Since our last AGM we have had 10 meetings with an earlier everage attendsnc€ of5D'er meetiry. Sincr we had 3 new members early in 20l l this has put attend8nc€ up toa later average of7.

W€ h8ve two main interests - Projects ofwhich more anon and Streetscene - whicb iskeeping an eye on the town ganerally aud reporting any anonralies which we 6nd, tothe relev&ot authority. This has included having litter bins replEc€d, requestinSremoval ofrestrictions on Sunday parking times on Market lill, reporting to police repoor parking near schools such ,s on pavements and verges &nd too close to roadjunctions. All this on top ofregulsr repons on the state ofroads, foot'ways andcondition ofstre€t furniture ctc., stc.

Our inlerest in the st8te ofthe roads and repofiing to th€ WCC Highways Dept hrveresulted in better than average road conditions.

We haw had many srccessful projects this year including 8ranging funding forrepainting the churchyard rai.lings oo Park Lane, updating and republishing the HolyWell Walk and Town Trail leaflets and tidying up Et the top ofwEttons Lane by theLilley Smith Memorial. This we did ourselves as there was no available funding fromthe councils. Ongoing projects include the Holy Well and an unpleEsant s€€p8ge ofdifty water out ofth€ hillside behind the well - we met with a Sevem Trent officialver1, recotly and hope to gd this rectified soon. We also monitor the general state ofaffairs at thc Holy Well and would lite to mngratulate the Southam Town Councilon the new pslisade ftnce they have mrv completed.

All th€ elect c sub-ststions in the town bave been locsted 8nd listed and their state ofr€pair report€d to th€ electricity cornpany.

We hope to keep moDitoring Wattons lfie on the Warwick Road side of the bridgeatrd to urge the town council to improve its appesrano€ and p€destrian safety.

The 1994 Conservation Area report clme to oul notic€ 8nd two members of SCIF arccunently re-recordiog 8ll the photogrsphs in the report to asc€rtsin any changes forthe bett€r or worse..

Fiaally, we have access€d some funding towrrds a new ironwork arohway where theold g8tes were at the top ofthe steps to the churchyard, opposite th€ Black Dog.Planning permiesion is being sought and we hope for a successful conclusion to aproject which will make our tow! very atractive in tbe eyes ofresid€nts 6nd visitorsatu(e.

Reports for Annual Town meeting from St James Church

There are two items that will be covered in this reoort,First, St James Parochial Church Counci l would wish to pass on their thanksto STC and individuals within i t and those attached to i t for theirencouragement and support during the last year. l t has been muchappreciated.

ChurchyardFor some years now STC has been granting the church a sum of money tocover the cost of mowing and str imming of the churchyard to maintain a t idyexternal appearance. This has been of great help to people either visi t ingfamily graves or fol lowing historical family l inks.In the past this work has been carried out by a contractor appointed by thePCC, namely MFM Services (with agreement from STC) and he has beenconsistent in the work that he has undertaken. The huge benefi t is that, as achurch, over the last few years it would have been difficult for us to havefound the funds to have covered the cost of this service and so we are deeplyindebted to STC for covering the costs. lt has had other spin-offs in thatmembers of the PCC have got to know the STC employees and someCouncil lors more.

Under the "t ightening of the belt" regime, which is commonplace at themoment, i t has been decided to consolidate the mowing of St Jameschurchyard in with the contract that the Counci l currently has. This came asno surprise. This by no means reduces the vote of thanks that we, as a PCC,wish to give STC.

YouthEarl ier in the STC f inancial year, St James were given the opportunity to use"The Coffee Cup" in an evening by Cllr . Dave Wise. The purpose of this wasand is to give young people a place to meet, hopefully keeping them off thestreets where they have caused some difficulties.The Parochial Church Counci l of St James jumped at this offer and a steeringgroup was set up under the chairmanship of Barry Parker with a view toopening this venture in November. The name it operates under is "He"Brews."All volunteers have fulfilled obligations under Health & Safety (Food Hygiene)regulations, first aid and have been cleared with the CRB.At f irst the take-up was NIL but with perseverance and keeping a presence ona Thursday night i t could only get better and now there are some "regulars."However, i t is appreciated that the haul may be long.The PCC have been thrilled by grant support that it has received (in this caseby Stratford District Council) that was arranged in great part by the goodoffices of STC.Thank you

Cllr Soni announcedthat her charities for the iorthcoming year would be The Woodland Trust andCORD.

Leamington SpaSpoke concerning Wattons Lane, stating that she had attended a previous councilmeeting and wanted to know whether the Police had responded to the nuisanceyouth problems in this area. She wanted to know how people should be reportingproblems to the Police and that the Police had business cards with their mobilenumbers stated on them but they don't seem to advertise this information. Shealso asked whether Sevem Trent were going to do anyhing about the pipe to stopyouths from being able to congregbte on it. .Mrs Harrison. 8 Bridee End. SouthamSpoke concerning the Tesco Sl06 money, wanted to know how much ofthemoney has already been spent and why it was being dealt with by StratfordDistrict Council and not Southam Town CouncilMrs Healev. 55 Banburv Road. SouthamSpoke conceming the state of Market Hill and wanted to know why it was lookingso ill cared for i.e. not in keeping with a conservation area. She also wanted toknow why WCC Highways were not stopping cars driving on verges andchuming them up and why WCC and SDC are not making use of the CommunityPay Back Scheme to clean up the footpaths etc

180.I PUBLIC REPRESENTATIONSI )Mrs HuntMrs Hunt was informed that Sevem Trent had inspected the pipe and is givingconsideration to installing a guard which would stop youths being able to sit on it.Advised that the matter should be raised at the next Community Forum, in orderto get a response from the Police. It was also stated that Southam Town councilare responsible for the lighting in Wattons Lane and that the Clerk has askedWCC for a quotation, as to how much it would cost to improve the lighting in thisarea, but a quotation would not be received until May/June when the newcontractor is in place.RESOLVED:That the Town clerk contacts the porice to ascertain whether their mob enumbers crn be advertised in the Town Council Newsletter.

182.1 MULTI USE GAMf,S AREA MUGA) DEPOSIT CHEOUE - STOPPEDAND Rf,-ISSUEDMembers were informed that after the deposit cheque was sent to Miracle, theTown Clerk was advised that the tarmac company who Miracle had appointed todo the tarmac for the MUGA had pulled out and they were struggling to find anew company, therefore the decision was taken with the approval of Cllr Crumpto stop the cheque.

The cheque is now being re-issued because a new tarmac company has beenappointed but unfortunately work on the MUGA cannot start until 3 l " May 201 l.

Miracle is very aware that the council will not be happy about this situation andtherefore following various discussions the Town Clerk has had with Miracle andthat Miracle value the relationship.they have with the Town Council it has beennegotiated that the'Play Area'will receive three additional pieces ofequipment atno additional cost to the council. This equipment will be installed as part of thecurrent project which is on schedule to be completed early May. At the March Town Council meeting, members requested the Town Clerk toadvise how much money was left in the Credit Crunch Ear Marked Reserve inorder for members to consider whether the council would meet the costs ofanyshortfall for this year's event. As a result members were informed that the CreditCrunch Earmarked Reserve contains f4379 and that they have the power to spend.RESOLVED:(i) That ff000 be paid to Southam Christmas Lights to purchase LED lightsand that this amount is in addition to the normal grant.(ii) That Council expects a grant rpplication from Southam Christmas Lightsin September(iii) That the remaining t3379 is retained to fund CAB in the Library forseveral years

The last response the council made regarding the Tollgate Road Lease is asfollows:

"At the Southam Town Council meeting on the 27th January 201 I, membersconsidered all the correspondence and were asked to confrrm what they wereprepared to agree to in the proposed lease, in relation to increased maintenance e.ggrass cutting and litter picking, as a result Southam Town Council have instructedme to inform you that they want the lease to remain the same as the cunent leaseand they do not want to see a fence installed. The matter was discussed in publicand the Town Council will be putting an article in their next Newsletter informingresidents of the situation"

The last response the council has made regaiding HS2 is as follows:

"Southam Town Council objects to HS2 in its cunent form and urgesneighbouring councils to join with it and local and national working groups inopposing the proposed high speed railway"

182.5 OUOTATION FOR REPAIRS TO CARPET AREAS I]NDERNEATHSWINGSOn the last playground inspection report it was stated that the'Carpet SafetySurface'was loose and needed repairing under a set ofthe flat swings in ParkLane Rec . Durasport is the company who deal with the carpets and they wereasked to como out and inspect this area and also Tollgate Road because a problemwas noticed with the carpet at the bottom ofthe slide.

Durasport have advised that the carpet under both set of swings in Park Laneneed the centre strip carpet (3m x 6m carpet) replacing as they are nearly womthrough. They will do both carpets for the price of ons : Total Cost f, 1500.00

At Tollgate Road the carpet at the bottom ofthe slide needs repairing and thecarpet under the swings needs the centre strip carpet (3m x 6m) replacing TotalCost !1400.00

Durasport have advised that if we have the work done at both sites al the sametime they will do all the work for f2200.00 which give the council a saving oft700.00
