“She is a liar!” family members sneered at the crim-inologist who was called as a witness in mitigationfor sentencing of convicted taxi driver, Jacob Hum-phreys.
The sentencing hearing commenced at the WesternCape High Court on Monday.
Claire Wolff, who has an honours degree in criminol-ogy from the University of Pretoria compiled a pre-sen-tencing report, which proved to be very unfavourablewith the family members of the victims.
This report was drafted after interviewing Hum-phreys, family members of the victims as well as mem-bers of the community.
It was Humphreys’s first appearance in the HighCourt after being found guilty on 10 counts of murderand four counts of attempted murder, following the ac-cident at the Buttskop level crossing in Blackheath, inwhich 10 schoolchildren were killed on 25 August 2010.
The report drawn up by Wolff contained 150 questionswhich tried to find a motive for Humphreys’s actions.It spanned various aspects of his life such as his hob-bies, health, religion, his education and family back-ground.
Wolff claimed Humphreys was remorseful about hisactions and was well loved by his family and the com-munity. She said the media made him look bad and slan-dered him with names like “child murderer” and “Jak-kals”.
However, family members were not convinced. Theysaid he did not even come to apologise to them.
Wolff told the court that despite Humphreys growingup with an abusive father, he tried to live his life differ-ently as he did not want to be like him.
Family members were angered so much by Wolff’stestament that during a 15 minute recess, a few of themverbally confronted her. When Wolff apologised, onefamily member sneered, “Ja, I bet you’re sorry!”
Family members who were interviewed for this re-port, claimed that they were unaware that the reportwas in mitigation for Humphreys.
“I am extremely angry. The criminologist phoned usunder false pretences. She told us she was from thecourt to find out our feelings,” said Ursula Pedro, moth-er of Jason Pedro.
She vented her anger further by saying, “The manwas found guilty, he could enjoy Christmas with hisfamily but we had to go to a grave. Nobody gave us coun-selling, our children are dead, it’s not fair.”

A remarkable sequence of events led tothe arrest of two suspects for armed rob-bery and hijacking on Thursday.
Three suspects allegedly stole more thanR350 000 in cash from a father and his son inMontague Gardens. Then they fled in aVolkswagen Polo, hijacked a truck, collidedagainst three other vehicles and finallyjumped into a taxi before the twowerearrest-ed by Elsies River police. The third suspectmanaged to escape and the money has not yetbeen recovered.
Parow, Elsies River and Goodwood policeall joined in the outrageous chase, whichstarted in Parow.
Goodwood Police spokesperson, WarrantOfficer Wayne Theunis, sets the scene whenhe states: “At about 11:15, two men wererobbed at gunpoint of R350 000, after theywithdrew the money in Montague Gardens.”
They were robbed of the money by threesuspects – at least one armed with a 9mm
pistol – in Riley Street, Parow.Lieutenant Kevin J Williams, spokesper-
son for Parow police, continues: “The com-plainant and his father pulled over at theirbusiness premises. He was still busy on hiscellphone when he heard a knock on his win-dow. He saw a man pointing a firearm to-wards him, while another pointed a firearmtowards his father. The camplainant was in-structed by the suspects to hand over themoney to them.”
The suspects then jumped into a grey Polo,which the complainant pursued. The sus-pects fired towards the complainant’s vehi-cle, but no one was hit. Parow Police immedi-ately started chasing the Polo, which result-ed in the suspects abandoning the vehicleand fleeing on foot through properties nextto the road.
Theunis continues: “In Elsies River threeof the suspects hijacked a He & She truck inHalt Road at 11:40. By that time members ofElsies River and Goodwood had joined in.”
He & She is a driving school company, andat the time of the hijacking, the instructorJack Qangiso (43), was teaching a young man
how to operate the truck.Qangiso spoke to TygerBurger about their
ordeal: “A man came to the client’s windowand said he must jump. I said ‘No, man. Whymust he jump? We are not going to take non-sense from you.’ Then he pulled out a pistol,cocked it in front of us and I told the clientto get out. Two other men jumped from ahouse next to the road into the truck.”
The fleeing suspects apparently hit threeother vehicles, which included a Golden Ar-row bus, as the driver was having troublecontrolling the four-ton truck.
According to Lieutenant Colonel AndrèTraut, spokesperson for the provincial poli-ce, it was fortunate that no-one was injuredwhen the truck hit all and sundry.
Traut says: “In Oxford Street the suspectsdecided to abandon the vehicle in an attemptto escape being arrested, and jumped into aminibus taxi, but their luck ran out when theofficers arrested two of the three suspects.”
“The two, aged 25 and 35 years are fromPhilippi and Langa. They are both in custodyat Parow police holding cells.”
They appeared in court on Monday.

Reports of cellphone theft have been on theincreaseduring the last twoweeks accordingto the Kleinvlei police.
Most of these victims have been attackedin Forest Heights and Malibu Village.
These incidents occur mainly among
school children when walking on their wayto school. W/O Annacletta Mothoalo, spokes-person for Kleinvlei Police Station said thatchildren are distracted when they are play-ing on their cellphones.
“Firstly, their attention is not on their sur-roundings when they are looking down intotheir phones. Secondly, they cannot hear
anything in their surroundings when theyhave their earphones in their ears,” she said.
Mothoalo advises everyone not to exposevaluables such as cellphones or iPods.
Another helpful hint is to walk in a groupand not alone, as this will reduce the risk ofbeing isolated by a criminal and being attac-ked.

Eugene Gilfellow (34) is Maandag 6 Febru-arie oorlede nadat sy familie besluit het omdie masjiene wat hom aan die lewe gehouhet, af te skakel.
Volgens ’n familielid wou Michelle vanhaar man skei en het sy ’n week voor diévoorval by haar pa ingetrek. Haar twee min-derjarige seuns het vir ’n paar dae by haarkom bly.
“Ons het die kinders Woensdag strand toe
gevat toeEugeneonsbel envra dat ons hulle skoolkle-re moet kom haal,” sê diefamilielid.
“Ek het met die kindersgespeel en agter hulle indie sitkamer ingehard-loop. Eugene en Michellewas in die slaapkamer.
“Ná ’n paar minute hetek Michelle net een keer‘nee!’ hoor skreeu en toehoor ek skote,” sê die fami-lielid.
Volgens haar familie hetMichelle nooit vir hullevertel van haar huweliks-probleme nie, maar hullevermoed dat Eugene aandepressie gely het as ge-volg van sy werk.
“Vir ons was dit ’n groot skok, hulle wasbaie gelukkig en ons het nooit vermoed dathulle enigsins probleme gehad het nie,” sêdie familielid.
Wayne le Roux, die hoof van Kaapstad semetropolisie, sê hulle was nie daarvan be-
wus dat Eugene sielkundige probleme gehadhet nie. “As so ’n aangeleentheid onder onsaandag gebring word, volg ons dadelik dieregte prosedure om te verseker dat die per-soon die nodige behandeling kry,” sê LeRoux.

Hope for better TB remedyPainful injections, a battery of pills thatare bad-tasting, too big to swallow andwith severe side-effects, as well as a stayin hospital for at least six months, maysoon be a thing of the past for childrensuffering from multidrug-resistant tu-berculosis (MDR-TB).
Researchers working at Tygerberg Chil-dren’s Hospital could make a breakthroughin the way they treat these children with afive-year study that has just been started.
Researchers from Stellenbosch Universi-ty’s Desmond Tutu TB Centre, situated at Ty-gerburg Hospital, are hoping that new stud-ies will ultimately improve treatment for theincreasing number of children in the West-ern Cape that have contracted MDR-TB.
“We’re looking at the side-effects of thecocktail of drugs children need to take, whatdose we should be giving them and the inter-actionbetweenantiretrovirals andTB,” saysProfessor Simon Schaaf, who is leading thestudy.
About nine percent of children who dis-play TB symptoms, have MDR-TB, a virulentform of tuberculosis that is difficult and ex-pensive to treat.
Schaaf says as long as there’s dedicatedtreatment, the prognosis for a cure for MDR-TB is better for children than for adults. Butthe drugs are not child-friendly and can haveside-effects ranging from severe nausea toloss of hearing. Over 20 percent of childrenonMDR-TB treatmentbecomedeaf or are leftwith some loss of hearing.
“We need to tailor the treatment to chil-dren. We know the right dose for adults toget to the right blood levels to be cured ofMDR-TB. But what dose do you give a two-year-old?
“We’re looking at different children on adifferent combination of drugs. What are thegenetic considerations? Are there some kidswhoaremoreprone tohearing loss?Howcan
we make these drugs safer for children?These are the things we’re looking at,” saysSchaaf.
Director of Paediatric Research at the Des-mond Tutu TB Centre, Anneke Hesseling,says the current drugs are not designed forchildren, as they are far too big, difficult toswallow and taste terrible. It’s also hard tobreak them up to get the exact dosage.
“These drugs have been around for ages.For MDR-TB, we’ve been using the samedrugs for decades,” says Hesseling.
Mothers like Nobuntu Mahlatshana fromCrossroads would be grateful for shorter andbetter treatment. Her four-year-old daugh-ter, Siyamthanda, has been on treatment forMDR-TB for 15 months.
She says Siyamthanda has been treatedwith great care by doctors and nurses, butthat it’s been a long road to recovery. Shecomes to Tygerberg Children’s Hospital forregular check-ups.
“She had to take five or six different kindsof pills, which I crushed every day and mixedwith joghurt. She used to vomit a lot whenshe took them. Now that she’s well, she’sstopped the pills, but she refuses to have thatkind of joghurt!”
Mahlatshana is grateful that Siyamthandasurvived MDR-TB through dedicated treat-ment. “Thanks to the doctors and nurses,she’s very strong now. She’s stopped cough-ing and has gained weight. She’s a happy lit-tle girl.”

Valentine’s Day is a time for warmhearts, but for the New Life Communi-ty Church in Malibu Village, receivinga container to warm tummies this win-ter seemed more fitting.
The container was donated by BreadLine Africa, an organisation that donatescontainers to organisations to carry outtheir projects.
All members of the church welcomedthe R100 000 container which will be usedto feed about 400 families in the area. Thefeeding scheme is part of the church’s out-reach programme called New Haven So-cial Concern.
Familieswill be able to receive a cookedmeal and parcels of food will be donatedon occasion. Primarily with the colderweather that will be making an appear-ance, the container will be used as a soupkitchen.
Many hands jumped on board in bring-ing the empty container’s purpose to itsfull potential by equipping it with a fully
fitted kitchen.The container also has space for a
lounge where people will be able to sit andeat. Some of these Sponsors include FoureWine Farms who supplies the churchwith vegetables, Food Bank, BP Garage inMalibu Village and Shoprite in EersteRiver.
Pastor Mervin Jansen, who is the CEOof the Haven Social Concern at thechurch, said that after so many years thesocial needsof the communityare still notmet.
“We are still experiencing unemploy-ment, poverty and problems with regardsto housing,” he said.
There were a few VIP guests who madea turn, one of which was ward councillor,Wilma Brady, who also said a few words.
She expressed her delight in the initia-tive that the church was taking and madepeople aware of the fact that governmentcannot do things like this alone.
She encouraged the congregation bytelling them that to feed a hungry child,you feed a nation and by educating achild, you educate a nation.

Grow Smart gearing up againCHILTON MELLEM
If you can read this sentence,chances are you learnt to do so atschool and know how importanthaving a good education is.
According to the Western CapeEducation Department’s most re-cent systemic testing of learners inGrade 3 and 6, only 30,4 percent ofGrade 3s and 31.5 percent of Grade6 learners achieved the pass re-quirement for literacy.
This had led to the Grow SmartLiteracy Competition, an initiativeof Growthpoint Properties whichwill be hosting their third annualcompetition at Spine Road HighSchool on 21 April.
Grow Smart aims to improve theliteracy of learners from an earlyage. The competition is open tolearners from Grade 4 to 6. Threelearners are then chosen from eachschool to make up a team. Thelearners are then tested on spelling,
their understanding of the wordand evaluated in the use of the wordin a sentence.
“The competition grows thelearners’ self confidence and booststheir self esteem,” said Jewel Har-ris, assistant regional manager atGrowthpoint Properties.
The number of participatingschools has grown every year andthey gained another 40 schools onboard this year to participate. Thisboosts the figure to 168 schools fromaround the Western Cape.
Each participating school will becompeting to win prizes to the valueof R200 000. Grow Smart has madea point of it that they would not giveout cash prizes but rather use theprize money to help improve thewinning schools.
Last year’s winning school, Bea-con View Primary School, receiveda facelift with their prize winnings.The School received a new coat ofpaint, gutters were repaired andone of the participating contestants
won a scholarship to ChrystalHouse, a private school.
Magda Esterhuizen, principal ofBeacon View Primary School ex-plained that the learners preparedthemselves thoroughly for lastyear’s competition.
“When we selected our threelearners, the other learners carriedon preparing themselves for thenext competition. We made use ofthe Grow Smart newspaper to pre-pare our learners. The newspapertalks to kids on their level. Theyhave made it colourful and it’s veryinteractive so parents can get in-volved as well. The newspaper notonly teaches learners literacy buttouches on other subjects as welllike maths and history,” Esterhui-zen said.
This year, Ryan O’Connor, fromKfm will be taking centre stage asquizmaster.

Making sporting dreams a reality for lo-cal talent is coming true for a local cou-ple.
Daryl and Julia Falken, owners of a sportsand academic consulting agency, saw thatdream coming true last week when theyhosted their first sports group from Black-burn College in the UK.
College Sporting Prospects South Africa(CPOSA) is a sports and academic consult-ing agency operating on the Cape Flats withareas of expertise in sports education, schol-arship consulting, academic consulting,training, sports educational tours as well ascommunications and events.
“We specialise in soccer as a medium forchange,” explains Julia.
“Last week the visitors hosted a Black-burn College Certificate in Sports leader-ship to young boys from both The OtteryYouth Care Centre and Leeds United Foot-ball Club in Bonteheuwel.
“Both these teams are coached by Bonte-heuwel resident Clevin Hendricks, who in-stills in them discipline and the love for thegame.
“This visiting group comprised nine stu-dents and two lecturers, who thoroughly en-joyed the sessions over the two days andwere very pleased with the outcome.
“The participants also received sportsequipment to the value of approximatelyR10 000, and it bodes well for further work-ing relationships with them in the near fu-ture.
“We hope to bring more college sports
groups out to South Africa, especially CapeTown and its surrounds to deliver such ex-cellent short courses to schools and sportsclubs, especially where there are learnerswho are at risk from negative influences intheir neighbourhoods,” she said.
Coach Clevin Hendricks added that theparticipants thoroughly enjoyed the twodays and were very happy to receive a Black-burn Certificate in Sports Leadership at theend of the course.
“We were also happy to get the donationof sports equipment because it will help me,and them, to present better soccer coachingsessions.
“This course showed that ourboysdohaveleadership skills and when they were chal-lenged to present a mini tournament they ex-cel.”
Julia also added that their services in-clude setting up business meetings for sportclients, arrangingvisits for international ac-ademics, applying for scholarships onbehalfof individual clients, recruiting potentialstudents for international study, destina-tion and event management, work experi-ence programme, exchange programme, set-ting up sports camp programmes, designingitineraries for sports tours, and more.
“Apart from Blackgburn we also haveworking relationships with College Pros-pects of America, Southern African Societyfor Cooperative Education, as well as vari-ous schools, colleges and universities.
“Wealsowant to serveas amarketingplat-form for sports teams and sponsors.”

Residents concerned with theirhealth had a free check-up inHappy Valley on Friday, thanksto the organisation, Global Vi-sion of Hope.
People from the area came to theHappy Valley Civic Centre to havevarious checks done. Some of thesechecks included blood pressure,sugar levels, eyesight and a TBscreening.
Global Vision of Hope has beenrunning their programme since2005 inpartnershipwith theDepart-ment of Health.
Judy Borchards from Global Vi-sion of Hope said that HIV and TBseemed to be the biggest diseases af-
fecting the Blue Downs and EersteRiver areas.
However, the concentration ofthese diseases seemed to be greaterin Happy Valley and Kleinvlei.
The services were offered free ofcharge to anyone in the communitywho wanted their health checked.
There were 15 home-based carerswho went from door to door recruit-ing people for check-ups at the civiccentre.
The organisation usually worksona referral system,wherepatientsare referred to them by day hospi-tals, Eerste River Hospital and Ty-gerberg Hospital. Once on their re-ferral list, home-based carers willcome to the patient’s house.
They will perform basic healthchecks like sugar levels and blood
pressure and make sure the patientis taking their medication.
Community members appreciat-ed the service and took full advan-tage in having their health checked.
“I think this is something verygood, not everybody has money togo to these places (hospitals). Espe-cially the oldpeople.Now theydon’thave to walk very far for the nearestclinic,” said Alma Steward, a resi-dent from Happy Valley.
Global Vision of Hope also pro-vides physiotherapy to patientswho suffered strokes and Bor-chards said that one can see the dif-ference aspeople start tomove theirlimbs again.

The harmony of local music will be giv-ing local organisations the chance toraise some funds when the G-Spot hostsanother Jazz on the Lawns festival onSaturday 24 March.
After a very successful event last year,event organiser Calvin Peters said that hefelt that the venue wanted to give organisa-tions in the community a chance to use theevent to raise funds for them.
“Over the past few years this event on themusic calendar has become very popular,not just for the music but for the harmonythat exists in our communities where peo-ple can come together and celebrate whatthe Cape Flats is really about.
“With this event we are opening ourhearts to schools, sports clubs, churchesand even individuals who are raising fundsfor their projects to contact us to find outhow this event can benefit them.
“Apart from this event our premises inEpping are always available for charityfund-raisers because we know there aremany projects out there that are not gettingany financial assistance for projects thatare going for the benefit of the disadvan-taged in the community.
“Our main focus is on the youth in ourareas whose lives are being destroyed bynegative influences like drugs and gang-sterism in their neighbourhoods.
“With youth in mind our festival also fo-cuses on the talents of the youth in our are-as because we want to show the world thatthere are youth out there who are doingsomething positive with their lives,” hesaid.

The shortage of capacity ismainly due to the failure of sup-pliers to meet the agreed mainte-nance plan for train wheels. Themajor supplier of wheels isTransnet Rail Engineering(TRE).
Metrorail’s announcementcomes in the wake of a shortageof trains to adequately cope withdemand on the northern route.Trains on the Northern Lineclock the highest kilometres oftravel, requiring more frequentwheel maintenance and replen-ishment. The shortage of trainsin the north also necessitated adelicate reallocation of trainsfrom other lines to meet some of
the most crucial demand for ca-pacity.
Thirteen trains have beensent to various suppliers forlight and heavy maintenance.Some are anticipated to be backin service as early as next weekwith the remainder expected toreturn to service by the end ofthe month. Metrorail has pro-cured the services of all the com-panies in South Africa able toperform this kind of work; thelargest with most capacity beingTRE.
TRE has been unable to meetthe demand as agreed in the last12 months. The sheer volume ofwheels requiring overhaul hasalready prompted TRE WesternCape to double shift working todeliver sufficient stock to meetMetrorail’s maintenance de-mand. City ‘willmanage’passengerrail serviceTransport minister S’bu Ndebele has an-nounced the intended transfer of controlover Metrorail’s passenger rail servicesfrom Passenger Rail Agency of South Africa(Prasa) to the city.
“Given that we regard Metrorail (passen-ger rail) as the backbone of our public trans-port service and given its fundamental rolein achieving our economic and social inclu-sion imperatives, it is extremely importantfor the city and for our residents that thereis a substantial improvement in the quality,frequency, reliability and safety of this serv-ice” said the city’s mayoral committee mem-ber for transport, roads and stormwater,Councillor Brett Herron.
“It is also vital that we are able to plan andimplement our transport plan in an integrat-ed way. The transfer of the rail subsidy to thecity must however come with full manage-ment authority,” said Herron.
The city approached Ndebele last yearwith a view to conducting a due diligencestudy of Metrorail operations in Cape Townin order to be able to make an informed deci-sion about requesting transfer of the rail sub-sidy, and to be able to present a viable busi-ness plan for future city management of pas-senger rail.
“We are now in the process of finalising thetender.
“We expect to advertise for the appoint-ment of a team of experts who will conducta thorough investigation,” said Herron.
The due diligence study is supported by aninter-governmental project steering commit-tee with representatives from the nationaldepartment of transport, Western Cape pro-vincial government and the city.
The estimated time of completion of thestudy is November.

The Department of Environmental Affairs and Development Planning(the Department) is in the process of: • Preparing draft provincialland use planning legislation to replace existing provincial planninglegislation • Reviewing the Provincial Spatial Development Framework(PSDF).
Having considered comments on the draft legislation, made bymunicipalities during previous workshops held in 2011, the Departmenthas prepared a draft Bill for public comment and discussion at publicworkshops. The draft Land Use Planning Bill will be available on thedepartmental web page: www.westerncape.gov.za/eadp on 17 February2012.
You are invited to: • Submit written comments by no later than 5 April2012 • Participate in one of the public workshops scheduled for yourmunicipal district.

Engen Santos celebrated theirfirst win of the second half of theseason when they deservedlybeat Wits University 3-1 in anAbsa Premier League match atthe Athlone Stadium on Satur-day night.
Following their defeat lastWednesday against Moroka Swal-lows, Santos was keen not to makethe same mistake twice and con-
cede early. As a result, Wits heldmore of the ball in the opening stag-es but in non-threatening parts ofthe pitch.
There was only one team in thefirst half as Wits dominated pro-ceedings from the outset, while En-gen Santos battled to find theirrhythm and had very little to showfor the first 45 minutes.
From the start of the match it wasevident this was a different Santosthat took the field.
Santos’ wealth of experience and
depth were definitely on displayand gave a clear indication why“The People’s Team’’ do not deserveto be near the bottom of the PSLstandings.
For the first half and much of thesecond, Eleazar Rodgers causedendless havoc with flick after flickputting his strikers through ongoals. Wana was unlucky not toscore after Rodgers neatly put himin a scoring position early in theopening stanza.
It was Erwin Isaacs that was put
through in the same manner, butonce again Emile Barron was onform, conceding a corner.
The highlight of the half camefrom the resulting corner, TyrenArense latched onto a poor clear-ance before hammering home athunderous volley to give Santos a1-0 lead.
After the break, Wits appliedwaves of pressure as Santos satback and absorbed it all. It wasn’tlong before their chiselling at theSantos defence would pay off,
Nasief Morris’ underweightedback-pass forced Touray the Santosgoalkeeper to leave his line and leftthe posts open for Zongo to makethe score 1-1.
However,Wits’ celebrationswereshort-lived as Santos’ saviourIsaacs, immediately responded, dis-playing a classy finish after hefound a cross from Sonwiqi.
It was however Rodgers’ replace-ment Gert Schalkwyk, who put San-tos at ease, scoring the third follow-ing a goalmouth scramble.

AN injury cloud has enveloped theStormers ahead of their much-an-ticipated opening Super Rugbyclash against the Hurricanes atNewlands this Saturday.
No fewer than five of the side’sfirst team players have either beenruled out of the game or deemed un-likely to start, after picking up inju-ries over the past two weeks.
Last week, the management teamwere hit by the news that tough lockRynhardt Elstadt, who only re-turned from a long-term injury lay-off during the pre-season, had dam-aged ligaments in his knee andcould be out for as long as threeweeks.
Elstadt was an integral part of theStormers side that won the SouthAfrican conference during the 2011Super Rugby season, adding much-needed grit and physicality to a for-ward pack that has long been con-sideredas oneof the softest inSouthAfrica.
Elstadt’s place in the startingline-up will now be filled by eitherDe Cock Steenkamp or youngsterEben Etzebeth, whose performanc-es have become more impressivewith every game he plays.
Nuggety hooker Deon Fourie wasalso ruled out of the match after hesuffered a broken hand during a
warm-up match against the EPKings in Port Elizabeth, on Satur-day 11 February.
Fourie may not have been thefirst choice hooker, as Tiaan Lie-benberg was more likely to start,but the Stormers will miss his ener-getic performances.
The stocky hooker has becomeone of the team’s most potent at-tacking weapons.
The Stormers may be without hisservices for another five weeks.
Other players who are in doubtfor the season opener are Spring-bok centre Juan de Jongh, athleticloose-forward Nick Koster and di-minutive utility-back Joe Pie-tersen.
De Jongh took a knock to his jawrecently and could miss the gamecompletely or start from the bench,meaning that Bok wing BryanHabana or youngster JP du Plessiswould have to step into the number13 jersey.
Koster is in doubt due to a kneeinjury, but the return of first-choiceeighthman Duane Vermeulen andthe emergence of Nizaam Carr as anoption will lessen the damage doneby his unavailability.
Pietersen is suffering from ahamstring strain and could alsomiss the match. Pietersen’s versa-tility makes him an important assetto the side.
