EXECUTIVE SUMMARY The Department of Parks and Recreation, County of Maui, contracted Planning Consultants Hawai’i (PCH) to prepare a Master Plan for Kanaha Beach Park. As part of the master planning process, PCH conducted a public user survey at the Park. The purpose of the survey was to gather valuable information about park use, user satisfaction, perception of the park, and user preferences for future park improvements. Surveys were collected for six hours a day on Wednesday, July 29; Friday, July 31; and Saturday, August 1, 2015. Since Kanaha Beach Park encompasses a vast 84 acres of land and coastline, surveys were collected in the Western, Eastern and Mid-sections of the Park (Please see Exhibit ES-1a and ES1-b). A surveyor was assigned to each location. A total of 244 surveys were administered. Below are some of the major findings captured through the survey:
Perception and Attitude of Park Users (How do park users feel about Kanaha Beach Park?)
• When survey respondents were asked to rate their satisfaction with the Park on a scale of 1 (Very Unsatisfied) to 10 (Very Satisfied), roughly 70% of respondents rated the park between 7 and 10. Please see Figure ES-1. PCH also analyzed Park user satisfaction in the Western, Eastern and Middle sections of the Park. Park users in the Eastern Section of the Park (Location 3) appeared to be the most satisfied of all park users. Please see Figure ES-2.

• To gain a better understanding of what park users’ value most about Kanaha Beach Park, as well to highlight the Park’s strengths, a qualitative question was formed asking respondents what they enjoy most about Kanaha Beach Park. Kanaha Beach Park’s natural beauty was overwhelmingly mentioned as the feature that park users enjoy most. One survey respondent wrote, “The wild north shore’s natural solitude makes this beach superior to south shore tourist crowds.” In the written responses, words such as “peaceful,” “serenity,” and “rustic” were used to describe the atmosphere of Kanaha. Please see Figure ES-3.
• To better understand issues that park users want addressed, a qualitative question was formed asking survey respondents what they disliked most about Kanaha Beach Park. The most obvious issue that exists according to park users is that there is conflict among park users. The most obvious conflict was between the homeless and the park users doing water sports. Many park users expressed that sections of Kanaha felt “unsafe.” Please see Figure ES-4.
• Park Users in the Western, Middle and Eastern sections of the Park Figure ES-3
were asked about their satisfaction with various park features. In the Eastern section of the Park, respondents were more ‘unsatisfied’, or ‘very unsatisfied’ with the availability of lifeguards.
• Users in the Middle section of the Park were more ‘unsatisfied’, or
‘very unsatisfied’ with the following: 1. Access to clean toilet and shower facilities; 2. adequate parking; 3. Safety; and 4. Harmony among park users.
• A majority of those surveyed at the West end of the Park were
unsatisfied or very unsatisfied with the lack of access to clean toilet and shower facilities. West end park users were also dissatisfied with the lack of adequate parking and the availability of picnic locations and BBQ facilities.

at this time.
• Survey respondents commented that lack of available parking is a problem during afternoon hours on days with favorable weather conditions for wind and kite surfing.
Campground Use
• The majority (84%) of survey
respondents have never camped at Kanaha Beach Park. Of those respondents who have camped at the Park, only 2% noted that they frequently camp at the Park.
• Nearly two-thirds of the survey
respondents who have never camped at the Park have no interest in camping there in the future. Many users commented they didn’t want to camp at Kanaha Beach Park because of concerns about ‘safety,’ ‘lack of security,’ and ‘the homeless’.
• Survey respondents who have
camped at Kanaha Beach Park were asked how the camping experience could be improved. The question was qualitative; therefore, survey respondents were prompted to write in their own responses. Of the written responses, the preferred improvement was more safety and security measures to provide for a safer camping experience. The second most preferred improvement was more showers and toilets. Figure ES-5 Please see Figure ES-5.

1. PURPOSE
The purpose of the Kanaha Beach Park user survey is to gain valuable information about the types of uses being conducted at the Park, the needs of various user groups, preferences for future park improvements, and overall perceptions about the current Park experience. The survey findings will inform the Kanaha Beach Park master planning process, and serve as an instrument to support suggested improvements to the Park.
2. METHODOLOGY
2.1 Survey Instrument
The survey instrument was designed to provide for intercept interviews using a public user survey model. The survey instrument included a total of twenty-two questions. The survey subjects were public users of Kanaha Beach Park. The survey was designed to provide subjects with anonymity. To obtain meaningful responses from the subjects, the survey contained a combination of open and closed questions. The open-ended questions prompted respondents to answer in their own words. These questions allowed for a more in-depth look into the personal opinion of each respondent. Closed questions, on the other hand, had respondents choose from a set of responses. The responses to closed questions could then be graphed and compared. Including open and closed questions allowed for the collection of both qualitative and quantitative data, which made for a well-rounded survey. Demographic questions were added to the end of the survey to understand each subject’s personal background and relation to Kanaha Beach Park. The survey instrument is attached as Appendix A.
2.2. Surveyor Training
2.2.1. Trial Survey
PCH conducted a trial survey on Monday, July 27, at Kanaha Beach Park to test the efficacy of the survey instrument so that final adjustments to the survey could be made prior to the official survey dates. Three individuals were interviewed and observations were made on the survey implementation. The three surveys collected during the trial survey were not included in the official survey count.
2.2.2. Training Surveyors
On Tuesday, July 28, 2015, the three teams of surveyors met at Kanaha Beach Park for a training. The training included an overview of the survey questions and the survey’s objectives. Mock surveys were practiced at this time. Finally, all surveyors were given a handout explaining individual tasks, their assigned location along with a map of Kanaha Beach Park, their assigned schedules, and basic instructions and reminders for survey implementation.

2.3. Data Collection Methodology
PCH entered the survey data into Microsoft Excel and developed a spreadsheet model to analyze the data. Instead of working with the actual responses given for each question, a survey codebook was created to assign numerical values to each possible response and work with numerical data. Using the codebook, PCH created charts and graphs to display the survey findings. Data analysis for open-ended questions involved listing all the responses given, identifying common themes in the responses, and then counting the number of responses that apply to these themes. Once the responses were categorized into themes, a graph or chart could be created to represent the responses to these questions. For all questions, a selective decision was made as to what graph or chart would best showcase the findings.
3. SCOPE AND CONDUCT OF USER SURVEY
3.1. Survey Scope
Kanaha Beach Park is located on the North Shore of Maui and stretches for 94 acres. The Park includes sandy beaches, sand dunes, wetlands, and recreational park grounds. The survey was designed to capture as representative a sample of the Park’s population as could reasonably be accomplished. PCH conducted a total of 244, one-on-one intercept interviews at Kanaha Beach Park between July 29, 2015 and August 1, 2015. The size of Kanaha Beach Park made it necessary to divide the park into three geographic sections while collecting surveys. Three teams of surveyors were stationed in the following areas (please see Exhibit ES-1a and ES-1b for interview sites):
1. Western Section - the westernmost end of the Park, where the park officially begins by the wastewater treatment
plant, until Kite Surfers Beach, was named ‘Location 1’; 2. Middle Section - the middle section encompassed the area between “key hole” to the West and just East of the
lifeguard tower. This area included the campgrounds and the canoe hale and was named ‘Location 2’; and 3. Eastern Section - The easternmost section of the park, where windsurfers are permitted, was named ‘Location 3’.
Each surveyor was assigned to one of the three locations and interviewed people within that location. This meant that there was surveyor coverage throughout the Park.
Interviews were conducted over one consecutive week as follows:
Days: Wednesday, Friday and Saturday
Hours: 6 hours a day
Time of Day: Two (2) hours in the early morning (8 a.m. – 10 a.m.), Midday (12 Noon – 2 p.m.) and late afternoon (4 p.m.
– 6 p.m.)

3.2 Site Condition at Time of Survey
Wednesday, July 29, 2015 Weather Conditions: Mostly sunny with favorable winds of 20-30 mph by the mid-afternoon. Wave swells from 0 to 1 foot. Friday, July 31, 2013 Weather Conditions: Mostly sunny with favorable winds of 20-30 mph by the mid-afternoon. Wave swells from 0-1 foot.
Saturday, August 1, 2015 Weather Conditions: Sunny in the morning and overcast with showers in the afternoon. There was light rain between 4:00 p.m. and 6:00 p.m., which resulted in a smaller population of park users. There were favorable winds of 20-30 mph in the morning and mid-afternoon. Wave swells from 0-1 foot. Special Events: A fishing tournament and windsurfing tournament occurred on the morning of August 1 until roughly Noon. Both events created a peak in visitors at the Middle section and Eastern end (Locations 2 and 3) of Kanaha Beach Park.
4. SURVEY LIMITATIONS
The survey was performed within one week between July 29 and August 1. The data collected does not reflect any seasonal changes that might occur throughout a year. In the summer months, it should be anticipated that there are more non-Maui residents at Kanaha Beach Park. Also, it should be noted that wave conditions were poor during the three days when surveys were collected. Therefore two big user groups, surfers and paddle boarders, were underrepresented in the survey. Finally, the survey was not conducted during a holiday, which might have attracted a different type of user group to the Park.

5. SUMMARY OF FINDINGS
5.1. Volumes and Patterns of Use Dailey Patterns: Surveys were collected on July 29, 2015, July 31, 2015, and August 1, 2015. A total of 244 surveys were collected. Figure 5.1 depicts the number of surveys collected by survey date. The greatest number of surveys (85) was collected on July 29, 2015. The least number of surveys (77) was collected on August 1, 2015. Figure 5.2 shows the collection of surveys based on the time of day. The afternoon hours from 12:00 Noon to 2:00 p.m. had the highest concentration of park users available to survey. Afternoon user demand was driven by wind and kite surfers taking advantage of ideal windsurfing conditions. There were generally fewer park users available to survey in the morning and the late afternoon.

Geographic Distribution of Visits: Figure 5.3 shows the percentage of total surveys collected by geographic location within Kanaha Beach Park. The Easternmost end of Kanaha Beach Park (Location 3) as well as the middle section (Location 2) had the highest concentration of park users surveyed. The Westernmost end of the Park (Location 1) is larger in area than the other two locations but the density of users was generally less during the days surveys were conducted. 5.2. Respondent Profile

Gender: During the dates of the survey, slightly more males than females were using the Park and available to survey. Of all survey respondents, 56% were male and 44 % were female. Please see Figure 5.4.

Residency: Over two-thirds of those surveyed were residents of Maui - 31% resided in Central Maui, 2% in West Maui, 21% in East Maui, 9% in South Maui and 9% in Upcountry Maui (See Figure 5.5). Twenty-eight percent of the survey respondents were non-resident users of the Park. Of the non-resident users, 15% lived in a different state, 12% lived abroad and 1% lived on a different Hawaiian Island. (Note: The survey didn’t include an option for ‘Upcountry Maui’ so respondents had to physically write ‘Upcountry Maui’ as their place of residence). Figure 5.6 depicts survey respondents by years of residency on Maui. The majority (74%) of survey respondents have lived on Maui for one or more years. Of that percentage, 64% had lived on Maui for more than ten years. Twenty-one percent of respondents were visitors to Maui. Thirty-one survey respondents left this question unanswered.

Age: Figure 5.7 depicts the age distribution of survey respondents. Fifty-seven percent of survey respondents were between the age of 31 and 60. The largest group of survey respondents was between 41 to 50 years of age. The smallest group surveyed was those under 20 years of age. It should be noted that park users in the “under 20 years” category may have been underrepresented because surveyors were advised not to pass out surveys to unaccompanied minors. Frequency of Visits: Figure 5.8 illustrates the frequency of user visits to Kanaha Beach Park. Thirty seven percent of respondents said they visit Kanaha Beach Park more than 2 times a week. It was evident during the survey that many park users consistently use Kanaha Beach Park for their exercise, or that Kanaha is their beach of choice. Many respondents also expressed that they were seasonal users (i.e. every day for 3 months out of the year).

Figure 5.9 illustrates the time-of-day survey respondents typically visit Kanaha Beach Park. The bar graph shows a spike in visitors on weekdays between Noon and 3:00 p.m. and on weekends at the same time. The graph also shows that not many people camp overnight at Kanaha Beach Park. 5.3 Social Nature of Park
Users The majority of survey respondents (83%) were visiting the Park with someone else. Only 17% of users were at the park alone, or alone with a pet. Please see Figure 5.10.

Figure 5.11 illustrates the number of people survey respondents came to Kanaha Beach Park with. Approximately 74% of respondents visited the Park with someone else. Roughly 19% of respondents came in large groups of 6 or more. 5.4 Mode of Transport to
the Park
The vast majority of survey respondents drove an automobile to Kanaha Beach Park. Please see Figure 5.12. A number of non-resident visitors noted on the survey that they had taken a taxi to the Park from Kahului Airport.

Figure 5.13 shows that a significant majority (85%) of survey respondents drove, or had been driven, to Kanaha Beach Park in the past month. The single occupant vehicle is the dominant mode of transport to the Park. Those survey respondents who drove, or were driven, to Kanaha Beach Park were asked to describe how easy or hard it was to find an open parking stall. Figure 5.14 illustrates that the majority of people described finding an open parking stall as either, ‘Very Easy’ or ‘Somewhat Easy’. However, on many surveys respondents noted it depended on the day and time one visits the Park and whether there are favorable conditions for wind and kite surfing.

5.5 Park Usage (How do people use the Park?)
Overall Use: Kanaha Beach Park users engage in a wide variety of activities as is reflected by Figure 5.15. The activities most frequently selected were: walking on the beach, swimming, wind surfing, kite boarding, picnic / BBQ, and sunbathing / relaxing on the beach. It should be noted that weather conditions were favorable for kite boarding and windsurfing on the days the survey was conducted so wind and kite surfing uses were well represented by the survey. In addition, the absence of ocean swell limited the number of surfers and paddle boarders at the Park during the week the surveys were conducted. Campground Use
The majority (84%) of park users have never camped at Kanaha Beach Park. Please see Figure 5.16.

Sixty-nine percent of survey respondents who had never camped at Kanaha Beach Park were not interested in doing so in the future. Please see Figure 5.17. Respondents were asked why they were not interested in camping at the Park. Safety concerns and lack of security were frequently mentioned as a major deterrent for those who were not interested in camping at the Park. Please see Figure 5.18 Respondents also mentioned showers, toilets and lighting facilities were not well maintained or not provided.

5.6 Perceptions and Attitudes of Park Users (How do park users feel about Kanaha Beach Park?)
Overall Satisfaction with Kanaha Beach Park: Figure 5.19 illustrates how satisfied park users are with Kanaha Beach Park. The respondents chose between 1 (Very Unsatisfied and 10 (Very satisfied). Overall, park users are satisfied with Kanaha Beach Park. The majority of people chose the number 7 or 8 to represent their overall satisfaction of the park. Figure 5.20 displays user satisfaction within Kanaha Beach Park based on the location where the respondent was interviewed. Respondents interviewed in the Eastern section of the Park appear to be the most satisfied with their park experience. This graph would suggest that different sections of the Park are of different quality.

Overall Satisfaction with Specific Park Features: Figures 5.21a and 5.21b depict the satisfaction of survey respondents with various park features (please note that the two graphs present the same question but include different park features). For the Park as a whole, 25% or more of the survey respondents who had experience with the following park features were ‘unsatisfied’ or ‘very unsatisfied’: 1. Access to clean toilet and shower facilities; 2. Availability of lifeguards; and 4. Availability of adequate parking. User satisfaction varied by the geographic location in which the survey was administered. The following graphs compare user satisfaction in the Eastern, Middle, and Western portions of the Park. Please see Exhibit ES-1a and ES-1b for the geographic extent of each survey location.

Satisfaction with Park Features Based on Geographic Location: The size and variation of Kanaha Beach Park made it important to sort satisfaction by geographic location. Western Portion of the Park (Location 1): Overall, those surveyed in the Western portion of the Park were satisfied with Kanaha Beach Park. However, there were features where park users identified greater dissatisfaction. Please see Figures 5.22a and 5.22b. A majority of those surveyed at the Western end of the Park were ‘unsatisfied’ or ‘very unsatisfied’ with the lack of access to clean toilet and shower facilities. In addition, 34% of West-end survey respondents who had experience with parking facilities were ‘dissatisfied or ‘very dissatisfied’ and 29% of survey respondents who had experience with the campground facilities were ‘unsatisfied’ or ‘very unsatisfied’.

Middle Section of the Park (Location 2): Overall, those surveyed in the Middle Section of the Park are satisfied with Kanaha Beach Park’s features. However, 34% of West-end survey respondents who had experience with parking facilities were ‘dissatisfied or ‘very dissatisfied’ and 25% of survey respondents who had experience with the toilet and shower facilities were ‘unsatisfied’ or ‘very unsatisfied’. In addition, 25% of survey respondents were ‘unsatisfied’ or ‘very unsatisfied’ with the harmony among park users. Please see Figures 5.23a and 5.23b. Many respondents had no experience with park staff or access to recreation spaces.

Eastern Section of the Park (Location 3): Respondents in the Eastern Section of the Park appeared to be satisfied with many of the Park’s features. However, 28% of survey respondents who had experience with the Park’s lifeguards were ‘unsatisfied’, or ‘very unsatisfied’ with the availability of lifeguards. Many survey respondents in the Eastern Section of the Park had no experience with: 1. Access to friendly, responsive park staff; 2. Access to recreation spaces; 3. Walking and nature trails; and 4. the campgrounds. Please see Figures 5.24a and 5.24b.
