An information sign on the bush tucker plants has been prepared and installed in January 2020. Acquittal for this grant is to be finalised by February 2020.

Contractor awarded at the Ordinary Meeting of Council held on the 18th September 2019. Works commenced on the 1st October 2019 and project near completion. Milestone 1, 2
and 3 of the grant have been completed and respective funds received from the Department of Transport. Final payment of $12,500 to be received on completion of the
project. Matter was reported to the December 2019 Ordinary Meeting of Council. $100,000 has now been spent on the Pathway including the variation to the scope of works to extend the pathway around into McPherson Street. Section in front of Hyden Travel Spot
progressing is dependent on approval from the landowner and additional allocation of funds from Council.

Submitted The Shire of Brookton as the lead Shire has recently submitted a grant application to the Department of Agriculture for Round 2 of the Communities Combating Pest and Weed
Impacts During Drought Program - Biosecurity Management of Pests and Weeds in conjunction with the other participating Shires, including Kondinin, Quairading, Bruce Rock
and Corrigin. The purpose of the grant is to enable community action to create landscape scale impact for addressing pests and weed impacts during drought periods. Community workshops
across the five (5) participating shires are proposed to address significant barriers to community action, including: 1080 accreditation, permitting and calici virus permits, and
coordination with community shooting events and capacity in innovative techniques. Action on the ground will be further enabled via financial support for permitting, baits and
more intensive action around community identified natural assets.
The participating Shires are expected to make an in-kind officer time contribution only for an 18 month period commencing on the 1st July 2020. The Shires are not required to
contribute any cash component to the project. The Officer time can be allocated to the Shire’s Community Development Officer general administration costs.

ON GOING – New Bush Tucker signage installed in January 2020. New outdoor decking and pizza oven to be installed in February 2020. Plants and vegetables hanging in there with the dry and hot weather. Big thank you to the local volunteers who are on the watering roster. Busy Bee and minor works to be undertaken prior to the Gourmet in Garden dinner on the 6th March 2020.
Wave Rock Improvements
IN PROGRESS –At its Ordinary Meeting on the 20th June 2018 the Council adopted the amended Wave Rock Improvement Plan 2018 – 2021 subject to budget funding. The Bush Tucker Garden has been incorporated as part of improvements to Wave Rock and the Shire Administration has engaged a consultant to prepare a concept plan as the basis for applying for grant funding. A draft Concept Plan has been completed and was discussed at a meeting with the consultant and the Shire President, Shire Gardeners, MPD and Jean Sloan on the 19th August 2019. New CDO, Ayu Muftidhati is now working in liaison with consultants, Way Found to prepare the design and upgrade of the business signage on entering Wave Rock. AMC has arranged the replacement of damaged pine bollards around the perimeter of the car park with reconstituted bollards that match works done at Coronation Park.
Hyden Streetscape Project for 2022 Centenary
IN PROGRESS – Concept Plan adopted by Council at its Ordinary Meeting on the 20th December 2017. During the 2019/2020 financial year focus to be on upgrades to shared pathway along Marshall and McPherson Streets as per the Department of Transport Grant agreement and upgrade surface and kerbing of slip road along the northern side of Marshall Street in front of Hyden IGA, Bower Birds and Primaries as supported by Council at its Ordinary Meeting on the 17th July 2019. Contractor awarded to undertake the new shared footpath at the Ordinary Meeting of Council on the 18th September 2019 and works commenced on the 1st October 2019 has now being completed with a variation to connect new footpath along McPherson Street. MPD in liaison with members of the Hyden Progress Association to progress

upgrades to the Hyden Town Centre in the lead up to the Hyden Centenary in 2022, including tree planting around the town site. Upgrades and landscaping of ‘Lions Park’ on the corner of McPherson and Marshall Street to be undertaken in February / March 2020. New bins along Marshall Street to replace those that were removed during the installation of the pathway to be installed shortly. Same style as the ones recently installed and Trembath Park and Kondinin Community Recreation Centre and to be installed at Karlgarin Gazebo which are made by a local business.
Karlgarin Streetscape Project for 2020 Centenary
IN PROGRESS – Sub-Committee now meeting on a regular basis. With funding now approved from Lotterywest, the Shire in liaison with the Karlgarin Centenary Committee are now actioning the project plan, including the community wall, granite seats, mapping and interpretation and swing. Save the Date Flyers and Community Plaque Forms have been completed to be circulated to past and present Karlgarin residents shortly. Regular community mapping working groups are being held to finalise list of all past and present owners of farm and town lots in Karlgarin. MPD typing up the lists and cross-referencing map lists with past and present rate databases before finalising. Huge thank you to Karlgarin community members who have been volunteering a lot of time to work on the maps and the centenary event. Merchandise options are also being worked through.
Roe Tourism ON GOING – New website http://www.roetourism.com.au/ is now live to promote Roe Tourism together with the Facebook Page – Pathways to Wave Rock which advertises both Member Shires and Associate Members on a regular basis. Currently progressing the Roe Tourism Strategic Plan to provide a stronger framework to direct Roe Tourism into the future. Advertising on Waste Bins supported by member shires and is currently being progressed. AGM and General Meeting was held in Hyden on 21st October 2019 and most recent meeting held on the Monday 9th December 2019. Focus for 2020 to be on gathering accommodation data and preparing a Memorandum of Understanding for members Shires to cover details not in the constitution. Next meeting scheduled for Monday 24th February 2020.
Extension of Hyden Recreation Centre
The Shire’s CEO and MPD attended a meeting of the Hyden Sports Council on the 2nd July 2019 to discuss their plans for the proposed extensions to the Hyden Recreation Centre. The current proposal comprises extending the building approximately 14 metres north to accommodate additional storage, gymnasium, umpires room and change rooms. Discussion ensued at the meeting on scope of works, tree removal, upgrading utilities (in particular water) funding options and requirements and the process from here. At the Ordinary Meeting of Council on the 18th September 2019 Council supported the Shire’s Administration to arrange a project brief and seek quotations from suitably qualified practitioners to prepare detailed plans and a quantity surveyor to move the project forward. A Request for Quote has been prepared and distributed to practitioners with a site visit arranged for Friday 9th February 2020. Preferred consultant to be determined by Council at the March 2020 Ordinary Meeting.

9.1.2 PROPOSED RELOCATION OF HYDEN RECYCLE STATION
SUBJECT: Proposed Relocation of Hyden Recycle Station LOCATION: Munday Loop, Hyden Graham Street, Kondinin DATE OF REPORT: 3rd February 2020 AUTHOR: Manager Planning and Development DISCLOSURE OF INTEREST: Nil SUMMARY This report recommends the relocation of the Hyden Recycle Station from its current location in the Railway Reserve along Marshall Street to Munday Loop in the light industrial area to the west of the Hyden town site. BACKGROUND The Hyden Town Site Revitalisation Plan recommended the relocation of the Hyden Recycle Station from the Hyden Swimming Pool to an alternative location to improve the functionality and aesthetics of this area of town. Based on this recommendation and discussion with council and community members the Recycle Station was moved to its current location in the Railway Reserve along Marshall Street, Hyden. Since the Recycle Station has been moved further feedback has been received from the local community and Council Members on the unsuitability of this location and alternative locations have been investigated by the Shire’s Administration. A site visit to option 1 listed below was held prior to the December Ordinary Meeting of Council with Council Members and the Shire’s Chief Executive Officer and Works Manager in attendance. A poster will also be displayed at the Hyden Library. To ensure a streamlined and transparent approach to Waste Management in Hyden the new signage at the Hyden Waste Transfer Station that is currently being finalized to include the new operating hours will also include the information on the final position of the Recycle Station once confirmed by Council. 9.2.4 Compliance Audit Return and 2019/20 Budget Review

The report has been completed by the A/CEO and is required to be reviewed by Council’s Audit Committee and then presented by the Audit Committee to the Council of the Shire of Kondinin, with any recommendations that the Committee may require Council to consider. The Compliance Audit Return (CAR) is to be adopted by the Council and recorded in the minutes of the meeting at which it is adopted. The certified copy of the return together with a relevant copy of the Council Minutes, is to be submitted to the Director General of the Department of Local Government through Smart Hub portal by 31 March. Also, it is a requirement under the Local Government (Financial Management) Regulations 1996 that each local government carry out a budget review of its current year budget mid financial year to make necessary adjustments in the interest of achieving a surplus or balanced budget at the end of the financial year, 30 June, 2020. The Shire’s Manager of Corporate Services together with the CEO, MOW and AMC have conducted the review and made the necessary adjustments to the various budget account items where appropriate. The attached Review of Budget Report – notes 4 and 5 detail the accounts that have been affected. The budget review process is essentially designed to ensure that the adopted budget is being adhered to and that there are no material variances that may cause deficiency in “cash” to occur at the end of financial year.

9.3 MANAGER OF WORKS
9.3.1 GENERAL
Construction We have now completed the two Black Spot Funding projects on the East Hyden Bin Road and also the Regional Road Group grant on Lovering Road which included the reconstruction of the corner at McLennan Road, shoulder widening and resealing across the floodway. A small amount of construction has been completed on Naughton Street in readiness for Asphalt works commencing Monday 10th of February. The cul-de-sac on Naughton Street will be completed in concrete at a depth of 100mm @32mpa and the drainage will be installed at the same time. As stated above, Asphalt works will commence next week starting in Hyden, Karlgarin and Kondinin. We have a small amount of repair work to carry out on previous works, nothing major. It is expected to take 2 days in Hyden, 1 Day in Karlgarin and 1.5 days in Kondinin. The batching plant will also be servicing the Kulin Shire with their asphalt works. By Kulin and Kondinin combining it has reduced the cost from $27/sqm to $21/sqm. Given the Water crisis at the moment all major construction/gravel sheeting works have been put on hold since mid – December. This is unlikely to change until we have some rainfall, dams are at a reasonable level for stock and the pressure comes of the standpipes. We have now completed all reseals which includes: Lovering Road Chalk Hill West – Second coat Airport Road – Patch and reseal, this road was done to improve the ride for patients being transferred to the airport, however is not a budgeted item. We also have being doing some gravel repairs on the Hyden Norseman Road and the Southern Cross Forrestania Road. Whilst it is dry they will settle eventually after a little rain. Some pruning along Kulin Rock Road has also been undertaken to enable stock crates to be able to pass. Undertaking reopening of catchment area at Karlgarin dam. This is to ensure that when it does rain we are maximising water storage. Parks and Gardens Kondinin, Karlgarin and Hyden- ongoing general maintenance of parks and gardens, verges etc. Kondinin Town Dam is as good as empty and unfortunately after all the hard work put into the oval in recent times we are unable to keep it properly maintained with the amount of water required. We have cut back watering to 3 days a week and 5 minutes per station just to try to keep a green tinge until such a time we can get rain. Unfortunately it is a very small window before we have no water at all.
Hyden Oval whilst being fed by a bore is in a similar state and we will have to cut back on watering. I believe the Hyden Sports Council will be approaching Council with a proposal to cart water from farmer’s dams to the shire dam.

COMMENCED February 2019 – Meetings prior to February 2019 have been undertaken with no real outcomes. The working group are scheduled to meet in February to start discussions on the terms of the MOU to be legally drafted and subsequently approved by the Shire and HPA. March 2019 – Draft contract/MOU drawn up by McLeod’s Lawyers April 2019 – Draft Contract/MOU send to HPA committee to table at their meeting to discuss with constituents May 2019 – No update from HPA has been received June 2019 – HPA will meet to discuss the draft contract/MOU July 2019 – Comments have been received back from HPA in regards to the proposed MOU. These will now be discussed with the Working Group and then presented to Council. August 2019 – Meeting held with HPA to discuss the feedback provided to the Shire on the contract. Revision is being made and will be presented to the October Council meeting. October 2019 – Draft Contract of Sale presented to the Council meeting. A valuation is scheduled to be undertaken on 12/11/19. November 2019 – Agenda Item went to Council for the execution of the document however this is some dispute around the motion and no progress has been made. Valuations have been received and will be presented to Council for information only in a confidential item.
Container Deposit Scheme
The State Government has committed to implementing a WA Container Deposit Scheme (CDS) by early 2020.

Information is being prepared with RoeROC to commence discussions with Avon Waste around the logistics of removal and kerbside collections and glass collection which was taken out of the existing contract. November 2019 – A presentation from the Manger’s of the CDS will be done at the meeting scheduled for December 2019. More information to come.
Independent Living Units
The Wheatbelt South Aged Housing Alliance (WSAHA) is currently awaiting the outcome of its grant funding application with the federal government’s Building Better Regions Fund (BBRF).
COMMENCED November 2018 – A meeting was held between the alliance members at Shire of Wickepin to discuss the grant application for funding to undertake a new business case. This is progressing and as new information comes to hand Council will be informed. August 2019 - Cr Steve Martin and CEO Mark Hook from Wickepin attended the round table discussion with Niegel Grazia Deputy Director Industry and Economic Development General and Heather Brayford Deputy Director General Sustainability and Biosecurity at Local government week and discussed the WSAHA grant application for $3.36Million. Niegel seemed positive on the application however an announcement will need to be made to ascertain whether the application was successful. September 2019 – Minister MacTiernan visiting Wickepin to announce $2.8 million Regional Aged Accommodation Program funding for aged housing in the Wheatbelt South. The Shire’s are now awaiting the Funding Agreement for execution. October 2019 – A meeting has been arranged at Shire of Wickepin on 18th November to discuss the FAA that has been offered. November 2019 – Draft FAA was presented to Council for approval and acknowledgement and continued support for the project with the capital amount required changing and authority to execute the final FAA.

9.4.2 Standpipe Water Access

Summary
Multiple rate payers have expressed their concerns over a current lack of water for stock and there have
unfortunately been multiple instances this summer of water being required for large scale firefighting efforts.
While numerous private supplies and Shire Dams have all but dried up the emergency supplies appear to be
meeting demand for the time being while the scheme is operating at capacity for the wider region. Water
Corporation would like all of us to exercise restraint and reduce usage where possible.
Some regions in surrounding Shires have used all available water sources within a 40km radius of farming
properties and have been successful in obtaining a Water Deficiency Declaration. Current weather conditions
have been further exacerbated locally due to the implementation of direct charging in neighbouring Shires.
As 2019 and 2018 were both substantially dryer than the year preceding them it has been difficult to
determine if non rate payers are contributing significantly to water usage in our Local Government Area
(LGA). While unquantifiable this is supported by a recent increase in requests for swipe cards from farm
holders on our north and south boundaries as well as numerous reports of standpipe use by vehicles not
familiar to the area.
In September 2018 Council resolved to reduce Bendering Hall Rd, Reservoir Rd, Aylmore Rd, Kondinin-Lake
Rd and Federal St from 50mm meters to 25mm which classifies them as community standpipes along with
the 25mm meters already existing at Kondinin-Kulin Rd, Aylmore Rd (Southern), Kondinin-Narembeen Rd and
Tolland Rd. Meters below 25mm are charged at a concessional rate and should deliver between 20-60L/min.
Concessional rates are approximately $2.5/kL and increase to over $8kL when the meter is larger and
considered commercial use. With current demand Water Corporation do not currently have the capacity to
increase these standpipes back to higher flowrates.
In continuing to work with Water Corporation and the Department of Water, Council are being asked to
reconsider the pros and cons of direct charging for water as a way of cost recovery for new infrastructure
that will help to fairly future proof the supply of water in the Shire of Kondinin. In keeping with past
sentiments of Council ratepayers who are not on scheme or who are supplementing their domestic supplies
will continue to have reasonable access to water supplied through their rates. Large quantities that are
affecting the equitable use of the system for other users, for clearly commercial purposes, needs to be
addressed.

and Environmental Regulation (DWER) – Dry Season Survey for Livestock Water Supply. This can be found on
the DWER and Shire webpage or at

This survey assists the DWER with its planning to ensure there is sufficient water in the regions.
Kondinin, Hyden and Karlgarin have recently benefited from $15.2m in water supply upgrades centred
around work that was carried out at Yeerakine Rock. This included 18km of upgraded water supply main to
connect a new tank and pumping station at Yeerakine Rock to the Great Southern Towns Water Supply
Scheme (GSTWSS) which services 44 towns across the Great Southern.
Wave Rock Dam and the Humps Dam have been acting as supplementary sources to support our towns as
part of the Scheme. The GSTWSS has been primarily serviced by the Harris River Dam in Collie since 1992.
The first attachment outlines the options and classifications of Water Corporation Fixed Standpipes while the
second attachment shows the location of Strategic Community Water Supplies overseen by the Shire of
Kondinin and DWER. These include 5 swipe card controlled and monitored sites being the following:
Kings Rock – Rock weir and catchment, tanks and bore
Allen Rocks – 2 primary tanks and 2 older tanks fed by bore
McCanns Rock – Rock Weir
Karlgarin Town Old Dam – tank supplied by WC lease of dam and catchment
Raine Rd/Humps – tank supplied by WC lease (Humps Dam)
So far this financial year the combined usage from these 5 sites is 2027kL which is almost double the usage
when compared with the same time in the 2018/19 financial year. Water Corporation is currently using the
tank at Raine Rd to feed water into the Humps dam. Once they have made progress and the Shire has installed
an adequate pump, this system will revert back to use by the public. This will potentially take up to 12 weeks.
Current issues and community concerns
Water Corporation warning that current demand may result in the closure of some standpipes. This
does not necessarily mean that water is unavailable. In most recent instances closures are the result
of too many users in the same area creating a draw on the system that is significantly out of the
ordinary. When this happens Water Corporation are unable to maintain water at the standards that
are required for it to be potable. Chlorination or other forms of treatment cannot keep up.
The reduction in meter size at Kondinin Lake Rd has made the overhead outlet unusable and the
flowrate filling the tanks is only 10L/min – This is expected to be 20 – 50L/min and is a combination
of the systems location on the scheme, backflow prevention device and meter size. Water can be
pumped out of the tanks via the camlock fittings at a much higher rate.
Users travelling into this LGA from other areas for the purpose of water carting either due to a lack
of water or as a result of payment systems.
Ensuring use of surface water before bores as heavy usage may impact their viability in the long term.
Water Deficiency Declarations have been made and accepted within our Rural Water Zone in
neighbouring Shires.

Raine Rd/The Humps tank is currently being used by Water Corporation to supply water to the Humps
Dam from a DWER source as Wave Rock Dam is empty – This is part of the scheme and helps to
supply Hyden Townsite as well as all Water Corporation Standpipes.
Aylmore Road Standpipe which has already been closed for a few days this summer by the Water
Corporation has had both tanks emptied on numerous occasions. The 25mm scheme outlet is refilling
these tanks at approximately 35-50L/min which equates to 50-72kL per day (less than 2 trips for
some of the larger carting vehicles that operate within the Shire). This is our busiest standpipe and
from November to the end of January 2500kL was used (due to concessional pricing this equates to
$6250 worth of water). This equates to roughly 15% of last financial year’s usage across all 9
standpipes and 25% this year. $49,595.75 was spent on water and service charges in 2018/19 which
is estimated to be 18,000kL in total from the 9 Community Standpipes in our LGA.
Currently all town and sport related ovals are either empty or fast approaching empty.
While the Karlgarin dam still holds a quarter to half of its 15,000kL capacity the placement of the tank
is above the current dam water level and the Shire is pumping/carting water into the tank. A Second
WC tank has also been installed so that water can be carted out to the Humps Dam for the drinking
water supply.
The vegetation and turn around at McCanns rock may be unsuitable for larger vehicles.
Due to the frequency of the volumes taken from some sites by a few heavy users there is limited
availability for everyone else.
Current standpipe maintenance budget of $58,000 has had 65% ($38,000) used with 6 months
remaining and $60,000 was spent last year.
While our LGA has managed a lot better than other parts of the region thanks to the strategic upkeep of
historical sources and new leases/maintenance of Water Corporation assets, it is important that we continue
to improve our resilience for future dry years.
Until this year Water Corporation had considered selling other depreciated assets to the Shire but it is a lot
more likely that we will have to arrange leases to access water from these sites.
Future Improvements
It is proposed by administration that Council consider a $60,000 - $100,000 water infrastructure reserve for
the next few financial years. This will start with implementing swipe card access at Aylmore Rd, Tolland Rd
and Kondinin Lake Rd so that we can monitor usage, exclude or charge users from out of the area and provide
feedback to ratepayers who’s usage is affecting other users.
Estimated costs: Standpipe Controller $20,000 per unit, 100kL – 275kL Tank $10,000 - $20,000
The remainder of funds will be spent on storage tanks at sites that have none or can expand and moving
forwards, discussions with DWER and WC will hopefully lead to an extra standpipe in East or South East Hyden
when capacity permit. This may also allow for dam wall repairs or the taking on of further sites/leases in the
future. Locations such as Kings Rock and McCanns rock have been immensely valuable already and Dam wall
repairs may be necessary so that these assets are available into the future.
As per the attached information local governments are able to on charge water usage from fixed standpipes.
The Shire cannot charge for water through the current supplies that are swipe card controlled as these are
DWER emergency supplies.
The Shire not allowing access to water from a fixed standpipe to some users would be an unfair system. In
order to balance extreme usage so that others still have access to water Council could implement a tiered
payment system.

This may require input from Water Corporation and the public so as to determine reasonable quantities but
could be adjusted and monitored per month. For example Aylmore North standpipe only has the
capacity/flowrate to supply a maximum of 50kL per day or 1500kL per month. Any single user that consumes
greater than 1/5 or 1/10 of the capacity per month of a single source could be charged an elevated price as
an incentive to cart from other sources, making it more equitable for the other users.
The Shire, as well as numerous farmers are using the current conditions to clear and improve dams. Farmers
should all be encouraged to cart to troughs and tanks as well as de-silt. Where salinity and catchment size is
not an issue larger deeper dams with less surface area than multiple smaller dams loose less water due to
evaporation which on average in this region is 2m per year.
Any Shire funds will be leveraged alongside any valid applications to the Community Water Supply Program
which through DWER provides grants of up to $100,000 to assist projects that reduce reliance on scheme
water.
Water Deficiency Declarations
A water deficiency declaration is made as a last resort after continued dry conditions due to climate change
have depleted on-farm and State Government managed community water supplies.
A 'water deficiency declaration' is a government response to safeguard the commercial interests of farmers
during very dry periods. A declaration occurs when a group of five or more farmers, within a 20-kilometre
radius, require water from an off-farm source and have to travel greater than a 40-kilometre radius from
their farm to get this. In extreme circumstances, water may be provided for individual famers.
A declaration requires the government to provide water for livestock needs at a central storage point, within
a 40-kilometre radius of the farms concerned.
The process leading to a declaration of 'water deficiency' involves a local government making a formal
request to the Department of Water and Environmental Regulation which, after consulting with the
Department of Primary Industries and Regional Development, makes a recommendation to the Minister for
Water.

9.5 ENVIRONMENTAL HEALTH OFFICER
The demolition of 53 Rankin Street is progressing and will be undertaken within the next month. A Health notice was issued to the Kondinin Roadhouse requiring reregistration of the food business.

9.8 SWIMMING POOLS
Hyden Pool- January attendance: 671 Water tests were good. Equipment Issues- New toys and artificial lawn for playpen. Property Issues- Extra camera needed for west side fence.
Shade cloth needed for toddler playpen. Aircon needed for kiosk.
Activities- Vac Swim, early morning swimming, Bronze Medallion, Australia Day BBQ with 94 visitors to the pool. Activities Next Month- School swimming lessons for 2 weeks, Thank a Volunteer BBQ and awards, early morning swimming. In General, there was a dust born bug in the lap pool this month due to carpark, harvested paddock and strong winds. The pool was closed for 2 days to super chlorinate the pool. Water was sampled by Pathwest and was given the all clear. Kondinin Pool- December attendance 1198 January attendance 589 Water meter - 05/02/20 15890 December and January water tests were good. December attendance was excellent with 1198 visits, slightly below our record. However January attendance was well below average with only 590 visits compared to the usual 800+ visits. This I believe was due to the majority of locals leaving for summer holidays as usual, while the usual January visitors were absent. The movie night on the 14th December was well attended with over 30 attending the movie. Another big thanks to the Lions crew and everyone who supported the BBQ fundraiser. December in-term school swim lessons were excellent with Sam and the crew providing the school with quality lessons as usual. Vacswim lessons were poorly attended due to the time of year, however the children who did attend were treated with 10 days of excellent training and one on one time, with lots of attention and dedication from Vacswim instructor Rebekah.

Australia Day was well attended considering how quiet January was with around 25 visits for the day and around 22 for the Movie Night & Sausage Sizzle. A big thanks to Toni Smeed for organising the fun and games for the kids in the afternoon. A new water cooler was installed in the foyer on 6th January and is an excellent addition to the centre. Issues 7th December Dust storms closed 12.45-4.15 Bisulphate dosing pump failure 9th December: Disassembled, cleaned, reset loading spring & cleaned the foot valve, now working 100%. I replaced the chlorine pump mechanical seal on the 14th December due to a leak. On the 13th January I found a small long crack in the grout on the Eastern bulkhead. I performed a leak ink test on the crack the following day, this does not seem to leak. Ryan Glass from commercial aquatics will get back to me with any comments from their structural engineer but he believes if it's not leaking it is most likely a shrinkage crack, and nothing serious. I plan to remove some tiles before the end of the season and check to see if the crack continues into the concrete. If all appears well, at the end of the season I will drain the pool and repair the grout. In the meantime I will closely monitor this issue by leak testing on a regular basis. Events: The Kondinin Primary School have shifted their in term swimming program to the first two weeks of school and are scheduled in Monday - Friday from 10.00am 3rd February - 14th February. Mums & Bubs classes are due to be held at the centre on Tuesday mornings at 10am starting on the 4th of February. Kondinin Football club booked for use of the pool for their training on 4th February. Swim Club and Time Trials finished for Christmas break on the 11th December and 22nd December respectively. The Club plans to recommence Wednesday 5th February with Time Trials starting 9th February. Again a big thanks to all involved to make this happen. CRC & the school are planning to hold a disco on the 13th February in the bill smoker room. The Kondinin Triathlon is scheduled for 15th February Early morning breakfast TBA

9.10 RANGER ACTIVITY
9.10.1 Ranger and Infringement Policy – Shire of Kondinin
Applicant: Shire of Kondinin Author: AMC Date: 5th February 2020 Disclosure of Interest: No interest to disclose Attachments: Summary/Background As determined at the December 2019 Ordinary meeting a Draft Ranger/Infringement Policy is provided for consideration. The following policies will be included in the ongoing major review of the policy manual that will be workshopped with council in the coming months: Dogs in public places, Surveillance (CCTV), Rat Baiting and private events in public spaces. Infringement Policy Issuing Infringements Councillors, Shire staff and Contractors are to act in a fair and consistent manner when issuing infringements. Education and rectification should be considered in the first instance at the officer’s/contractors discretion (for example requests to rectify or explanations that this is a no smoking or no dog area). Nuisance and disregard should be considered contrary to this statement (for example continued demonstration of a prohibited activity or more serious incidents such as a dog attack). Infringements are to be issued on templates from relevant legislation and where possible from an infringement book approved by the CEO. An “on the spot fine” is not required to be paid for the number of days listed on the infringement notice or explanatory letter. Payment can be made in person or over the phone with Shire of Kondinin Customer Service Officers. Officers or contractors are required to assess their delegated responsibility prior to issuing any infringement. Any supplementary evidence such as photos or reports should accompany documentation provided to Administration for record keeping. Infringements should be provided to Administration at the Kondinin or Hyden Offices as soon as is practical and no longer than 5 business days after issue. Administration is then required within 2 business days to post a copy of the infringement along with an explanatory letter. Withdrawal or upholding of infringements Objective - To ensure the process for the withdrawal of infringement notices is fair and unbiased. Policy - Where a person in receipt of an Infringement Notice considers that the Notice has been incorrectly issued or the alleged offence has been committed under extenuating circumstances, an application for withdrawal of the Infringement Notice should be submitted for consideration by the Chief Executive Officer.

The Chief Executive Officer may refuse the application or may approve the withdrawal of an infringement where: 1) The infringement has been issued in error or incorrectly; 2) The information contained in the infringement notice for the breach of a local law contains an error/s; 3) The reasons provided by the applicant in support of the requested withdrawal of the infringement are considered to be reasonable in the opinion of the CEO and the CEO is satisfied that non-compliance which resulted in the infringement is not a blatant disregard of the Town’s local laws. 4) Infringements should be issued under relevant legislation by an authorised officer other than the CEO so that the same person considering the withdrawal is not the issuing officer.
