PRESIDENT’S MESSAGE

EDITORIAL

Jeffrey Yap President RY 2017-18

Dato Muslim Ayob

Past President

Editor

S eptember 2017 is a month full of na-tional holidays! Beginning on the first day of Sept itself we had the Hari Raya Haji. The very next week we

had the Agong’s Birthday and following that we had the Malaysia Day celebration. The Awal Muhaharram break was on the 21st. The many holidays did have an effect on our activ-ities and many of them had to be pushed later. Our Avenue meetings though went on sched-ule and we had our bi-monthly meetings in-tact. The Rotary Wheel never stops! The Rotaractors had a great month and just the other day at their regular meeting they induct-ed three new members. Congratulations and Best Wishes to them. They are well moni-tored by our Rookie Youth Service Director Rtn Kenneth Goh. Personally I had a great month too. I took the opportunity to join the other Rotary Clubs from Penang, Kuantan, Metro KL, Sg Petani and the Philippines for a trip to the Taman Negara, Kuala Tahan, Pahang. It was fun be-cause of the fellowship and of course the jun-gle! The vegetation was beautiful and the air fresh. At the end of the 3-day trip many of us went to Installation of the RC Indera Mahkota in Kuantan. I carpooled with PAG Johnson Wey and met many friends there. A group of Pudu Rotarians also had great fun as can be seen from the photos they sent. They were in Vietnam Nha Trang for a few days deserved holidays. PDG Dr Paul Lee, PP Dato Dr Hoo Teong, PE Heng, PP Richard Liew, our former member PP Dr Chew Hon Nam and their spouses were all there. No doubt they will be back rejuvenated. Some of our members helped the whole school of SJK Dato Onn celebrate Malaysia Day on 15th Sept. Led by VP Patrick Lee the others were PP Mike Tung, Rtn Chee, Rtn Kenneth Goh and Rtn Robert Tan. It is good that our Club is recognized by the community and in-vited to their functions. On that score our members interact well with other Rotary clubs in D3300 too. We get invites to their Installa-tions (most recent at RC Puchong) and func-

tions especially their project launching and fund raising! Likewise we invite them too and Rotarians from other clubs attended our recent fireside on the 12th Sept on “TRF Grants/ Yayasan Kelab-Kelab Rotary” conducted by PDG Dr Paul Lee. That’s what Rotary is all about; Friendship, Fellowship and Net-working.! Our fund raising event is a premier show on the 30th Sept at the GSC Pavilion KL. The exciting movie is “The Foreigner” starring mega stars Jackie Chan and ex James Bond Pierce Brosnan. Please support this important event as we need funds to carry out our year’s projects.

M y Editorial piece this time is quite short, since the President has gone verbose and took up half my space. It’s ok President,

I am glad actually. In fact I hope other mem-bers of this Club can also start contributing to this eBulletin and share their experiences and viewpoints. We have many issues in the Club; particularly about membership—retention and develop-ment; about projects—sustainable or other-wise; about expenses; about RI requirements; and a host of other things. Of interest, of course, would be our future in the face of the mentioned issues and the eco-nomic situation trending. Can our member-ship satisfy the demands of what we are used to, by way of our contributions of effort, time and money. Do we remain smallish or should-n’t we grow bigger? Do we stick to an expen-sive venue or shouldn’t we go for something less expensive? And how about having our own Club house, a hard asset, to ensure that RC Pudu continue to exist?

FIRESIDE

On Tuesday 12 Sep 2017, the first Fireside for the Club was held at the Hee Lai Ton Chinese Res-taurant at Jalan Kemajuan, Petaling Jaya. Usually Firesides are held at Rotarian’s homes, so this is a departure from the norm. The Fireside was con-ducted by PDG Dr Paul Lee, on the subject of TRF (The Rotary Foundation.) It was well attended by some prospective mem-bers. Asst Governor (PP Paramesh Sreenivasan from RC Puchong Centennial) also graced the occasion.

Club flexibility FAQ Does our club have to make these changes?

No. Any Rotary club wishing to take ad-

vantage of the flexibility that the Council on

Legislation approved can do so by amending

its bylaws as permitted by the Standard Rota-

ry Club Constitution. But clubs can also con-

tinue to follow their current requirements for

meetings, attendance, structure, and catego-

ries of membership.

Is it a problem that revising our club's bylaws results in contradictions of the Rotary Inter-national Bylaws and the Standard Rotary Club Constitution?

No. Typically, a club's bylaws cannot super-

sede the Rotary International Bylaws or the

Standard Rotary Club Constitution, but provi-

sions were added to both documents at the

2016 Council to allow clubs to do just that for

certain sections. A club must approve the ex-

ceptions to those specific sections and include

them in its bylaws.

How do corporate memberships work?

Your club is free to offer alternative member-

ship types of any kind, as long as new mem-

bers are counted as individuals — corporate

members in this case — rather than the cor-

porations that sponsor their membership. If

the members pay RI dues, they will be includ-

ed in your club's official membership count

and receive all the benefits that other active,

dues-paying members enjoy.

Your club can have different policies for these

members' other financial obligations (club and

district dues, meal costs, etc.), attendance re-

quirements, or service expectations, as long as

these policies are reflected in the club bylaws.

How do associate memberships work?

Your club can define associate membership as

it wishes. Some clubs use associate member-

ship as a trial period to engage interested peo-

ple. If the associate members see value in the

experience, they can join the club. In such cas-

es, the club would report them as active mem-

bers once they've joined, and the members

would then receive all the benefits that other

active, dues-paying members enjoy and would

be included in the club's membership count.

What's the difference between active and honorary members?

Rotary International defines active members

as those who meet the requirements for mem-

bership, pay RI dues, are eligible to vote on

district matters, and are eligible to hold a club

officer position. Honorary membership is used

to recognize people who have distinguished

themselves by meritorious service and embody

Rotary ideals, or those considered friends of

Rotary for their support of Rotary's causes.

They are exempt from paying RI dues, have no

vote in Rotary matters, are not eligible to hold (Continued on page 18)

any club office, and are not included in a

club's membership numbers. Active members

are called Rotarians, while honorary mem-

bers are called honorary Rotarians.

What are the official requirements for mem-bership?

The only mandatory qualifications for mem-

bership are that Rotarians must be adults

who have demonstrated good character, in-

tegrity, and leadership; have a good reputa-

tion in their business, profession, and com-

munity; and are willing to make a positive

difference in their community and around the

world.

Now that Rotary no longer distinguishes be-tween e-clubs and other clubs, are clubs that meet primarily online still called e-clubs?

Yes and no. Rotary no longer distinguishes

between clubs that hold face-to-face

meetings and clubs that meet online. That's

because all clubs now have the option of

meeting in person or online, allowing mem-

bers to attend in-person meetings using appli-

cations such as Skype or FaceTime, or switch-

ing between any of these formats. However,

clubs that identify themselves as e-clubs may

keep that word in their names and continue

to brand themselves as e-clubs to emphasize

that they meet exclusively or primarily online.

Are current Rotaract and Interact e-clubs still considered e-clubs?

The Rotaract and Interact standard club con-

(Continued from page 17) stitutions and bylaws already permit these

clubs to meet in person, online, or a combina-

tion of both, with the approval of their sponsor

Rotary club or clubs. Rotaract and Interact

clubs' official names do not include "e-club,"

but clubs may name and brand themselves as e-

clubs to emphasize that they meet exclusively

or primarily online.

Because of the age of Interact members, all

online activities, such as the club website and

social media pages, must be operated in ac-

cordance with applicable law and regulations,

and sponsor Rotary clubs must obtain written

consent of Interactors' parents or legal guardi-

ans in advance of Interact participation as nec-

essary.

How could my club benefit from creating a sat-ellite club?

Some clubs create a satellite club to accommo-

date members' differing schedules. This allows

some members of the club to meet at a differ-

ent time and place than the rest of the club.

The benefit is that the club doesn't lose mem-

bers because of scheduling conflicts. Satellite

club members are officially members of their

sponsor club, but if membership grows enough,

the satellite club can break off and charter as a

new club.

Does our club secretary still need to send monthly attendance reports to the district gov-ernor?

Although the recent policy changes allow clubs

to focus less on attendance and more on en-

gagement, clubs are still required to provide

some kind of attendance report to the district

governor. The form that report takes will

differ from club to club, depending on their

attendance rules. It may be more useful for

district governors to receive a report that in-

dicates how engaged your members are.

Are we allowed to charge an admission fee for new members?

Yes. However, new members can also be ad-

mitted without paying admission fees. What-

ever your policy is, be sure your bylaws docu-

ment it.

If I'm a Rotaract member and a Rotary mem-ber, do I have to pay dues to both clubs?

Yes. You would pay the required club or dis-

trict dues for both clubs and annual Rotary

member dues to Rotary International. Rota-

ract member dues are collected only at the

club or district level, not by Rotary Interna-

tional. However, your club has the flexibility

to create different membership types for Ro-

taract members and young professionals. This

could include reduced club or district dues for

members who belong to both Rotaract and

Rotary, as long as the club subsidizes the RI

dues for the member.
