Speaking during the June subcouncil meeting, chairperson Heather Brenner said the beachfront was recommended as the most suitable site, on condition that the Ta- ble View Neighbourhood Watch (TVNW) was given notice before such events. “This item has gone to the ward commit- tees and I am going to read a suggestion to you that the subcouncil regards the beach- front opposite the information centre in Ta- ble View and the Wesfleur sport fields in At- lantis as the two most suitable sites for the discharge of fireworks, on condition that the planning by the City’s emergency services be forwarded to the neighbourhood watches in the area well in advance of the event.” In addition, she said, the recommendation was that the number of traffic officials present be increased. Table View problem Brenner asked for comments about the Ta- ble View site recommendation. Speaking during the discussions, ward councillor Nora Grose asked that she be al- lowed to reserve the right to discuss the is- sue with the City of Cape Town’s sports and recreation, environmental and roads de- partments. “You know what is going tohappen.”These are the words re-

portedly uttered by two men shortlybefore they robbed a British Ameri-can Tobacco (BAT) van in Table Viewlast week.Swift action by the police and a lo-

cal security company saw a dramaticscene play out on the streets of TableView last Thursday shortly beforenoon.

HijackedSpeaking on the scene in Sultana

Road where the van had been recov-ered, Captain Anton van der Watt, acting detectives commander at Ta-ble View police station, explainedthat three men from Gugulethu wereallegedly involved. He says a BAT driver was making

a delivery at the Engen garage and ashe returned to the van he was ap-proached by two men.Van der Watt explains the driver

was ordered to drive to an unknownlocation, while a third accomplice fol-lowed in a Mazda bakkie. The policewere alerted by the garage manager.

Hit the spotAfter a similar incident about a

monthago inwhich robbersunloadedstolen goods in Sultana Road, a policevan was dispatched there. Officersspotted two of the robbers and gavechase. They were subsequently arrested

by Warrant Officers Niekie Knoetzenand Riaan Prins. The third suspect fled in the Mazda

bakkie but was apprehended by an of-ficer of Complex Patrols.Speaking at the scene, police

spokesperson Lieutenant AdrianaChandler explained the suspect wasprobably unaware that PorcupineWay was a cul de sac and the securityofficer cornered him.The threemenappeared in theCape

“They added the two conditions to their rec-ommendation to the subcouncil for consid-eration,” Deacon says. However, the same report includes min-

utes of the Ward 23 committee meeting heldin January this year. In these, a committeemember raised her concern that the matterwas not discussed with residents and therewas no public participation.According to two ward committee mem-

bers, they relayed the concerns of the com-munity on this issue, and they understoodthe matter would be discussed thoroughlybefore the issue was tabled at subcouncil.

One member provided proof of earlierward committeeminutes, where the criteriafor a fireworks site is listed in a City report.Among these, a fireworks site has to be at

least 100m away from buildings and roads,at least 20m away from telephone lines, andat least 500m away from a petroleum depot.According to TVNW chairperson, Justin

Croucher, these listed requirements are themain concern of the watch. He says the sitecompromises safety as it is within 20m ofresidential and commercial buildings, andalso in close proximity to the Total garagewhere fuel is dispensed. He adds the fire-

works also impacted pets negatively.A copy of this report along with questions

on how the municipality decided on the Ta-ble View beachfront, were sent to the Cityby TygerBurger, but they did not answer.During the TVRA meeting several resi-

dents raised concerns about fireworks andquestioned the cultural significance of GuyFawkes Day. According to JP Smith, theCity’s Mayco member for safety and securi-ty, the City “very grudgingly” makes ar-rangements for the controlled discharge offireworks on Guy Fawkes Day at the desig-nated sites, in a bid to lessen the impact on

the general population.“Guy Fawkes proves to be a headache ev-

ery single year and I think the timehas cometo start having a serious conversation aboutways tomitigate the impact on our residents– whether this be engaging national govern-ment on imposing a ban on the sale of fire-works, or limitations onwhen fireworks canbe sold or used, for instance at gatheringslike Diwali, or lobbying for stiffer penaltiesfor transgressors,” he says.V Do you think the Table View beachfront is a suitablesite for fireworks? Free ride for pirate taxisMONIQUE DUVAL

@monique_duval

As taxi troubles continue to irk TableView residents, more concerns aboutillegal operators along Blaauwberg

Road have started to surface.During a monthly meeting held by the Ta-

ble View Ratepayers’ Association (TVRA),two recent statements by the City of CapeTown were highlighted.

The first statement, released on 1 July, fo-cussed on the withdrawal of the rest of theminibus taxis now that the MyCiti busroutes are operating.

According to Brett Herron, mayoral com-mittee member for transport, 90 minibustaxis will be withdrawn from Table Viewand Dunoon by the end of August, followingthe introduction of the rest of the MyCitiroutes that will link Dunoon to CenturyCity via Omuramba station.

PiratesResidents, however, raised their con-

cerns about the number of pirate taxis usingBlaauwberg Road and fear the phasing outhas “created a vacuum”.

In a snapshot survey by a TVRA excomember in June, she counted 130 taxis trav-elling in both directions. Of the 130, she

says, only seven had route markers. In his statement, Herron explains that

even though taxis are being removed, resi-dents will still see minibus taxis drivingaround as a significant number of taxis willstill be providing transport to residentscoming from suburbs in the metro-southeast, such as Mitchell’s Plain and Khayelit-sha, to Table View and Blaauwberg.

“It has always been our view that theminibus taxis should keep on operating onroutes where the MyCiti service is not oper-ational to ensure that our residents are notstranded,” says Herron.

He further warns that if there is evidencethat confirms that a vehicle belongs to aminibus taxi operator who has been com-pensated by the City, the transport depart-ment will lay a civil claim against him.

Speaking during the meeting, TVRAchairperson Leon Alhadeff praised plans bythe City to introduce a new transport en-forcement unit.

The City revealed its plans for the newunit in June.

According to Herron, this unit will focuson transport enforcement issues such ascars driving in the minibus taxi, bus andmetered taxi lanes that are for the exclusiveuse of public transport vehicles in peak-hour periods, enforcement at public trans-

port interchanges and enforcement on thered roads that are for MyCiti buses.

Alhadeff and Pronk met with TygerBur-ger at the intersection of Blaauwberg andGie roads during peak morning traffic lastweek.

Here they observed various offences bytaxis and private motorists.

Alhadeff explained amid the morning ratrun where motorists are using two roadswhich run parallel to Blaauwberg Road toavoid taxis and congestion, taxi drivers aregoing “off route”.

During the visit three taxis were seen en-tering Gie Road. As congestion built upclose to the Blaauwberg Road intersectiona taxi driver drove in the oncoming lane be-fore swerving back.

This, Alhadeff explained, was commonpractice but endangered the lives of otherroad users.

“They use the parallel roads where theyare not allowed to avoid the traffic cops. This is how they put everyone at risk andthey are driving off their routes.”

New enforcersCommenting on plans for the new unit,

Richard Bosman, City director for safetyand security, says the members of the unitare existing traffic officers and law enforce-ment staff. He explains they will operatefrom facilities across the city.

“These members will be deployed evenlyacross the city. These are existing staff whohave a dedicated focus on public transportand the bus lanes.”

During the visit to Blaauwberg Road, Al-hadeff highlighted taxi violations along theroad and said there have even been reportsof taxi drivers using the MyCiti lanes.

According to Bosman there are some tax-is, although not many, that use the red lanesto skip congested flow.

Asked whether Blaauwberg Road is con-sidered a hot spot for taxi violations, Bos-man says: “Yes, it may be considered a hot-spot as this is a major public transportroute, but we need to keep in mind that traf-fic violations take place across the city onall roads. There are other roads within thecity that may also be considered hotspotsfor violations, such as Wetton Road in Lans-downe.”

Screams heard by Brooklyn residentshave sparked concern about robber-ies at Zoarvlei.

Speaking at a recent meeting held by theBrooklyn, Ysterplaat and Rugby Residents’Association (BYRRA), a resident said thesoundof screamsringingoutwasbecomingmore frequent. He said he feared for thesafety of commuters who cross the bridgebetween Brooklyn and Paarden Eiland toget to the MyCiti station.

During a walk along the vlei last week,Justin Kumlehn, who heads BYRRA’s safe-ty and security portfolio, said robberiesalong the bridge were an ongoing issue.

He explained when the bridge was firstbuilt, lights along the bridge helped illumi-nate the area which helped commuters feelsafer. However, vandalism has seen thebridge being stripped of various valuables, including the lights.

Ernest Sonnenberg, mayoral committeemember for utility services, says the light-ing was vandalised within the first monthafter the bridge was completed in 2012.

In the interest of pedestrian safety, themunicipalityhas installed floodlights on ei-ther side of the bridge.

The new lights were noted at the BYRRAmeeting but residents suggested that cam-eras would be “more of a deterrent”.

“Early in the morning and late at nightyou can hear people screaming. Thatbridge is very unsafe and maybe cameraswill help,” one man said.

Kumlehn said there were various factorswhich impacted on safety near the bridgeand explained that the thick vegetationalong the vlei providedhiding place for rob-bers and made the area difficult to police.

“It is a difficult area for police to watchover because the road access ends on Wem-yss Road and the vlei will have to be pa-trolled by foot,” he said.

According to Milnerton police spokes-person Warrant Officer Daphne O’Reilly, there were no reported robberies of com-muters in the last month.

In the past there have been “sporadic in-cidents” in which commuters reported get-ting robbed on their way, she says.V Have you been a victim? Tell us about your experience and send a letter to [email protected].

Volunteers of the Table ViewCommunity Police Forum(CPF) will take to the streets on

Saturday to raise awareness abouthomelessness. The Forum is callingon residents to help.According to a statement, the orga-

nisation will be launching its “giveresponsibly” campaign on MandelaDay by handing out flyers at intersec-tions in Parklands and at shoppingcentres to educate residents on thelaunch of the campaign.“Homelessness is a significant

problem faced by many in our com-munity and this social problem af-fects all residents. Giving directhand-outs to those living on thestreets perpetuates the cycle of home-lessness,” the CPF says.“The CPF, along with the depart-

ment of social services, will belaunching a campaign on MandelaDay to educate residents about the or-ganisations in Table View wherethey can pledge their support, in thesound knowledge that these organi-sations assist those less fortunate ina responsible and uplifting manner, offering them a chance to rebuildtheir lives and fight some of the com-mon issues surrounding a life on thestreets, including alcoholism anddrug abuse.”There are several ways in which

residents can get involved on Man-dela Day, the CPF says. Residentswill contribute to growing awarenessin the community and working tocombat crime rates if they do any ofthe activities suggested by the CPF.“Whether you live or rent in any of

the areas making up the greater Ta-ble View community, your home ispart of your street, which is part ofthis community. Ultimately, we areall responsible for making our areaa safer place to live and work.”The CPFurges everyone to help by:

. Tidying their verges or weedingand sweeping the street gutters.. Picking up litter in the parks andgreenbelts.. Logging calls to the City of CapeTown for issues like street lamps, ille-gal dumping and burst water pipes.. Painting over graffiti.. Taking your dog for a walk or rid-ing your bicycle around the area.. Joining theFreeCycle pages onFa-cebook and responsibly discarding ofunwanted items instead of throwingitems in the bin.. Joining the CPF’s activities on Sat-urday.V For more information email [email protected].

A Saturday night patrol of Table Viewand Parklands has been hailed a suc-cess by provincial community safety

minister Dan Plato.Several patrollers, members of the Com-

munity Police Forum (CPF) and senior po-lice officers gave up the comfort of theirhomes on Saturday and took to the streets. The patrol kicked off at Table View police

station just after 19:00 and saw members ofthe Table View Neighbourhood Watch andthe Parklands Neighbourhood Watch hostPlato. In his opening remarks, Plato said hewas

pleased with the number of people whocame out in a show of solidarity.CPFchairpersonJohanvandenBerg said

they were excited and thanked ward coun-cillor Joy McCarthy and security compa-nies, including Complex Patrols and StarAlarms. The patrol was also attended bynew community paramedics. The first stop was the old baby drop and

here patrollers explained that the building, which includes a drop-off facility for un-

wanted babies, has been taken over by va-grants.The group then moved along to Marine

Circle where Van den Berg explained themain crime issues were drug dealing andtheft out of cars.Patrollers proceeded down Porterfield

Road and followed Link Road into Park-lands.Due to heavy rain, the patrol was called

off shortly after arriving in Parklands.Speaking toTygerBurger this week, Plato

said he has visited several neighbourhoodwatches in an oversight role to see what ishappening on the ground.“Speaking towatchmembers, I can gauge

what their relationship with the police islike, whether councillors are providingsupport andwhetherornot theyhaveall thenecessary equipment.”Plato said he was pleased to see the coop-

eration between various role-players inkeeping the greater Table View communitysafe.“Walkingwith the patrollers also helps to

recognise their efforts. They do all of thisvoluntarily and we must show them we ap-preciate their efforts,” he said.

Operation Fiela was rolled out in TableView last week with 160 officials carryingout a “search and seizure” operation.

“The operation commenced at 05:30 until14:00,” says police spokesperson LieutenantAdriana Chandler.

According to a statement by the TableView police, the operation was carried outby the police’s operational response servi-ces, border police, railway police, dog unit, flying squad, tactical response team, mounted unit, visible policing and detect-ives.

“Found abandoned in the Table View ar-ea were 129g of dagga, 15g heroin and 3g

tik,” says Chandler.“A Chinese man was also found in posses-

sion of 174 units of abalone and 12 sharkfins. A Zimbabwean national was arrestedfor possession of fraudulent travelling doc-uments.”

In addition, two Congolese nationalswere arrested for possession of stolen prop-erty and conspiracy to commit cyber crime. Two Zimbabwean nationals and one Nigeri-an national were arrested for being in thecountry illegally. All the accused appearedin court on Monday.

“A further 50 people were arrested for notbeing in possession of the correct documen-tation to be in the country and they wereall handed to the department of home af-fairs.

“A total of 63 traffic fines were issued dur-ing the operation,” she says.

Landlords turn vicious, police findMONIQUE DUVAL

An analysis of recent assault cases inthe Table View policing precinct hasrevealed that arguments between

landlords and tenants can become physical.Table View police station commander Col-

onel Dirk Vosloo has also issued a warningagainst individuals taking the law into theirown hands.

Speaking to TygerBurger, Vosloo says allcontact-related crimes are handled in a seri-ous manner by the police. Looking at thecrime statistics of the recent past, officersopted to analyse each case to determine thecauses.

“For the first week of the month, we havethree cases involving landlords where thereare issues with the rent money and argu-ments start.”

In these cases, he explains, the tenants

were the complainants. Each complaint wasabout a different landlord.

One of these incidents resulted in threecriminal cases being opened at the stationas the landlord allegedly entered the proper-ty using a duplicate key.

“If a landlord enters the property with aduplicate key, it’s actually burglary. Al-though you are the landlord or act on behalfof the landlord, the person in possession ofthe lease is the lawful occupant of the prop-erty.”

In this case, the landlord was charged withburglary.

Vosloo says, in addition, the landlord as-saulted the tenant and allegedly took the ten-ant’s cellphone and threw it against the wall, leading to a case of malicious damage toproperty.

According to police spokesperson Lieu-tenant Adriana Chandler another tenant re-ported to the police that she returned home

one day to find her landlord sitting on herporch with another tenant.

“The door of the house was allegedlyforced open by the landlord prior to the ten-ant’s return home. The landlord instructedthe tenant to move out of the house immedi-ately as he was moving back into the house. An argument ensued and the landlord grab-bed the tenant and pulled her outside thehouse where he physically assaulted her.

“A few minutes later the tenant went backinto the house and discovered that some ofher belongings were missing,” Chandlersays.

ProceduresThe police warn that there are various

laws which govern agreements betweenlandlords and tenants. In addition, they say, arguments between landlords and tenantsare civil matters and owners or landlordswho do not receive rent are required to fol-

low procedures set out in these laws. Theymay not assault, evict or take possessions oftenants unlawfully.

Vosloo explains that when complaintsabout assaults are made, the police will ar-rest those responsible if required.

“We have to be in the middle. We are nothere to determine who is right or wrong ina civil matter.

“Just because someone doesn’t pay therent, it doesn’t mean we can let them be as-saulted. You can’t use a criminal action tosettle a dispute,” he says.

Vosloo says they want tenants and land-lords to be aware of the various laws so theycan take the appropriate action and avoidgetting a criminal record.

He explains that while the courts may notnecessarily detain someone who is a first-time offender for assaulting someone, if heis found guilty, it could result in a criminalrecord.

It is with much concern that Iwrite these comments, becausenot only myself, but manypeople in the community, arelosing interest in the business-es in Koeberg Road, because ofthe taverns (drinking outlets)that have opened.

These taverns are situatedright opposite the primaryschool in Koeberg Road, whichmakes property owners veryunhappy too, as it degrades thearea. These taverns are alsosituated on either side of theBrooklyn Mall. I’m just asexcited about the mall openingsoon, because of our pension-ers in the area who cannottravel by public transport(“New mall to revive KoebergRoad”, TB , 8 July).

Children are at risk, becauseof the high rate of crime in thecountry.

When people exit thesetaverns, they are drunk, andthere are those who have todrive a car and are under theinfluence. This causes so manyaccidents in Koeberg Road.

Regarding “What’s in a name?”(TB, 8 July): I wish to point outthat the Table View Ratepayers’Association (TVRA) is exactlywhat the name implies. Al-though I agree that the tenantswho rent property pay the rates“in a round-about way”, Icannot agree to them havingany vote or say at a TVRAmeeting. This reasoning isborne out by the fact that, if forsome reason or other a ratepay-er is in default and the ratesdue are not paid, it is theratepayer who is held liable andnot the tenants. This places theresponsibility squarely on theshoulders of the ratepayer andnot the tenant.

It is thus for this reason thatI believe that no tenant has theright to vote concerning thewell-being of the property orthe upkeep and beautification ofthe existing areas bounded bythe dwelling that they arerenting. If they indeed have ameaningful request to theseends, they have recourse to theratepayer who actually ownsthe property.

I took my daughter to see theDisney on Ice show at theGrandwest casino. I thought itwas a great show last year, sodecided to spend the money andbuy tickets once again. Theshow was amazing but I wasshocked beyond belief at theprices of the items on sale. Ihave no problem spendingmoney and treating my kids, but it was an absolute rip off tobe charged that extremeamount of money for items.

The popcorn that was for salewas in a blue plastic bag andwas selling for ... hold yourbreath ... R90 each – I told thegentlemen that I did not wantto buy the whole machine.

Then over to the candyfloss, well that again was R90 each,so I decided to leave it andmaybe buy us a drink. Wellthere goes that idea, the SlushPuppies in a plastic cup (whichwas very beautiful) was sellingfor R90 each.

So to buy your kids threeitems, of which the Slush was250ml came to R270 + the costof the cheapest ticket at R170 =R440. This was for one child fora show that was 45 mins firsthalf and 30 mins second half –and they say perfect childrenentertainment for the schoolholiday – Yes good entertain-ment but a total rip off!

I feel these prices are totallyunacceptable and was wonde-ring if this was school holidayentertainment or a get richquick idea from the casino.

All in all I am still shockedat these prices and will certain-ly do my utmost to ensure thatpeople are aware of this beforethey buy tickets for next year’sshow.

Just as a matter of interest Ilooked at the Toy Story figuresthey were also selling and theywere R170/R220 – I went toToys R Us to price them andthey have exactly the sameitems and they are between R70and R120.

hion show with musical segments, stalls, and an exhibition showing off creative fas-hion items ranging from shoes to jewelleryand clothing.“This event is also an opportunity to pro-

mote the library as a place where our pa-trons can hone their skills, learn moreabout their chosen careers, and developtheir budding entrepreneurial ventures.Libraries are fun and active spaces.“They are no longer quiet places where

books are stored but have becomemeetingplaces where knowledge can be found andshared,” says the City’sMaycomember forcommunity services and special projects,Belinda Walker. While applications for clothing desig-

nershave closed, there is still space to exhi-bit fashion and accessories, so this is yourchance!V Residents who are interested should send anemail to Hadjira Sydow at Hadjira.Sydow@capetown.gov.za or to Aziza Davids at Aziza.Davids@capetown.gov.za.

Natural talent, commitment and excel-lent performances during the recent pro-vincial cricket trial matches did not gounnoticed, with both Matthew Valentineand Angelo Yiatses receiving deservedWestern Province u-17 cricket selection.District North proudly recorded its

highest ever amount of senior youthplay-er representation at provincial level withfour representatives in theu-17 age-groupand a further three representatives in theu-19 age-group, with Chesterhouse beingthe only high school in the northern sub-urbs receiving multiple representation.Over the past few seasons Chester-

house has become a formidable force in

cricket, progressing to a top four finishin the WPNS u-19A cricket league for thesecond season in a row, and the only highschool to have reached the semi-finals inboth the league and T30 knockout compe-titions for the 2015 season. What makesit so remarkable is that Chesterhouse asan academic institution with a numbersratio of around 10-15% compared to larg-er traditional sporting schools of thenorth, is able tomeasureupwith such im-pressive cricket results. Chesterhouseplaces emphasis on sport organisationand enjoyment, coaching passion and anabsolute belief and dependence on eachother within a team sport framework.

Chesterhouse in fine formAngelo Yiatses and Matthew Valentine from Chesterhouse made the Western Province u17cricket side.

REMO ANDREWS

The battle lineswere drawn at theCapeSun Hotel last week as some of theworld’s strongest chess players gath-

ered to contest this year’s South AfricanOpen Chess Festival. The event was supported by theWestern

Cape department of cultural affairs andsport.Advocate Lyndon Bouah, chief director

of sport and recreation, says: “In develop-ing a winning nation it is important to im-prove international sports successes bysupporting events at all levels.“Achieving an active and winning na-

tion is underpinned by an enabling envi-ronment.“The staging of this event at the Cape

Sun is part of our campaign to bring bigsport events to the Western Cape.”South Africa’s first ever grandmaster,

KennySolomon, markedhis return to com-petition on South African soil, which wasalso his first tournament onhome soil afterofficially receiving the title of grandmasterearlier this year.Solomon, originally from Mitchell’s

Plain and a previous winner of the tourna-ment, placed fourth in this year’s tourna-ment with a score of 8.5.“It was a tough tournament with a lot of

strong players. I am happy that we wereable to have four grandmasters participat-ing this year,” he says.“It is important that foreign grandmas-

ters participate in South African chessevents – this is how chess can grow in ourcountry.”The tournament also incorporated the

SA schools individual chess champion-ship. The championship saw some of thebest junior players in the country come upagainst each other.Former national junior team coach Cal-

vin Klaasen believes young players havean opportunity to make a career of thegame if the support shown at the SA Opencontinues to grow.

“It’s important foryoung players to identifywith heroes, to havesomething to strive for.“There are limited op-

portunities for youngplayers in SouthAfrica toprogress to a professionallevel at the moment, butthat can change if we aresupported correctly. Ken-ny’s grandmaster title isjust step one in South Af-rica becoming a powerfulchess country,” he says.Solomon, who now

lives in Italy, believesevents of this nature needto happen more often ifwe are to produce moreinternational-grade play-ers.“Chess events like these help people

build connections as we were there com-peting for over a week, so apart from theplaying there is also thepost-gameanalysisand it’s in these sessions where chess play-ers can take the opportunity to learn evenmore,” he says.English chess legend grandmaster Nigel

Short emerged victorious at the end of the11-round event. He gained the title basedon a tie-break system, after ending on ninepoints alongside grandmaster AleksaStrikovic from Serbia and India’s grand-master Abhijit Kunte.Short has been playing with the best

since he became a grandmaster at age 19.He was regularly placed in the top ten inthe world between the late 1980s and late1990s.He became the first English player to

play for the World Chess Championship ti-tlewhenheplayed againstGarryKasparovin 1993.Solomon will next travel to Gauteng

along with Short to play in a qualifier forone of the biggest chess tournaments in theworld taking place in Las Vegas.
