PRESIDENT’S MESSAGE:

Greetings!

At our recent board meeting, our membership chair reported that of our 268

members, only 160 of them have paid their Duluth Section Dues. I strongly

encourage any of you who have yet to renew for 2014 to check the “Duluth

Section” box on your renewal form. This money goes to the section and pro-

vides funding for the Duluth Section’s yearly scholarship, our monthly lunch

meetings, our annual awards dinner, younger member activities, support of the

UMD Student Section, other student outreach donations, and the toothpick

bridge competition. The majority of members have done so, which is great!

But there are still several members who only contribute to national.

You may renew your dues online at www.asce.org/renewal, call the Customer

Service Department at 1 (800) 548-ASCE (2723), Monday – Friday, between

the hours of 9:00 a.m. – 6:00 p.m., E.T., or mail in your payment to: ASCE

In other news this month, the scholarship application deadline is fast ap-

proaching, March 15th. I encourage all of those who are eligible to apply. The

The annual toothpick bridge competition was held last month at the UMD Civil

Lab. I want to extend a big thanks to John Hinzmann for organizing the

event, UMD for providing the space and helping coordinate and provide volun-

teers, and all of our members who took time out of their day to volunteer dur-

ing the event. We had a great turnout and the event was again a success!

Finally, we are welcoming Aaron Kelly of LHB to speak to us at our March 18th

Luncheon about the progress and details of the new Duluth Transit Multi Mod-

al Center. Please join us at the Radisson for this presentation.

ASCE DULUTH SECTION BOARD MEETING MINUTES

February 27, 2014

Board Members present were Lisa Karlgaard, Cindy Voigt, David Franseen, Matt Nordine, Nick Patterson, Joel

Hinnenkamp, John Hinzmann and Neal Smith.

The meeting was called to order at 4:35. A quorum was present.

Younger Member Report: (Tom D.)

Tom was not present for the meeting due to a work conflict, but he sent an email to the board before the

meeting informing everyone that there is a PE review session scheduled for Monday, March 3 rd, 5:00 P.M. at

Dubhlinn’s. There is also a younger member group event, in conjunction with the UMD Student Section,

scheduled at Spirit Mountain March 6th.

Toothpick Bridge: (John H.)

John updated the board on how the toothpick bridge competition went this year. There was a good turnout

with over 200 students and several parents and grandparents. The board discussed options for next year’s

event such as calling for volunteers earlier to get greater participation and to look at different venues that

can accommodate a larger crowd. John will provide a letter for the newsletter. John is awaiting final billing

for the trophies and is expecting to get all receipts to Nick by the next board meeting.

Student Chapter Report: (Neal S.)

Neal updated the board that the students are working on the concrete canoe, but they were never informed

of the deadline date to sign up for the competition which has passed. The chapter is reviewing options re-

garding this. There have been 5 new members and officer interest since last meeting, and the students are

currently working on a project with CHUM to renovate old shipping containers into apartment units.

Membership Update: (Joel H.)

Joel updated the board that the Duluth section is currently at 286 members. 198 of these members have

paid their National dues, and of those members, 160 have paid the Duluth section dues. The board made the

suggestion for welcoming new members every 2 months. The board discussed coordinating with the UMD

students’ membership list to verify that all students are being included on the membership list we are re-

ceiving from national.

Treasurer’s Report: (Nick P.)

There is $3,314.71 in checking and $6,964.77 in savings. The section has received $980 from national since

our last meeting. The board reviewed the current budget and compared it to the last two years. After gain-

ing money 2 years ago, the section is scheduled to lose money for each of the last 2 years mainly due to travel

expenses. The board agreed to reimburse Nick, Matt and Tom for evening meals from their St. Louis trip,

and they will submit receipts next board meeting for approval. The board recognized that reimbursements

for future trips need to be discussed.

Speakers and Section Meetings: (Cindy V.)

Speakers are lined up for the rest of the year through October. Cindy will get options for food served at

the dinner meeting in April, and we will discuss the best option at our next board meeting.

Section Records: (All)

The board recognized that we do not want to pay a substantial amount of money for archiving the section’s

records, but that we need to move forward with the project. The board will work with Art once the files

have been organized and coordinate the best options to scan and file the records.

Newsletter Report: (Dave F.)

Newsletter items are due March 7 preferably before noon.

Next Board Meeting is scheduled for March 27th at 4:30 pm at Sneakers.

Meeting was adjourned at 6:08 pm.

MEMBERSHIP UPDATE:

The ASCE Duluth Section currently has over 250 members, which include: members, associate members, students,

fellows and affiliate members. Our section has shown a steady increase in membership over the past years, espe-

cially with the student involvement. Pass the info along to colleagues that might not be members, or who may be

eligible to update their membership status.

As a reminder to all, there are three easy ways to renew your ASCE membership. You may renew your dues online

All members who qualify can advance their membership grade by simply notifying ASCE by email at mem-

ber@asce.org. Below are the requirements for advancing your membership.

Student Member Advancement after Graduation

Student Members who have graduated and are no longer enrolled in a college or university are eligible for

advancement to Affiliate Member or Associate Member grades. Simply notify ASCE of your new status!

Affiliate Member to Associate Member Grade

Affiliate Members who hold a 4 or more year degree from an ABET/EAC-accredited or substantially equiv-

alent civil or related engineering program and who wish to be considered for advancement to Associate

Member grade should provide proof of receipt of a bachelor's degree by notifying ASCE.

In lieu of having an ABET/EAC-accredited bachelor's degree (many International Degrees), you may sub-

mit three references and a detailed resume, OR be a certified Engineer-in-Training (EIT) or Surveyor-in-

Training (SIT) in the United States or the country in which you reside.

Advancement to Member Grade

Applicants for advancement to Member grade who hold an ABET/EAC-accredited degree and are licensed as a P.E.

or R.L.S. in the U.S. need only notify ASCE of licensure information.

If you are not licensed, but have more than 5 years of responsible charge of engineering experience subsequent

to receipt of your BS or equivalent four year degree, please forward a copy of a detailed resume and three refer-

ences to the Applications Administrator, requesting review by the Membership Application Review Commit-

tee. References should be ASCE members OR registered professional engineers OR members of a society with

which ASCE has an agreement of cooperation.

ASCE Crane Safety Seminar

OSHA has promulgated new crane safety regulations

that will have an impact on construction operations,

design documents, bidding, and negotiating. This one-

half day seminar will arm you with the knowledge

needed to prevent:

• Costly Change Orders

• Construction Schedule Disruptions

• Re-designs

• Disputes

Aiming at reducing deaths and injuries involving construction crane

operations, OSHA has recently updated its 40-year-old crane

safety standards with new crane regulations addressing the use of

cranes and derricks in construction. It is important that all

stakeholders responsible for the management and planning of crane

operations understand the latest OSHA Cranes & Derricks in Construction, 1926 Subpart CC standards to ensure a safe work

environment. The University of North Carolina Charlotte and the

ASCE Construction Institute Crane Safety Committee jointly will

conduct this training to present the “plug-in” module that captures

significant changes of crane safety and new OSHA regulations.

Training will be conducted on critical issues, such as ground

conditions, power line safety, assembly/disassembly, and inspections

based on interactive discussion, questions, and answers.
