5:30 P.M.

Newport, Oregon

The City of Newport Bicycle/Pedestrian Committee met on the above date in Conference Room A of the Newport City Hall. In attendance were Maryann Bozza, Susan Hogg, Geri Kern, Chuck Forinash, and Wendy Engler. Also in attendance was Rachel Cotton, Associate Planner. Not it attendance were Marsha Eckelman, Eric Hanneman and Wendy Henriksen.

ROLL CALL

Bozza opened the meeting with a roll call. She asked for additions to the present agenda. Kern requests an addition under Committee Comments.

APPROVAL OF MINUTES OF THE MEETING OF FEBRUARY 14, 2017

MOTION was made by Forniash, seconded by Hogg, to approve the minutes of February 14, 2017, as presented. The motion carried unanimously in a voice vote.

A discussion ensued regarding GIS inventory of sidewalks and the Committee’s agreement to start checking different neighborhoods. Data collection has started.

BICYCLE-PEDESTRIAN ADVISORY COMMITTEE DRAFT PROJECT TRACKING

A discussion ensued regarding the use of gravel or concrete on the Agate Beach State Park to Hwy 101 trail connector. Members prefer pavement (hard surface) instead of gravel. There was feedback that if you use gravel, you have weeds to contend with.

Cotton reported on the question from the last meeting about if ODOT has been notified about the Agate Beach trail connector project. A preliminary design is needed first, then it will be presented to ODOT. They are aware of the project, just not the details. Forinash asked if the City meets with ODOT quarterly. Cotton is unsure and will report back to the Committee.

A discussion ensued concerning alternate routes. Engler discussed the project ODOT is working on for alternatives to State highways. Cotton will find out when ODOT meetings are and will let the Committee know.

The SW Harbor Way project hasn’t had a determination on when it will go out to bid. It has been designed. Cotton will bring information to the next meeting.

The 6th Street storm/sewer project sidewalks would receive funding from a combined pot for3rd Street and 6th Street sidewalks. A majority went to 3rd Street. 6th Street between Brook and High Streets will most likely get sidewalks. The majority of 6th Street sidewalks won’t happen with this project. A discussion ensued regarding 6th Street and stop signs. There is a new stop sign at 6th and Nye.

A discussion ensued regarding sharrows and where the sidewalks will be located on 6th. They will focus on the section between Coast and Brook Streets. There’s money from the state gas tax that could be redirected in the future for sidewalks. There was a question on how neighborhood residents feel about a sidewalk on 6th Street. Engler explained there were a couple workshops done through Public Works to find out. A few residents didn’t want them but most do.

Cotton reported on the question from the last meeting asking if sharrow maintenance comes out of the sharrows budget. No, it comes out of the existing budget.

Kern expressed her concerns that sharrows were not being put on Bay Blvd. According to sharrows qualifications, Bay Blvd fits within the description. She feels the Advisory Committeeshould write a letter to Public Works to let them know it does qualify. PW let Cotton know that from Hatfield Drive to Vista there will be a bike lane installed once the storm water project is done. Cotton to bring plans to AC for this when they are available. A discussion ensued regarding when the AC would bring up concerns to PW and how the AC connects with the City Council. Engler explained that through the Vision 2040 project, the City is working on creating a more defined way for Advisory Committees to communicate with Council.

Nye Street has been given a green light for a case study for potential bike and pedestrian improvements. A discussion ensued regarding Nye Street bike lane concepts. PW is open to this especially if the AC looks at safety concerns. Cotton would like to have it added to future agendas. She explained that she would walk the AC through different options to determine what to keep for the area. Forinash asked if she was thinking that they would use the existing curb-to-curb space. Cotton will verify. The AC discussed sections of Nye Street and how bicycles and pedestrians are utilizing the areas. Tim Gross suggested doing a pedestrian count and a survey to get information and input on those who use the street. A discussion ensued regarding how to approach collecting data. There was a question if the City still charges property owners to put in sidewalks. Cotton explained this pertains to new development.

A discussion ensued regarding how sharrows are defined and how funds are used. There have been misunderstandings with the City where they said they would be putting in sharrows after a project was complete and it never happened. The AC discusses if sharrows are better than bike routes. Cotton said that sharrows go on the road and wear out more than the bike lanes. The placement is key. There was a question if the bike shops have been asked about this. Hogg will check in with them.

Other sharrow street projects are discussed. Money from the budget is available for some ofthese projects. The AC determines that Nye Street should be the next project for sharrows. Cotton will relay this information. Forinash reminds AC that the City paid for templates for painted sharrows. Engler suggests PR on sharrows with the Council.

NEWPORT BIKE AND WALKING MAP UPDATE

Cotton asked Forinash to have the wayfinding map emailed to her to present at the next AC meeting. The map is currently being printed. The last wayfinding meeting discussed if horses can be on paths. There is a question if the map should be a shared use or mixed use map. Hogg asked which one allows horses on them. Forinash didn’t see any conflict or reference to it. He suggests asking the Community Development Department whether it should say mixed use or shared use. Cotton will ask. Forinash said when the AC has the wayfinding map, they could look at the icons to make sure they match and are consistent. Hogg asked if there would be a legend. Yes. Engler asked if the AC was looking at bike lockers. Yes, but nothing has happened. She said this is something to look at in the future.

A discussion ensued on beach access locations for the map. Forinash reminded the AC that they have to consider scalability issues of icons on map. Forinash will look into getting the updatable map for the next AC meeting.

GIS BIKE/PED INFRASTRUCTURE INVENTORY

Cotton reported on the existing bike and pedestrian plan maps. She hopes to pull an inventoryinto GIS. Before the next meeting she will integrate the two. She needs the AC to divide up the quadrants to do inventories. The AC agrees and would like the option to request areas to inventory. Cotton to bring sectioned areas for the AC to choose from to the next meeting.

REVIEW QUESTIONS FOR STAFF

The Ocean to Bay trail by Agate Beach has been fixed. The City Council requests replacing the language for the 30% review of projects goal with “determine an appropriate way to review and provide input on transportation projects.” They also want a report on the use of sharrows on City streets. Kern will draft something and Bozza will edit it. Engler suggested that a Committee member attend Council meetings. This will take some coordination so that there aren’t too many attending at one time. Engler said it should be on the Council meeting agenda. A discussion ensued regarding the best way to present to the Council. The AC agrees to create a one-page document to include in the Council packet. Cotton will do this.

BICYCLE/PEDESTRIAN ACCIDENTS

No accidents in February. Cotton requested locations of accidents in the future.

COMMITTEE COMMENTS

Kern told the AC she would be ending her tenure with the Committee. The AC thanks Kern for her service.
