Thursday, February 10, 2005 Administrative and Corporate Services Committee
_____________________________________________________________________________________ Father Henry Carr site redevelopment to proceed The Board has approved the first phase of the redevelopment of Father Henry Carr Catholic Secondary School at an estimated cost of $9,580,956. The redevelopment, with an initial pupil place capacity of 741, is to be located at 1760 Martin Grove Road, the former site of Marian Academy. Changes to admission of foreign pupils The following revision has been approved by the Board: 1. That policy S.A. 01, Reg. 7 Foreign Pupils be rescinded. 2. That policy S.A. 01, Reg. 8 Foreign Pupils: Work Permit be rescinded and included under the new
S.A.01, Reg. 7 Foreign Pupils policy. 3. That policy S.A.01, Reg. 7 be adopted as follows:
Reg. 7 Foreign Pupils Foreign Pupils shall include the following: Education Act Sec. 49(7) & 49.1 A pupil or pupil’s parent/guardian with a Diplomatic Visa, Refugee Status, Employment Authorization, Work Permit, Ministerial Permit, Awaiting Determination of a Claim to be Found a Convention Refugee, Visiting Forces Act (Canada) or unlawfully (illegally) in Canada.
A pupil shall be admitted if:
(a) In the case of elementary pupils:
(i) the pupil or parent/guardian is Catholic; and (ii) the immigration status of the pupil and/or parent/guardian is one of the above; and (iii) where eligible, the parent/guardian is assessed for separate school purposes as an owner or tenant, and (iv) the pupil is age-appropriate as described in S. A. 01 Regulation 11 (Appendix A).
(b) In the case of secondary school pupils:
(i) the immigration status of the pupil and/or parent/guardian is one of the above; and (ii) where eligible, the parent/guardian is assessed for separate school purposes as an
owner or tenant, and (iii) there is space available for the pupil in both the program and the school in which
the pupil seeks to be enrolled.

(c) Transportation, if provided, shall be provided in accordance with the Transportation policy
of the Board. (d) In cases in which Catholicity, age, assessment, immigration status, or residence is a
qualification, proof shall be established by the parent/guardian prior to admission in accordance with S. A. 01 Regulation 12 (Appendix A).
Senior Staff Appointments The Board approved the following transfers of Senior Staff:
• Acting Superintendent of Curriculum and Accountability - Mark Fenwick • Acting Superintendent Success for All - Mary-Eileen Donovan. Ms. Donovan will retain
responsibility for Monsignor Fraser, Continuing Education and the Apple program. These transfers were necessitated because of illness and retirement. The Board welcomes back three retired superintendents who have graciously agreed to assist TCDSB for the remainder of this school year. The Board welcomes the following acting school superintendents:
• Mary Anne O'Leary, replacing Les Nemes in east Toronto. (Mr. Nemes is now the Acting Executive Superintendent of Academic Affairs)
• Marg Carravaggie, replacing Mark Fenwick in central Toronto • Eleanor Shannon, replacing Mary-Eileen Donovan in west Toronto

Board approves upgrades to email, voice mail and fax services The Board has approved funding in the amount of $1,811,958.37 plus $144,956.67 PST and $40,587.87 net GST for a total of $1,997,502.91 funded over a 5-year period to purchase the required hardware and software to complete the implementation, testing and migration phases of the project to upgrade the current Exchange 5.5 system to an enterprise Exchange 2003 environment for the Board’s e-mail, voice mail and fax services. On Thursday, March 3 and Friday, March 4, the OLYMPIC SPIRIT as part of the GYMO – Get Active Toronto event will be opening it doors FREE of charge to all students in grades 7 and 8 across the City of Toronto.
The Olympic Spirit is an interactive site highlighting the accomplishments of Olympic athletes and educates on the Olympic movement. Participants will have an opportunity to run, jump and pedal with the best. For more information please log on to www.olympicspirit.ca.
Schools are responsible for providing transportation to Olympic Spirit located at 35 Dundas Street East, the corner of Yonge and Dundas.

MICHAEL “PINBALL” CLEMONS
COMMUNITY LEADERSHIP AWARDS
Two categories of awards have been created in partnership with the City of Toronto and CIBC to recognize community leadership and to celebrate Black History Month.
1. The Community Leadership Award - presented to members of the Black/African-Canadian community who have made positive contributions to their neighbourhoods, and demonstrated leadership in advancing community activism or advocacy. The awards aim to recognize longstanding leadership in, and commitment to, the development of the Black/African-Canadian community in Toronto. One man and one woman will be recognized in this category.
2. The Student Award - presented to Black students who have made positive contributions to their communities. There are three specific communities from which applicants for these awards are being sought: Jane/Finch, Malvern and Jamestown. These communities have been identified by Mayor Miller’s Community Safety Plan as neighbourhoods that are at risk of being left behind as a result of poverty. The awards aim to recognize student leadership for building safe neighbourhoods and for striving to achieve personal and community development. The awards carry a $3,000 scholarship for students registered in, or accepted for admission to, an accredited Ontario university or community college.
General Eligibility: All nominees for the Michael “Pinball” Clemons Awards must:
Be of Black/African descent Reside in the City of Toronto Have enriched Toronto’s diversity through a demonstrated track record of community leadership Be a current full-time or part-time student at (or a final-year secondary school student accepted for admission
to) an accredited Ontario university or community college (Student Award only) Be a resident of, attend school in, or have ties to either of the at-risk neighbourhoods identified by the Mayor’s
Advisory Panel on Community Safety including: Jane/Finch, Malvern and Jamestown Be a positive advocate of the Black/African-Canadian community Be an active leader in his or her community who has made a positive difference in issues such as human rights,
discrimination, equal employment opportunity, education and healthy community-building Selection Process The selections will be made by the City of Toronto’s “50-Year Committee”, a group of prominent Black community leaders formed to celebrate 50 years of Black activism in Toronto, chaired by Professor Akua Benjamin of Ryerson University. The recipients of the Awards in the Student category will be selected from among nominations received in those categories. The selections will be made by the 50-Year Committee, in consultation with the Mayor’s Advisory Panel on Community Safety. The awards will be presented by Michael “Pinball” Clemons at a special ceremony (date to be determined). Deadline for nomination forms must be received at the offices of the City of Toronto, or postmarked by no later than 5:00 p.m., March 15, 2005.

Canada’s National History Society is pleased to announce a call for nominations for the 10th Governor General’s Awards for Excellence in Teaching Canadian History. My friends at Siemens Canada, title sponsors of the Siemens Conn Smythe Sports Celebrities dinner and auction, set the tone for good works to aid children with disabilities. Olympians and professional athletes were scattered along the head table -- Olympic softball pitcher Lauren Bay, Blue Jay Orlando Hudson, Tampa Bay Lightning (and pride of PEI) Brad Richards. Hockey's ageless Golden Jet, Bobby Hull, chatted up golf legend Marlene Streit, while pro quarterback Jesse Palmer, perhaps better known for his audibles as The Bachelor than he was as a New York Giant play-caller, was busy talking to 12-year-old Heather Stewart, an Ontario ambassador for the Easter Seals campaign. Meanwhile para-Olympian gold medalist Chantal Petitclerc chatted with Stewart's fellow ambassador Paul Manieri. And let me tell you: His speech about living with cerebral palsy elicited spontaneous applause from a crowd not accustomed to listening to the wisdom of a worldly 11-year-old. Sometimes it makes even a jaded old Goat feel pretty good about Corporate Canada.

A Cultural and Spiritual Experience in Cuernavaca Mexico July 4 - July 15, 2005 promoted by TCDSB/OECTA/OCSTA COST: CAD$2150 all inclusive: airfare, taxes, transportation between Mexico City and Cuernavaca, tourist cards, shared accommodation, all meals and program at CCIDD. NOT included: insurance, $500 tuition for Religious Education Part 2, cost of passport, some tourist visits, and personal expenses. (Some minor adjustment to the final cost may be necessary.)
Central Mexico Location
The Cuernavaca Centre for Intercultural Dialogue on Development is located on a two-acre site, just two blocks from the city’s main square and Cortes Palace. Cuernavaca is known as the “city of eternal spring” because of year-round ideal climate. It is less than two hours from Mexico City and near many historic sites.
CCIDD is an ecumenical centre founded in 1977 in conjunction with Bishop Sergio Mendez Arceo to promote experiential understanding of Christian struggle in Latin America. The program includes encounters with historians and leaders from the women’s, labour, political, religious and grassroots communities. Lectures, personal witness and visits to urban squatter settlements and rural indigenous villages are intermingled with ample amount of group reflection time to process new insights and challenges.

The regular program model consists of an intensive Institute offered one, two or three days in length during July and August 2005 (the weeks of July 25, August 15 and August 22, 2005). Institutes are offered to all staff and community members of the Toronto Catholic District School Board.
