(i) PAKISTAN AGRICULTURAL STORAGE & SERVICESCORPORATION

(ii) PAKISTAN AGRICULTURE RESEARCH COUNCIL

(iii) AGRICULTURE POLICY INSTITUTE

(b) Achievement of these Departments during 2010-11 till date are asunder:

PASSCO

PASSCO has maintained a high pitched grain procurement campaign,since its inception.

It has succeeded in minimizing storage-loss, thus establishing soundpractices for grain – management in Pakistan.

PASSCO has earned national and international recognition andappreciation from international agencies such as World FoodProgramme and Asian Development Bank for its quality inconstruction of godowns in Pakistan as well as wheat-operations.

In recognition of its services in the field of engineering works,pertaining to grain storage, PASSCO has been nominated as theagency for rehabilitation of Provincial Food Godowns of the PunjabGovernment.

PARC

• Up-gradation/Creation of Research Establishments at Lasbella,Khuzdar, Turbat etc. under the Aghaz-e-Haqooq-e-BalochistanPackage, announced by the Federal Government.

• Released Wheat variety for irrigated areas “N ARC-2011”

• Developed “PARC Canola Hybrid”; 15 tons of canola hybrid seedproduced and distributed to farmers.

• Developed Potatio Clone “NARC 2002-1” with potential yield of50 ton/ha.

• Developed Tissue Culture Lab at Thatta.

• Two Grain Quality Testing Labs of International Standard (ISO17025 certified) at Islamabad and Karachi.

• Developed certified nurseries for fruit plants at Multan & Mirpurkhas.

• Developed Nursery stations of tea at Batagram. Swat and AJK(Abbaspur)

• Regular testing of all national wheat varieties for rust resistance andother diseases.

• Developed Solar Date Dryer technology and Bio-fertilizer Plant forOrganic Agriculture.

• Developed technology for “Bio-remediation of Used water forIrrigation and Heavy metal in Soils”

• National Surveillance Program for Avian Influenza in Poultryeradicated bird flu from Pakistan.

AGRICULTURE POLICY INSTITUTE

API annually formulates Policy Analysis Reports in respect of Wheat,Rice, Cotton and Sugarcane crops. On the recommendation of API, theGovernment announced price incentive for the farmers. In response the growersefficiently used the inputs and the country achieved better production of majorcrops as under:

24. *Mrs. Shagufta Sadiq:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that construction work of Lowari Tunnel hasnot been completed so far;

(b) if so, the percentage of construction work completed of the saidTunnel so far; and

(c) the time by which the remaining construction work of said Tunnelwill be completed?

Minister for Communications (Dr. Arbab Alamgir Khan): (a) Yes.

(b) Till to-date 45% work has been completed against expenditure ofRs.6,640 million.

(c) The expected date of completion is July 2017 subject to provisionof funds amounting to Rs.12.000 billion.

25. *Mrs. Nisar Tanveer:

Will the Minister In-charge of the Cabinet Division be pleased to statethe steps being taken to control the ever increasing grey traffickingin the country?

Minister In-Charge of the Cabinet Division: The illegal/grey calltermination has been continuously on the declining side. This has become possible,due to numerous steps taken by PTA including installation of international trafficmonitoring system, raids and rate revision of international traffic termination. Thisresulted in increase of legal international incoming traffic from 500 million minutes/month to 1.35 billion minutes/month.

Steps taken by PTA to Control Grey Trafficking

The detail of both Technical and Regulatory steps taken by PTA to controlsaid practice are:—

Regulatory Steps

• As per provision of De-Regulation Policy, PTA reviews the ApprovedSettlement Rate (ASR) at which licensed operators obtain trafficfrom foreign carriers.

• High ASR is considered to be main incentive for grey trafficking. Inthis regard, PTA has steadily decreased ASR and APC rate over theperiod in order to control grey traffic.

• Currently the rate is 6.25 US cents per minute i.e. 1.25 cent APCand 5 cent LDI’s share, which does not provide much incentive.

• Regulatory Steps Results

o Legal international incoming traffic increased from 500 millionminutes/month to 1.35 billion minutes/month.

Technical Steps

• PTA deployed a Technical System for monitoring and reconciliationof International Telephone Traffic with the funding of LDI operators.The system is operational since 2009.

• It monitors Internet Protocols (IPs) and automatically blocks anyunauthorized IP carrying voice traffic.

• It also generates reports of any setup with irregular traffic patternswhich is shared with FIA for raid action.

• Technical Steps Results

o Since March 2009, PTA has identified more than one hundredand fifty (150) Illegal operators’ / setups and carried out 45 jointraids in- collaboration with FIA throughout the country.

o PTA has also issued Show Cause Notices (SCNs) to licensedoperators involved in illegal business and subsequently imposed fineof Rs. 955 Million to seven operators.

o Currently, FIA is prosecuting the culprits in the court of law.

26. *Mrs. Nisar Tanveer:

Will the Minister for Information and Technology be pleased to state:

(a) the detail of Software developed by the Pakistan Software ExportBoard since March 15th, 2008 till date; and

(b) whether there is any proposal under consideration of thegovernment to pursue public-private sectors Universities forintroducing MBA Programms in IT and Telecom Sector; if so,the details; if not, the reasons thereof?

Minister for Information and Technology: (a) PSEB itself doesn’tmake any software nor does it sell Pakistani-made software in the overseas market.Its role, as mandated by MOIT and its Board of Directors, is to help promotePakistan’s IT industry in the overseas market, initiate programs to strengthen thecapability and capacity of the software industry engaged in exports, provide physicalinfrastructure for the IT industry, and increase the adoption of locally-producedsoftware and services produced within the country instead of importing it fromoverseas.

(b) Developing the curriculum for the universities and introduction ofnew degrees at Masters and Bachelor level does not fall under the domain ofMolT or PSEB. Higher Education Commission and provincial education Ministrieshave the mandate to develop and design programs and curriculum for all public/private sector universities. However, it is worth mentioning that most of the publicand private sector universities are already offering MBA programs in the field ofIT and several universities are also offering degrees in Telecom at the Bachelorsand Masters level.

27. *Ms. Tahira Aurangzeb:

Will the Minister for Capital Administration and DevelopmentDivision be pleased to state:

(a) the names of the departments in the Capital Administration andDevelopment Division at present; and

(b) the steps being taken by the government in order to improvethe performance of the said departments?

• Up-gradation of Radiology Deptt. At PIMS, Islamabad

• Construction of Female Doctors Hostel at FGSH, Islamabad

• Up-gradation of School of Nursing at FGSH, Islamabad

• PM’s Special Initiatives for Management of Dengue Fever and PollenAllergy in ICT

• Safe Blood Transfusion Services Project Provision of 119 ComputerLabs in Educational Institutions in Islamabad

• Construction of Addl. Block and Renovation of Old Building

• FG Girls Secondary School, Dhoke Gangal (FA) IslamabadStrengthening of IMCG F-7/4, Islamabad

• Establishment of F.G. Degree College for Women at Bhara Kau(FA), (PM’s Directive)

• Computerization of National Braille Press at NSEC for (VHC),Islamabad

• Construction of Model Child Welfare Centre, Islamabad

(b) Apart from the above PC-I of the following development projectshave also been prepared but due to paucity of funds budget could not beallocated:—

• Repair and Maintenance of PIMS Building

• Establishment of Mortuary Facilities at PIMS

• Replacement and Purchase of Machinery and Equipments at PIMS

• Purchase of Ventilator for Critical Areas and PIMS

• Establishment of Psychological trauma Centre at PIMS

• Replacement and Purchase of Equipment at NIRM

• Strengthening of Islamabad Model School for Boys, G-11/2

• Strengthening of Islamabad Model School for Girls, G-9/1

• Cost of Land for Establishment of Islamabad Model School for Girls,I-10/2

• Up-gradation of National Special Education Centre for VisuallyHandicapped Students

• Up-gradation of National Special Education Centre for PhysicallyHandicapped Students.

Following initiatives have also been made to make improvement in theperformance of the above-departments/ organizations:—

• Prime Minister’s Directive regarding Up-gradation of teaching staffof ICT is implemented

• Implementation of Prime Minister’s Scholarship Programme for theTalented Students of Balochistan. Admission of 1st and 2nd batch iscompleted

• Finalization of draft bill titled “Free and Compulsory Education inICT” under Article 25-A of Constitution of Pakistan

• Distribution of Free Textbooks from Class I to X to 190,530 studentsin all educational institutions under FDE costing Rs.60 Million and to65000 students of Private Educational Institutions registered withPrivate Educational Institutions Regulatory Authority (PEI RA)

• Re-naming of all educational institutions of ICT in line with PM’sDirective

• Up-gradation of 50 selected schools in ICT to the status of IslamabadModel Institutions (under process)

• Establishment of Islamabad Model Schools for Boys & Girls at PM’sStaff Colony, Islamabad.

• Affiliation of Colleges (Male / Female) of FDE with Quaid-e-AzamUniversity, Islamabad is approved

• Implementation of Re-instatement of Sacked Employees Ordinance/Act.

• Regularization of contract / daily wages employees in line with thedecision of the Sub-Committee of Cabinet (as per available posts)

• Curricula of remaining 17 subjects were reviewed and sent for printingof 200 copies for dissemination to all stakeholders.

• Review of 40 Textbook Manuscripts on the request of EducationDepartment Punjab (to be completed by 15th January, 2012)

• 1754 school teachers, head teachers and non teaching staff of FDEtrained during year 2011-12 in collaboration with FCE, NISTE,AEPAM, JICA & CIDA including 20 teachers were trained abroad

• Initiation of O & A Level in 02 Islamabad Model College (Boys /Girls)

• Extension / construction of Polyclinic in Argentina Park

• Establishment of Cardiac Surgery Centre at PIMS

Vertical Health Programmes under M/o CA&D:—

• Enhanced HIV AIDS Control Programme

• Roll Back Malaria Programme

• National TB Malaria Programme

• Prime Minister’s Programme for Prevention and Control of Hepatitis

• Strengthening National Tuberculosis Control Programme for EnsuringUninterrupted Drug Supplies

28. *Shaikh Rohale Asghar:

Will the Minister for Capital Administration and Development Divisionbe pleased to state:

(a) the total number of patients of thalassemia diagnosed in theFederal Government Hospitals during the last four years tilldate;

(b) the location-wise centres functioning for the medical treatmentfor the said disease in Islamabad at present; and

(c) the facilities available in those centres at present?

Minister for Capital Administration and Development (Mr. NazarMuhammad Gondal) (a)

PIMS:A total of 160 new cases of Thalassaemia Major were diagnosed in

PIMS hospital during the last four years.

Polyclinic:

There is no centre for Thalasemia Control in Federal Government Polyclinic.However, the hospital provides emergency transfusion services for Thalasemiapatients. Last year, 277 patients have been transfused for Thalasemia by PaediatricDepartment.

(b) Thalassaemia Centre, Children’s Hospital, PIMS, G-8/3, Islamabad.

(c) The following facilities are available in Thalassaemia Centre,Children’s Hospital. PIMS:

(1) Ward (13 beds)

(2) Blood Transfusion Service (Free)

(3) Medicines used to remove iron overload in transfused patients (Free).

(4) Bone Marrow Transplant

(5) Patients counseling services on thalassaemia (daily)

29. *Shaikh Rohale Asghar:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that FWO has completed more than 70%

construction work of Torkham Jalalabad Highway; if so, the

details thereof;

(b) whether it is also a fact that the construction work on said

Highway was stopped during the year 2008 due to non-

availability of funds; and

(c) whether it is further a fact that remaining work of said Highway

is not being granted to Pakistan; if so, the steps taken by the

Government in this regard?

Minister for Communications (Dr. Arbab Alamgir Khan): (a)No, FWO has completed only 57.09% construction work of additional carriageway

of Torkham Julalabad Highway. The project has been financed through the fundsearmarked by the Government of Pakistan for Reconstruction and Rehabilitationof Afghanistan (CRRA). Detail is at [Annex-A].

(b) Yes, construction of work on said highway project was stopped inAugust 2008 as the contractor M/s FWO demobilized from the site due to non

availability of required funds.

(c) It has been informally learnt that the Government of Afghanistan isgoing to complete the balance works on the project through USAID grant. TheMinistry of Foreign Affairs may confirm the present status from the Government ofAfghanistan.

.30. *Mrs. Seema Mohiuddin Jameeli:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the district-wise total number of persons who have been givenloans under Benazir Income Support Programme so far; and

(b) the criteria adopted therein?

Minister In-charge of the Cabinet Division: (a) To date 7508beneficiaries have been provided with interest free loans amounting to Rs. 1205.62Million by BISP under Waseela-e-Haq. The District-wise details of the same areattached as Annexure-“A”.

(b) Selection of Waseela-e-Haq beneficiaries is made through atransparent computerized balloting. Computerized ballot is conducted every month.So far 29 ballots have been conducted in which 24806 beneficiaries have beenfinally selected. The eligible beneficiaries undergo a process of counseling andtraining by Pakistan Poverty Alleviation Fund before starting a business for whichfunds are provided in two installments of Rs. 150,000 each to ensure properutilization. As such, loan has already been provided to 7508 beneficiaries. This isan ongoing process. Once trained to start the business, than the’ payment is madeto the beneficiaries.

31. *Ch. Asghar Ali Jutt:

Will the Minister for Capital Administration and Development bepleased to state:

(a) whether there is any proposal under consideration of theGovernment to establish new hospitals in Islamabad in nearfuture; if so, the locations thereof; and

(b) whether there is any proposal under consideration of theGovernment to expand the present Government Hospitals inIslamabad in near future; if so, the names thereof?

Minister for Capital Administration and Development (Mr. NazarMuhammad Gondal): (a) It is submitted that no proposal is under considerationin the Ministry of Capital Administration & Development to establish new FederalGovernment Hospitals in Islamabad.

(b) Yes. Extension of Federal Government Polyclinic is under process.An additional and 2.54 acres for the adjacent Argentina Park has been allocatedfor this purpose.

A feasibility study through PC-II of Rs.12.00 Million is on going throughPak. PWD which is expected to yield final drawings and plans by January 2013.Afterwards phased vertical and horizontal extension of the hospital will beundertaken through a new PC-I.

32. *Ch. Asghar Ali Jutt:

Will the Minister for Communications be pleased to state:

(a) the date by which the expansion/up-gradation project of Kara-Karum Highway was launched;

(b) the time by which construction work on the said project will bestarted and completed; and

(c) the names of cities to be benefitted therefrom?

Minister for Communications (Dr. Arbab Alamgir Khan): (a) Up-gradation of Raikot-Khunjerab section of KKH (335 Km) is in progress by Chinese

contractor (M/s CRBC) which was launched on 1st August 2008 at a cost ofUSD 510 million.

(b) The project was started on 1st August 2008 and will be completedon 30th November, 2013.

(c) The up-gradation of KKH will entail great economic and trade benefitsfor Pakistan and China. However, the above section of KKH passes throughSust, Hunza, Gilgit, Raikot etc.

33. *Sheikh Salahuddin:

Will the Minister for Communications be pleased to state the presentstatus of Hassanabdal-Mansehra Expressway?

Minister for Communications (Dr. Arbab Alamgir Khan): NHA hasplanned construction of Hassanabdal - Mansehra Expressway (E-35) in two phasesas indicated below:—

1. Hasanabdal - Havelian (58 Km)

2. Havelian — Mansehra (51 Km)

Present Status of the project is as follows:—

Land Acquisition Status

A separate PC-I for land acquisition amounting to Rs. 2997 million wasapproved by the ECNEC. Estimated cost of land acquisition for Phase-I(Hasanabdal - Havelian) is about Rs. 2020 million, out of which, an amount ofRs.1550 million has so far been released and Rs.780 million already disbursedamong the affectees. Total affected villages are 44 of which 6 fall in Punjab and 38in Khyber Pakhtunkhwa. Land Acquisition proceedings are underway. Detail areas follows:—

I Award of 5 out of 15 villages announced & payment upto 37% made.

II Award of 14 villages announced & Payment upto 83% made.

III Award of 10 out of 15 villages announced & Payment upto 63% made.Land acquisition of 3x villages held up due to shortage of funds.

Land acquisition for Phase-2 (Havelian-Mansehra) will commence afterfinalization of alignment.

Construction Status

PC-I for construction of Hasanabdal - Mansehra Expressway (E-35) ofRs.46,811 million was considered by the CDWP on Oct. 19, 2011. However,CDWP advised NHA to work out options for improving and construction ofexiting road & construction of simple 4-lane divided highway along with pros &cons and costs.

Prequalification notice of construction contractors for Jarkas to Sarai SalehChowk (Km 20+300 to 39+501) was published on May 8, 2012. Last date forsubmission of application was June 22, 2012. Construction work on the projectcan commence in 2013 subject to approval of PC-I and allocation/provision ofnecessary funds.

34. *Sheikh Salahuddin:

Will the Minister for Professional and Technical Training be pleasedto state:

(a) whether there is any proposal to introduce a national policy forprofessional and technical training in the country;

(b) if so, when it will be implement;

(c) if not, the reasons thereof?

Minister for Professional and Technical Training (Sheikh WaqasAkram): (a) The Ministry of Professional & Technical Training has recently beencreated with the mandate to plan, supervise, and coordinate Professional, Vocationaland Technical training and to pay focused attention to the needs of TVET sectorof the country.

The Ministry of Professional & Technical Training is in its infancy stage oforganizing itself and simultaneously performing its functions for realization of goal

of value addition to human resource of this country. The Ministry did not inheritany National Policy for professional and technical training however, NAVTTCformulated a Board National Skill Strategy which is under process of disseminationfor implementation by the provinces. The National Skill Strategy primarily proposesparadigm shift from curricula based time bound trainings to competency basedmarket oriented skill development in the country. The Ministry has many tasks onthe anvil including formulation of National Policy for Professional & TechnicalTraining.

(b) The Policy will be implemented as soon as formulated and approvedby competent authority.

(c) As noted above, the Ministry has been recently established and nosuch policy has been inherited by it.

35. *Moulvi Asmatullah:

Will the Minister for Capital Administration and Development bepleased to state:

(a) whether it is a fact that 6% quota for appointments in the FederalInstitutions including Federal Directorate of Education,Islamabad has been fixed/allocated for those candidates hailingfrom Balochistan under Aghaz-e-Haqooq Balochistan Package/programme; and

(b) whether it is also a fact that the said quota has not beenimplemented in letter and spirit in the said Federal Directorate;if so, the reasons thereof?

Minister For Capital Administration And Development (Mr. NazarMuhammad Gondal): (a) Yes. It is a fact that 6% quota for appointments in theFederal Institutions including Federal Directorate of Education, Islamabad hasbeen fixed/allocated for candidates hailing from Balochistan under Aghaz-e-HaqooqBalochistan Package/Programme.

(b) No. It is not correct.

36. *Ms. Shireen Arshad Khan:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that a number of National Highways havebeen damaged/destroyed in the coutnry during the flood 2011;if so, the details thereof; and

(b) the prescribed procedure for inviting tenders for the constructionof National Highways at present?

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the location-wise number of legal and illegal settlements inIslamabad at present; and

(b) the authority who granted the approval to maintain those illegalsettlements for many years?

Minister In-charge of the Cabinet Division: (a) There are ten legal/recognized settlements in Islamabad:

(i) Muslim Colony (Noorpur Shahan).

(ii) Essa Nagri (I-9/1).

(iii) Dhoke Najju (I- 10/4).

(iv) Haq Bahu (I-11/4).

(v) G-7/1.

(vi) G-7/2.

(vii) G-7/3.

(viii) G-8/1.

(ix) F-6/2.

(x) F-7/4.

The illegal settlements in Islamabad are as under:—

(i) Maskeen Colony (G-8/4).

(ii) Musharraf Colony (G-8/4).

(iii) Iqbal Colony (G-7 Markaz).

(b) These illegal settlements have never been permitted/recognized. Thevigilance teams of Enforcement Directorate conduct operations on daily basis toremove/demolish these illegal settlements. In the recent past, two new KatchiAbadies in Sectors I-10/1 and near Markaz G-11 have been demolished / removedin wholesome.

2. Ms. Khalida Mansoor:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the area of land specified by the CDA for Car Parking to Serenaand Marriott Hotels, Islamabad; and

(b) the actual land being utilized for said purpose by the said hotelsseparately at present alongwith the reasons thereof?

Minister Incharge of the Cabinet Division: (a) The area of landspecified by CDA for Marriot Hotel car parking is 4610.66. Sq. yard. SerenaHotel has its own arrangement of Parking of 850 Cars (600 in basement & 250 atground level). Serena Hotel is not using CDA land for parking of their cars/vehicles.

(b) An area measuring 10,067 sq. yards has been occupied by theMarriot Hotel. After identification of excess parking area occupied by MarriotHotel, Enforcement Directorate, CDA has started the process for retrieval of thesaid land. Notices have been issued to fulfill the legal formality. Thereafter, excessarea will be retrieved. Serena Hotel is not using CDA land for car parking.

74. Ms. Nighat Parveen Mir:

Will the Minister In-charge of the Cabinet Division be pleased to statewhether it is a fact that the meat is not being supplied to the residentsof Islamabad due to poor hygienic condition and sanitation inSlaughter Houses at Sihala, Islamabad; if so, the action taken orbeing taken against the responsibles?

Minister Incharge of the Cabinet Division: It is stated thatSlaughter house at Sihala is being run, operated and managed under theadministrative control or City District Government, Rawalpindi. The VeteranvDoctor, an employee of Punjab Government is responsible for supervising theSlaughting process and the hygiene of animals being Slaughtered.

75. Ms. Khalida Mansoor:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that a number of plots in Model village Kuri,Islamabad have been allotted to ineligible persons; if so, thereasons thereof; and

(b) whether any inquiry has been conducted in this regard; if so, thedetails thereof?

Minister Incharge of the Cabinet Division: (a) The process ofallotment of plots in Kurri Model Village started under the supervision of the thenDirector, Land and Rehabilitation, CDA. However, anomalies arose at the levelof

-implementation of the award. These irregularities primarily arose because

allotment files were not completed and allotment letters were issued in haste.Allegedly a large number of allotment letters were issued in one day bypassing thelaid down process.

Background of allotment of plots in Kuri and Rehara villages.

In 1960s. CDA acquired approximately 2900 acres of land located inMouza Kurri & Rehara which fall in Zone-IV Islamabad. A few significant projectsof CDA like IT University, National School of Public Policy. Federal LawUniversity, PHA Housing Scheme etc. are proposed to be located in that area. Asper the then Government’s practice. CDA didn’t take possession of the areas atthat time and affectees continued to dwell on and utilize the land. Consequently asthe number of family members of the affectees increased the sizes of the built uphouses also swelled.

2. When CDA approached the affectees for possession, they demandedthat the new generation of affectees having built up property on site may also becompensated. CDA started negotiations with the locals of the areas through theirAction Committee to get the peaceful possession of the area from the affectees,

since use of force was not considered a viable option. Moreover, some land hasbeen leased out to I.T University, Compost plant, NSPP and Federal Law Universityetc. and possession of the same could not be retrieved.

3. Consequently a package deal was signed between the CDAauthorities and Action Committee of affectees of Mouza Kurri and Rehara on11th

March, 2008, in order to get possession of land of these Mauza’s. Legal

provision for package deal is provided in CDA ordinance 1960 and LandAcquisition and Rehabilitation Regulation, 2007.

(a) Section 15 (2) Clause of CDA Ordinance, 60 provides, as under:

“Authority may enter into and perform all such contracts as itmay consider necessary”

(b) CDA Land Acquisition & rehabilitation Regulation, 2007 ‘Section14 (Clause VI) provide:

“This Regulation shall not bar the authority from exercisingits discretion to enter into an agreement with any party for thepurpose of acquisition under Section 15 (2) V of CDAOrdinance, 1960.

Salient features of the Package deal is as under:—

(i) Payment and rehabilitation benefits will be given to the awardees ofprevious BUP award and their adult male legal heirs.

(ii) 30 X 70 size plots will be allotted to the affectees in Kurri ModelVillage against 300 sq .ft covered area of their BUP.

(iii) Survey of existing BUP will be carried out in the presence of theCommittee.

(iv) CDA will undertake development work within two months aftercompleting the planning of Model village.

(v) Allotment letters will he issued soon after the completion of surveyof BUP.

(vi) The affectees will give possession of vacant land allotted to ITUniversity, Compost plant, NSPP and Federal Law University etc.

(vii) Development charges of plot will be Rs.70, 000/-which will bepayable to CDA by the affectees in 5 installments.

4. Later on, CDA presented the Draft Package Deal to the CabinetSecretary in a briefing. The minutes of this briefing were sent to Cabinet Divisionas well as for information of the Prime Minister of Pakistan. Afterwards, the awardfor built up property was announced by DC. CDA on 02-08-2010.

5. A cost-benefit analysis outlining the inflow and outflow of the Kurriproject has been worked out which shows that, by retrieving possession or landCDA will earn enormous financial gain, besides retrieving land for projects ofnational importance. (b) Information of all such irregularities came to the notice of Chairman.CDA, who realizing the gravity of the situation, transferred the then Director, Land& Rehabilitation, being primarily responsible for ensuring smooth implementationof the award and made him an OSD Furthermore, an Inquiry Committee has beenconstituted comprising of Member Estate and Member Environment for probinginto the allegations of double allotment numbers of the plots to the affectees ofKurri & Rehara. The terms of reference of the Inquiry Committee are as follows:—

(i) The procedure for allotment of plots as approved on file by Chairman.CDA was not adopted and adhere to.

(ii) Hundreds of allotment letters had been issued without evenconstructing files for the same or completing single formality forallotment as given in the approved procedure.

(iii) The official record had been taken home and official task like Dispatchand Embossing of Allotment Letters had been done through the personsnot authorized for the same.

(iv) Inspite of directions not to issue further Allotment Letters. hundredsof Allotment Letters had been issued in back dates and dispatchedin back dates.

(v) Whether allotment letters were issued to absolutely non entitledawards or double allotment letters were issued.

The inquiry committee finalized its report.The Inquiry Committee foundthat Mr. Waseem Shamshad Ali, Ex Director Land and Rehabilitation andMr. Abdul Rashid, Asst. Director (Acting DD land) did not adopt the procedureof allotment of plots as approved on file by the Chairman, CDA and issued allotmentletters without constructing files and completing formalities as per approval.

2. The Inquiry Committee concluded that all the allegations have beenproved against Mr. Waseem Shamshad Ali, Ex Director L&R and Mr. AbdulRashid, Asst. Director L&R (Acting DD) L&R. The inquiry report was forwardedto the Cabinet Division and Establishment Division. The Ex Director land andRehabilitation has been suspended by the Establishment Division on a departmentalinquiry initiated against him. Similarly Mr. Abdul Rashid, Asst. Director (ActingDD) L&R has also been suspended by

. the Chairman CDA.

3. The Chairman further gave directions to widely publicize the measuresbeing taken to streamline the implementation process of Kurri and Reharacompensation package with the view to inform the general public particularly theaffectees of the area.

4. Subsequently, the inquiry was also taken up by FIA and a case wasregistered. The subject inquiry is pending before FIA since last one year. Thedelay in completion of inquiry has also caused delay in completion of variousprojects including Park Enclave, National University, IT University. The affecteesof the area also demanding for completion of inquiry.

5. The Senate Standing Committee on interior vide meeting dated15-02-2012 directed for provision of record of Kurri Model Village. The samewas immediately provided to the Secretary of the Standing Committee. Moreover,the committee also directed to provide the copy of letter written by Chairman,CDA to DG. FIA for speedy completion of inquiry as per law. The copy of theletter has also been provided to Secretary of the Committee.

77. Ms. Imrana Saeed Jamil:

Will the Minister In-charge of the Cabinet Division be pleased to statethe total number of officers and officials of CDA working in theParliament Lodges, Islamabad on contract, daily wages, temporaryand attachment basis, separately, at present alongwith the justificationthereof?

Will the Minister In-charge of the Cabinet Division be pleased to statewhether it is a fact that land has been allotted by the CDA to theAmerican Embassy, Islamabad for the construction of new 16buildings; if so, the total land allotted thereof?

Minister Incharge of the Cabinet Division: It is a fact that CDAhas allotted additional land measuring 40123.60 Sq. Yards on 25-11-2010 to theAmerican Embassy. There is no mention that it is meant for 16 buildings. However,a building plan having covered area of 1.7 Million Sq. feet comprising of Ground+ 06 Stories has been approved by the Authority according to Prevailing ByeLaws of the Diplomatic Enclave.

85. Mr. Muhammad Riaz Malik:

Will the Minister In-charge of the Cabinet Division be pleased to referto Starred Question No. 1 replied on 17-11-2011 and to state:

(a) whether it is a fact that only wild mulberry tree causes pollenallergy in Islamabad; and

(b) whether other plants including hyacinth are also the cause ofsaid pollen allergy; if so, the details thereof?

Minister Incharge of the Cabinet Division: (a) it is fact that papermulberry trees are considered the major source of pollen allergy in Islamabad.However, some other plants also shred pollen but comparatively in littleconcentration.

(b) As per details received from Meteorological Department thefollowing

t plants also cause pollen allergy but their concentration is less. These are

grasses pines, eucalyptus. acacia. Cyprus. alternaria. cannabis and dandelion. Asfar as pollen allergy from Hyacinth is concerned it is a bulbous flowering ornamentalin door plant and the pollen allergy from this plant has not been reported.

88. Ch. Abid Sher Ali:

Limited (SRBC) is situated at plot No. 36, Sector H-9, Islamabad. The subjectand measuring 330′ x660′ or 24200 square yards was acquired by the Companyon lease through an Agreement made on 20th day of November, 1975 betweenthe Company and the Capital Development Authority (CDA) subject to paymentof annual lease charges.

(b) The lease of the said plot is for a period of 33 years extendable fortwo subsequent terms of 33 years each on the standard terms and conditions oflease as may be prescribed by the Authority.

26. Rana Mahmood -ul- Hassan:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) The names and designations of CDA employees in BPS-11 andabove at present whom plots have been allotted since 11th July,2006 till date indicating plot number with size thereof;

(b) the particulars of those employees who have sold/transferredtheir plots indicating date of transfer thereof; and

(c) the particulars of those employees who have constructed houseson their plots alongwith the quarter number allotted to the saidemployees by CDA in which they are residing at present?

28. Mr. Wasim Akhter Sheikh:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that bridges constructed at Barma on NallahsCorrang I & II, Main Lehtrar Road, Islamabad have totally beendamaged since long;

(b) if so, the time by which those bridges will be repaired alongwiththe total funds allocated therefor so far?

Minister Incharge of the Cabinet Division: (a) Yes. It is correct thatKornag bridge was damaged during the last monsoon rainfall on 26-07-2011 andsince then the bridge is closed. The 2nd

bridge Barma) on Lehtrar road has also

been closed due to its bad condition.

(b) The Lehtrar Road falls under the jurisdiction of Punjab Highwaydepartment and these bridges were constructed by them in the past. Governmentof Punjab has already been requested by CDA for re-construction of these bridges.

29. Mrs. Nisar Tanveer:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that a number of plots of Sector D-12/4,Islamabad have not been handed over to the allottees despitelapse of more than twenty years;

(b) if so, the time by which said plots will be handed over to the saidallottees?

Minister Incharge of the Cabinet Division: (a) A few plots inSector D-12/4 are under adverse possession, CDA has negotiated with theaftectees who are demandng additional benefits for their plots which cannot begiven as Supreme Court decision in Malpur Suo Moto case No. 1 of 2011 clearlydirected that no additional benefits be given to affectees excepting due benefits, asper Law. A series of meetings have been held with the affectees. A portion of areaunder adverse possession on the D-12 Service Road West has been vacated asresult of these negotiations. It is hoped that the matter will be resolved amicablywith the affectees.

(b) Keeping in view of the position explained above, negotiations arebeing held with the afftectees. As soon as the matter is settled, the possession willbe handed over to allottees.

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is fact that 15 days notice was issued on 13thFebruary, 2012 by CDA in the light of Rule 5, Chapter 11 ofPakistan Accommodation Rule 2002 to those employees/occupants who have owned houses in their names/spouse ordependent children;

(b) if so, the reasons for not vacating Government quarter/housesby CDA employees so far;

(c) the particulars of officers of CDA responsibles to implement thesaid notice;

(d) the time by which those quarters/houses will be vacated therefromalongwith the action to be taken against the responsibles?
