A public participation meeting on the pro- posed restoration works was held at Milner- ton library last week where heritage experts and engineers on behalf of the City of Cape Town discussed various aspects of the project. In the first presentation by Mike Scurr of RennieScurrAdendorff Architects, he ex- plained the bridge, built in 1901 by the For- tress Company of Royal Engineers during the South African War for military access to the island, had deteriorated significantly but remained a vital part of the history of Milnerton. In the period between 1942 and 1972 vari- ous repair works were undertaken and in 1984 it was closed to vehicles. In 1987 it was declared a national monument and once again closed for repairs in 1990. Five years later the bridge was reopened, and in 2007 it was closed once again due to safety rea- sons. Over the years, the bridge has deteriorat- ed further and residents have frequently raised concerns about the dilapidated state. In his presentation, Scurr explained there were various considerations made by those involved and after an assessment they found that only 15% to 20% of the existing timber used to build the bridge was salvageable. He said for the project, it was important that the bridge become a living part of the living en- vironment and hence it had been proposed that once complete, the bridge become the main pedestrian link to the island. Scurr explained the current restoration proposal was to salvage reusable timber and rebuild the bridge with new timber. He says while some may question the authenticity or heritage value of the bridge if new timber is used, the original form, design and materi- als will be retained. The proposal also in- cludes the addition of a new lightweight, transparent stainless steel mesh fence on ei- ther side of the bridge. In his presentation Mick Latimore, techni- cal director of Bergstan South Africa Con- sulting and Development Engineers, out- lined the current damage and state of the bridge. The restoration of the historic woodenbridge in Milnerton is set to see the en-tire bridge dismantled and rebuilt in

the years to come.A public participation meeting on the pro-

posed restoration works was held at Milner-ton library last week where heritage expertsand engineers on behalf of the City of CapeTown discussed various aspects of theproject.

In the first presentation by Mike Scurr ofRennieScurrAdendorff Architects, he ex-

plained the bridge, built in 1901 by the For-tress Company of Royal Engineers duringthe South African War for military access tothe island, had deteriorated significantlybut remained a vital part of the history ofMilnerton.

cern to us as engineers. At the legs of thepillars at the bottom you can see the tube-worm growth. Each support is made up of

threemembers. The central thicker piece isthe original support we refer to as a timberpile from the original construction. On ei-ther side is a slightly smaller member bolt-ed on either side introduced in about 1994,so that unit has provided the extra strength.“In places you can see it’s very, very de-

cayed and we were concerned about the ex-tent of that decay.”He also showed examples of how the tim-

ber had split making the bridge unsafe.

He explained the proposal calls for the en-tire bridge to be dismantled and the reusa-ble pieces of timber to be salvaged. Theseoriginal pieces along with new timber willthen form the new bridge.Among some of the environmental con-

Thieves who broke into a West Beachhome last week got more than theybargained for when police and neigh-

bourhood watches pounced on them.According to a report from Melkbos-

strand police, there was a house break-inat a home in West Beach on Tuesday14 June at about 12:30.Police spokesperson Constable Debbie

Alard says the perpetrators used crowbarsto gain entry.“Information was received that a white

Polo vehicle with male occupants had fledthe scene.All exits routeswere immediate-ly covered and the vehicle was spotted byarmed response officers and Table Viewpolice attempted to stop the vehicle. Thevehicle sped away with police and othersupporting institutions giving chase.”She says Melkbosstrand police blocked

the vehicle as it entered the suburb and ithit awall. The suspects ran into the nearbyresidential area and then into the bushes.“Police radio controller Ernest Schulze

played a vital role in the apprehending ofthe suspects,” says Alard. “He made sureall manpower from the neighbouring sta-tions including Atlantis, Table View andPhiladelphia were utilised during the pur-suit. A police helicopter was deployed im-mediately for the extensive search in thearea. Schulze made sure officers receivedall relevant information for the safety ofthe officers on the ground.”Two men aged 26 and 33 were caught by

police and in the back of the vehicle offi-cers found a flat screen television whichhad been stolen in West Beach.“They also found a crowbar and tyre lev-

er which were used in the burglary. Thetwo suspects have been detained on char-ges of possession of possible stolen proper-ty, possession of house break-in imple-ments and reckless or negligent driving.”Melkbosstrand station commander,

Captain Ronita Van Der Toorn, commend-ed everyone who took part in the search.She further encouraged the community tokeep on assisting the police in riddingtheir neighbourhoods of criminal ele-ments.

The Blaauwberg Subcouncil has givenan application by the Phoenix Li-quor Store to extend their trading

hours the thumbs down.In recent weeks, the application by

store owner William Futeran has beenembroiled in accusations, allegations andlegal threats between the owner and resi-dents (“Liquor battles loom”, 8 June).

Over the last month, the application hasbeen doing the rounds between variouscommunity organisations and Milnertonpolice who were asked to comment beforethe application was considered.

Retract or be sued for R10 millionThe drama unfolded when the chairper-

sons of two organisations were asked toretract their objections or be sued for

R10 million.The store and the adjacent pub are both

owned by Futeran and the pub has beena sore point for many years now as resi-dents have continually raised their frus-tration with Milnerton Police.

According to the application lodgedwith the City, Futeran has applied to ex-tend trading hours from 18:00 to 20:00 fromMondays to Saturdays and from 11:00 to18:00 on Sundays.

According to the report tabled at thesubcouncil meeting last week, five com-munity organisations lodged objectionsagainst the granting of additional tradinghours but Futeran only threatened to suetwo individuals, namely Phoenix Rate-payers’ Association chairperson UrsulaMarshall and Tygerhof NeighbourhoodWatch chairperson Mike Lippert.

The report also includes comment byward councillor Joy McCarthy who

writes that she does not support the appli-cation as it is located in a densely packedresidential area and many complaintshave been received regarding drunk pat-rons, excessive noise, underage drinking,removal of alcohol from the premises andfailure to comply with existing licenceconditions.

Residential area, crèche, mosqueSpeaking at the meeting, she said: “I do

not support the extended trading hours.The store is close to residential proper-ties, across the road from a crèche andclose to a mosque. It contravenes a lot ofthe liquor bylaw conditions.”

Extra tipple time denied

The City of Cape Town has warned Milner-ton residents to be aware of a scammer pos-ing as a City employee after he recentlyscammed a woman out of R5000.

According to a statement a woman hascome forward saying the man, who goes bythe name “Jonathan”, visited her home re-cently and informed her that the City wasin the process of upgrading both water andelectricity metres and that pensioners arebeing prioritised for the upgrades.

The resident parted with more than R5000after receiving a “reference number” andmobile telephone details for the conman’s

“colleagues” who would allegedly arrive thefollowing day to supposedly replace the me-tres.

“The City can assure the public that thesituation described by the resident does notconform with our processes. We haveencouraged her to lay charges with theSouth African Police Service and we will dothe same.”

Residents can verify whether visitors totheir home are in fact employed by the City,by calling the call centre on 0860 103 089 toconfirm whether work is being carried outin their area.

“You can also inform the official you willallow them entry only once the call centrehas verified their identity and you can askfor a letter of appointment outlining thepurpose of the project on a City of CapeTown letterhead, signed by a City officialwith both office and cellular telephone num-bers on the letterhead.

transport departmenthas installed two card

vendingmachines – one at theMyCiTi station in AdderleyStreet and another at CenturyCity Gate.Apart from conducting

their business at the kiosks,commuters at these two loca-tions now have the option ofusing the card vending ma-chine to buy a myconnectcard, or load money or MoverPoints on their myconnectcards.The card vending machines

(CVMs) were installed lastweek and started operating asof Saturday 18 June.Mayco member for trans-

port, Brett Herron, says thesetwo machines, or virtual ki-osks, are part of a pilot projectduring which Transport for Cape Town, theCity’s transport authority, wants to estab-lish the functionality and efficiency of theCVMs.“We will roll out a further eight machines

to other MyCiTi stations and locationsacross the city once the pilot period has ex-pired – pending the outcome of this testingphase and the progress made.”The City chose these two locations for the

pilot project because of the type of communi-cations network infrastructure available atthe facilities. At Century City Gate the CVMuses 3G connectivity to perform transac-tions and at Adderley Street the CVMmakesuse of fibre optic. The point of the pilotproject is, among others, to test the efficien-cy of the CVMs in terms of the communica-tions network infrastructure available.“We anticipate that the CVMswill become

very popular once commut-ers get used to conductingtheir transactions automat-ically instead ofmanually atthe kiosks. One can com-pare the MyCiTi CVMs tothe machines that some ofus use to pay for parking atthe airport. The CVMs ac-cept cash and bank cards topay for transactions andprovide change in coins.”Commuters can use the

MyCiTi CVMs for the fol-lowing services: uploadmoney or Mover Points ontheir myconnect cards, pur-chase a myconnect card, orpurchase other MyCiTiproducts such as themonth-ly package.“Commuters will be

prompted for actionandwillbe requested to provide a se-

curityPINnumber if they conduct a transac-tion with a bank card. I am confident thatthe CVMs will assist us in improving com-muters’ experience of the MyCiTi service.TheCVMsprovide commuterswith an alter-native for purchasing cards and value, andas such will make a notable difference to thesometimes lengthy queues and waitingtimes experienced at the MyCiTi kiosks inAdderley Street and at Century City Gate.”

The chance of finding a dirty carpet in Ga-reth Sheen’s house is zero, because he ownsmore than 400 vacuum cleaners.Yes, this man is Cape Town’s undisputed

king of the vacuum cleaner.“I have no ideawhyvacuumcleaners. Ev-

er since I could remember Ihavehada fasci-nation with them,” explains Gareth. “I ownroughly 400 to 450 vacuums. That numberis always changing though. If I am interest-ed in a newvacuumcleaner, I will purchaseone, but I often sell these newer ones whenI have finished researching them.”When Gareth speaks about his vacuum

cleaners, it is clear that he has a passion forwhat most people only see as a householdcleaning tool.“I like many things about vacuum clean-

ers. In the vintage ones it’s the design. I loveworking on them and restoring them totheir original condition. I buff up theplasticand alloy and respray the paintwork, fitnew bearings to the motor or in the case ofthe really old ones regrease the bearings asthey are designed for just that motor. In thenewer ones it’s the technology,” enthusesGaret.He says hewas amazed to find that hewas

not the only one mad about vacuum clean-ers. “I belong to avacuumcleaner collectersclub based in America with over 2600 mem-bers, and that’s just one of many clubs.”The collection started when hewas about

eight years old, but it really started growingabout 14 years ago.Once he starts talking about his collec-

tion, it’s difficult to get a word in.“I mostly collect pre-90s machines with

the majority of my collection coming fromthe ’40s, ’50s, ’60s and ’70s.“Dysons are my favourite modern brand

of vacuum. I think they completely revolu-tionised the vacuum market in 1994. I ownone of the very first Dyson cleaners, a Dc01,and I own the latest – a Dc42. My oldest vac-uum cleaner is from 1929 and still works.I have some vary rare vacuums in my col-lection which mostly consist of South Afri-can designed and manufactured machineslike the Electrolux 404, a machine designedhere in South Africa, and as such no infor-mation exists on it on the internet. Mygrandmother had one and I searched longand hard to find another and eventuallymywife’s aunt fromCalvinia found one forme.“During the 1970s and 1980s South Africa

had a wonderful setup of companies manu-facturing vacuums here, and even morewere designed just for our market. Electro-lux had a huge manufacturing plant inPaarden Eiland,” says Gareth.Gareth’s wife, Joanne, finds most of his

vacuums for him.“The ones she finds aremymost precious

according to Mayco member for safetyand security, JP Smith, it’s time to makeneighbourhood watches “sexy” and boostcommunity participation.Speaking at a public meeting in Brook-

lyn hosted by the Maitland CommunityPolicingForum(CPF) lastweek, Smith ex-plains with grand plans to boost neigh-bourhood watches in coming years, resi-dents needed to play their part and get in-volved.Responding to questions about drug

hotspots in Brooklyn, Smith says whileoperations by Metro Police are underwayin Milnerton, many of these are in re-sponse to tip-offs.He says areas such as Brooklyn are con-

sidered dead zones due to the lack of com-plaints lodged with the City. Residentsraised concerns about a property situatednear a school where they say occupantshave been selling drugs for almost 16 yearsand questioned what they needed to do toget the property shut down. In response,Smith explained Brooklyn was a suburbthat generated few tip-offs forMetro Police.“This is a problem for us. In areas where

we have good informant networks, we aregetting good stats. The ops happen, but in-frequently it is information driven, sowhen we get good information, we get goodarrests. There are places where we get tip-offs thick and fast and if you plot it on amapyou can see where the dead zones are.”Smith saysMetro Police are happy to pay

the Western Cape, but also in South Africa,at the Garden Centre Association’s (GCA)award ceremony held in Stellenbosch onWednesday 8 June.

Managing director Nick Stodel says “itfelt a bit like being at the Oscars” as the var-ious branches of Stodels walked away withno less than 13 awards.

The City of Cape Town is preparing to trackdown and prosecute callers who abuse its107PublicEmergencyCommunicationCen-tre number.

Of the 532 682 calls answered by emergen-cy operators in 2015, 102 217 or 20% wereprank calls.

A look at themonthly statistics reveals anaverage of just over 8500 prank calls amonth, with spikes experienced in Janu-ary, April and August.

‘‘The calls range from emergency hoaxesto the vilest verbal abuse, but also,more dis-turbingly, calls of a very perverse nature.It is unacceptable that our operators, whoare there to do a very serious job, have toendure this type of abuse with no recourseexcept to cut the call,’’ says theCity’sMayco

member for safety and security, JP Smith.While children are routinely blamed for

prank calls, experience has shown that anumber of adults also abuse the system, of-ten for sexually explicit calls.

Calls to the 107 line are free fromaTelkomlandline as well as via the 112 number usedby cellphone networks.

‘‘Our system allows us to pick up exactlywhere the call is coming from. I have in-structed the City’s Special InvestigationsUnit to extract information on the top 10 ha-bitual offenders and lay charges in terms ofnational legislation that makes such prankand hoax calls to an emergency call centrean offence. A few well-publicised convic-tions will serve as a good deterrent if we canget them,’’ adds Smith.

Plan to prosecute pranksters

Focused and committed on the next genera-tion, Edge Church will be running a holidayclub over the midyear school break onceagain. Last year 1450 children attended Hol-iday Club, with a staggering 430 volunteers.

This follows a sewage spill at the well-loved beach a week ago which sent tempersflaring as angry residents questioned theCity of Cape Town (“Brown flag status”,TygerBurger 15 June).According to theMaycomember for utili-

ty services, Ernest Sonnenberg, a polyvinylchloride bend on the rising sewerage mainfrom the Big Bay sewage pump station tothe Melkbos Wastewater Treatment Worksburst on Thursday 9 June.He told TygerBurger the Big Bay pump

station had to be switched off, with thepump station serviced with vacuum tank-ers until the rising main could be repaired.In addition, he said spills occurred for

short periods and the manhole at the SurfClub is the lowest point and the sewagestarted overflowing at this point when thesump reached a very high level.With the second spill in just six months,

residents and surfers say they are not sit-ting back andwill test the sea and soil them-selves. On Saturday, representatives of theBig Bay Surf School met with the TableView Ratepayers’ Association (TVRA)chairperson, Mandy Da Matta. Togetherthey collected water and soil samples totake for testing. This includes a test of E-colilevels.Michael Rogers of the surf school says he

has been surfing at Big Bay for 30 years nowand these spills make for an unpleasant ex-perience. While an information sign re-mains erected indicating the water is con-taminated, Rogers says the beach is nolonger his “happy place”.“I have been surfing here for 30 years now

and while surfers always go where the

waves are, Big Bay is home. It used to bemy happy place but with all of this I don’tknow.”RichardMyburgh, co-owner of the school,

I have been surfing heresince the 1970s and have seen all thechanges and we are all concerned about thefuture.”He says they are now waiting for assur-

ance from the City that the water is safe butthey are interested to see the results of theindependent tests.Da Matta says the soil and water samples

will be taken to an independent laboratoryto ascertain the damage on the environ-ment. She showed TygerBurger a dead ratfound on the boardwalk coupledwith piecesof toilet paper found near the manholeswhich appear to have faeces on them.“The spills are a big concern and we will

not sit back and wait for tests. We are hav-ing the soil and water tested for ourselvesbecause at this stage we do not know whatto believe. We were told the area had beensanitised and it has been raining, yet wefind toilet paper with what appears to befaeces. Sy oë het “oopgegaan” toe hy sy sig ver-loor het.

Hy was ’n uitblinker op laerskool,maar net ’n skaduwee op hoërskool.

Dié man van die westelike kusstreek wasaan heroïen verslaaf toe hy in ’n ernstigemotorfietsongeluk betrokke was.

“Ek was altyd siek en vol pyne van diedwelms. Ek moes toe my ouers alles vertel.In Januarie 2011 is ek na ’n kliniek virdwelmbehandeling,” sê die man.

Dit is op tye soos Dwelmbewusmakings-week – van 24 tot 28 Junie – dat hy sy eieen ander se gruwelstories onthou.

“Ek het begin branderplankry toe ek 10was en begin sigarette rook op 13. Op 14 hetek en my maats dagga begin rook. Op hoër-skool het ek begin raves bywoon saam metouer vriende en kennis gemaak met anderdwelms soos LSD, buttons, ecstacy, crack enheroïen,” vertel hy.

Iemand anders sê: “Die dwelmprobleemhet by my al hoe erger geword en ek het alledwelms probeer. Op 40 het heroïen ampermy lewe gekos toe ek vir dood in die hospi-taal gelos is.”

Storie agter verslawingDaar is ’n storie agter elke verslawing, be-

sef die man van die westelike kusstreek.

“Toe ek in die vroeë sewentigs in die Kaapkom werk het, het ek nie gedrink nie.

“Nou, soveel jare later, kan ek nie eensmeer onthou wanneer of hoekom ek begindrink het nie of wanneer dit buite beheer be-gin raak het nie. Wat ek wel weet, is dat ekeen Maandagoggend weer half dronk en siekwakker geword het en besef het dat ek nieso kon voortgaan nie,” sê ’n ander persoon.

“Ek het begin dwelms gebruik as gevolgvan kleintyd-trauma. Ek was baie sensitief,was vas aan Ma se rokspante en baie bangvir Pa.

“Ek was ses jaar oud toe Ma die huis ver-laat het en Pa al sy woede op my uitgehaalhet. Pa het my baie rondgeruk en -gepluk.Ek was bang vir alles en my pa het my viralles blameer. Ek het begin sigarette en dag-ga rook en het baie gedrink,” sê die man vanNamibië.

Almal van hulle is óf verwys na ’n rehabi-litasiesentrum óf het self besluit tot hier toeen nie verder nie. Waar hulle eers dwelmsmisbruik het, het dwelms hulle nou mis-bruik. In die sentrum het almal die woord“verslawing” beter verstaan.

Ver-slaaf-ing. Hulle het slawe geword.Hy gaan voort: “My ouers het gedink ek

slaap oor by vriende en het niks geweet vandwelms nie. Ons het nooit daaroor gepraatnie. My ouers het altyd geld gegee as ek vraen ek het soms geld by hulle gesteel en somsgoeduit die huis verkoopvir ’n bietjie ekstra

geld. Toe ek op 17 verslaaf geword het aanheroïen, het ek baie gewig verloor. Op 18 hetek 46 kg geweeg.

“My ouers het iets begin vermoed, maarek het gesê dit is van akademiese spanningdat ek nie kan eet nie. Hulle het gedink ditis gewone adolessente probleme. Ek dinkhulle was te skaam en bang om te dink dathul kind dwelms gebruik.”

Hy het later vir vier maande opgehou enbaie goed gedoen. Hy het ’n motorfiets gekryen het “lang ente gery” as hy niks gehad hetom te doen nie.

Was verveeldMaar toe een Sondag ...“Ek was verveeld en sonder om te dink het

ek weer heroïen gaan koop en gerook. Totvandag toe kan ek dit nie verstaan nie, wantek wou regtig nie terugkeer na die ou le-wenswysenie. Ekwas toe in ’nmotorfietson-geluk en my gesig was vermink en ek wasblind. Dit was ’n aaklige tyd vol pyn en self-verwyt. Ek het geglo God straf my oor mydwelmgebruik.

“Die versoeking is altyd daar om terug teval in die greep van dwelms,” sê hy.

’n Ander een sê: “As ek in die strate in Ra-vensmead stap en ek ruik die daggawalms,dan sper my niesgatte oepe soes ’n pêd s’n.Dan knyp ek my neus toe en stap weg. Dielus duur net ’n minuut of twee en dan gaanditweg.Ekdinknet aandie stringnegatiewe

gevolge wat wag as ek weer dwelms of alko-hol gebruik.”

Die man wat in die vroeë sewentigs Kaap-stad toe gekom het, en “bevryding” in alko-hol gevind het, voeg by: “Vandag is dit nievir my belangrik om daardie jare te onthounie. Daar is niks wat ek daaraan kan veran-der nie en ek kan dit nie terugkry nie.

“Wat nou vir my onmeetbaar belangrik is,is dat ek vanoggend nugter wakker gewordhet en dat ek hopelik vanaand nugter salgaan slaap. Ná meer as 16 jaar leef ek nogsteeds een dag op ’n slag en ek weet dat mynugterheid met een onbesonne daad van myweggeneem kan word.

“Ek het nie ‘planne’ om nugter te bly nie,maar slegs hierdie een wete: dat ek nooitweer wil drink nie, dat ek nie hierdie nuwe‘ek’ weer in drank gaan verdrink nie. Mynugter lewe is te kosbaar om weg te gooi.”

Elkeen van die bogenoemdemense is gere-habiliteer, en kan vir nou met ’n breë borshul storie uitbasuin.

Die man van die westelike kusstreek sluitaf: “Hoewel ek julle nie kan sien nie, kan ekpraat en hoor en die boodskap van verlos-sing verkondig.

“Jongmense moet baie versigtig wees virdagga, want dit is waar my probleme beginhet.

“Van my ou vriende is twee van dwelmsdood en ’n derde is in die tronk. Ek is blind,maar ek lewe en ek is vry.”

On 27 June 1990 Francis Au-gustwas told therewere com-plications in her pregnancyand that there was a chancethat her baby girl might bebreached.

The doctors were con-cerned that either the babyor Francis’s life could be indanger, but Francis was afighter and pushed throughunabated.

Five hours later Crystalwas born.

Now the 25-year-old Crys-tal is gearing up for her 26thbirthday by continuing theexcellent humanitarianwork she has done over thelast four years.

Every birthday she spendsfive hours of her time to alle-viate the lives of the less fortu-nate, an initiative she callsBirthday of Hope.

“It is my way of giving backto the community. I am a youngwoman aspiring to inspire fu-ture generations of young girlsto rise above their circumstan-ces and achieve greater heights.Birthday of Hope provides aplatform to encourage youngones and give them hope for abetter tomorrow,” she elabo-rates.

This year the Parow Valleyresident will be distributingblankets to Parow Valley Wel-fare, the Greyton Red Cross So-ciety, Genadendal Old AgeHome and Huis Martina OldAge Home, but she needs every-one’s help to get as many blan-kets as possible.

“I have already managed toget 43 blankets through a socialmedia drive, but my aim is todeliver 200 blankets to the bene-ficiaries,” she explains.

As with her previous fourbirthdays she will again spendfive hours at an orphanage oran old age home (or even both!)

When asked why she feels theneed to help the less fortunateand when this realisation oc-curred, she answers: “While I

was living in the CBD I alwayswalked past droves of homelesspeople. Some of them even hadchildren. I realised then andthere that I need to do whateverI can to help people. I can’t solvetheir problems, but I can lend ahelping hand.”

When Crystal talks about thedesperate need of others or howmuch she depends on her moth-er, her pillar of strength, shecries.

Suffice to say she is very com-mitted toher cause, “but aswithall things in life the more helpyou can get from others the bet-ter”.

“People can contact me viaemail or phone me if they haveblankets or any other goods todonate,” she insists, before con-cluding: “I have learnt to appre-ciate what I have – somethingthat is lacking in the world. Tohave a father and a mother whocare for you, and want to pro-vide you with the best possiblechildhood, is a blessing. It is indeed encouraging andcomforting that Eskom istraining its personnel suitablyto operate its nuclear powerstation, before it blows up andtakes all of Cape Town with it(“Scarce nuclear skills har-nessed”, TB Table View, 15June). However, what Eskomalso needs to tell us – andprove to the public – is that ithas the necessary plan and themoney in reserve to clean upthe mess that is left behindonce a nuclear power station isdecommissioned. This part ofthe equation nobody talksabout – all one hears is thatnuclear power is cheap, but thefact that the costs associatedwith the clean-up after decom-missioning run into billions, isswept under the carpet.

Germany is currentlydecommissioning all of itsnuclear power stations, and ithas been found that the cost ofmaking it safe for ‘‘otheroccupation’’, is currentlysomething in the region ofR80 billion per station!

It could be argued thatanother such power stationnear St Francis/Oyster Bay isnot such a bad location, as itcan be shut off from publicaccess after decommissioningfor decades, but the samecannot be said about Koeberg.This one is being surroundedmore and more by residentialsuburbs, ignorant of theassociated dangers of nuclearradiation, which can easilyhappen ‘‘by accident’’ and bywhich time it’s too late. Toeven consider building anotherone nearby, or anywherewithin 50km of Cape Town’sboundary, is just plain stupidand irresponsible. Any newnuclear power station shouldbe built, if at all, as far fromhuman habitation as possible –something we are certainly notshort of in this country.

It’s high time we stop beingstarry-eyed about nuclearpower. It might be cheap, butit certainly is anything but

When I asked if itwould be wise for me to ask thepolice to accompany me, thephone went dead.

Some suburbs however haveresolved the issue with familiesof the homeless being compelledto shelter their homelessrelatives and with professionalsocial and health servicesassisting them.

Perhaps this issue should belooked at in a more holisticway, taking into accountmethods that are used bySpecial Ratable Area Commit-tees of Cape Town and theirengaged professional socialworkers to help keep thehomeless people off the streets,ensure proper care and nutri-tion, provide alternative

Drunk drivers – beware!After an absence of five years,

the Dräger breathalyser will beback on our roads as of Monday 1August.The Department of Transport

and Public Works in the WesternCapehas beengiven the green lightto reintroduce so-called Evidentia-ry Breath Alcohol Testing (EBAT),commonly referred to as “the Drä-ger”, after the National Prosecut-ing Authority (NPA) confirmedthat the reintroduction can takeplace and is to be piloted in theWestern Cape.EBAT uses amachine which can

read the amount of alcohol onsomeone’s breath. It is called “evi-dentiary” as the reading can beproduced as evidence to prosecutedrunk drivers.“This machine, the people who

operate it, and the location it oper-ates in,must all pass avery specificand demanding set of tests in orderto be used to prosecute suspects,”says Donald Grant, provincialtransport and public works minis-terThe reintroduction of EBAT is

the culmination of years of dedicat-ed work by the Department ofTransport and Public Works andSafely Home, following the State vHendricks judgement in 2011,which sawtheDrägerbreathalyserbeing withdrawn from use.“In the case, the judge found that

there were problems in some of theways in which the Dräger devicewas used, leading to the acquittal

of the accused who had beenchargedwith drivingwith a breathalcohol level higher than the legallimit (of 0.05g per 100ml),” saysGrant.More importantly, however, is

that the judge also found thatbreathalysers are a reliable meansof testing for alcohol in a suspect,and that they should be used as atool to “eradicate the scourge ofdrunkdriving for thebetterment ofsociety”.“Using the judgement as a guid-

ing tool, the Department of Trans-port and Public Works then creat-ed a task team towork through andcorrect all of the problems whichthe court had identified,” saysGrant.The task team included experts

fromtheNPA, theNationalDepart-ment of Transport, the South Afri-can Bureau of Standards, theWest-ern Cape Provincial Traffic Servi-ces and the Gene Louw TrafficCollege in Brackenfell“The task teamhas completed its

work and is ready for the full roll-out of EBAT across the province.We are confident that the reintro-duction of EBAT will add anotherweapon in our arsenal to rid ourroads of dangerous drunk drivers.“I am confident that the reintro-

duction of EBAT will see offendersreceive swift justice, therebydeter-ring others from engaging in suchlife-threatening behaviour, and re-fraining from getting behind thewheel of a car after consuming al-cohol.”

What somecalled a “shock-tactic” advertisementcampaign, improved the

overall seatbelt compliance inCape Town by an astonishing27%.The northern suburbs meas-

ured the highest compliance ratewith 72%of all vehicle occupantswearing a seatbelt.Snap surveyswere done before

the launch of the campaign inMarch and again on Tuesday 3May, six weeks into the cam-paign.In the northern suburbs the

surveys took place on the cornerof Voortrekker and De La RayRoads in Bellville, during twotime slots in peak-time morningand afternoon traffic, with 303vehicles observed.

Seatbelt usage increasesAccording to the results that

were released by theDepartmentof Transport and Public Workslast week, 72% of all the vehicleoccupants were wearing seat-belts in the second survey, com-pared to the 51% compliance rateof the pre-campaign survey.In the CBD post-campaign

compliance was measured at66% – 10% higher, in Mitchell’s

Plain 42% – 16% higher, and inKhayelitsha it remained 30%.The “FirstKiss” campaignwas

released inMarch this year, witha hard-hitting television com-mercial at the core of it. The com-mercial, whichwas the subject ofheated public debate levelled atits graphic portrayal, shows theconsequences of not buckling up.Donald Grant, minister of

transport and public works inthe Western Cape, was elatedwith these results, saying the re-sult of the campaign’s impactwas successful.“International best practice

and in-depth research into localaudience perceptions drove thedevelopment and production ofthe ad, with an impact assess-ment component built into theproject. The assessment of thecampaign’s impact has proventhat the scientific, evidence driv-en methodologies employed tocreate ‘First Kiss’ reallyworked,” he says.According to Grant these im-

provements were driven mainlyby behaviour change in Belville,the CBD and Mitchell’s Plain,with less impact recorded inKhayelitsha, despite a concen-tration of outdoor advertisingsupporting the commercial inthe area.“This aspect of the campaign

has been extremely influential inhow we design the research intoour next TV advertising cam-paign, which is centred on our#BoozeFreeRoads theme for No-vember, December and January.It is alsodriving thedevelopmentof a new activation of ‘First Kiss’for September’s #AlwaysBuckle-Up theme,” he says.

Much more data to be analysed“We will also be analysing fa-

talities and injury data as thesebecome available to track thisimpact. So far the data is ex-tremely promising, as passengerfatality numbers from May 2016(20) were 30% below passengerfatalities numbers for both May2014 and May 2015 (both 26), al-though the department cautionsagainst drawing conclusions re-garding this aspect of the cam-paign impact.“Much more data will need to

Johansen, launched their first play@workbook last Tuesday at Tables at Nitida afterthey have developed a unique new conceptto introduce play to people’s work day.

“We want people to discover how addinga bit of play can leave them refreshed inbody and mind, less stressed, anxious andoverwhelmed andmore innovative and cre-ative, as well as a better individual andteam member,” says Rozelle.

“I remember as a child the endless playtimes. We grew up on the Cape flats witha neighbourhood filled with other barefoot,high-spirited and imaginative kids. Ourlunches would be mud cakes baked off thepavement; early autumns were spent in theelaborate castles we built from Port Jack-son trees and endless summers in our pool.Play was beautiful, creative and free.

“I guesswegrowupandourplay changes,adapts and sometimes we even forget toplay as the seriousness of being grown upand the responsibilities of life cloud ourview. My first grownup reality check waslanding my first ‘real job’. My dreams andvisions of how easy and fun life was, werereplaced with a sense of boredom, frustra-tion, dashed hopes, a mild depression, re-trenchment and the like,” she explains.

“My career took on a number of twistsand turns and I discovered aworkspace thatvalued ‘working hard and playing hard’.Work was interspersed with dress-ups, kar-

aoke and competitions. But, the economychanged and we found ourselves workinglonger and harder with play times becom-ing further and further apart.

“I was working in human relations andwatching people as the walking dead –steadily losing hope and heart, running onthe treadmill trying to keep their headsabove water. This disturbed me and I guessI felt trapped, because I was in the sameboat.”

She engaged with employees in teambuilding and she started to experimentwithplay.

“Every time people played, somethingmagical happened. They left refreshed,lighter and ready to face their work.”

When she and husband Shane began col-laborating in the work space, they widenedand deepened their “play at work” experi-ments and took teams and individuals onplay journeys and piloting play interven-tions.

“It dawned on us that we could give backto the world of work by creating a ‘taster’experience for people of what bringing playback to work could do for them,” she says.

This is how the @work series was bornwith their first book having been launched.

“People are encouraged to – instead ofgrabbing a rushed coffee ‘break’ at their lap-top or wolfing down a sandwich betweenmeetings – deliberately and deservedlyschedule in a daily break to bring the funand playfulness into their life and work.

ther does not change its colour– hence the phrase “a panther nev-er blushes.”Some mushrooms, like the Cape

russula (Russula capensis), onecan only eat when they are youngand fresh, because the older onescan be attacked by another fungus.Another, like the shaggy ink cap(Coprinus comatus) must not beeaten when they start to darken atthe bottom. The common ink capcannot be consumed within threedays before and after drinking al-cohol. Others like the Turkey Tailcan assist in treating breast can-cer, while others lower cholesterolor help for other ailments.Then there are chicken of the

woods (Laetiporus sulphureus),which tastes exactly like chicken,and the shrimp russula (Russulaxerampelina), which smells justlike shrimp, the dye ball or dogturd fungus, which grows only un-derneath Eucalyptus trees.On the top of the list of poisonous

ones is the death cap (Amanitaphalloides) which can easily beidentified by its volva (“sack”) atthe root. They are highly poison-ous and break down the human or-gans such as the liver and kidneys.It causes 95% of deaths due tomushrooms.Identify mushrooms correctly is

not for beginners, and so it seems,neither is cooking them.Whencookingmushrooms,Gary

advises, one must remember thatthey consist of 98% water andtherefore it is best to use high heatto cook them, otherwise it becomeswatery.

That they absorb water and be-comes mushy is also the reasonwhy you should never wash mush-rooms, but just brush orwipe themoff before use, he says.Mushroom foraging at Delheim

By die Brackenfell-toernooi sal die o.16-,o.15- en o.14-spannevanHSBellville,Milner-ton, D.F. Malan, HTS Bellville, Brackenfell,Fairbairn, De Kuilen en Stellenberg sakeuitspookmet hul eweknieë uit die Oos-Kaapen Boland. Hierdie saamtrek is ook op 14 en16 Julie.

gestel vir ’n tien dae lange toer in Septemberna Ierland.

Die ouers van die (meestal arm) spelershet onmiddellik ingespring en het met aller-lei geldinsamelingsprojekte begin om dietoerkoste te probeer verhaal.

Maar dit is nie naastenby genoeg om diekoste te dek nie.

Talle pogings word tans aangewend omborge vir die spelers te bekom.

Die afrigter van die Belhar-rugbyklub,Bronson Weir, is geen onbekende as dit byrugby-afrigting kom nie. Hy kan 7’s en 15’safrig en is die afgelope ses jaar die breier inBelhar.

“Ek is gebore en getoë in Belhar en het se-wesbydieSekondêreSkoolExcelsior enver-skeie provinsiale en internasionale spanneafgerig, terwyl ek nog steeds by ’n finansiëleinstelling gewerk het. Ek was voorheen byNedbank en is tans by Ou Mutual, een vandie borge van die klub,” sê hy.

Van die spelers wat hy onder hande gehadhet, is Justin Geduld, Cheslin Kolbe, EdwinZass en Dennis Cox in die WP se o.18-span.

Hy was ook die afrigter van die SA sewes-studentespan van 2009 tot 2011, wat die Cen-trale 7’s in Parys enMorokko gewen het. Hyhet ook Kenia Shujaa 7’s afgerig, wat dieAfrikabeker gewen het.

“Excelsior sal my altyd na aan die hart lê,want ek het baie sukses daar behaal. Ek hetook deur Afrika gereis en het afrigting inlande soos Uganda en Kenia gedoen.”Belhar speel in die A-kompetisie van die

WP se Superliga en die klub se sterkpunt issy hardlooprugby. Die klub spog met lojaleondersteuners wat weekliks die span komondersteun, wat bydra tot die span se suk-ses. Belhar het ook al Blitsbokke opgelewer.“Tans oefen vyf klubspelers by die WP se

amateurspan. Vanjaar is my eerste jaar ashoofafrigter van die A-span en my doelwitis om ’n sterkwenkultuur indieklub te skep,wat met dissipline, harde werk en waag-moed gepaardgaan.Ons is nognie daarwaarons wil wees nie, maar hopelik sal alles inplek val,” het Weir gesê.Belhar het nie uitblinkers nie, maar die

span in sy geheel dra by tot die klub se suk-ses. Die klub het ’n paar sleutelspelers ver-loor en hopelik sal die jong spelers hul voete

vind.“Ons gebruik hoofsaaklik spelers uit Bel-

har en omgewing en doen ’n beroep op hulleom by die klub se speelstyl in te koop en bydie klub te bly. Belhar se uiteindelik doel isom in die Gouebekerkompetisie, voorheendie Community Cup, te speel, sodat ons ta-lent op televisie gewys kan word.

“In ons wedstryd teen Tygerberg hetmeeras 1 000 toeskouers kom kyk en dink net watkan gebeur met televisiedekking,” sê hy.Omdat die klub ’n gemeenskapsklub is,

probeer hulle om meer by die omliggendeskole betrokke te raak, maar wil dit op ’ngroter skaal doen. “Diemeeste van die afrig-ters het ’n voldagwerk, wat verhoed dat hul-le by skole betrokke kan raak.“Virmy is dit belangrik dat die jeug inBel-

har moet opkyk na die spelers, sodat hullekan sien daar is beter keuses as bendes endwelms. Wanneer ons Saterdae op die velddraf, gaan dit vir die spelers nie net oor die80minute nie, maar jy is ’n ambassadeur virjou gemeenskap,” sê Weir.

Die klub is in 1992 deurwyle Arthur Booy-sen gestig en sy seun, Jerome, is tans die pre-sident van die klub.

kraal en Morningstar. Cleophas en Moseswas deel van ons wenspan van die Cell CCommunity Cup, nou die Gouebeker, in2015. Ons is toe beskou as die voorste nie-tersiêre klub in die land nadat ons met Im-pala Rustenburg in die eindstryd afgerekenhet,” het Jan Loubser, afrigter, gesê.

Hulle is ware ambassadeurs van die Masi-bambane-sportstigting, waarvan die sport-programme hulle as spelers help ontwikkel

het. “Etienne is tans deel van die WP se o.21-groep en het baie spoed en vaartversnelling.Maar die speler op wie ons die trotsste is,is Garth April, wat tans deel is van die Bok-groep. Hy het sy kontrak by Boland in 2014verloor weens beserings en ek en BobbyJoubert het hom bietjie onder hande ge-neem.

“Veral Bobby het hom met sy skopwerkgehelp en hom voorberei vir die Communi-ty Cup van 2015. Deur die loop van die 2015-seisoen het hy baie goed gespeel in die Su-perliga se A-kompetisie in die WP, want hyhet toe geen las van sy beserings gehad nie,”het Loubser gesê. Vir Durbell was dit toeglad nie ’n verrassing toe Garth na afloopvan die Community Cup deur die Sharks ge-
