When it opened in 1976, after years of construction delays, the municipal center of Fall River was unique in America, perched directly above Interstate 195. After a major discovery of rot and danger below it, state officials are putting the final touches on multi-million dollar renovations to the Fall River City Hall and the supports through the tunnel below it. Five years of highway and structural work over, above and under the center of the city of Fall River are coming to a very positive end as the Government Center Project nears completion. MassHighway officials said that by January, the pinched off lanes of East- West Interstate 195 will finally be opened in both directions, something not seen since the middle of George W. Bush’s presiden- cy. The long-running local project, which motorists have witnessed in delicate phases around the city’s cen- tral City Hall, began on Sept. 20, 2005. Stage I construction included the demolition of and rebuilding of the south, east and west upper plaza at City Hall, painting structural steel and installing tunnel lighting, according to Jeff Morra, resident engineer of MassHighway. Stage II construction, Morra added, was the demolition and rebuilding of the north upper plaza at City Hall, installing steel hangers and WT beams, deck panels and fire- proofing material. Stage III is to complete structural painting, tunnel lighting and installing steel hangers, deck pans panels and fireproof- ing material, some 85 percent that went up this fall. Louisiana-Pacific Starts $140M New Limerick OperationAs the end of the first decade of the 21st Century

approaches, news from across North America about invest-ment in new wood processing plants is pretty scarce. Toooften the news has been about cutbacks, lay-offs and millsclosing permanently.

When a company invests millions of dollars in a new plantthat incorporates cutting-edge technologies to produce anemerging wood product that promises to create innovativedesign capabilities and provide economic advantages in thehome construction industry, the industry takes notice.

Louisiana-Pacific decided several years ago to investmore than $140 million into its New Limerick mill nearHoulton, Maine, to allow it to expand into the production ofLaminated Strand Lumber (LSL). The company carriedthrough with the project despite the economic downturn, bet-ting that when the industry recovers, the mill will be able toproduce approximately eight million cu. ft. of L-P SolidStartLSL product and supply it through its distribution systemacross North America.

L-P promotes SolidStart LSL for a wide variety of resi-dential construction applications, including headers andbeams, wall studs, roof beams and rafters, columns, rimboards and stair stringers — pretty much anywhere tradi-tional lumber is used.

The product’s big selling point is that because of itsenhanced strength and consistency, fewer pieces ofSolidStart LSL are required compared to conventional lum-ber. The enhanced strength lets LSL span greater distances,and carry more load. SolidStart LSL design properties alsopresent a whole new set of opportunities for innovative engi-neered designs and balloon framing, according to the manu-facturer.

L-Palso promotes SolidStart LSL’s conservation qualities,

pointing out that trees that are generally not fit for sawn lum-ber can now be used to manufacture a high quality construc-tion product.

In addition, the consistency of the product means noculling at the job site. An added value for builders is laborsavings, since time will not be directed to laminating sawnlumber to build carrying beams and headers.

New Limerick is the first Louisiana-Pacific mill to pro-duce strand lumber, and one of only a handful of mills inNorth America that produce LSL.

Marc Pinette explained that as the operation’s procure-ment forester, he is usually on the road meeting contractorsand securing deliveries of aspen and other hardwoods to theLouisiana-Pacific OSB mill at New Limerick. However,with the new mill start-up and production testing, he hasbeen spending a lot more time at the mill.

“We started construction in late-2006, and we made ourfirst LSL board in March 2008. Like every mill start-up,there have been a few minor glitches to smooth out, but basi-cally the mill is performing up to our expectations,” saidPinette.

LSL is a structural engineered wood product based onwood strand technology and was developed in the 1980s.The process utilizes debarked low-grade trees such as aspen,which are flaked into strands. The flakes are dried, coatedwith resin and then oriented parallel in a thick mat. With theaid of injected steam, mats are pressed into large billets. Thebillets can then be sawn into conventional lumber dimen-sions.

Pinette explained that development of the LSL operationactually began in 2004, when L-P shipped several containersof aspen and hardwoods to Dieffenbacher labs in Germany.Dieffenbacher is an international company that designs and

manufactures complete production systems for the woodpanel industry. Dieffenbacher created a lab model LSL plantand tested different combinations of species, as well as for-mulating the specific recipe for an adhesive and other tech-nical details for L-P’s operation.

The recipe for wood fiber in the L-P operation is a specif-ic mix, 75 percent aspen or poplar, and 25 percent easternhardwoods, in particular birch and maple. Pinette explainedthat the fiber properties provide a strong — and relativelylight — finished product. To get the recipe right consistent-ly, Louisiana-Pacific sorts the wood for the operation’s spe-cial mix in the mill yard, using a Sennebogen 735 M-HDmaterial handler.

“A higher proportion of dense hardwoods would result ina very heavy product that would be difficult to manhandle inconventional construction,” he explained. “Our LSL productalso has excellent nail penetration and holding properties. Ifthe product had a higher ratio of dense hardwoods, therewould quite possibly be issues around nails being able topenetrate the product.”

The Sennebogen 735 M-HD is a compact rubber-tired36.5 ton (33 t) machine purpose-built for pick and carryoperations. The unit onsite with Louisiana-Pacific isequipped with a pulpwood log grapple. Compared to morefamiliar crawler-mounted log loaders, the speed and agilityof the 735 M-HD are ideally suited to this sorting applica-tion. Its chassis, boom mount, counterbalance and hydraulicsare configured to allow the machine to travel with the load,swing its boom and operate the grapple all at the same time.It can even lift its maximum load through 360 degrees ofrotation without requiring outriggers to brace its wheeledplatform. With its unique rear mounting of the boom, the 735M-HD provides a very smooth, stable ride as it traverses the

yard, with no side-view obstructions tothe operator’s line of sight, allowingsafer operation at comparatively highspeeds, according to the manufacturer.

The New Limerick mill’s woodbasket extends 200 mi., which bringswood from Nova Scotia, NewBrunswick, southern Quebec, as wellas Maine. Wood is delivered as 108-in.(274 cm) logs and as tree length. Partof the mill upgrades includedinstalling an automated Scale Bossweighing system. The wood yard isessentially a 24-hour, five-days a weekoperation. The new mill has an annualconsumption of 180,000 to 200,000cords of wood.

Tree length wood is slashed into108-in. logs. Along with cut-to-lengthlogs, they are fed directly to an A-8Nicholson debarker. The operationmaintains a supply of peeled logs inthe yard as a cushion for smoothingout production spikes.

Peeled logs are soaked in a waterbath with 200 cords capacity, primari-ly as a defrost process for winter.Energy to heat the water is suppliedfrom a steam plant that burns millwaste.

Logs are flaked with a CAE longlog flaker. The 9 in. (23 cm) flakes arestored in wet bins, while fines and sub-grade material are transferred to thewood burning energy plant. Wet flakesmove on to a TSI rotating drum dryerwith heat supplied from flue gas from

Morra said, “Work continued throughout[these past four years] with no shutdownperiod. I have been the only resident engi-neer on the project. As to date, this is thefourth project manager from the prime con-tractor.”

SPS New EnglandThat prime contractor is SPS New

England. Sub-contractors include TestaCorporation, which did the demolition of thebridges; Tri-State Painting, which cleanedand painted the structural steel, D & MConcrete Floor Co.; which formed andplaced all the concrete flat work.

Massey Plate and Glass did the glass andglazing work, while Atlantic Bridge &Engineering, Inc. installed the structuralsteel and the architectural precast panels.Mass Bay Electric Corp. performed the tun-nel electric work in the tunnel around East-West I-95, conduit, wiring and the lightingfixtures.

M.O.N. Landscaping Co. did the land-scaping work; Chapman Waterproofing Co.installed a Sterling Lloyd waterproofing sys-tem, sealant and caulking of joints. JosephCohn & Son put in the cushion Terrazzoflooring.

Total cost of the renovation project,according to Morra, is $15,921,583, with$12,100,393 coming from the federal andstate budget and $3,821,190 coming fromthe city of Fall River’s budget.

Morra said that 655,800 lbs. (161,388 kg)of structural steel has been replaced and1,450 cu. yds. (1,109 cu m) of lightweightconcrete.

Located at One Government Center, thebuilding replaced Fall River’s historic 19thCentury City Hall when Interstate 195 wasbuilt through the middle of the city.

The new Center, built from reinforcedconcrete and glass in the Brutalist style of the

1960s and 1970s underwent a multi-milliondollar exterior renovation in 2008. The mainbuilding, a concrete cube, is set on an elevat-ed “basement,” which contains mechanicaland storage areas constructed on the steelplatform that spans the highway.

In March 1999, concrete slabs, whichformed the ceiling of the tunnel beneath CityHall, fell on westbound lanes of Interstate195. A major multi-car accident occurredand it was later learned that corrosion of thesupport brackets holding up the slabs hadrotted away. State officials then ordered theimmediate removal of all the ceiling slabsbeneath the Center.

Unprotected against fire or any explosionswithin the tunnel, should any gas, oil or otherfuel trucks overturn below it, state and localofficials decided that trucks carrying haz-ardous cargo could no longer pass under thebuilding.

With the replacement of the panels, thisrestriction is removed.

Panels AboveOver these past four years, Morra added,

workers have worked a normal schedule dayshift of five days a week at eight hours, withadditional hours on Saturday, if necessary,four to five days a week at 10 hours for nightwork.

“The workforce fluctuated depending onthe operation of construction. We had asmany as 25 working personnel — carpen-ters, laborers, ironworkers, painters, masons,etc. to three a day,” said Morra. Work isscheduled to be complete in spring 2010.

This is a welcome blessing for city driv-ers. MassHighway spokesman AdamHurtubise recently told Jay Pateakos of theFall River Herald that work on the building,originally set for completion by the end of2007 and, then again, in May 2009, will befinished by next spring.

“This [completion date] is the result of theneed for extensive unforeseen structuralsteel repairs, the replacement of several sec-tions of the building trusses, as well as theredesign of the fireproofing system,”Hurtubise told the Herald.

The original work was delayed after dis-covery that the ends of the four main trusses

over the eastbound highway lanes had rottedat a much more accelerated rate for a build-ing only 30 years old.

As drivers pass under the city, day tonight, they see workers currently finishingthe installation of hangers and steel deckingfor fireproofing panels, then the panelsthemselves through early winter.

During this process, according toHurtubise, hangers, made of metal, areattached to the underside of the beams.There, the fireproofing panels are bolted intothe hanging system, almost like sheetrockinstalled into a dropped ceiling.

Recently, the state’s redesign of the fire-proofing system to meet new bridge require-ments and other repairs forcedMassHighway to bid more contracts forgreater work.

Beyond the recognizable highway work,the city’s Government Center is undergoingongoing renovations approximating $3.8million. The Fall River Herald reports thiswork to include structural and drainagework, a new elevator and improving handi-capped accessibility and outdoor lighting.

The construction work under the city hasrestricted traffic lanes just a few hundredyards from the famed Braga Bridge, the spanthat connects Fall River to Somerset. Lanerestrictions have been further complicatedby MassHighway’s cosmetic improvements(mostly repainting of the tons of steel) of theBridge, a $13.3 million painting contract,which won’t be completed until the end ofthe summer of 2011.

“The city has done a lot of work on thebuilding,” said Jerry Bernard,MassHighway’s assistant district construc-tion engineer. “This building is over a majorhighway. It’s definitely a unique project.”

The TSI dryer takes flakes to twopercent moisture and the flakes thenmove into dry bins. In the next step inthe process, the dry flakes are coveredwith an isocyanate adhesive, similar tothe adhesive used as the interior adhe-sive of OSB. Spinning head atomizerscompletely coat the flakes with adhe-sive. The L-P mill can use either dryresin or liquid adhesive.

The resin covered flakes are trans-ferred to four hoppers situated over thelumber forming line.

The forming line, manufactured byDieffenbacher, is a slowly moving 8 ft.(2.4 m) wide conveyor belt. The resincoated flakes are oriented parallel andlaid down to a depth of between 7 and18 in. (17.7 to 45.7 cm), depending onthe dimension desired for the finalstrand lumber product.

Once the mat is formed, it istrimmed to 64 ft. (19.5 m) and fed intothe Dieffenbacher press. The single matis compressed to 350 psi, while steamis injected through the press faces toactivate the resin and glue the mat intoa solid mass. Once the mat has beenunder pressure for the prescribed peri-

od, it emerges from the press. The LSLsheet is referred to as a billet as it entersthe sawmill.

Sawmill equipment was sourcedfrom Globe Machine ManufacturingCo. The first breakdown cut splits the64-ft. by 8 ft. billet into two 4 ft. (1.2 m)wide sheets. The 4 ft. billets are fed intoa rotating dryer where the billet coolsand cures. They are then lifted by over-head cranes and piled in the warehouseand eventually ripped and trimmed tospecs in the sawmill.

A Globe 18-in. (45.7 cm) gang sawrips the billets into dimension lumber,such as 2x4, 2x6, 2x8 and 2x10. Inaddition to shipping dimension sizes,LP also ships up to 64-ft. lengths byrail.

Usually, edges of the SolidStart LSLproduct are paint-coated. Howeversome may not be, by customer request.Once the lumber has been trimmed tolength, it is wrapped and moves to theoutdoor storage yard.

L-P subjects its SolidStart LSL prod-uct to a series of quality control tests,starting with basic measuring tape datato ensure consistency and to check forvisual defects, and concluding withdestructive testing to ensure the prod-uct complies with American

Panelboard Association specifications.Louisiana-Pacific has operated an

OSB mill at New Limerick since 1982.The mill’s focus on safety and the envi-ronment has earned it designation as anOccupational Safety and HealthAdministration (OSHA) VoluntaryProtection Program site and member-ship in the Environmental ProtectionAgency’s (EPA) Performance Trackprogram.

In 2006, the mill was awarded theMaine Governor’s Award for BusinessExcellence.

BOSTON (AP) Gov. Deval Patrick saidOct. 28 that the federal stimulus pro-gram has created or saved more than23,000 jobs in Massachusetts sinceFebruary.

State agencies have received $4billion from the national $787 billionpackage, and have spent $1.9 billion.The expenses include $1.3 billion forsuch benefits as unemploymentinsurance and $500 million on pro-grams and infrastructure.

The 23,533 jobs represent anyonewhose paycheck was supported bystimulus money, including about6,000 summer interns, whose jobshave now ended.

Patrick said the extra money has helpedavoid deeper job cuts across the state. Hesaid many of those who were spared pinkslips as a result of the stimulus spendingincluded teachers, firefighters, police offi-cers and construction workers.

“Real jobs are being created or saved,’’Patrick told reporters during a press confer-ence in his office. “Real projects are underway.’’

The issue of the number of jobs created bythe federal stimulus program has been con-tentious.

Critics, including Republican activists,

questioned Oct. 28 how the administrationcame up with the number of saved orretained jobs. They also pointed out thatdespite the extra spending, the state’s unem-ployment numbers continue to climb.

In September, the unemployment raterose to 9.3 percent in Massachusetts, itshighest level since 1976.

“Another report to claim phantom jobshave been ‘created or retained’ won’t con-vince people otherwise,’’ said Jennifer

Nassour, chairman of the MassachusettsRepublican Party.

Massachusetts officials earlier this yearalso expressed frustration after the Obama

administration estimated the 27-month pro-gram would save or create 79,000 jobs in thestate. At the time, state officials overseeingthe program in Massachusetts said they hadno idea how the White House came up withthe pledge.

U.S. Rep. James Oberstar of Minnesota,chairman of the House TransportationCommittee, also complained thatMassachusetts wasn’t spending its fundingfast enough.

But Patrick said he expects the state willeventually secure about $6 billion in totalstimulus funds, and he hopes to exceed the79,000 job figure when all the federal money

is spent.He also defended the pace of

spending. He said Massachusetts hasmet its federal deadlines, but has beencautious about additional spending ofstimulus dollars to ensure they pro-duce long-term benefits.

“It’s a very conservative approachwe have taken,’’ he said.

At the press conference, Patricksurrounded himself with labor leaderswho said the extra spending has pre-vented more drastic job cuts.

“There is nothing more debilitatingthan losing one’s job,’’ said

Massachusetts AFL-CIO President RobertHaynes.

Jeffrey Simon, director of InfrastructureInvestment in Massachusetts, said the23,533 jobs represents real individualswhose jobs have been created or saved as aresult of the spending. He said a formulaused to estimate the number of indirect jobssaved as a result of the surge of spendingwould increase the total number to about35,000 jobs.

The 23,533 jobs represent anyone whose paycheckwas supported by stimulus money, including about6,000 summer interns, whose jobs have now ended.
