Cogta approves disaster declaration>> Drought: iLembe District faces crisis situation

THEKZN Department of Co-op-erative Governance and Tradi-tional Affairs (Cogta) has wel-

comed provincial cabinet’s decisiontodeclaredisasterareasinregionsaf-fected by drought.

This includes the iLembe Districtwhere it was announced last weekthat the area is facing a crisis situa-tion.

“The effects of drought are nowtreated as an emergency with all ourcapacity being placed at the disposalof the affected regions. The declara-tion of disaster areas also opens theway for additional assistance andfunding for KZN from the nationalgovernment,” saidKZNMEC for Cog-ta Nomusa Dube-Ncube.

Theotherregionsmostaffectedbydrought and declared disaster areasareuMkhanyakude, uThungulu, Zul-uland, uMgungundlovu, Harry Gwa-la, uMzinyathi and uThukela.

These areas have experiencedrainfall well below normal and thishas affected water levels in variouscatchments.

“Our preliminary assessment ofdamagestotheprovince, especiallytolivestock and crops, currently standsat R400 million, but this is by nomeans the final tally as our assess-

ment teams continue to take stock ofthe water crisis on the ground,” saidDube-Ncube.

Asaninterim solutionmunicipali-ties are supplying water tankers andJojo tanks throughout theaffectedre-gions, however, this is putting addi-

tional pressure on the province’s re-sourcesas theseservicesnowhave tobe extended to areas which undernormalcircumstanceswillhavesuffi-cient water supplies.

According toDube-Ncubegovern-ment is concerned about some com-munities, iLembeincluded, whohaveresponded to water shortages with

service delivery protests.“We are pleading with communi-

ties to understand the natural phe-nomenon of the drought disaster weare facedwith.Weaskof themtoplaytheir part by conserving the little wa-ter that is still being provided to ena-

ble us to continuewith our day to daybusinesses.

“The situation is beyond the con-trol ofmunicipalitieswhich normallytake care ofwater supply. Savingwa-ter is not hard.

“Wesimplyneedtobesmartaboutusing what we have. Rethinking the

waywe usewater – both indoors andoutdoors –will help stretch our limit-ed supplies andensurewater is therewhen we need it.

“If we all work together, we canmake a difference for our province’sfuture,” said Dube-Ncube.

reputation in society”.Dhaver says since

the reporting of him be-ing worth R49 million, which he claims is un-true, he has receiveddeath threats, facingextortion and dealingwith burglaries. “I havebeen trying to avoid apotential extortionparasitical relationshipwith an individual whohas been trying to im-portune funds from meby unlawful means.

THE EFFECTS OF DROUGHT ARE NOW TREATED AS ANEMERGENCY WITH ALL OUR CAPACITY BEING PLACEDAT THE DISPOSAL OF THE AFFECTED REGIONS.

THE vertebral column, also knownas the backbone or spine, is abony skeletal structure found in hu-manbeings. It is formedfromindivid-ual bones call vertebrae. With itsunique structure, these form the spi-nal canal which serves as protectionfor the spinal cord.

Thevertebral columnusually con-sists of 33 vertebrae; the upper 24are vertebrae, separated by inter-vertebraldiscsandthe lowerninearefused, five fused in the sacrum andfour in the coccyx.

Thearticulatingvertebrae (i.e. thebones of the spine that form jointswith other bones such as the ribs andother vertebrae) are grouped intotheirregions; therearesevencervicalvertebrae of the neck (C1 to C7);twelve thoracic vertebrae of the tho-rax(T1toT12);andfivelumbarverte-brae of the lower back above the pel-vis (L1 to L5).

This number is sometimes in-creased by an additional vertebra inoneregion,or itmaybediminishedinone region.

The spinal cord is a long tubularbundle of nervous tissue and supportcells that extends from the medullaoblongata in the brainstem.

Thebrainandspinal cord togethermake up the central nervous sys-tem (CNS).

Thespinalcordbeginsat theoccip-ital bone and extends down to thespace between the first and sec-ond lumbar vertebrae; it does not ex-tendtheentirelengthofthespinalcol-umn.

The spinal cord functions to trans-mit neural signals from the brain tothe body and vice versa. It also hasmany neural circuits which controlreflexesandfunctions inmaintainingthe integrity of the nervous system.

With the natural process of agingand strenuous activity over a periodoftime,thespineundergoesdegener-ation. When this occurs, it can resultin inflammation and pain, predomi-nantly in the neck and upper back aswell as the lower back regions.

Chiropractic treatment has been

showntobemosteffectiveinreducingneck and back pain as well as restor-ing mobility by reducing restriction, inflammation and pain.

Chiropractors treat all issues re-lated to the spinal column, includingnerves, spinal discs as well as mus-cles, ligaments and tendons in andaround this area. In addition, chiro-practors also treat ALL joints in thebody from the jaw (Temporomandib-ular joint) to the baby toe.

Chiropractic is scientific, thriving, andsafeandtakesanaturalapproachto better health that avoids drugs orsurgery. It SUPPORTSTHEBODYandassists it inrelearningitsnaturalabil-ity to be able to heal itself.

Chiropractic treatment will in-clude different modalities and treat-mentprotocolsdependingonthespe-cific needs of patients.

Chiropractic adjustments,mobili-sations,dryneedling,electrotherapy,soft tissue therapy, stretching exer-cises, as well as strengthening andcore exercises will be implemented, dependingonthestateofhealthof thepatient, in order to restore optimalhealth.Ifyouhavehadanyspecificsurgery

or injury, rehabilitation will be car-ried out as necessary.

Stressplaysahugeroleinallofourlives.Whenweexperiencea stressfulemotion, the body releases stresschemicals. These chemicals are re-leased into our blood stream whichflows through muscle and joints.

These in turn have a contractingeffect on our muscles and joints, hence, resulting in neck, lower backpainorpain indifferent jointsandar-eas of the body.Therefore,maintainingyourchiro-

Sit aside fromwhatever is causingyoustress.Findacomfortableseatforyou to rest on. Sit forward on yourchair.

If you work at a desk, simply turnyour chair away from the centre ofyour work to the side. Ensure thatyour feet are flat on the ground, andhip width apart.

Your feet may be slightly turnedoutward, abdominal muscles (tum-my)must be tucked in (without hold-ing your breath – simply make thetummy muscles flatter by pullingthem in).

The shoulders must be back, butrelaxed, chest out, chin gently tuckedin (down to chest and gently pulledback), hands can be placed on thesidesof the thighonbothsides, palmsfacing outwards such that the innerpart of your forearm rests lightly onthe outer sides of your thighs on bothsides.

This is correct posture. Close youreyesandbreatheinandout.Thereaft-er, after breathing in, hold yourbreath for about 10 seconds.

Whilst holding your breath, feelthat breath of air calmlymoving to allpartsofyourbodyandenergisingyoufrom your toes all the way to yourhead. Take, approximately, 10 deepbut gentle breaths in and out in thismanner,whilemaintainingyourpos-ture.

IN a class of 90 pupils, we were ina ‘special’ class in grade two in arural school in the late ‘90s.It was special not in the sense of

our mental challenges, which I don’tthink I had, but in the way we weremade to feel proud to be in a class-roomthe sizeof twoandbeing taughtby two teachers at the same time.

Fast forward to another school ina township and I found myself in aclass of about 70 pupils in grade fiveandwewere told how luckywe weretobeinsuchasmallclass.Therewere

rumours of model C schools in townhaving as little as 20 to 30 pupils, butthis was disregarded as “utter non-sense” and just being another urbanlegend.

AstheyearswentbyandIchangedschools, the class numbers variedand something disturbing occurredwhen I went to high school.

We were given a chance to decideour futures in grade nine, a year be-foreweweremade tochoosesubjectswe would study for the remainder ofour schooling careers. I will be hon-est, I chosephysics because I thoughtit sounded cool and despised ac-counting as I vaguely knew that myolder sister studied it and she lookedmiserable when she spoke about it.

As luck would have it, I chose aclass with physics and biology andcoremathematics and accounting aswell. There were seven grade 10classes in our school and I was in the“double-science” class. What wor-

riedme, however, was the number ofgrade 11 and Grade 12 classes.

At my school in 2006, there werefiveclassesingrade11and onlythreein Grade 12.

It was constantly reinforced thatnot all of us would make it, that notall of usweresmartenough, and itwashalf-knockedoutofa lotof us howourdreamsofbig hous-es andmanycars wereunrealistic, but wedidnotknowthenhow bad it would really be.

IfIremembercorrectly,theclassof

2007 grade 11s was a staggering sixclasses, but twoof theclassesweresosmall that they had to be merged, leaving us with only five. And in thatfateful year, our teachers went on astrike and they stayed away from theclassroom for, according tomymem-ory, close to a month or longer.

Maybewe canblame the strike forthe dismal results, or maybe it wasbound tohappen, but itwas seriouslybad.

I failed two subjects and produceddismal marks for mathematics that

the clientsI still tutormightcringe.Anyway,

I was ‘con-doned’ as Iwas con-sidered avictim ofthe strikeand givena chanceto redeemmyself in

matric. So in grade 12 we were merged

with theclassofgrade11G (webeing

F) asweboth lostmany to thehatchetof failure and the guillotine of drop-out - and just like that we becamegrade 12 D.

We were the guinea pigs for thethen new National Senior Certificateandnooneknewwhat toexpect fromus in terms of pass rates. Our schoolhad a 95% pass rate (about 200 pu-pils) in thepreviousyearandwewereunder pressure to keep it that way orimprove.

In the end, we achieved a 96% orso pass rate, but only a quarter or soof us qualified for university. Of thatminute number, a smaller fractionstill, got accepted at university, andfewer stillcouldafforditorwereluckyenough to get financial aid. Gloomierstill,of thosewhoheldout andcontin-ued to study, a few finished and gottheir degrees and a lucky few of ushavebeenfortunateenoughtosecureemployment.

WhyamItellingthisgloomystory? It is just an observation I havemade, albeit with a heavy heart. If this storyhas a moral to it, it may be that wehave to remember that not all of uswill prosper and that is a reality wecaneitherchoosetoacceptorchange. The reality is, it exists.

Not all will prosper

WEEKLY

weeklywheelsNissan X-Trail is here>> Third generation offers so much more

NISSAN’S third-generation X-Trailhas arrived in South Africa, sportinga stylish new design, a tech upgrade

and a five-star safety rating. The new SUV is here in three specifica-

tions (XE, SE, LE) and engine options (1.6diesel, 2.0 and 2.5-litre petrol), and can beordered in either two or all-wheel-drive.

The 1.6dCi turbocharged diesel is capa-ble of 96kW/320 mated to six-speed man-ual and a choice of two- or four-wheeldrive. Fuel consumption is rated at aclaimed 5.3-litres/100km with emissionsof 134g/km

The two non-turbo engines,126kW/233Nm 2.5-litre petrol SE deriva-tives, mated to a Xtronic CVT, are availablein all-wheel drive and a choice of five orseven seats.

The two-litre XE units are capable of106kW/200Nm but also have a six-speedbox.

Fuel consumption for each is listed as8.4/100km with emissions of 197g/km.

The new X-Trail is available with Nis-san’s All-Mode 4x4i system (2.5 SE 4WD,1.6dCi SE 4WD and 1.6dCi LE 4WD). Thesystem provides three driving modes –2WD, Auto and 4WD Lock.

In auto mode, Nissan says, “constantmonitoring of throttle position, enginespeed and torque distribution, to antici-pate wheelspin, dictates when the systemseamlessly distributes torque between thefront and rear axles as needed, at up to80km/h”.

Above 80, it reacts to wheel-spin andshifts torque to the rear wheels.

In 4WD Lock all-wheel drive is perma-

nently engaged. The four entry-level XE units are

equipped with a rear spoiler, power win-dows, Nissan’s advanced drive-assist dis-play, cloth upholstery, multi-functionsteering wheel, height adjustable driver’sseat, aircon, audio system (radio, CD, MP3/WMA), USB, Aux, Bluetooth connectivity, cruise control, daytime running lights, power side-mirrors, chromed door releases17” alloys, active ride control, active tracecontrol and electronic parking brake.
