The country comes into the new era forbuilding a modern and developed democraticnew nation. The Union Government and theRegion and State Governments were formedon 30 March. The nation is on the threshold ofnew system and new era. In accord with thechange of system, ideology and procedures areto be changed.
President U Thein Sein met persons ofUnion level organizations, Chief Ministers ofRegions and States, and Union Deputy Ministersat the hall of President Office in Nay Pyi Tawon 6 April. In the meeting, the President saidthat having faith in them, he also vested themwith powers. Hence, they will have to dischargeall their duties and every work they assumenecessary dauntlessly and conscientiously. Inaddition, they need to work with initiative,dynamism and conviction without waiting forany exhortation.
At present, the centralization has beenreduced, and ministries and governments fromStates and Regions have been entrusted withrights and powers. They will have to takecharge of their own duties. In addition to theirresponsibility they must be held accountablefor their actions for any good or bad results intheir own ministry or region or state.
Priority is to be given to progress ofagriculture sector for sufficiency of people infood and clothing sectors. Agricultural sectoris to be modernized to establish agriculturalproduction syndicates with the shares throughmanual production. Utmost efforts are to bemade for boosting production of agriculturalproduce with the use of modern machinery andtechnology.
It is necessary to create job opportunitiesfor everyone in the market economy system.With every citizen being able to work, they willearn income, thereby contributing to the growthof GDP. As permission will be given to engagein cultivation and trade freely in accord withthe law, any restrictions have to be lifted. It isneeded to control the market with the rules andlaws. Only then will the commodity flow besmooth and commodity prices will fall.
As construction of the nation is vast, theexecutive organizations are to discharge theirduties bravely under the law and the people areto participate in improvement of their socialstatus on a self-reliant basis with a view tosuccessfully meeting their target.

SYDNEY, 7 April—Scientists on boarda Spanish research ship of the MalaspinaExpedition, will look in the central PacificOcean for traces of radioactivity fromJapan’s crippled Fukushima nuclear plantin, said a renowned Spanish oceansresearcher on Thursday.
Professor Carlos Duarte, who isleading the expedition, told reportersaboard the research ship Hesperides inSydney that searching for radioactivitywas not part of the original plan for theseven-month trip.
“We are going to add an element ofresearch to the south and north trackalong the Pacific that was obviously notplanned when we departed,” Duarte said.

“However, we continue to advise against allnon-essential travel to those areas north east ofTokyo,” it added.

antidepressants may be at risk for atherosclerosis,which can increase the risk of a heart attack orstroke, a small, preliminary study suggests.
Antidepressants were associated with about a 5percent increase in the thickness of the large arteryin the neck called the carotid artery, which carriesblood to the brain, the researchers from EmoryUniversity found. Yet experts not involved with thestudy noted that it did not prove a cause-and-effectrelationship between antidepressant use and hearttrouble, and added that depression itself can increasethe risk of cardiovascular problems.
“Antidepressant medications may decreasecardiovascular risk by treating depression,” said DrGregg C Fonarow, a professor of cardiology at theUniversity of California, Los Angeles.
Since the new findings are very preliminary,Fonarow said, “Patients should not be concerned orstop taking antidepressant medications on the basisof this study.”
Results of the research were scheduled to bepresented Saturday at the American College ofCardiology’s annual scientific session, in NewOrleans. JAKARTA, 7 April— Britain plans to open a branch of British StandardInstitute in Indonesia which would pave way for Indonesian exports enteringEuropean market, Trade Minister Mari Elka Pangestu said here on Wednesay.

WHO calls for urgentaction on antibiotic misuse
GENEVA, 7 April —TheWorld Health Organi-zation warned that drugresistance fuelled partlyby misuse of antibiotics iskilling hundreds ofthousands of people ayear and that urgent actionwas needed on the issue.
“We’re really seeingan accelerated evolutionin the spread of thisproblem and the bottomline is that the problem isoutpacing the solutions,”said Keiji Fukuda, WHOassistant director general.
Health experts notedthat few countries acrossthe world had plans todeal with the problem,which was increasingamid increased consum-ption of antibiotics.

The researchers analyzed hundredsof metabolites found in the blood and
urine of nine smokers and 10 non-smokers and then narrowed the studydown to the top 50 metabolites insmokers and non-smokers. The levelsof nicotine-related metabolites variedin the smokers’ groups and there werevariations between men and women.
“This gives us an idea of howpeople produce metabolites differentlywhen smoking cigarettes, which isbased on their particular genetic profileand other biological andenvironmental factors,” theresearchers say in a statement.

Head-on collision kills two, injures twoon Yangon-Pathein Road
NAY PYI TAW, 7 April –A Yangon-Myaungmyapassenger bus heading forPathein collided with aToyota Hilux owned bythe Construction Ministry,reroute for Yangon, onYangon-Pathein Road on4 April afternoon. The

Car crash claims seven lives ofMyanmar in Thailand
NAY PYI TAW, 7 April—A car crashinvolving a ferry and a truck inThailand claimed Myanmar workers’lives—6 women and one man—onthe spot. The accident happened inSamutsakorn Province (Mahachai) on4th April at about 7am when a ten-wheel truck slammed into a ferrycarrying Myanmar labourers workingat Gallant Ocean (Thailand) Co.,Ltd.The crash also injured 61.
Those who lost their lives were UThan Myint, 50, Ma Tu Tu, 24, MaTheingi Phyo, 18, Ma Thida Mon,18, Ma Ni Ni Win, 22, Ma Win Sanda,21 and Ma Naw Aw, 16.
After being informed on theaccident, Myanmar embassy staffwent to Mahachai and met officialsof the company. Funerals of the deadwere held properly on 5 April, it islearnt. A total of 11 injured persons
of 61 are being undergone treatmentat Mahachai Hospital, six atSamutsakorn Hospital and 44 atSrivichai 5 Hospital. One of seven in-patients are in the critical condition.Some patients with minor injuries weredischarged from the hospital.
Myanmar embassy staff visitedthe patients at the hospitals. Theycoordinated with Thai officials tomake sure that the factory stands thecost of the medical fees till theirrecovery and pays their full wagesduring their stay in the hospital. Theyalso claimed death compensations forthe family of the victims. Furthermore,the employers and responsiblepersons, the authorities concerned ofThailand and Myanmar Workers CareGroup provide necessary assistancefor the injured.

ISTANBUL, 7 April—One pilot was killed and twoothers injured in a helicopter crash in Turkishnorthwestern City Bursa on Wednesday.
The Euro copter EC-155 model helicopterbelonging to the Ciner Group crashed near the Cityof Bursa in northwest Turkey around 10.

US 3M company plans new plantin China to produce green energy
productsHEFEI, 7 April — The 3M corporation will invest
one billion yuan (about 152.8 million U.S. Dollars) tobuild a plant in Hefei, a city in east China’s AnhuiProvince, to produce new energy products, includingsolar photovoltaic materials, authorities said Thursday.
The construction of the plant is set to kick off inJune 2011 in the high-tech industrial zone of the city,and the plant is expected to generate an annual outputvalue of about two billion yuan upon its completion atthe end of 2015, said Xu Junxiong, 3M head of GreaterChina.
