President’s Message This past year has been such a whirlwind of activity that it’s hard for me to pick highlights of the past year and so I will spare you and not try to list them all. If you are really interested, we do have a 10-page document outlining our activities. I am honored to have led a Section that has made a real difference in the lives of our members and of others. Deserving students received much-needed financial support from our Section at each of our five Universities. Through Rebuilding Together, we brought much needed repairs to a

homeowner in North St. Louis. We spread the word about Civil Engineering to students at diverse schools and at Science Center events. Our technology seminars and GeoConfluence provided much-needed PDHs to attendees who used the information learned to enhance their work back in the field and in the office.

We installed a memorial to James P Kirkwood (one of the founders of ASCE) at the historic Kirkwood train depot for the public to enjoy. The Infrastructure Symposium raised a spark of awareness in the public that we are following with the launch in early 2013 of a Missouri Infrastructure Report Card. We’ve had a successful year, and have laid the groundwork to transition into even more exciting things next year under the capable leadership of Steve Randolph.

While I have enjoyed my tenure as your leader I have to admit it has been a bit exhausting at times! My bleary-eyed self, over-extended email inbox, and supportive family will probably be somewhat relieved when I hand the gavel to Steve Randolph on September 28th at the Lemp Loft during our Annual Dinner (see you there!). I can hand leadership over without anxiety because I know our Section will be in good hands with the Executive Board we have in place and with Steve at the helm. As for me, I look forward to having more time to spend on billable work, singing in various choirs, spending time with my children and husband, and continuing to serve the Section as Past-President.

Will my tenure result in another Outstanding Section Award? It’s hard to say, but I’ve seen the draft application and we should all be proud of what we’ve done this year. Alas, despite all our accomplishments, I’m afraid that my most memorable ASCE moment of the past year will be sitting next to ASCE's President-Elect Greg DiLoretto at Busch Stadium on May 24 and witnessing the, um, unique interruption that occurred on the field just before the 7th inning of the Cards-Phillies game (Google it if you don’t know what I mean). I think that incident is probably also going to be Greg’s biggest memory of his St. Louis Trip (because that is what he told me). Funny how things work out sometimes, isn’t it?

And with that, it’s time to close my last President’s Message. I want to extend a big and sincere Thank You to the Executive Board, our committee and institute chairs and members, our younger members group, volunteers, and all the members who contributed to a successful ASCE year. Your dedication keeps our Section running as a well-oiled machine that has made a real difference in the lives of our members and others. Keep up the good work and consider joining a committee or volunteering for an outreach event if you’ve never done so before. We’d love to see you, and I suspect you’d enjoy the ride! SAME Young Member/Student Chapter Event - 7 September 2012

The Sept Young Member/Student Chapter event will take place on Sept 7th, 2012. The event is a FREE guided tour of the National Great Rivers Research and Education Center Field Station at the Melvin Price Lock and Dam in Alton, IL (take hwy 143 to Locks and Dam Way. Turn onto Locks and Dam Way and then make a quick left into the research center. If you continue on Locks and Dam Way to the right you end up at the Locks and Dam and you’ve gone too far). The tour will highlight the design features of this LEED Gold facility and also touch on the mission and research that takes place at the center. Participants should meet at the Field Station at 2:45 P.M. on Sept 7th for a 3 P.M. tour. The tour will last approximately 1 hour and will be followed by a social hour at a local establishment in Alton. The first round of drinks will be sponsored by the Scott Field Post of SAME. History and Heritage - Colonel Henry Flad WHO WAS COLONEL HENRY FLAD ? Colonel Henry Flad was St. Louis Section President in 1888 and ASCE National President in 1886. PERSONAL Henry Flad was an immigrant born on July 30, 1824 near Heidelberg, Baden. He graduated from the University of Munich in 1846 and married Helen Richard in 1848. During the Revolution of 1848-1849 he was a Captain in the Parliamentary Army in Germany. Following the defeat of the Parliamentary Army, he was sentenced to death but escaped capture and fled the German states in 1849 for America. In the intervening years, his wife Helen died, and he married her sister, Caroline Richard in 1856. Henry Flad died on June 20, 1898, from heart failure while visiting a friend in Pittsburgh, Pennsylvania. EARLY ENGINEERING CAREEER Before the German Revolution, Mr. Flad was employed by the Bavarian government as a hydraulic worker on the Rhine River. He served as a draftsman in New York for a while before he left to work as a construction engineer during the building of the New York and Erie Railroad. In 1852 he became resident engineer on the construction of the Ohio and Mississippi Railroad. In 1854 he moved to St. Louis to become the resident engineer of the Iron Mountain Railroad. CIVIL WAR When the Civil War broke out in 1861, Flad enlisted as a private in a regiment of the U.S. Reserve Corps. After a few weeks he was commissioned a Captain and transferred to command of Company B, Engineer Regiment of the West. Starting in August 1861, he constructed the fortifications around Cape Girardeau. Later that year he was transferred to General Pope’s staff. He served at Island No. 10, Fort Pillow, Shiloh, and Corinth. Following these battles he was assigned to railroad construction and other engineering work. Roads had to be built, bridges reconstructed, and long lines of communication kept open. He served all over the western theater and was eventually promoted through the ranks to Colonel, commanding the 1st Engineer Regiment, Missouri Volunteers. He was mustered out of service in November 1864. Note that the value of these services can be estimated when one considers that the Union Army and General Grant were operating with an estimated 100,000 men far from the base of supply. A Captain Pitzman of St. Louis bears testimony to the fact that both General Ulysses S. Grant and General Robert Sherman spoke in the highest terms of Colonel Flad and of the efficiency of the Regiment under his command. Furthermore, according to Captain Pitzman, these Generals said that whenever Colonel Flad was given an assignment, it would be completed correctly and within the timeframe promised. AFTER THE WAR In 1865, Colonel Flad served as assistant engineer for James P. Kirkwood of St. Louis and worked to improve the water supply for St. Louis. He helped design the Chain of Rocks in St. Louis, part of the new metropolitan water system. He was also on the Board of Water Commissioners and served as the Commissioner of Water Works for eight years. In 1868, James B. Eads offered the Colonel the job of chief assistant engineer for the construction of what later became known as Eads Bridge. He held this position until 1874, at times serving as chief engineer when Eads was away. In 1871 he became a member of the American Society of Civil Engineers. In 1874, he laid out Forest Park in St. Louis, as the chief engineer of the Forest Park Commissioners. In 1876, he was elected first president of the St. Louis Board of Public Improvements. He held this office for 14 years.

According to one report: “During all his years as President of the Board of Public Improvements, Colonel Flad labored unceasingly in the interest of the people. His was the directing mind in the discussions of all matters before the Board. His interest never flagged, no subject relating to public works which came up for action that did not receive the most painstaking investigation on his part. He would listen to no project for public work entailing a charge against the city's treasury that did not lead directly to a benefit to the people who had put him in office. The ‘Promoters’ and ‘Lobbyists’ as we know them today found no congenial atmosphere in Col. Flad's office.” He was elected president of the American Society of Civil Engineers in 1886 and in 1888 served as President of the St. Louis Section of ASCE. In 1890 he left the Board of Public Improvements to become a member of the Mississippi River Commission, a position he would hold until his death. OTHER/PROFESSIONAL ASSOCIATIONS/AWARDS During his life he was also an avid inventor as well. He invented a water meter and filters, a hydrostatic and hydraulic elevator, a deep sea sounding apparatus, pressure gauges and a pile driver, electromagnetic and straight air brakes, a recording velocimeter, a rheobathometer, a device for indicating the velocity of running fluids, and an automatic airbrake valve controlled by electricity. University News New ASCE Student Chapter at Saint Louis University The Saint Louis University civil engineering student club has been approved as an ASCE student chapter in July 2012. The student organization provides activities and opportunities for Civil Engineering students at Parks College. The chapter sponsors activities that promote the value of the civil engineering profession, allow for networking with local industry leaders, and help to foster a Jesuit spirit of stewardship through service. Additionally, the chapter participates in civil engineering competitions and represents SLU Civil Engineering students at civil engineering related conferences or seminars.

SIUe Civil Engineering Welcomes Two New Faculty Members In the past year, the SIUe Civil Engineering Department’s faculty, students, and alumni have received many awards and research grants; continuing towards their goal of being a premier metropolitan University. Student awards include those from ASCE’s Environmental and Water Resources Institute for a senior design project and from 2012 Mid-Continent Student Conference for Concrete Canoe and Steel Bridge Competitions. One of our alumni, Vicki LaRose, was recently named Small Business Person of the Year for the State of Missouri. This fall, the Civil Engineering Department welcomes two new faculty members: Dr. Jianwei Huang, P.E., Assistant Professor, earned his Ph.D. in Civil/Structural Engineering from Syracuse University. Dr. Huang was a senior structural engineer in a Florida consulting firm prior to coming to SIUE; He has expertise in bridge design and load rating, infrastructure rehabilitation, and application of Fiber Reinforced Polymer (FRP) composites to civil engineering structures.

Dr. Abdolreza (Reza) Osouli, Assistant Professor, received his Ph.D. in Civil/Geotechnical Engineering from the University of Illinois at Urbana-Champaign. Before joining SIUE, Dr. Osouli was a consulting engineer in Illinois for about four years working on nation-wide projects in the area of mining and geotechnical engineering such as many forensic engineering investigations of geo-structure failures, ground subsidence, failure investigation of levee breaches in New Orleans, and stability of landslides. Research Assistant Position in Geotechnical Engineering A research assistant position for supporting a MS or PhD degree applicants is immediately available in the geotechnical engineering program at SIUE. High qualified applicants are encouraged to apply. Knowledge of Finite Element modeling and familiarity with FLAC or Plaxis or Abaqus is a plus. University Course Offerings FE Review Sessions at SIUE The SIUE chapter of Chi Epsilon is providing FE review sessions in Fall 2012 in the Engineering Building at SIUE. They will run from early September through late October in the afternoons and evenings. The exam is set for October 27th and as planned, roughly ten weeks of review will be held. Tentative topics to be covered are Chemistry, Electrical Circuits, Statics, Dynamics, Mechanics of Solids, Fluid Mechanics, Thermodynamics, Mathematics and Statistics; and introductory topics in the fields of Transportation, Structural, Environmental, and Geotechnical Engineering. The review sessions are taught by the SIUE faculty members and have helped many past students and professionals pass the FE exam. The cost for non-SIUE students is only $10 per session, which will be collected at the beginning of each review session (make your check payable to “Chi Epsilon”).
