Approval of Meeting Summary The summary for the November 10, 2020 BPAC meeting was approved with one modification.

Discussion Item: Comments to WSDOT on Biking Prohibitions Justin Nawrocki, WSDOT, provided an overview of proposed bicycle prohibitions on SR 526, SR 522, and SR 202. He then asked for feedback from the Committee on the proposed prohibitions, in accordance with WSDOT Traffic Manual procedures.

Discussion Item: State of the System - Bicycle and Pedestrian Facilities

Kim Pearson, PSRC, provided an overview of the 2022 Regional Transportation Plan (RTP) Data Visualization tool. She explained how the new tool portrays a visual representation of PSRC’s recently collected transportation data, including regional bicycle and pedestrian facility information. She then reviewed some recent key findings on the state of the system for bicycle and pedestrian facilities in the region.

Discussion Item: 2022 RTP - Active Transportation Key Messages

Sarah Gutschow, PSRC, presented on the bicycle and pedestrian planning key messages that will be incorporated into the 2022 RTP. She first reviewed the 2022 RTP schedule and upcoming work, including additional areas for data collection and analysis. She asked the BPAC for feedback on the preliminary key messages related to bicycle and pedestrian planning. To facilitate these discussions, the committee then broke into small group breakout

SR 167, I-5 to SR 509 New Expressway Project, SR 509 Spur Corridor Calendar Action – Proposed Bicycle Restriction

SUBJECT: SR 167, I-5 to SR 509 New Expressway Project, SR 509 Spur Corridor Calendar Action – Proposed Bicycle Restriction

Dear PSRC Bicycle Pedestrian Advisory Committee,

This Calendar Action proposes a bicycle access restriction for the new limited access highway, SR 509 Spur, between the existing SR 509 roadway and a new interchange with I-5 (milepost 0.00 to milepost 1.56). This restriction is a result of the SR 167/I-5 to SR 509 New Expressway Project. Please see Figure 1 for the project vicinity and planned improvements.

The SR 167/I-5 to SR 509 New Expressway Project Stage 1b is within WSDOT Olympic Region (OR). The Stage 1b contract will build a two-mile highway connecting I-5 to SR 509 near the Port of Tacoma.

Stage 1b also constructs new bicycle/pedestrian shared-use facilities along the new highway which will connect with planned and existing active transportation facilities where possible along this new route.

The new SR 509 Spur will be a 50-mph limited access, tolled expressway that is intended to facilitate freight mobility between the Port of Tacoma (vicinity) and the I-5 corridor. The new expressway is projected to have an ADT of approximately 30,000 vehicles with 12 percent trucks in the 2030 design year.

The Project team, OR Multimodal Planning, OR Traffic, and HQ Active Transportation are supportive of the proposed bicycle restriction. In 2019, WSDOT convened a SR 167 Stage 1b Bicycle/Pedestrian Subcommittee to inform the design of Stage 1b active transportation elements with feedback and input from representatives of the jurisdictions and community groups who will use these facilities. The Subcommittee was comprised of local residents and representatives from organizations with interest in and knowledge of the existing active transportation facilities in north Pierce County.

Bicyclists will use a combination of Shared Use Path (SUP) segments as an alternate route as shown in Figure 1. These SUP segments will provide a continuous path from SR 509 at Alexander Avenue and connect with 54th Avenue, the existing Hylebos\Milgard Nature trails, the SR 99 corridor, and the Interurban Trail system. The following narrative describes the alternate route from west to east (left to right) as shown on Figure 1:

• From the existing SR 509 roadway shoulders, bicyclists and pedestrians can access the newSUP east of Alexander Avenue. The SUP will be separated from the adjacent SR 509 and SR509-Spur roadways along a level, paved pathway to an intersection with 54th Avenue E. Inaddition to local sidewalk access along 54th, a crosswalk of 54th Avenue connects to thecontinuation of the SUP segment to the southeast.

• From 54th Avenue E, the paved SUP continues along a level path to intersect the local HylebosTrail via 8th Street E. The Stage 1b project improves 8th Street E to meet SUP requirements forbikes and pedestrians. From the 8th Street E intersection, the SUP continues to an intersectionwith 12th Street E. In addition to local access connections via sidewalks and bike lanes on 12th

Street E, a separated SUP extends westward along 12th Street E and beneath the new SR 509-Spur to an intersection with 62nd Avenue E. In addition to local access connections at thisintersection, a crosswalk of 12th St. connects to the continuation of the SUP to the southeast.

• From the intersection of 12th Street E and 62nd Avenue E, the SUP extends southeast along aseparated, level path to an intersection with SR 99. In addition to local access connections viasidewalks and bike lanes on SR 99, a crosswalk connects to a barrier separated SUP alongWapato Way E.

• The SUP along Wapato Way E crosses over I-5 to a new trailhead parking area along 20th StreetE. The trailhead and Wapato Way E improvements are currently under construction in Stage 1aof the project.

• From this new trailhead parking area, the Stage 1b project will construct a SUP segment thatextends north along a separated, level path that connects with the existing Interurban Trail.

We are presenting this information to PSRC BPAC on Tuesday, May 11, to request concurrence to proceed with the calendar action prohibiting bicycle use on the new SR 509 Spur alignment. Should the BPAC provide concurrence, we will submit the action with any comments from the BPAC to WSDOT HQ for approval.
