologistsaid that there would be two galleries

    at the new museum. There will be two galleries inau-

    gurated which will showcase the exca-vations from the sites of Piprahawa andGanwaria that lie close to the museum.The galleries will showcase the objectsrelated to Lord Buddha, terracottaitems and the replicas of the relics ofBuddha, he said. The SuperintendingArchaeologist said that the museumbuilding was handed over to theArchaeological Survey of India in 2009by the state government.

    There was a major demand fromthe local people to develop the muse-um to highlight the excavations at thesites of Kapilvastu. The ASI has beenworking on the museum for the pastseveral years and the cost incurred onit has been somewhere between Rs 20-30 lakh.

    The ancient site of Kapilvastu wasBuddhas native town and the capital ofhis father, Shuddhodan, the chief of theSakya clan, who were priestly warriors,wealthy knights and land owners.

    Regarding the earlier excavationscarried out, the SuperintendingArchaeologist, Praveen Mishra,

    informed that in the year 1898 a colo-nial zamindar of Birdpur, WilliamClaxton Peppe, opened a large brickstupa situated in Piprahwa village nearthe Indo-Nepal border. From the top ofthe mound and 24 feet under the earthhe encountered a covered slab-a mas-sive sandstone coffer that weighed 697kilograms and the weight of the lidalone was 185 kilograms. The coffercontained the objects, including asteatite vase, an inscribed casket , a lota-shaped steatite vase and a crystal vase,polished to perfection. In addition tothe above, there were wooden and sil-ver vessels . The vases were very richin their contents, the number of whichwas several hundred. Apart from thepieces of bone they contained goldleaves impressed with various symbols.After the discovery of the inscribed cas-ket by WC Peppe in 1898 the ancientsite of Piprahwa caught the attention ofthe indologists for the first time.

    In the year 1899 Babu PC Mukherjiof the Archaeological Survey of Indiawas assigned the task of undertakingexplorations and excavations in theNepalese terai. In 1962 Debala Mitra

    of the Archaeological Survey of Indiaconducted explorations and excavationsin the places famous as a part of theancient country of Kapilvastu andremarked that the inscription on thereliquary found within the main stupaat Piprahwa coupled with Piprahwascorrespondence with Fa-hiens bearingand distance of Kapilvastu in relationto Lurnbini raises a strong presumptionfor Piprahwa and its surrounding vil-lages like Ganwaria being the site ofKapilvastu.

    In the seventies (1971-76) theArchaeological Survey of India in thedirection of Krishna Mohan Srivastavaconducted an extensive excavation atPiprahwa and Ganwaria which revealeda stupa, various viharas and residentialcomplexes and terracotta sealingsinscribed with Kapilavastu term final-ly established this place as the ancientsite of Kapilvastu. The ArchaeologicalSurvey of India started the excavationin the year 1971 at Piprahwa under thedirection of KM Srivastava. The pri-mary objective of the excavation was tolocate the lost town of ancientKapilvastu.

    on Tuesday along with AdditionalMunicipal Commissioner VishalBhardwaj, and the District ProbationOfficer Yogesh Saxena.

    Out of the three alternative sites, theone on Bijnor Road has been shortlist-ed. As per the land records, Plot No. 457is usar land. It is a government land witharea measuring nearly 3.5 acres with a

    wide road-facing margin of 300 feet anda breadth of 450 feet approximately, saidthe CDO, Yogesh Kumar.

    Informing about the reasons for its selection of the land was its proxim-ity to Shaheed Path for better connec-tivity in the case of medical facilities to be given to the elderly citizens com-pared to SGPGI which is four kilometres

    away. In case of orphaned children, its bet-

    ter for school connectivity, interestinglyone primary school is located within

But after his death hisson, Kaushal Seth, illegallyoccupied the house in the year1997 after which a notice wasserved on him to pay `4,86,000as user and occupationalcharges, said the MunicipalCommissioner, Uday RajSingh, in the notice issued on

    The two separate applications arelikely to be heard by the court this weekafter it was mentioned before a Benchheaded by Justice TS Thakur. Senioradvocates Kapil Sibal and Vivek Tankhaappeared for West Bengal and TMCrespectively before the Bench seekingan urgent hearing of the application onThursday. The applications were filedin a disposed matter where court onMay 9, 2014 directed CBI to probe all

    chit fund scams, figuring over 500,in Odisha and West Bengal. TheBench assured the counsels that thematter will be heard this week.

    The State in its application evensought curbs on media reporting of thecase as it accused the CBI of deliberateleaks to the media and a media trialbased on unfounded allegations.     Tripathis name has beencleared and sent for approval tothe Visitor (president). A Hinditeacher specialising in Medievaland Modern Hindi poetry atthe university, Tripathi hadcalled on HRD Minister SmritiIrani last week.

    While the HRD Ministry isalready enquiring into severalcomplaints against the V-Cincluding his alleged misap-propriation of funds, vigilanceenquiries are also pendingagainst him at the CentralVigilance Commission. Besidesseveral other complaints ofirregularities in appointmentsmatters, Datta Gupta has alsobeen accused of claiming pen-sions as a pensioner fromJawaharlal Nehru University.

    Datta Gupta was foundguilty of sexual harassment ofa woman colleague in 2005 by

    a Ministerial Committee set upby the Centre. He was asked tostep down immediately.

    Thereafter, he allegedlyharassed another womanemployee in the university whois working as a museum guide.The employee concerned madea complaint to the National andState Womens Commissionand the matter is also underinvestigation.

    The UPA Government hadalso selected him for a Padmaaward but his name cameunder controversy after theNational Commission forWomen (NCW) had written tothe then Prime MinisterManmohan Singh seeking thedecision to be overturned.

    NCW alleged Datta Guptawas found guilty of sexualharassment by a ministerialcommittee set up by the min-ister of science and technolo-gy in 2005. The Centre did notgo ahead with conferring theaward to him as a result.

    Rising non-communicablediseases (NCDs) has begunto ring alarm bells particular-ly for India with a WHO reportreleased on Monday statingthat the probability of dyingfrom the disease among peoplein the 30 to 70-year age grouphas increased to 26.2 per centin 2012 from 26.1 per cent in2010 in the country.

    It is worst than almost thewhole of sub-Saharan Africaand South Asia. As per theWHO, the four main NCDs arecardiovascular diseases, cancer,diabetes or chronic respirato-ry diseases which haveemerged as the leading cause offatalities globally.

    Switzerland fares the bestwith a 9.2 per cent chance andTajikistan the worse with a

    whopping 40.8 per cent chanceof a premature NCD death.Out of the world's 56 milliondeaths, NCDs were responsiblefor 68 per cent 38 milliondeaths in 2012 making it theleading cause of death global-ly, the report said.

    India, in this report, hasbeen categorised as a low-mid-dle income country. ShanthiMendes, lead author of the

    report said, India has theresources. It needs to strength-en its primary health care systemin an integrated way not with avertical approach and workingon universal health care cover-age. India has reached the spaceage but what about its people?

    The report states that mostpremature NCD deaths arepreventable. Of the 38 millionlives lost to NCDs in 2012, 16

    million or 42 per cent were pre-mature and avoidable upfrom 14.6 million in 2000.

    The report has called formore action to be taken to curbthe epidemic, particularly inlow-and middle-income coun-tries, where deaths due to NCDsare overtaking those from infec-tious diseases. Almost threequarters of all NCD deaths (28million), and 82 per cent of the16 million premature deaths,occur in low-and-middle-income countries.

    The nine targets includereduction in harmful use ofalcohol, insufficient physicalactivity, salt/sodium intake,tobacco use and hypertension,halt the rise in diabetes and ofobesity, and improve coverageof treatment for prevention ofheart attacks and strokes, as perthe report.

    The Bill that will pave the way forDNA profiling to identify unclaimeddead bodies will be introduced in thecoming Budget Session of Parliament,the Centre informed the Supreme Courton Monday.

    Dealing with a PIL filed by NGOLokniti, the court had asked the Centreto explore if DNA profiling of dead bod-ies can be done as a step to ascertaintheir identities. Additional SolicitorGeneral (ASG) Neeraj Kishan Kaulinformed the Court that this will bemade possible through a bill titled TheHuman DNA Profiling Bill likely to beintroduced in the comingBudget Session subject toapproval by Cabinet.

    Initially, the bill didnot incorporate this pro-vision but was later intro-duced after an ExpertCommittee headed byProfessor TS Rao recom-mended the same. TheBill provides for a DNAdatabank of several categories of personsfor purpose of crime detection andinvestigation of unidentified bodies fig-uring close to over 40,000.

    While this will require a minimumof 400 DNA examiners and a cost of over`80 crore each year, at present, India hasonly 30-40 DNA technical examiners inits forensic laboratories. To profile 1.2billion population, an estimated 1,000DNA examiners will be needed.

    Based on the statement of ASG, thebench headed by Justice Dipak Misraadjourned the PIL filed by NGO LoknitiFoundation to April, hoping the Bill tobe tabled in Parliament by then.
