5.3.1 Applicant: Township of Norwich File No.: ZN 3-15-12 Report No.: CASPO 2016-20 Location: The Township of Norwich Details of Proposed Amendment: To update the Township of Norwich Zoning By­

. law 07-2003-Z to address a number of minor errors and omissions, as well as introduce new accessible parking standards.

Ms. St. Clair, Development Planner, outlined the application as contained within Report CASPO 2016-20. She advised that this application proposes to update the Township's Zoning By-law No. 07-2003-Z to introduce new accessible parking standards, as per Regulation 413/12 - Integrated Accessibility Standards, issued under the Accessibility for Ontarians with Disabilities Act, 2005. The amendment will also correct a number of minor housekeeping issues.

Location: Part Lots 10 and 11, Concession 2, 733587 Mccready Line (former North Norwich) Township of Norwich Details of Proposed Amendment: To rezone the subject lands from 'General Agricultural (A2)' to 'Special General Agricultural (A2-sp)' to permit the development of a single detached dwelling and farm operation consisting of orchard fruit and ornamental trees for nursery stock on an undersized parcel. Mr. and Mrs. Van Oort, applicants and Mr. David Roe, agent, were in attendance.

Ms. St'. Clair, Development Planner outlined the application as contained within Report CASPO 2016-9. She advised that the applicants are proposing to construct a single detached dwelling accessory to a farm operation on a 22 acre undersized agricultural property located within the LPRCA regulated area. The farm operation will consist of ornamental trees, fruit trees and grazing beef cattle.

Ms. St. Clair advised that planning staff recommend a two year holding provision be applied to the property to restrict construction of the dwelling until the applicants have demonstrated that the farm plan has been implemented and that the farming operation is viable. In response to Council questions, it was explained that applicants are required to construct farm buildings first or prove farm viability, due to previous applicants noncompliance issues.

Mr. Roe, agent, explained that the owners have experience in ornamental trees and already have sales for half of this year's projections. Although orchards have limited production when first planted, it will continue to increase annually. They have made arrangements for someone to graze their beef cattle and are considering getting their own in the future. The owners have already invested a lot of time, energy and money into their nursery stock and orchard, so would like to request Council waive the two year holding period.

In response to questions from Council, Mr. Van Oort advised that they started planting trees in 2012 and have already planted 1500 trees. In 2014 they received income from 800 trees.

Mr. Alan Buckrell inquired about fencing consideration for the creek.

5.3.1 Applicant: Township of Norwich File No.: ZN 3-16-04 Report No.: CASPO 2016-24 Location: Part Lots 6 & 7 Concession 5, 285767 Airport Road (former North Norwich) Township of Norwich Details of Proposed Amendment: To amend the site specific zoning that applies to the eastern portion of the subject lands to allow for the development of a detached residential dwelling, accessory to a permitted industrial use in the 'Special Restricted Industrial Zone (MR-10)'

Ms. St. Clair, Development Planner, outlined the application as contained within Report CASPO 2016-24. She advised that this amendment would apply to the portion of the property currently zone MR-10. The zoning currently allows restricted industrial uses with attached residential dwellings and the application proposes to allow detached residential dwelling accessory to a permitted use. These properties would be subject to site plan control.

That with respect to the application for an amendment to Zoning By-law 07-2003-Z, submitted by The Township of Norwich, File No. ZN 3-15-12, to introduce new accessible parking standards, as well as minor edits to Section 4 (Definitions). Section 5 (General Provisions), Section 7 (General Agricultural Zone) and Section 11 (Residential Type 1 Zone) to correct minor errors in the Township Zoning By-law and to bring the Zoning By-law into compliance with the Accessibility for Ontarians with Disabilities Act, the Council of the Township of Norwich does hereby Approve the zone change.
