    The dispute between the Pauline Haass Public Library Boardand the Town of Lisbon over land from the librarys namesakehas ended up in Waukesha County Circuit Court.

    The Library Board filed suit Oct. 21 seeking to have the courtto determine that the Library Board has control over the Haassland.

    According to the lawsuit, Haass, a longtime Lisbon resident,died on Aug. 28, 1985. Her will left the entire estate to thetown for the purposes of establishing a public library. At thetime, the village of Sussex had a library that was available foruse by Lisbon residents.

    At the time of her death, Haass owned 63 acres of land. Thetown has leased the land since.

    On Sept. 18, 1987, the village of Sussex and the town ofLisbon signed an inter-municipal agreement in which the com-munities agreed to create t he Pauline Haass Public Library.

    The town has retained control of the assets of the PaulineHaass estate, which the lawsuit alleges is contrary to the intentof Paulines will. On Jan. 2, the Library Board sent a letter to thetown directing the town to cede control of the property to theLibrary Board.

    During the Oct. 22 Sussex Village Board meeting, TrusteeTim Dietrich who serves on the Pauline Haass Public LibraryBoard said the board offered to enter into mediation on the

    issue with the town contingent on extending deadlines related to

    The Pauline Haass Public Library Board sued the town of Lisbon last week seeking a determination over whether theLIbrary Board or the town should control the assets of the Pauline Haass estate.

    The bands of Germantown High Schoolwill present the annual "Almost AnythingGoes Show" on Friday, Nov. 1, andSaturday, Nov. 2, at 7 p.m. in theGermantown High School auxiliary gym.

    This year's theme, "The Music of

    Chicago," features the Germantown Wall ofSound performing '70s Chicago classics"Make Me Smile," "Does Anyone ReallyKnow What Time It Is," "Free," and "25 or 6to 4." In addition, members of the Freshman

    Concert Winds and Symphonic Band will

    join the Wall of Sound with Chicago's "JustYou and Me," "Colour My World," and"Saturday In The Park."

    The concert will also feature perform-ances by the color guard, drum line, and

    color guard workshop.

    Friday's show will include a perform-ance by the Kennedy Middle Schooleighth-grade band. Saturday's event fea-tures the "Battle of the Bands," during whicheach grade level of students, freshmen to

    seniors, will compete for the top spot and ayear's worth of bragging rights. Each showculminates with more than 200 studentmusicians playing a collection of high-ener-gy Germantown favorites.

    Pauline Haass Public Library events

    The Menomonee Falls Village Board got afirst glimpse at the proposed 2014 budget.

    According to information presented byVillage Manager Mark Fitzgerald, the pro-posed tax levy will be $22,203,859.

    There will be no tax rate increase for thecoming year and Fitzgerald added there wasno increase in the garbage fee that wasapproved earlier this year.

    Were pretty pleased that we can present

    to you a budget tonight that is pretty straight-foward, pretty sane and it also wont be highlycharged relative to the taxpayers, Fitzgeraldsaid. Most people will view this very, verypositively.

    According to Fitzgerald, the village would

    have been able to increase the tax levy by1.637 percent due to the new construction.Fitzgerald added the village had the highestpercentage of growth in Waukesha Countyby a significant margin.

    According to Fitzgerald, the village had$70.7 million in new construction last year. Bycomparison, the village of Pewaukee had $36million in new construction.

    He said the village is proposing a 1.3 per-

    cent increase in the levy, or $288,750, so thevillage can say the tax rate remains flat at$5.20 per $1,000 assessed value.

    As a result, Fitzgerald said the village isopting not to raise the levy approximately$700,000 and he further explained that the

    loss is permanent due to state law.However, we are cognizant of the

    boards direction to maintain a zero-increasebudget and we brought it in at 1.3 percent tomaintain the flat tax rate, Fitzgerald said.

    Village President Randy Newman addedthat while there is a permanent loss in revenuesource, it is also a permanent savings for tax-payers.

    Fitzgerald explained that the budget

    process is not a wish list. Rather, there arepre-set requirements for what departments areto request.

    By this time, we give a budget that meetsyour requirements and is well understood andwell known by the department managers. It

    doesnt mean theyre always happy becausewe are in resource limitations in the state ofWisconsin but it well understood and prettywell defined, he said.

    According to information provided by thevillage, the resident of a home with anassessed value of $250,000 will pay an addi-tional $1,300 in the village portion of theproperty tax.

    Also, the total number of village employees

    remains at 180.A public hearing on the budget will be

    The village of Menomonee Falls approvedan ordinance Oct. 21. keeping current restric-tion on the use of r ifles for deer hunting.

    According to information from VillageAttorney Michael Morse, the state hadbanned the use of r ifles for deer hunting in thesouthern part of the state. However, the stateDepartment of Natural Resources (DNR) liftedthe ban, which will end Nov. 1. However, localunits of government can still approve a morerestrictive ordnance which keeps the rifle banin place.

    The board also implemented new restric-tions on bow and arrow hunting, whichrequires bow and arrow hunters to get permis-sion from an adjacent property owner if theproperty has a building within 100 yards ofthe property of the intended hunting area.Also, bow hunters will be required to aim thebows down. Morse indicated the added lan-guage regarding bow and arrow hunting willreflect recent changes in state law.

    Etc.:The board approved an agreement with

    the village of Lannon to have MenomoneeFalls provide snow and ice control services forthis coming winter. Menomonee Falls has pro-

    vided snow control services to Lannon sincethe 2004-5 season.

    Under this year's agreement, there will bea 2 percent increase in truck use, a 2.9 per-cent increase salt while there is a 10 percentadministrative fee for the total costs of labor,truck and salt service.

    The board approved reclassifying fiveproperties on the south side of Pilgrim Roadbetween Pilgrim Road and Held Drive from t heIndustrial Land Use Classification to the LowDensity Land Use designation.

    Trustee Steve Raymonds explained thereare two homes on the properties that don'tconfirm to the land use designation. The landowner has requested the change so he canadd a garage to one of the properties. As aresult, the village opted to change the land usedesignation for the three other properties.

    The board also approved a request fromNeu's Hardware to adjust its conditional usepermit to allow the outdoor display of tools

    and equipment at N95 W16915 RichfieldWay.

    Raymonds explained that Neu's had been

    displaying equipment outdoors, which requires

    a conditional use permit. Raymond said theequipment would be fenced in for security rea-sons and to meet the village code.

    There are a lot of moving parts in a car,and some are more important than others.Some, however, are actually more importantthan people generally think they are. Almost

    all driving decisions are based on a clear viewout of the windshield, so wiper blades play acritical role in the safety and security of every-one on the road.

    How do you know if your blades are ingood shape? To check your blades, dumpwater on the windshield or use your windshield

    wipers with fluid to see how well they dispersethe water. A visual inspection can also showyou how pitted and cracked they havebecome.

    There are several things that can go wrongwith blades and prevent them from working

    effectively. Cold weather is particularly hardon the rubber components. Consistent freezingand thawing can lead to wear on the blades,and the weather can leave them brittle andmore apt to break. Blades can develop a cur-vature over time that prevents them from mak-ing clean contact with the windshield. The

    springs can get clogged with ice, which willprevent them from pushing the blades cleanlyup against the windshield.

    When you do have ice and snow build upon the windshield, scrape it thoroughly beforesetting the wipers to working. The tendency is

    to want the wipers to do the clearing becauseyou are in a hurry to get somewhere or don'twant to be out in the cold for as long as it takesto do a good job. The problem with allowingthe wipers to do the job is that they will be rub-

    Rotating your car's tires is like going to thedentist. Nobody likes it, but it's something thatshould be done. Depending on where andwhen it happens, getting a flat tire is similar toteeth issues. If a tire goes flat in your driveway,it's like a small cavity that has to be filled. It'sannoying but not that big a deal. If a tire blowsin rush-hour traffic, you're talking full-blownroot canal, and who wants that? Here aresome tips to prevent tire decay.

    Most newer model cars are front-wheeldrive, and tire rotation becomes important

    because the front tires wear faster than therear. The reason for this is simple: When youmake any kind of full turn in traffic or follow thecurve of the road, more of the vehicle's weightis placed on the edges of the tires. This espe-cially affects the front tires because these areones that are actually turning while the reartires stay in a straight line. This turning causesthe edges of the tires to wear over time. If yourtires wear unevenly, you're suspectible to spot-ty braking and poor handling-real toothaches,er, headaches.

    Another important aspect to tire rotation isthe eventual replacement of your tires. If you

    don't rotate your tires, you'll replace them twoat a time, and that means always havinguneven wear on your wheels. If you replaceyour tires four at a time-and keep them rotatedregularly-you'll have even wear on all four.

    How often should you rotate your tires?

    Well, that obviously varies based on theamount of miles you drive each day.Unfortunately, for some drivers, you may needto rotate your tires more often t han you visit thedentist for a checkup. A rotation is often rec-ommended at about 7,500 miles. That's oftenthe time for an oil change, so do some multi-tasking and get both jobs done at once. Checkyour owner's manual to see when it recom-mends tire rotations for your particular model.

    How to have your tires rotated has beensubject to debate similar to the discourse overthe merits of fluoride. Again, check yourowner's manual to see if there's a specific

    method recommended for your model of vehi-cle. If there isn't, there are two basic ways forfront-wheel drive tire rotation, and both are assimple as flossing. One method is to move thefront driver's side tire to the back driver's sideand the back driver's side to the front passen-ger's side. The front passenger's side thenmoves to the back passenger's side and theback passenger's side to the front driver's side.Another method is to swap the front driver'sside and the rear passenger's side tires witheach other, and then swap the front passen-ger's side tire with the rear driver's side. Eithermethod seems to help the tires achieve more

    even tread wear,and that's what you're after.Keeping your tires rotated on a regularbasis can prevent an ill-timed flat tire and thatcan prevent grinding and gnashing your teeth-which is a whole different dental problem.

    Most of us know that regular mainte-nance is key to a well-running vehicle.That's why we get our oil changed, haveour tires rotated and so forth. Anotherimportant part of the regular maintenanceschedule is the tune-up. Because the inter-nal workings of vehicles have changed somuch over the years, the definition of atune-up may vary from the simple replace-ment of spark plugs to the complete over-

    haul of several areas within the vehicle.Most experts agree that the best tune-ups involve an inspection of several areas,including the battery, engine mechanical,powertrain control, fuel, ignition and emis-sions. Not every shop defines a tune-up inthis way, however. Generally, the moreinvolved the tune-up, the more it costs.

    When scheduling a tune-up, it is impor-tant that you find out what it will entail andhow much it will cost. Be wary of reallylow estimates; chances are the shop ispushing for your business and the final bill

    for the tune-up will be much higher.

    The best shops understand that not alldrivers know what a tune-up is and requestone on the assumption that it will fix what-ever is wrong with their vehicle. They willask why you think your vehicle needs atune-up and go from there. You may dis-cover that what you really need are newbattery cables rather than new sparkplugs.

    Once you have several estimates, sitdown and compare them. Select the shopwhose estimate includes a fairly thorough

    inspection at a fair price. You want tomake sure that when you drive away fromthe shop your vehicle is running smoothlyand efficiently.

    The term "tune-up" means differentthings to different people. Keep that inmind as you shop around for estimates.Know what you are getting before youtake your vehicle in, and if you are gettinga tune-up for any reason other than main-tenance issues, relay that information tothe shop. If you don't, you could end uppaying for a tune-up plus a repair.

    Wiper blades are fairly easy to replace onmost vehicles; they are designed to bechanged by the owner.     Take the floor mats out and wash them with ahose, detergent and scrubber.     soft surfaces. Are they leather or cloth? Often, theonly real leather in a leather interior is on theseating surfaces and the rest of the surfaces arevinyl. Know the specs on your car to ensure youuse the right products. Leather cleaners requirespecial cleaning materials, so contact a localexpert to see what they recommend. The bestoption for cloth seats is a good foam carpetcleaner, but that will require a wet/dry vacuum toclean. With any product, try cleaning a small,hidden area first to ensure you won't be removingthe color or causing any other harm to the interi-or.

    Detailing the interior is a job you can do on

    your own, although you may have to buy a fewproducts. Keeping the interior in excellent shapewill provide you with a better feel in the car andwill add to the resale value. You can put as muchor as little time into this interior remodel as youlike, but the more energy you put in, the higheryour return will be.

    You may not know what end of a wrenchto hold, but anybody can get a grip on thesehelpful car care tips.

    Get the soapPerhaps the simplest thing to do to take

    care of your car is to wash it on a regularbasis. Washing your car once a week canhelp keep at bay the bugs, tar and otherdebris that can build up over time. Given afoothold, these things can become nearlyimpossible to clean off. If you can't manage aonce-a-week wash, try for once a month. If youcan't manage once a month and you havekids, hire 'em out.

    Check the oil. Stat!Your car's oil is like its blood. It needs to

    be checked regularly. Check your owner'smanual for the type of oil your car uses andwhere the oil dipstick under the hood is locat-ed. At least once a month, check your oil level.Top it off if necessary. All you need is the oil,a funnel and some paper towels to clean upany mess.

    And while you're checking the oil...

    Your car has other fluids that need to bechecked every so often as well. These includeautomatic transmission fluid, coolant (anti-freeze), brake fluid, differential oil and powersteering fluid. Consult your owner's manual forthe location of these fluid reservoirs. Checktheir levels periodically, top them off whennecessary and have them changed when yourmanual indicates.

    Hold the greaseYou're keeping the outside of your car

    looking sharp with regular washings, but howabout under the hood? Head to your localauto parts store and check out the variety ofdegreasers available. Follow the directionsand watch your engine sparkle. An addedbenefit to having a clean engine is it makes iteasier to locate any trouble spots (e.g., leaks).

    Windshield woesBetween washings your windshield may

    get dirty from rain or snowstorms or our fine-feathered friends. A clean windshield is crucialto safe driving. Virtually any kind of glasscleaner and lint-free towel will have your wind-shield sparkling in no time. Don't forget theinside of the windshield as well. Also checkand clean your windows as necessary.

    Out, out, damned spotIt's no fun noticing a spot or two on your

    windshield that you want to clean off and find-ing out you're out of washer fluid or, worseyet, your wipers are worn out. Wiper bladesshould be changed about once a year. Checkyour washer fluid level when you check the oil.

    Lots of lights

    There's nothing worse than looking in yourrearview mirror and seeing the flashing lightsof a police car behind you. Sometimes the rea-son for a traffic stop is as simple as a missingheadlight or taillight. Avoid this problem bydoing a periodic walkaround of your car tomake sure all lighting systems are functioning.Don't forget the light illuminating your licenseplate. Inside the vehicle, make sure all yourinterior lights are working properly.

    Inflation situationUnder- or over-inflated tires can be a dan-

    gerous-and sometimes deadly-situation. Tiresimproperly inflated wear out faster and can

    rob you of the gas mileage you deserve.Check your owner's manual for the properamount of pressure your tires need. Get in thehabit of checking each tire's pressure at regu-lar intervals. You could be saving your life andyou will save money.
