Patrol- leerders sal dus misdadigers vinniger kan identifiseer,” het Van Dyk gesê. Een van die ander kwessies wat bespreek is, is die groeiende probleem met bosslapers op die perseel van die Universiteit Stellen- bosch se bestuurskool.     Pieter Blaauw, voorsitter van die Bellville-

    gemeenskapspolisiringsforum, het die be-

    langrikheid van sulke operasies beaam.

    Dis lankal nie meer genoeg vir polisiepa-

    trolleerders om verby verdagte persone te ry

    nie. Daar sal voortaan van hulle verwagword

    om misdadigers te konfronteer. Dus, uit te

    klim en hulle te deursoek, het Blaauw ges.

    Dit help natuurlik ook dat die Bellville-poli-

    siekantoor nou ook 30 vars nuwe beamptes

    ryker geraak het. Ons het 30 nuwe studente

    vars van die polisiekollege ontvang. Hoewel

    hulle steeds in opleiding is en ons beperk is

    in hoe n mate ons hul dienste kan gebruik,

    sal ons hulle binne die volgende twee weke

    kan ontplooi, het Van Dyk ges.

    Di polisiegroentjies sal ses per skof kan

    werk en sal in praktyk twee bykomende poli-

    sievoertuie betekenwat in die gemeenskappe

    ontplooi sal word.

    VanDyk s voorts daar is ookmet die Soma-

    liese gemeenskapshoofde vergader en n on-

    derlinge ooreenkoms bereik dat ook hulle

    verantwoordelikheid oor die Bellville-sake-

    kern sal neem in terme van passiewe onder-

    steuning aan die polisie.

    Van Dyk meen ook omdat die polisie n

    nooddiens is, is daar geenverskoning vir fone

    wat nie beantwoord word nie, en het weer

    eens die dienste van die nuut aangestelde

    klagtebeampte, ao. Petrus Kotze (beskikbaar

    by 021 918 3667) beklemtoon. Blaauw het ges

    al die nuwe veranderinge en die onderlinge

    samewerking tussen die rolspelers kan Bell-

    ville net tot voordeel strek en tot meer proak-

    tiewe optrede teen misdaad lei.

    Gevra wat sy bydrae tot die ambisieuse

    planne van sy nuwe kantoor sal wees, het kol.

    Die planne wat hier in Bellville in plek is,

    goeie posisie. Ek kan die versekering gee dat

    e grewupplaying in the streets;

    this is so wonderful, says Ven-

    da-born Gumani Ramaliba

    about Open Streets, a first ever event for

    Bellville on 4 October.

    Herepeople acrossborders of ageandrace

    had the opportunity to, for one day, chal-

    lenge their perceptions and enjoy a car-free

    section of Voortrekker Road and Kruskal

    Avenue.

    They played cricket with special guests

    the Cape Cobras cricket team, listened to

    stories, had their faces painted, made super

    hero capes for some extra awesome powers,

    played chess and witnessed the making of

    a huge graffiti panel.

    The road was abuzz with the wheels of

    skateboards, rollerblades, bicycles and

    even some custom-made Flywheel chariots.

    One of the highlights for some was a

    break-dance performance by different art-

    ists, some of them as young as three years

    old.

    Chalk was handed out to all who wanted

    to write and draw on the Voortrekker Road

    street surface, an area that was once used

    by travellers on horseback when this was

    still the only road from Cape Town to the

    countryside.

    Now, on a normal day, pedestrians have

    to wait at designated road crossings for a

    gap in the relentless traffic that will hardly

    ever stop for them to cross this busy road.

    Open Streets Cape Town, an organisation

    based on a Colombian model, wants to open

    road sections in busy areas to the communi-

    ty on a regular basis to encourage people to

    connect. The event, a fourth for Cape Town,

    was facilitated by the Greater Tygerberg

    Partnership (GTP).

    he increase in drug related crimes as

    reflected on the national crime sta-

    tistics released last week, does not

    necessarily mean drugs are becoming a

    bigger problem in Bellville and Parow.

    This is according to Brigadier Andr

    vanDyk, acting station commander at the

    Bellville police station.

    Instead, the steep increase in this statis-

    tic since 2005 means the police have been

    cracking down on these crimes more effi-

    ciently.

    In Bellville, the number of reported

    drug related crimes went up from 188 in

    2005 to 766 in 2015. In this time the number

    in Parow increased from 53 to 663. Both

    precincts have also seen a significant rise

    since last year.

    This steep climb in statistics is based on

    crime prevention, police intervention

    and, says Van Dyk, increased productivi-

    ty of patrol vehicles and shift workers.

    As a result the number of drug related

    crimes will see another increase in the

    coming financial year, he says.

    On 29 September national police com-

    missioner Riah Phiyega and minister of

    police Nathi Nhleko released the 2015 na-

    tional crime statistics in Parliament.

    Ableakpicturewaspaintedof the crime

    situation in theWestern Cape, withmany

    precincts here falling under the worst ten

    precincts countrywide in several crime

    categories.

    In the murder and attempted murder

    categories, eight of the top ten precincts

    are in the Western Cape alone.

    Parow is rated sixth in the common rob-

    bery category, with 679 cases reported in

    the 2015 financial year. This number in-

    creased from 552 in the previous year and

    towers over Bellville, where around 480

    cases were reported in both years.

    In turn, Bellville is rated fourth nation-

    ally when it comes to theft frommotor ve-

    hicles and tenth in the category robbery

    not mentioned elsewhere.

    But the total

    amount of cases re-

    ported at the Bell-

    ville station did

    show a decline of

    around 200 cases.

    InParow itwent up

    with around 700

    cases.

    These two pre-

    cincts have a total

    of close to 20 000

    criminal cases re-

    ported in the past

    year.

    The Western Cape minister of commu-

    nity safety, Dan Plato, lashed out against

    national police after the statistics were

    announced.

    The annual crime statistics show that

    the SouthAfricanNational Police Service

    is fighting a losing battle against violence

    and crime in South Africa and particular-

    ly in theWestern Cape, he said in a state-

    ment.

    The crime realities the province are

    facing have been well documented

    through the annual provincial policing

    needs and priorities (PNPs) determina-

    tion process led by the department of com-

    munity safety. The latest PNPs report in-

    dicates that the people of the Western

    Cape need more police vehicles, more po-

    lice officers, additional police infrastruc-

    ture, the re-establishment of the special-

    ised units and improved police accessibil-

    ity, he said.

    He added that a whole-of-society ap-

    proach has been adopted to increase safe-

    ty in the province.

    against crime, but

    urge them to lead

    the way.

    According to

    Plato his depart-

    ment will contin-

    ue to partner with

    the religious fra-

    ternities through

    the Youth Safety and Religious Partner-

    ship (YSRP) programmeandwith the edu-

    cational institutions such as Chrysalis

    Academy and their partnership with the

    FET colleges such as Northlink.

    We will continue to partner with the

    non-governmental organisations such as

    the neighbourhood watches and commu-

    nity policing forums. We will continue to

    capacitate these organisations to help

    build the united front which is needed to

    combat crime, he said and added that he

    will continue to call for the re-instatement

    of the specialised units such as the gang

    and drug units to combat the scourge of

    drugs and gangs in communities.

    The theme this year is Picture the face

    and children aged 10 to 14 years can partici-

    pate in two age categories 10 to 11 and 12

    to 14.

    The paintings are done at the Lindy van

    Niekerk art gallery in Eversdal.

    Parents and guardians are asked to book

    a specific time slot as the contestants will

    be divided into different groups to accom-

    modate as many children as possible.

    These slots are week-

    days between 10:30 and

    12:30 and 14:30 and 16:30,

    and Saturdays between

    10:30 and 12:30.

    The entry fee is R60

    and includes all art ma-

    terials, kindly spon-

    sored by Dala.

    The finalists will be

    announced onSunday 18

    tion, which will be held

    se belangstelling in selversameling is as

    kind reeds geprikkel toe sy ouma hom al-

    tyd die sels op koeverte gegee het.

    Ekhouvangeskiedenis en sels gee jou

    die geleentheid om meer van die wreld

    en sy mense te leer, verduidelik hy.

    Groot rol

    Lugskepe het n groot rol gehad in die

    lugvaart in die jare tussen die twee w-

    reldoorlo van die vorige eeu, veral in die

    1930s. Viljoen vertel dat die mens al eeue

    lank daarvan gedroom het om in die lug

    te kan opstyg. n Deurbraak was in 1783

    toe die Montgolfier-broers met n eerste

    ballonvlug geslaag het. Daarna het talle

    proefnemings gevolgmet bemandeballon-

    ne. Gedurende die Anglo-Boereoorlog het

    Britse magte verkenners in geankerde

    ballonne opgestuur om boereposisies te

    bespied. Beheerde ballonvlugte het egter

    eers gevolg nadat die masjien gekom het.

    Hulle het passasiers en pos tussen lande

    en vastelande vervoer en het vir groot op-

    winding gesorg. Hul landingsplekke

    was groot staaltorings waaraan die punti-

    ge ballonne se neus geanker is.

    Maar die gasgevulde ballonne was ook

    n veiligheidsrisiko, en die einde van die

    groot Zeppelins is ingelui toe n ver-

    woestende brand die Hindenburg-ballon

    in 1936 binne minute verwoes het met

    tragiese lewensverlies.

    Hierdie hele verhaal van die koms en

    die einde van die balonne as lugvaartuig,

    word met sels en posstukke gellustreer

    in Viljoen se versameling.

    Sport

    Vandag word ballonne net gebruik vir

    sport en vir reklame, en ook sulkes word

    gewys in die versameling van 48 album-

    bladsye. Viljoen se gunsteling-versame-

    ling is egter van die 3d-Grootte Schuur

    van die Unie van SA, Suidelike Rhodesi,

    sowel as sy versameling van Ciprus van

    die jare 1880 tot 1881.Wat is s n selversa-

    meling werd? Dit is n baie moeilike

    vraag en die maklikste antwoord hierop

    is dit wat iemand anders bereid sal wees

    om daarvoor te betaal! meen hy.

    Sy raad aan voornemende selversame-

    laars is om eers dit te versamel wat vir jou

    interessant is en dan te spesialiseer in n

    spesifieke veld. Dit sluit in tematiese ver-

    samelings, soos sels van perde, motors,

    bome of wyn; n landsversamelingwaar jy

    alles van n spesifieke land versamel; pos-

    geskiedenis oor n spesifieke gebeurtenis

    soos die eerste vliegtuigvlugte en die Boe-

    re-oorlog hoofsaaklik koeverte; poskaar-

    te of enigiets van koerantuitknipsels, fo-

    tos totmunte,maar tenminste 51% filate-

    liese materiaal met n spesifieke tema.

    Mense wat belangstel, kan ook die

    maandelikse byeenkoms by die NG Kerk

    Durbanville-Bergsig bywoon gewoonlik

    die eerste Saterdagvanelkemaand. Sowat

    10 handelaars stal hul sels uit en verkoop

    dit.

    ners was bekommerd oor die groter par-

    keergebied wat n hap in Haakpark sou

    maak. Daar was aanvanklik verskeie inwo-

    ners wat die wenslikheid van die ontwikke-

    ling en die groter parkeergebied bevraagte-

    ken het. Die eindresultaat is n boomryke

    parkeerterrein. Net twee bome waarvan

    een n uitheemse boom was is verwyder,

    s sy.

    Daar is 23 ekstra acasia xanthophlpea-bo-

    me geplant en waar die hoek van 13de Laan

    en Duminystraat voorheen n morsplek

    was, is daar nou pragtige vetplante en

    grondbedekkers, s sy. Ek het daarop aan-

    gedring dat geen bome verwyder word son-

    der die toestemming van stadsparke nie.

    Volgens Ren Brett en Cor Nepgen wat

    die landskapering gedoen het, kry elke nu-

    we boom afsonderlik drupbesproeiing, so-

    dat dit gereguleer kan word indien nuwe

    waterbeperkings ingestel word. Verskeie

    bolplante en vygies gaan volgende jaar sorg

    vir mooi blomme, s Van der Walt.

    Die hele terrein is omhein teen R124 000

    en die uitgawes aan die landskapering het

    digby R500 000 gekos. Die drupbesproeiing

    is teen R48 000 aangebring en die kontrak-

    teur word nog R39 000 betaal om vir 12

    maande n die landskapering afgehandel is,

    die plante en bome in stand te hou tot dit

    behoorlik gevestig is, s sy.

    Boston se waterdruk het veroorsaak dat

    n spesiale watermeter genstalleer moes

    word om die besproeiing moontlik te maak.

    Hoewel die heining nie deur die munisi-

    paliteit vereis is nie, is dit aangebring om

    motordiefstal hok te slaan. Ligte gaan nog

    aangebring word om die parkering saans,

    wanneer veral die Vredelustgemeente se

    lidmate en besoekers dit gebruik, nog veili-

    new family-friendly mountain bike

    trail officially opened this past week-

    end on the farmHazendal onBottelary

    Road.

    The Hazendal Family MTB Trail is 5km

    long, of which at least 4km consists of an

    easy single track.

    There are four route options varying from

    1,2 km to 5 km, ideal for children and begin-

    ners to learn and hone their MTB skills and

    experienced riders who want to ride at a

    moderate pace or with their families.

    Daypermits costR30 per person and annu-

    al permits R300 per person orR1 000 per fam-

    ily (maximum five members).

    Annual permits bought now will be valid

    until the end of 2016.

    Both types of permits can be bought at the

    Hazendal coffee shop.

    lmost immediately after an article

    was published showing a CCTV cam-

    era thief, a rape victim came forward

    to identify him as her attacker.

    This was the string of events after Tyger-

    Burger published a picture of a man the

    Bellville police were looking for in connec-

    tion with the theft of the camera (Suspect

    sought by police, 23 September). A clear

    image of a man in a blue hoodie top staring

    right into the camera was captured just be-

    fore he made off with the equipment.

    On Wednesday 30 September the employ-

    er of a 28-year-old nanny who was assaulted

    under the Bill Bezuidenhout bridge on 17

    August, contacted us to say the victim had

    identified the man as her attacker.

    Her employer alerted TygerBurger: Just

    to let you know that [the nanny] has identi-

    fied her rapist as the man in the article in

    your newspaper on 23 September stealing

    the video camera, the employer wrote.

    I would just like to thank your paper for

    keeping the community informed about

    crime in the area.This has led to a break-

    through in her case. It is interesting, as he

    told her that this is his area and he seems

    to be following through with his statement

    by targeting the area, she said.

    Captain FienieNimb, spokesperson of the

    Bellville police was contacted.

    The suspect had been identified for steal-

    ing the CCTV camera andwas due to appear

    in court that same morning (last Wednes-

    day). Then we received TygerBurgers mes-

    sage bringing us into contact with the rape

    victim who positively identified him as

    her attacker and immediately left for the

    magistrates court.

    The man now faces the additional rape

    charge.

    dromme is baie gewild, en baie inwo-

    ningsdromme te bekom.

    Die dromme word die dag n die gewone

    vullisverwyderingsdag leeggemaak, en al-

    dus die Stad het dit reeds n impak op die

    hoeveelheid vullis by die groot sentrale mu-

    nisipale stortingsterreine.

    Dit is verblydend en ek hoop die dromme

    met die groen deksels kan uiteindelik na

    heelwat meer gebiede versprei word, s Le-

    onore van der Walt, raadslid vir wyk 2 van

    die Kaapse stadsraad.

    Van der Walt s sy word dikwels gepeper

    met navrae van inwoners wat nie die groen-

    deksel-dromme ontvang het nie.

    Sy verduidelik: Altesame 40 000 groen-

    deksel-dromme, met n kapasiteit van 140 li-

    ter, is vir die eerste keer in Augustus 2011

    beskikbaar gestel in woongebiede oos van

    Tygerberg-heuwels, oos van Bill Bezuiden-

    houtweg tot by Old Oakweg, en ook noord

    van Old Oakweg tot by Kraaifontein.

    Kraaifontein, die Joostenbergvlakte-

    kleinhoewes en plase verder noord is nie

    hierby ingesluit nie, s Van der Walt.

    Volgens haar word daar wel beplan om

    nog 12 000 van di dromme in sekere gebiede

    beskikbaar te stel.

    As I lay myself down in the

    comfort of a warm clean bed, a

    filthy pillow and a worn out

    As I feel the satisfaction of a

    full belly, he feels the hunger

    I close my eyes and smile,

    for I know tomorrow I am well

    thinking how his family will

    have something to eat tomor-

    After witnessing the effects

    of poverty firsthand, I now ask

    myself a very different and

    honest question how can I

    make a difference?

    I truly believe a small

    difference is better than no

    difference, and with that

    thought I realise it could have

    been my son in that shack.

    I would never have been able

    to comprehend the difficulties

    and sadness linked to the

    extreme effects of poverty if

    not witnessing it for myself.

    One could not imagine that

    only a stones throw away

    from the place I call home

    there are the voices of those in

    need crying out for a little

    mercy, for a helping hand, for

    just a piece of bread to console

    their hunger pains.

    Meeting a mother of four

    children made me realise how

    much I have to be thankful for.

    After being invited into her

    home, it made me look at my

    life in a deeper sense, and I

    realised that life should not be

    taken for granted.

    I am deeply saddened after

    witnessing her family in such

    distress because of poverty. As

    I look at her children their

    innocent little faces smiling at

    me I am touched by their

    child-like beauty, but as I look

    beyond their smiles I see the

    effects of malnutrition on their

    little bodies.

    It makes me want to cry

    because as a mother I am

    I refer to the letter by James

    same company who sent

    someone out, and was present-

    ed with an even longer list now

    which would cost even more to

    repair.

    Kaapstad hou n feesdag op 10 Oktober

    by die Horskool Bellville. Di nasionale

    kompetisie sal plaasvind met optredes

    van trompoppies, rieldansers, boereor-

    keste en n gaskunstenaar. Daar is ook

    stalletjies wat heerlike feestelike items

    en kos sal verkoop. Die hekke open om

    07:30 en verrigtinge begin om 09:00. Die

    koste beloop R40 vir lede en R50 vir

    nie-lede.

    raam. Maar die meeste van die tyd be-

    dink die 82-jarige Mary-Ann Olivier planne

    omhaar besig te hou, soos om seep vir hawe-

    loses te maak.

    In die bietjie van haar vrye tyd wat oor is,

    s di bekende inwoner van Huis Andr van

    der Walt van Bellville, gesels sy kopstukke

    met al wat wil saamgesels.

    Ek noem sommer myself die koningin

    van herwinning lag sy aangesien sy ook

    teesakkies vir komposherwin vir haar klein

    tuintjie by di tehuis.

    Dis nie al nie. Sy werk ook aan n gladde

    hartsprojek: Almal gee hul afvalsepies vir

    my. Dis n vreeslike gesukkel. As ek dan so

    n klompie bymekaar het, smelt ek dit, gooi

    water by en verwerk dit in my voedselver-

    werker, verduidelik sy.

    Ek werk dit lekker deur, dan word dit so

    styf, maar nie so styf soos gewone seep nie.

    Ek verpak dit in enige houertjie wat ek kan

    kry, s sy.

    Di sepies word dan na haweloses in Brac-

    kenfell geneem. Die nood leer bid, is alwat

    sy oor di onderwerp s. Dis n lang storie.

    Die kinders neem dit darem vir hulle en

    ekhoordie sepies is baie goed.Dis enige seep

    wat ek kan kry Lux, pienkes, geel, groen

    die gekleurdes is baie mooi en ek is baie

    opgewonde oor die projek.

    Mary-Ann vertel bietjie oor haar lewe,

    want terwyl ek kan praat, moet ek seker

    praat.

    Sy was al drie keer getroud, is een van 15

    kinders 10 susters en vyf broers, almal

    van dieselfde ma en pa! en s haar klein-

    kinders kanhulle n papie lag vir al die non-

    sens wat sy kan kwytraak!

    Hier rond is ek ook maar baie berug, s

    sy oor haar tuisplek. Almal ken my. Ek het

    so n paar jaar gelede (toe sy 72 was) hier by

    die gebou afgegaan in n klomp toue, ge-ab-

    seil. Ek sal dit graag weer doen, my kop is

    nog reg daarvoor, maar hulle sal dit nooit

    toelaat nie, skinder sy oor die powers that

    be.

    Sy meen haar lewe is vol, en sy is baie ge-

    lukkig. Sy kom immers van sterk mense

    almal leef tot n hulle 80s.

    My kleindogter bekyk my so, dan s sy:

    Ouma, you are soweird. Just look at you. Die

    ander kinders se oumas lyk nie soos jy nie.

    The grand amount of R150 000was recent-

    ly raised in aid of the QuadPara Associa-

    tion of the Western Cape (QAWC) with a

    charity golf day.

    This eighth annualCorporate Social In-

    vestment (CSI) charity golf day was host-

    ed by GrandWest CSI on 25 September at

    the Erinvale Golf Club.

    QAWC, a non-profit organisation based

    inDurbanville, represents quadruplegics

    and paraplegics in the Western Cape.

    QAWC has a digital village, which of-

    fers people with disabilities free comput-

    er literacy training and job readiness

    coaching, and assists them to draw up

    their own curriculum vitae.

    Other QAWC projects and services in-

    clude independent living centres for

    quadruplegics and paraplegics, an out-

    reach project, a transport project, an

    awareness campaign, a prevention cam-

    paign, assistance to members by means

    of medical supplies and assistive devices,

    a driver education programme, peer

    counselling, as well as ongoing support

    and general assistance to its members.

    ominations for high school learners to

    serve on the Junior City Council (JCC)

    opened last week.

    The JCC is an initiative run by the City

    of Cape Town. The programme aims to ex-

    pose high school learners within the region

    to the workings of the City, explains a City

    spokesperson.

    The JCC is a non-political programme

    seeking to foster a spirit of civic responsibili-

    ty among the youth.

    Running over two years, the objective of

    the programme is to represent all 111 wards

    and 24 subcouncils within the city on the

    JCC.

    A recruitment drive is held before each

    term and invitations have been sent to al-

    most 250 state and independent high schools

    across the city.

    Local schools are invited to nominate

    learners in Grades 8, 9 and 10 to participate

    in the programme.

    Membership is entirely voluntary and

    learners will have to devote time and effort

    to attend to socio-economic issues affecting

    the youth.

    The purpose of the JCC is to make the

    youth aware of their ability to be mobilisers

    for positive change in their communities and

    to work together to solve their socio-econom-

    ic challenges.

    ipate in the JCC and require details on how to nomi-

    nate students for consideration as Junior City Council

    he Bellville police are looking for vol-

    unteers to assist in their trauma room.

    The stations Thula room is the spe-

    cial venue where victims of trauma receive

    first-line support and advice, says Captain

    Fienie Nimb, spokesperson of the Bellville

    police.

    Although no special training is required

    because mostly a willing ear to listen and

    a kind voice to encourage are the only pre-

    requisites most of themembers of the Thu-

    la roomatBellville have someor other quali-

    fication to support victims on a semi-profes-

    sional level, Nimb says.

    We recently lost two of our most trusted

    victim supporters and are hoping to find

    kind hearts to assist with this project.

    Anyone is welcome to send an email to

    our office with their details and reason for

    wanting to assist. We will look at all corre-

    spondence and appoint two new victim sup-

    porters, she said.

    Sessions follow a roster, which will be

    made available to the new victim support-

    ers, and the work is entirely voluntary.

    Ideal candidates should be available be-

    tween 09:00 and 13:00, as that is the time ser-

    vices are mostly required.

    This is purely a job for those whose

    hearts are in the right place or who want to

    make some small difference to someone

    elses life, Nimb said.

    Police need help at

    victim trauma room
