This follows a sewage spill at the well- loved beach a week ago which sent tempers flaring as angry residents questioned the City of Cape Town (“Brown flag status”, Tyg- erBurger 15 June). According to the Mayco member for utili- ty services, Ernest Sonnenberg, a polyvinyl chloride bend on the rising sewerage main from the Big Bay sewage pump station to the Melkbos Wastewater Treatment Works burst on Thursday 9 June. He told TygerBurger the Big Bay pump sta- tion had to be switched off, with the pump station serviced with vacuum tankers until the rising main could be repaired. In addition, he said spills occurred for short periods and the manhole at the Surf Club is the lowest point and the sewage start- ed overflowing at this point when the sump reached a very high level. With the second spill in just six months, residents and surfers say they are not sitting back and will test the sea and soil them- selves. On Saturday, representatives of the Big Bay Surf School met with the Table View Ratepayers’ Association (TVRA) chairper- son, Mandy Da Matta. Together they collect- ed water and soil samples to take for testing. This includes a test of E-coli levels. Michael Rogers of the surf school says he has been surfing at Big Bay for 30 years now and these spills make for an unpleasant ex- perience. While an information sign re- mains erected indicating the water is con- taminated, Rogers says the beach is no longer his “happy place”. “I have been surfing here for 30 years now and while surfers always go where the waves are, Big Bay is home. It used to be my happy place but with all of this I don’t know.” Richard Myburgh, co-owner of the school, says since the spill they have not held class- es and won’t until they get a clear indication the water is safe. He says the spills have a huge impact on surfers who are tired of hav- ing their safety compromised. “The main concern for us is the safety of our families, communities and students. We are also worried about the state of the beach, the disarray and the lack of maintenance over the years. It is a fact that the beach has deteriorated over the years and its not only Big Bay, but all the way from Dolphin Beach. I have been surfing here since the 1970s and have seen all the changes and we are all con- cerned about the future.” He says they are now waiting for assur- ance from the City that the water is safe but they are interested to see the results of the independent tests. Da Matta says the soil and water sampleswill be taken to an independent laboratoryto ascertain the damage on the environ-ment. She showed TygerBurger a dead ratfound on the boardwalk coupled with piecesof toilet paper found near the manholeswhich appear to have faeces on them.

“The spills are a big concern and we willnot sit back and wait for tests. We are hav-ing the soil and water tested for ourselvesbecause at this stage we do not know whatto believe. We were told the area had beensanitised and it has been raining, yet wefind toilet paper with what appears to befaeces. There are many questions abouthow the development at Big Bay is addingto the problem and we will be investigatingall of the above,” she says.V Would you make use of Big Bay beach followingtwo sewage spills? The restoration of the historic woodenbridge in Milnerton is set to see theentire bridge dismantled and rebuilt

in the years to come.A public participation meeting on the

proposed restoration works was held atMilnerton library last week where heri-tage experts and engineers on behalf ofthe City of Cape Town discussed variousaspects of the project.

In the first presentation by Mike Scurrof RennieScurrAdendorff Architects, heexplained the bridge, built in 1901 by theFortress Company of Royal Engineersduring the South African War for militaryaccess to the island, had deteriorated sig-nificantly but remained a vital part of thehistory of Milnerton.

Closed to vehiclesIn the period between 1942 and 1972 var-

ious repair works were undertaken andin 1984 it was closed to vehicles. In 1987it was declared a national monument andonce again closed for repairs in 1990. Fiveyears later the bridge was reopened, andin 2007 it was closed once again due tosafety reasons.

Over the years, the bridge has deterio-

rated further and residents have fre-quently raised concerns about the dilapi-dated state.

In his presentation, Scurr explainedthere were various considerations madeby those involved and after an assessmentthey found that only 15% to 20% of the ex-isting timber used to build the bridge wassalvageable. He said for the project, it wasimportant that the bridge become a livingpart of the living environment and henceit had been proposed that once complete, the bridge become the main pedestrianlink to the island.

Scurr explained the current restorationproposal was to salvage reusable timberand rebuild the bridge with new timber. He says while some may question the au-thenticity or heritage value of the bridgeif new timber is used, the original form, design and materials will be retained. Theproposal also includes the addition of anew lightweight, transparent stainlesssteel mesh fence on either side of thebridge.

In his presentation Mick Latimore, technical director of Bergstan South Afri-ca Consulting and Development Engi-neers, outlined the current damage andstate of the bridge. Latimore used picturesto show attendees the condition of thedeck and the broken balustrades.

Views of underneath the bridge showhow the original timber members were re-inforced with splice members on eachside. Among some of the concerns are tu-beworms or the coral-like growth at thebottom of the bridge and the subsequentdecay of the timber.

Great concern“There is something that is of great con-

cern to us as engineers. At the legs of thepillars at the bottom you can see the tube-worm growth. Each support is made up ofthree members. The central thicker pieceis the original support we refer to as a tim-ber pile from the original construction. On either side is a slightly smaller mem-ber bolted on either side introduced inabout 1994, so that unit has provided theextra strength.

“In places you can see it’s very, very de-cayed and we were concerned about theextent of that decay.”

He also showed examples of how thetimber had split making the bridge un-safe.

Among some of the environmental con-siderations are how work will be carriedout in the lagoon.V For more information call the EnvironmentalPartnership on 021 422 0999 or email [email protected].

A police helicopterwas brought in tohelp search forthe suspects.

Thieves who broke into a West Beachhome last week gotmore than they bar-gained for when police and neighbour-

hood watches pounced on them.According to a report from Melkbos-

strand police, there was a house break-in ata home in West Beach on Tuesday 14 Juneat about 12:30.

Police spokesperson Constable Debbie Al-ard says the perpetrators used crowbars togain entry.

“Information was received that a whitePolo vehicle with male occupants had fledthe scene. All exits routes were immediatelycovered and the vehicle was spotted byarmed response officers and Table View po-lice attempted to stop the vehicle. The vehi-cle sped awaywith police and other support-ing institutions giving chase.”

She says Melkbosstrand police blockedthe vehicle as it entered the suburb and ithit a wall. The vehicle then collided into awall causing extensive damage to the walland vehicle. The suspects ran into the near-by residential area and then into the bushes.

“Police radio controller Ernest Schulzeplayed a vital role in the apprehending of thesuspects,” says Alard. “He made sure allmanpower from the neighbouring stationsincludingAtlantis, TableViewandPhiladel-phia were utilised during the pursuit. A po-lice helicopter was deployed immediatelyfor the extensive search in the area. Schulzemade sure officers received all relevant in-formation for the safety of the officers on theground.”

Two men aged 26 and 33 were caught bypolice and in the back of the vehicle officersfound a flat screen television which had

been stolen in West Beach.“They also found a crowbar and tyre lever

which were used in the burglary. The twosuspects have been detained on charges ofpossession of possible stolen property, pos-session of house break-in implements andreckless or negligent driving.”Alard further says the vehicle used had

false plates put over the original ones.Melkbosstrand station commander, Cap-

tain Ronita Van Der Toorn, commended ev-eryone who took part in the search. She fur-ther encouraged the community to keep onassisting the police in ridding their neigh-bourhoods of criminal elements.

The vehicle used during the break-in crashed into a wall during a high speed chase.

Keeping their community clean

A Table View Neighbourhood Watch (TVNW) patroller searches thick vegetation in the dark forthe litter left behind by vagrants. PHOTO: MONIQUE DUVAL

MONIQUE DUVAL@monique_duval

It is cold, it is dark and the rain is startingto fall on a typical Thursday night.Residents across Blouberg are tucking

their children into bed, wrapping them-selves in blankets and enjoying their favour-ite book or favourite television show beforegetting some rest.In Sandown Road, however, 30 people are

zipping up their jackets, sharing gloves andworking out a plan. As TygerBurger ap-proaches, patroller Jamie Agenbag chirps:“Hello darling! Thanks for coming out. Weare ready to go clean.”And so the long coldnight begins as patrol-

lers set out on their monthly night cleaningof sector 1. The sector, which includes vari-ous suburbs along the coastline, faces manyproblemswith illegal squatters and themessthey believe behind.Unwanted goods such as blankets, leftover

food and broken appliances are sourcedfrom wheelie bins which are often left outover night. The problem formany communi-ty workers such as these neighbourhoodwatch patrollers is the mess left behind ingreen belts, cycle paths and public parks.Leading the clean-up is Table ViewNeigh-

bourhood Watch (TVNW) Sector 1 generalmanager Wayde Greig. He explains theclean-ups are conducted once a month tohelp maintain the area.He says patrollers have identified 14 hot-

spots which include the cycle paths alongthe R27.“In recent weeks there have been a lot of

complaints from cyclists and runners who

cannot use the paths because they are over-grown. In addition squatters have set upshelter in the vegetation and there is a bigproblem with dumping, so we are goingthere to clean it up.”TVNW spokesperson Lee McBride ex-

plains the list of 14 hotspots tackled by pa-trollers on the night are where vagrants andpossibly even residents are dumping rub-bish.

“Areas such as the parks and the cyclepath are areas that our ward councillorshould be managing.”She says most of the time patrollers and

TVNW members along with the help ofstreet committees report these sites to coun-cil in the form of logging C3s.“Our organised clean-ups such as this one,

used to take place aswe see the areas becom-ing overrun. The patrollers would acquire

trailers personally and from Lennie’s toclean up our hood. More recently, such asthe initiative done this past Thursday, wewere sponsored two skips fromSkipGo to as-sistwith this cleanup.Wearehoping tohavea drive like thismore regularly, howeverwedo feel that a lot of this responsibility is notfor the neighbourhoodwatch but for councilto maintain.”McBride explains apart from taking pride

in the area in which they live in, these nestscreate serious problems for the ecology aswaterways and storm water drains becomeblocked, causing stagnating water, whichposes health risks, as well as the cost to havethese canals cleared impacts the ward andtaxpayers.“Pollution of plastics and otherman-made

substances find their way into our diversewild and marine life and cause immeasura-ble damage. The overgrown vegetation onthe cycle paths create a potential risk for cy-clists, joggers and commuters who use thesepaths, and the overgrownpathsmake it easyfor criminals tohide in and spring a surpriseon an unwary traveller. The low lying bran-ches also make it difficult for cyclists to en-joy their ride along these paths.”McBride says there are many ways resi-

dents canhelp but the first thing they shoulddo is to avoid putting their refuse bins outovernight. Most of the rubbish in these areas are

transferred by bin diggers who go throughthe bins looking for items of use. “The sec-ond thing is to try and recycle as much ofyour rubbish as possible, and lastly the pub-lic can get involved by reporting these areasof concerns to the City of Cape Town.”

Drugs, prostitution and the degrada-tion of public spaces are commoncomplaints at public meetings but ac-

cording toMaycomember for safety and se-curity, JP Smith, it’s time to make neigh-bourhood watches “sexy” and boost com-munity participation.Speaking at a publicmeeting inBrooklyn

hosted by the Maitland Community Polic-ing Forum (CPF) last week, Smith explainswith grand plans to boost neighbourhoodwatches in coming years, residents neededto play their part and get involved.Responding to questions about drug hot-

spots in Brooklyn, Smith says while opera-tions by Metro Police are underway in Mil-nerton,many of these are in response to tip-offs.He says areas such as Brooklyn are con-

sidered dead zones due to the lack of com-plaints lodged with the City. Residentsraised concerns about a property situatednear a school where they say occupantshave been selling drugs for almost 16 yearsand questioned what they needed to do toget the property shut down. In response,Smith explained Brooklyn was a suburbthat generated few tip-offs forMetro Police.“This is a problem for us. In areas where

we have good informant networks, we aregetting good stats. The ops happen, but in-frequently it is information driven, sowhen we get good information, we get goodarrests. There are places where we get tip-offs thick and fast and if you plot it on amapyou can see where the dead zones are.”Smith saysMetro Police are happy to pay

for tip-offs and offer an amount of R1000which they are hoping to increase in the fu-ture.“We are happy to pay for info at R1000 a

tip-off. Most decent people don’t want mon-

ey but sadly some of the guys with the bestinfo do. We are hoping to increase thatamount soon.”Complaints can be lodged on 021 480 7700

The next time you are on a MyCiTi busor in a public space and you hear awhistle, don’t ignore it as a child may

need your help.A new initiative by the Table View

Schools Forum and the City of Cape Town’stransport department has seen nearly12 000whistles being distributed to schools.Pastor Brad Espin of the forum explains

in recent months there have been manyconcerns about criminals targeting chil-dren at MyCiTi bus stops across TableView. The forum in consultation with various

child organisations sought a solution tohelp raise awareness and a mechanism tohelp alert adults when a child needs help.He says in addition there were reports

about amanbehaving inappropriatelywithchildren onMyCiTi buses. He says themanwas removed by a MyCiTi official but theyhope the whistles will help children raisethe alarm should this happen again.“The project is aimed at making our chil-

dren safer. The forum represents manyschools and is a platform for schools tocome together, discuss issues and find solu-tions for the children in our community. We believe thewhistle project will go a longway to raise awareness,” says Espin.

SafetyLast week the forum met with Mayco

member for transport, Brett Herron, for thehandover.Herron explains the forum approached

the City with concerns they have over thesafety of their learners who make use ofpublic transport. In response to these concerns, Herron

handed over 11 800 whistles. The number on the back of the whistle

(0800 65 64 63) is that of the Transport Infor-mation Centre. The TIC is not an emergen-cy centre, but a call centre which commut-ers and residents can contact for all trans-

port related queries – for queries about allscheduled public transport services in thecity.“The forum represents a significant por-

tion of our daily passengers and the factthat some passengers may not feel entirelysafe on their way to and from MyCiTi busstops or stations has resulted in the whistleproject.“The idea behind the project is to ‘make

a noise’ when you feel unsafe. This will at-tract attention from those passing by andmay deter the potential perpetrator. Thecontact number on the back of the whistleis a reminder of who to contact when youplan your journey or for updates on publictransport services.”

Brilliant initiativeHe says while the City is not planning to

roll out this project to othermodes of trans-port at this stage, the whistles can be usednear/on any mode of public transport.Herron also handed out about 5000 whis-

tles to young commuters at the MyCiTi sta-tion in Atlantis last week.“We are very aware of the challenges that

commuters inAtlantis face in terms of safe-ty and safe access to the MyCiTi bus ser-vice. Apart from being useful to make anoise and to attract attention during anemergency, the whistles also have the con-tact details of the TIC printed on the back.”He further says all activity that is in con-

traventionwith the rules of theMyCiTi ser-vice must be reported to the bus driver orthe nearest bus station personnel as soonas possible.“The bus driver is compelled to report

such an incident to Transport for CapeTown and the stationmanagement contrac-tor who will require the witness/complain-ant to provide the necessary information.”Table View Ratepayers’ Association

(TVRA) chairperson Mandy Da Matta saysthis is a brilliant initiative and says anawareness campaign is needed tomake res-idents and commuters aware of the dangersfacing children.

The Blaauwberg Subcouncil has given anapplication by the Phoenix Liquor Storeto extend their trading hours the thumbsdown. In recentweeks, the application by store

owner William Futeran has been em-broiled in accusations, allegations and le-gal threats between the owner and resi-dents (“Liquor battles loom”, 8 June).Over the lastmonth, the application has

been doing the rounds between variouscommunity organisations and Milnertonpolice who were asked to comment beforethe application was considered. The drama unfolded when the chairper-

sons of twoorganisationswere asked to re-tract their objections or be sued forR10 million. The store and the adjacent pub are both

owned by Futeran and the pub has beena sore point for many years now as resi-dents have continually raised their frus-tration with Milnerton Police.According to the application lodged

with the City, Futeran has applied to ex-tend trading hours from 18:00 to 20:00 from

Mondays to Saturdays and from 11:00 to18:00 on Sundays.According to the report tabled at the

subcouncil meeting last week, five com-munity organisations lodged objectionsagainst the granting of additional tradinghours but Futeran only threatened to suetwo individuals, namelyPhoenixRatepay-ers’ Association chairperson Ursula Mar-shall and Tygerhof NeighbourhoodWatchchairperson Mike Lippert. The report also includes comment by

ward councillor JoyMcCarthywhowritesthat she does not support the applicationas it is located in a densely packed residen-tial area and many complaints have beenreceived regarding drunk patrons, exces-sive noise, underage drinking, removal ofalcohol from the premises and failure tocomply with existing licence conditions.Speaking at the meeting, she said: “I do

not support the extended trading hours. The store is close to residential properties, across the road from a crèche and close toamosque. It contravenes a lot of the liquorbylaw conditions.”Councillors voted against the applica-

tion and the store was not granted addi-tional trading hours.

‘No excuse not to study’AVRIL FILLIES

Youth Day is a reminder that the fu-ture is in the hands of the youth, andeducation is the key.

Khwezi Jackson (19), a student fromBell-ville and a former learner fromStellenbergHigh School, says students complainingthat they can’t afford a tertiary education, have no excuse not to study.“It is our responsibility to determine

what kind of future we make for our-selves,” he says. “My mom, Chumisa, is asingle parent with four children, and shealso could not afford to send me to univer-sity or technikon. She opted to send me totheCapeTownTertiarySchool inBusinessAdministration (TSiBA) inPinelands aftermatric in 2014,” says Jackson. He is a Bachelor in Business Adminis-

tration student and he would like to en-courage those who can’t afford to study ata tertiary institution to opt for TSiBA.“TSiBA shows us that education is more

than just studying; that there is a wholeworld out there.AtTSiBAstudents are giv-en a second chance to catch up and learnbasic academic skillswhich theymayhavemissed in high school. TSiBA is differentin that they provide great support to helpall students to do well in their studies.Their ‘Pay it Forward’ philosophy empow-ers me to give back to the community, butI also get to do amazing things, gain expo-sure to new networks, ideas and overseasuniversity programmes,” he says.TSiBA offers four business entrepre-

neurship and leadership qualifications fo-cusing on self-development and practicalexperience, in thisway effecting real socio-economic change for the future.“My advice to learners is to know what

you want to do and research your optionsas well as the scholarship opportunitiesout there.Therearemanygreat tertiary in-stitutions out there, but Iwould highly rec-ommend if you are motivated, self-drivenand have a good attitude, you should applyto TSiBA. It’smore than just a scholarship;more than just an education. It’s a way of

life. The reality is a degree doesn’t guaran-tee a job anymore, but I am confident thatTSiBA’s programme and accredited de-gree will develop me to be the employeethat every employer is looking for,” headds.Jackson was born in Mount Frere in the

Eastern Cape and attended the ExcelsiorPrimary School and Stellenberg High. Hewas a member of the Students Representa-tive Counsel in 2015 and was selected to bea youth leader for a youth group called theRUSH (Rocking the Universe SpirituallyHigh).“In 2015 I was accepted at TSiBA and

completed my Higher Certificate in Busi-ness Administration. I was fifth on themerit list and started my Bachelors thisyear. I have served in the executive boardsof Enactus as well as the TSiBA chessteam,” he says.Adri Marais, TSiBA CEO and co-

founder, explains that “TSiBA’s uniquecurriculum integrates knowledge, skillsand attitude through our ‘Profile of Gradu-

ateness’whichhas been carefully designedto match the needs of employers and thecompetencies needed to be a successful en-trepreneur”.“The evidence is there in that 96%ofTSi-

BA degree graduates are employed, study-ing at postgraduate level or become entre-preneurs,” he says.Kwanele Magwaca of Student Recruit-

ment at TSiBA, encourages learners andpotential scholarship applicants to “bemore organised, plan ahead and send in ap-plications early”. “We are looking foryoung people who have potential, an inter-est in business andwhowant tomake a dif-ference in their communities, to apply toTSiBA.”V To grab this opportunity and change your life visitTSiBA Cape Town’s Campus Open Day on Saturday30 July 2016 between 10:00 to 13:00. LEWENSKIEKIE

’n Ope briefaan onsBokafrigterBeste Allister

So bietjieloodvoetig en lomp, nè?

Trust me on this one!

Jou vriend Valie (skuilnaam wordgebruik weens vrees vir viktimisasie).

It is indeed encouraging andcomforting that Eskom istraining its personnel suitablyto operate its nuclear powerstation, before it blows up andtakes all of Cape Town with it(“Scarce nuclear skills har-nessed”, TB Table View, 15June). However, what Eskomalso needs to tell us – andprove to the public – is that ithas the necessary plan and themoney in reserve to clean upthe mess that is left behindonce a nuclear power station isdecommissioned. This part ofthe equation nobody talksabout – all one hears is thatnuclear power is cheap, but thefact that the costs associatedwith the clean-up after decom-missioning run into billions, isswept under the carpet.

Germany is currentlydecommissioning all of itsnuclear power stations, and ithas been found that the cost ofmaking it safe for ‘‘otheroccupation’’, is currentlysomething in the region ofR80 billion per station!

It could be argued thatanother such power stationnear St Francis/Oyster Bay isnot such a bad location, as itcan be shut off from publicaccess after decommissioningfor decades, but the samecannot be said about Koeberg. This one is being surroundedmore and more by residentialsuburbs, ignorant of theassociated dangers of nuclearradiation, which can easilyhappen ‘‘by accident’’ and bywhich time it’s too late. Toeven consider building anotherone nearby, or anywherewithin 50km of Cape Town’sboundary, is just plain stupidand irresponsible. Any newnuclear power station shouldbe built, if at all, as far fromhuman habitation as possible –something we are certainly notshort of in this country.

It’s high time we stop beingstarry-eyed about nuclearpower. It might be cheap, butit certainly is anything but

The entire system andresolution of accommodationand care for the homeless is infact public responsibility aswell as a private one.

Other areas and suburbshave similar institutionalcare facilities and bothdisability and state pensionssubscribe to these provi-sions.

Our local ward councillorshave personally also involvedthemselves in taking care of thehomeless, especially in thewinter conditions currentlyexperienced, and with mixedresults as evidenced by landinvasions and the ignoring ofalternative shelters beingprovided.

Some suburbs however haveresolved the issue with familiesof the homeless being compelledto shelter their homelessrelatives and with professionalsocial and health servicesassisting them.

Perhaps this issue should belooked at in a more holisticway, taking into accountmethods that are used bySpecial Ratable Area Commit-tees of Cape Town and theirengaged professional socialworkers to help keep thehomeless people off the streets, ensure proper care and nutri-tion, provide alternative

and Public Works in the WesternCapehas beengiven the green lightto reintroduce so-called Evidentia-ry Breath Alcohol Testing (EBAT),commonly referred to as “the Drä-ger”, after the National Prosecut-ing Authority (NPA) confirmedthat the reintroduction can takeplace and is to be piloted in theWestern Cape.EBAT uses amachine which can

read the amount of alcohol onsomeone’s breath. It is called “evi-dentiary” as the reading can beproduced as evidence to prosecutedrunk drivers.“This machine, the people who

operate it, and the location it oper-ates in,must all pass avery specificand demanding set of tests in orderto be used to prosecute suspects,”says Donald Grant, provincialtransport and public works minis-terThe reintroduction of EBAT is

the culmination of years of dedicat-ed work by the Department ofTransport and Public Works andSafely Home, following the State vHendricks judgement in 2011,which sawtheDrägerbreathalyserbeing withdrawn from use.“In the case, the judge found that

there were problems in some of theways in which the Dräger devicewas used, leading to the acquittal

of the accused who had beenchargedwith drivingwith a breathalcohol level higher than the legallimit (of 0.05g per 100ml),” saysGrant.More importantly, however, is

that the judge also found thatbreathalysers are a reliable meansof testing for alcohol in a suspect, and that they should be used as atool to “eradicate the scourge ofdrunkdriving for thebetterment ofsociety”.“Using the judgement as a guid-

ing tool, the Department of Trans-port and Public Works then creat-ed a task team towork through andcorrect all of the problems whichthe court had identified,” saysGrant. The task team included experts

fromtheNPA, theNationalDepart-ment of Transport, the South Afri-can Bureau of Standards, theWest-ern Cape Provincial Traffic Servi-ces and the Gene Louw TrafficCollege in Brackenfell“The task teamhas completed its

work and is ready for the full roll-out of EBAT across the province. We are confident that the reintro-duction of EBAT will add anotherweapon in our arsenal to rid ourroads of dangerous drunk drivers.“I am confident that the reintro-

duction of EBAT will see offendersreceive swift justice, therebydeter-ring others from engaging in suchlife-threatening behaviour, and re-fraining from getting behind thewheel of a car after consuming al-cohol.”

What somecalled a “shock-tactic” advertisementcampaign, improved the

overall seatbelt compliance inCape Town by an astonishing27%.The northern suburbs meas-

ured the highest compliance ratewith 72%of all vehicle occupantswearing a seatbelt.Snap surveyswere done before

the launch of the campaign inMarch and again on Tuesday 3May, six weeks into the cam-paign.In the northern suburbs the

surveys took place on the cornerof Voortrekker and De La RayRoads in Bellville, during twotime slots in peak-time morningand afternoon traffic, with 303vehicles observed.

Seatbelt usage increasesAccording to the results that

were released by theDepartmentof Transport and Public Workslast week, 72% of all the vehicleoccupants were wearing seat-belts in the second survey, com-pared to the 51% compliance rateof the pre-campaign survey. In the CBD post-campaign

compliance was measured at66% – 10% higher, in Mitchell’s

Plain 42% – 16% higher, and inKhayelitsha it remained 30%.The “FirstKiss” campaignwas

released inMarch this year, witha hard-hitting television com-mercial at the core of it. The com-mercial, whichwas the subject ofheated public debate levelled atits graphic portrayal, shows theconsequences of not buckling up.Donald Grant, minister of

transport and public works inthe Western Cape, was elatedwith these results, saying the re-sult of the campaign’s impactwas successful.“International best practice

and in-depth research into localaudience perceptions drove thedevelopment and production ofthe ad, with an impact assess-ment component built into theproject. The assessment of thecampaign’s impact has proventhat the scientific, evidence driv-en methodologies employed tocreate ‘First Kiss’ reallyworked,” he says.According to Grant these im-

provements were driven mainlyby behaviour change in Belville, the CBD and Mitchell’s Plain, with less impact recorded inKhayelitsha, despite a concen-tration of outdoor advertisingsupporting the commercial inthe area.“This aspect of the campaign

has been extremely influential inhow we design the research intoour next TV advertising cam-paign, which is centred on our#BoozeFreeRoads theme for No-vember, December and January. It is alsodriving thedevelopmentof a new activation of ‘First Kiss’for September’s #AlwaysBuckle-Up theme,” he says.

Much more data to be analysed“We will also be analysing fa-

talities and injury data as thesebecome available to track thisimpact. So far the data is ex-tremely promising, as passengerfatality numbers from May 2016(20) were 30% below passengerfatalities numbers for both May2014 and May 2015 (both 26), al-though the department cautionsagainst drawing conclusions re-garding this aspect of the cam-paign impact.“Much more data will need to

be accumulated and analysed,”he concludes. While TV and cinema airings

have now wrapped up, “FirstKiss” continues online, with on-going billboard support. The ad, released onTV, cinema

and online, can be viewed here:https://youtu.be/JhUN9Gv0M9Y .V Email your views to [email protected]

Application for special votes during the up-coming local elections opened on Friday 10June and closes on Friday 8 July.“It is important to apply early for this vot-

ing right, should you not be able to vote onelection day on Wednesday 3 August,” saysward councillor Marian Nieuwoudt. There are essentially two types of special

votes – firstly Type 1, were a voter goes totheir local voting district to cast their voteon Monday 1 or Tuesday 2 August, and sec-ondly where the voter receives a home visitfrom the Independent Electoral Commis-sion (IEC) in order to cast their vote.“A Type 1 special vote can be applied for

by any registered voter who for whateverreason – be it travel, business, orwork –willnot be able to vote on Wednesday 3 August. They will be able to apply for a special voteand if successful, will be able to cast theirvote at the polling station at which they areregistered tovote, on the special votingdaysprior to the election,” she explains.Applications for this type of special vote

can be done in three ways: an SMS to 32249,an online submission at www.elections.org.za, or a submission of form MEC35 atthe IEC office in Bellville or elsewhere.

“A Type 2 special vote is only for the sickand housebound. In this instance, a voterwould apply for an IEC official to visit themat their home on special voting days be-cause they are not mobile and or too sickto vote on election day. People requiring ahome visit must reside and be visited in thevoting district in which they are registeredto vote,” she says.Application for a home visitmust be done

using the MEC35 form either in hard copyand submitted to the IEC office, or using theonline form.“If your application for a special vote is

successful, you will vote in the followingmanner: Your thumbnail ismarkedwith in-delible ink, while your ID book is stamped. You will receive the relevant ballot papersto bemarked in secret andplacedand sealedin an unmarked envelope. The unmarkedenvelope is placed in another envelope thatis marked with your name, ID number andvoting district number.“The use of two envelopes is to ensure the

secrecy of your ballot. The outer envelopeis discarded before counting,” says Nieuw-oudt.IEC officials will place your envelope in

a secure ballot box for special votes andyour name is marked off the voters’ roll toindicate that you have cast a special vote.

The City of Cape Town is preparing to trackdown and prosecute callers who abuse its107PublicEmergencyCommunicationCen-tre number.Of the 532 682 calls answered by emergen-

cy operators in 2015, 102 217 or 20% wereprank calls. A look at themonthly statisticsreveals an average of just over 8 500 prankcalls a month, with spikes experienced inJanuary, April and August.‘‘The calls range from emergency hoaxes

to the vilest verbal abuse, but also,moredis-turbingly, calls of a very perverse nature. It is unacceptable that our operators whoare there to do a very serious job have toendure this type of abuse with no recourseexcept to cut the call. It is also very unfairand potentially life-threatening to peoplewith real emergencies who cannot getthrough or who are kept waiting becausepranksters are clogging the lines,’’ says theCity’s Maycoral member for safety and se-curity, JP Smith. While children are routinely blamed for

prank calls, experience has shown that anumber of adults also abuse the system, of-

ten for sexually explicit calls. Calls to the107 line are free from a Telkom landline aswell as via the 112 number used by cellpho-ne networks. While some prank calls aremade from privately owned landlines, ma-ny use public telephones at shops and inother public spaces.‘‘Our system allows us to pick up exactly

where the call is coming from, but it’s trickywhen the perpetrator is using a public telep-hone. However, many abusive calls comefrom landlines and cellphones. I have in-structed the City’s Special InvestigationsUnit to extract information on the top 10 ha-bitual offenders and lay charges in terms ofnational legislation that makes such prankand hoax calls to an emergency call centrean offence. A few well-publicised convicti-ons will serve as a good deterrent if we canget them,’’ added Smith.Potential charges would be determined

by the nature of the call and whether it isan abusive prankster or people reporting fa-ke emergencies but could include crimeninjuria, intimidation and attempting to de-feat the administration of justice.

“Apanther never blushes.”If this phrase makes youthink of mushrooms,

then you have probably gonemushroom foraging at Delheimwine estate.Armedwith gumboots andwarm

jackets, the knowledge shared byGaryGoldman, amushroom fundi, and a good shot of glühwein, agroup of about 40 people set off to

the misty pine forest on Delheimon Youth Day last week to look forwild mushrooms.Everybody was hoping to find

baskets full of porcini (Boletus ed-ulis) – according to chefs the RollsRoyce ofmushrooms, selling at pri-ces from R380 per kilogram. It seemed far more difficult out

in the field than Gary made itsound back in the historic cellarwhere he made his presentation.Gary explained that due to theheavy rain the mushrooms die off

rather quickly and be-come mushy, and theircolours wash out, whichmakes identificationmore difficult.“There are over

100 000 types of mush-rooms, of which 100 arepoisonous and only 10are deadly. Of thesedeadly ones, four can befound in South Africa. Itis therefore best to learnat least what these fourlook like,”Garywarned. What colour a mush-

roombruises is often thesecret to identifying it,like the poisonous pan-ther (Amanita pantheri-na) that looks exactlylike the blusher (Amani-ta rubescens) – the lat-ter is delicious, but thepanther kills. While they both have

a skirt and white gill, the blusher becomesreddish in colour whenbruised, while the pan-

ther does not change its colour– hence the phrase “a panther nev-er blushes.”Some mushrooms, like the Cape

russula (Russula capensis), onecan only eat when they are youngand fresh, because the older onescan be attacked by another fungus.Another, like the shaggy ink cap(Coprinus comatus) must not beeaten when they start to darken atthe bottom. The common ink capcannot be consumed within threedays before and after drinking al-cohol. Others like the Turkey Tailcan assist in treating breast can-cer, while others lower cholesterolor help for other ailments. Then there are chicken of the

woods (Laetiporus sulphureus),which tastes exactly like chicken, and the shrimp russula (Russulaxerampelina), which smells justlike shrimp, the dye ball or dogturd fungus, which grows only un-derneath Eucalyptus trees. On the top of the list of poisonous

ones is the death cap (Amanitaphalloides) which can easily beidentified by its volva (“sack”) atthe root. They are highly poison-ous and break down the human or-gans such as the liver and kidneys. It causes 95% of deaths due tomushrooms.Identify mushrooms correctly is

not for beginners, and so it seems, neither is cooking them.Whencookingmushrooms,Gary

advises, one must remember thatthey consist of 98% water andtherefore it is best to use high heatto cook them, otherwise it becomeswatery.

That they absorb water and be-comes mushy is also the reasonwhy you should never wash mush-rooms, but just brush orwipe themoff before use, he says.Mushroom foraging at Delheim

was started six years ago by NoraSperling-Thiel, who grewup on thefarm and as a child learned theskill from her mother when theywent foraging for mushrooms atcertain times of the year.“It only struck me many years

later that it was such a privilegeand special experience that weshould share it with others,” shesays. To help people identify mush-

rooms correctly, they can post pho-tographs of the mushrooms onhttps://vmus.adu.org.za.One needs a permit to forage

mushrooms in forests such as inthe Newlands forest, usually onlyobtainable from the end ofMay un-til the end of July.V Free permits are issued by the NewlandsForest Sanparks conservation office.Phone Chamell Pluim on 021 689 7438 or076 730 2816 with enquiries.V Tickets for mushroom foraging areavailable from Computicket. For more in-formation about mushroom foraging, contact Gary Goldman on 073 936 2378or by email to [email protected].

Mushroom foraging a delicate art

The mushroom fundi Gary Goldman here explains to the group how toidentify certain types of mushrooms. On the far left (in purple) is NoraSperling-Thiel on the lookout for more gems.

Elna and Franz Holm from Durbanville show offtheir collection of pine-ring mushrooms (Lactari-us deliciosus), which are most popular in theWestern Cape. If it is cut, the hollow stem turnsinto a “pineapple ring”. Franz used to join hisgrandmother as a child in mushroom foraging inSasolburg.

Ek moes toe my ouers alles vertel.

Ek was bang vir alles enmy pa hetmy vir alles blameer.

Ek het geglo God straf my oormy dwelmgebruik. The City of Cape Town’stransport department hasinstalled two card vending

machines – one at the MyCiTistation in Adderley Street andanother at Century City Gate.Apart from conducting their

business at the kiosks, commut-ers at these two locations nowhave the option of using thecard vending machine to buy amyconnect card, or load moneyor Mover Points on their my-connect cards. The card vending machines

(CVMs) were installed lastweekandstartedoperatingas ofSaturday 18 June.Maycomember for transport,

Brett Herron, says these twomachines, or virtual kiosks, arepart of a pilot project duringwhich Transport for CapeTown, the City’s transport au-thority, wants to establish thefunctionality and efficiency ofthe CVMs.“We will roll out a further

eightmachines to otherMyCiTistations and locations acrossthe city once the pilot periodhas expired – pending the out-come of this testing phase andthe progress made.”TheCity chose these two loca-

tions for the pilot project be-cause of the type of communica-tions network infrastructureavailable at the facilities. AtCentury City Gate the CVM us-es 3G connectivity to performtransactions and at AdderleyStreet the CVMmakes use of fi-bre optic. The point of the pilot

project is, among others, to testthe efficiency of the CVMs interms of the communicationsnetwork infrastructure availa-ble.“We anticipate that the CVMs

will become very popular oncecommuters get used to conduct-ing their transactions automat-ically instead ofmanually at thekiosks. One can compare theMyCiTi CVMs to the machinesthat some of us use to pay forparking at the airport. TheCVMs accept cash and bankcards to pay for transactionsand provide change in coins.”Commuters can use the My-

CiTi CVMs for the following:. Upload money or Mover

Points on their myconnectcards,

. Purchase a myconnectcard, or

. Purchase other MyCiTiproducts such as the monthlypackage.“Commuters will be prompt-

ed for action and will be re-quested to provide a securityPIN number if they conduct atransaction with a bank card. Iam confident that the CVMswill assist us in improving com-muters’ experience of theMyCi-Ti service. The CVMs providecommuters with an alternativefor purchasing cards and value, and as such will make a notabledifference to the sometimeslengthy queues and waitingtimes experienced at the MyCi-Ti kiosks in Adderley Streetand at Century City Gate.”

The chance of finding adirtycarpet in Gareth Sheen’shouse is zero, because he

owns more than 400 vacuumcleaners.

Yes, this man is Cape Town’sundisputed king of the vacuumcleaner.

“I have no idea why vacuumcleaners. Ever since I could re-member I have had a fascina-tion with them,” explains Ga-reth. “I own roughly 400 to 450vacuums. That number is al-ways changing though. If I aminterested in a new vacuumcleaner, I will purchase one, butI often sell these newer oneswhen I have finished research-ing them.”

When Gareth speaks abouthis vacuum cleaners, it is clearthat he has a passion for whatmost people only see as a house-hold cleaning tool.“I likemany things about vac-

uum cleaners. In the vintageones it’s the design. I love work-ing on them and restoring themto their original condition. I buffup the plastic and alloy and re-spray the paintwork, fit newbearings to the motor or in thecase of the really old ones re-grease the bearings as they aredesigned for just that motor. Inthe newer ones it’s the technolo-gy,” enthuses Garet.

He says hewas amazed to findthathewasnot the only onemadabout vacuum cleaners. “I be-long to a vacuum cleaner col-lecters club based in Americawith over 2600 members, andthat’s just one of many clubs.”

The collection started whenhewasabout eight years old, butit really started growing about14 years ago.Once he starts talking about

his collection, it’s difficult to geta word in.“I mostly collect pre-90s ma-

chines with the majority of mycollection coming from the ’40s,’50s, ’60s and ’70s.

“Dysons are my favouritemodern brand of vacuum. Ithink they completely revolu-tionised the vacuum market in1994. I own one of the very firstDyson cleaners, a Dc01, and Iown the latest – a Dc42. My old-est vacuum cleaner is from 1929and still works. I have somevary rare vacuums inmy collec-tion which mostly consist ofSouth African designed andmanufactured machines likethe Electrolux 404, a machinedesigned here in South Africa, and as such no information ex-ists on it on the internet. Mygrandmother had one and Isearched long and hard to findanother and eventually mywife’s aunt from Calvinia foundone forme.During the 1970s and1980s South Africa had a won-derful setup of companies man-ufacturing vacuums here, andeven more were designed justfor our market. Electrolux hada huge manufacturing plant inPaarden Eiland,” says Gareth. His wife, Joanne, finds most

of his vacuums for him. “Theones she finds are my most pre-cious ones. She really supportsmy passion, which I think ispretty awesome. My favourite isa Tellus which Joanne found inan antique shop in Kalk Bay.”

Just work and no play – this is the picturemany employees are faced with today inthe grownupworld of a tough, struggling

economy.A Durbanville couple, Shane and Rozelle

Johansen, launched their first play@workbook last Tuesday at Tables at Nitida afterthey have developed a unique new conceptto introduce play to people’s work day.“We want people to discover how adding

abit of play can leave themrefreshed inbodyand mind, less stressed, anxious and over-whelmed andmore innovative and creative, aswell as a better individual and teammem-ber,” says Rozelle.“I remember as a child the endless play

times. We grew up on the Cape flats with aneighbourhood filled with other barefoot,high-spirited and imaginative kids. Ourlunches would be mud cakes baked off thepavement; early autumns were spent in theelaborate castles we built fromPort Jacksontrees and endless summers in our pool. Playwas beautiful, creative and free.“I guess we grow up and our play changes,

adapts and sometimeswe even forget to playas the seriousness of being grownup and theresponsibilities of life cloud our view. Myfirst grownup reality check was landing myfirst ‘real job’.Mydreamsandvisions of howeasy and fun life was, were replaced with asense of boredom, frustration, dashedhopes,a mild depression, retrenchment and thelike,” she explains.“My career took on a number of twists and

turns and I discovered a workspace that val-ued ‘working hard and playing hard’. Workwas interspersed with dress-ups, karaokeand competitions. But, the economychanged and we found ourselves workinglonger and harderwith play times becomingfurther and further apart.“I was working in human relations and

watching people as thewalking dead – stead-ily losing hope and heart, running on thetreadmill trying to keep their heads abovewater. This disturbed me and I guess I felttrapped, because I was in the same boat.”She engaged with employees in team

building and she started to experiment withplay. “Every time people played, somethingmagicalhappened. They left refreshed, light-er and ready to face their work.”When she and husband Shane began col-

laborating in the work space, they widenedtheir “play at work” experiments and tookteams and individuals on play journeys andpiloting play interventions.“It dawned on us that we could give back

to theworld of work by creating a ‘taster’ ex-perience for people of what bringing playback to work could do for them,” she says. This is how the @work series was born

with their first book having been launched.“People are encouraged to – instead of

grabbing a rushed coffee ‘break’ at their lap-top or wolfing down a sandwich betweenmeetings – deliberately and deservedlyschedule in a daily break to bring the funand playfulness into their life and work.“Why should your meeting notes be writ-

ten in strict soldiering lines when you candoodle them in your favourite colours?”V Contact Rozelle on 082 513 4320 or send an emailto [email protected] with enquiries.

gestel vir ’n tien dae lange toer in Septemberna Ierland.

art, sowel as Pniël Villagers, te beklink.

amateurspan.
