(a) whether any concession is given to the Government employees
on the fees of tests in Kahuta Research Laboratories (KRL),
Hospital, Islamabad; if not, the reasons thereof;
(b) whether it is also a fact that concession in the fees of tests is
given to the employees of atomic energy commission by the
hospital but the said facility is not given to other Government
employees; if so, the reasons thereof; and
(c) the time by which said facility will be granted for the other
government employees?

(a) whether CDA, has taken notice that several Government
partially constructed infrastructures have been decaying,
which were either originally planned to construct for those
departments that have been devolved to provinces after 18th
Constitutional Amendment or merged into another Federal
Government Department;
(b) if so, the details of such constructions alongwith cost incurred
upon each building/infrastructure; and
(c) whether is there any proposal under consideration of the
Government to takeover such partially constructed
infrastructures and make them beneficial for the
Government?

responsible functionaries for this negligence?

(a) the number of dialysis machines installed in Cantonment
General Hospital, Rawalpindi;
(b) how many of the above machines are currently fully
operational;
(c) number of patients who have been provided dialysis facility
from the said hospital for the last three years at the expense of
Pakistan Bait-ul-Mall; and
(d) the details of procedure to get expenditure from Pakistan
Bait-ul-Mall alongwith year-wise amount taken from
Pakistan Bait-ul-Mall under this head for the last three
years?

Will the Minister for Narcotics Control be pleased to state:

(a) the number of Drug Rehabilitation/Drug Therapy Centers in
the country are running on private basis;
(b) whether there is any proposal under consideration of the
Government to register all these Drug Rehabilitation/Drug
Therapy Centers and include them in Pakistan’s mainstream
health care system;
(c) if so, details thereof; if not, reasons thereof?
Minister for Narcotics Control (Mr. Ijaz Ahmad Shah): (a), (b)
& (c) There is no such data available with Ministry of Narcotics Control
regarding number of Drug Rehabilitation/ Therapy Centers working in the
country on private basis as the matter falls under the purview of Provincial
Government. According to Section 52 (1) and 53 of Control of Narcotic
Substances Act, 1997 and National Anti-Narcotics Policy 2019; Federal
and provincial ministries / departments of health are mandated to include
narcotics related treatment in their policies.
145. *Begum Tahira Bukhari:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that some Officers (Assistant Directors/
Deputy Directors) of FIA, who were posted out vide ADG(N)
Lahore, Notification No.G-145/Admin(n)2021 dated
21-05-2021, under rotation policy from Islamabad Zone to
Punjab Zone, have been posted back to Islamabad vide
Notification No.A/1446/Admn-1/2021 dated 03-11-2021, in
violation of the policy;
(b) the name of those officers, who were posted back to
Islamabad from Punjab Zone, their specialty, nature of
compulsions, for which they were “sine quo non” in
Islamabad; if the reply to (a) above is in affirmative;
(c) the authority which approved the above mentioned posting
orders in violation of the rotation policy;

(d) whether any disciplinary action will be taken against the
officers who violated the rotation policy by canceling the said
orders;
(e) if so, the details thereof; if not, reasons thereof?
Minister for Interior (Sheikh Rashid Ahmed): (a) The officer
namely Muhammad Riaz Janjua, Assistant Director mentioned at Sr.
No. 11 of Notification dated 21-05-2021 was transferred to FIA, EGOA
Unit, FIA Punjab Zone Lahore, in compliance of rotation policy,
subsequently ADG (North) FIA transfer him to Gujranwala Circle. Later
on, HQ FIA while issuing transfer / posting of officer in line with
requirement of the organization, posted him at the disposal of Cybercrime
Directorate, who further posted him to Rawalpindi.
2. It is clarified that the officer is working outside his native city
as per Rotation Policy. Further, the Rotation Policy did not put bar on
Competent Authority to adjust officer by transfer / posting as per
requirement / need of FIA.
(b) As per above stated stance, rotation policy is of violated.
(c) Additional Director General, FIA (North) is the Authority.

146. *Mr. Ali Gohar Khan:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that there is always rush at NADRA
Centres, Faisalabad; and
(b) whether any facility of shade and water is not available to
public at NADRA Centres in District Faisalabad; if so, what
steps are being taken by NADRA in this regard?
Minister for Interior (Sheikh Rashid Ahmed): (a) & (b) “For
ensuring quality of service and cater the rush, NADRA has established

19x NADRA Registration Centers in District Faisalabad which includes
1x Mega Center (Operational 24/7) and 5x double shift offices.
Apart from above mentioned NADRA Offices, 8x mobile
Registration Vans (MRVs) are also operational in the District. Moreover,
facility of shade, indoor waiting areas and water coolers for applicants are
available in all NADRA Centers of District Faisalabad”.
147. *Syed Agha Rafiullah:
Will the Minister for Inter-Provincial Coordination be pleased to
state:
(a) whether Ministry has taken notice of the fact that the Pakistan
Cricket Board (PCB) has made its Accounts and matters
ancillary thereto confidential and even refrains from sharing
such information with the National Assembly as and when
asked to provide such details;
(b) whether this act of the PCB does not tantamount to shielding
itself from the process of accountability, besides it is also
violation of access to information, which is a fundamental
right of every citizen as enshrined in the Constitution;
(c) if so, what steps are being taken by the Government to make it
binding for PCB to provide such information in future without
causing delay and hold it accountable if it fails?
Minister for Inter-Provincial Coordination (Dr. Fehmida
Mirza): (a), (b) & (c) Pakistan Cricket Board (PCB) is a body corporate
having perpetual succession and has been established as a Board under
Sports (Development and Control) Ordinance 1962 by the Federal
Government through S.R.O No. 1045 (I)/2019, gazetted on 12th
September, 2019 (i.e. the PCB Constitution).
Vested with the exclusive authority to regulate the game of cricket
in Pakistan, the PCB operates and functions independently from the
Government as an autonomous entity which generates its own revenues
and is a unique entity and different from other Autonomous Bodies,
Corporations and Commissions in that it receives no funds/monies
whatsoever from the Federal Government / the Consolidated Funds / the

Public Exchequer. PCB undertakes all its functions under the PCB
Constitution and all the affairs in respect of the management and
administration of the Board are carried out by the Board of Governors
(BOG) constituted under the PCB Constitution.
It is pertinent to note that copies of PCB’s financial statements as
well as details of expenses incurred by the Chairman of the PCB are
available on the PCB website.
Moreover, PCB has always complied with its duties under the
Right of Access to Information Act (2017) and it is submitted that the
PCB ensures and implements high levels of corporate and financial
governance and management. The PCB has instilled a robust financial
management system and undergoes external and internal audits which are
conducted by internationally acclaimed firms of Chartered Accountants
such as Deloitte Yousaf Adil and Ernst & Young Ford Rhodes Sidat
Hyder, respectively, whilst A.F. Fergusons (Price waterhouse Coopers) &
Co act as Tax Advisors. Federal audits have also been conducted by the
Auditor General of Pakistan and PCB representatives also appear before
the Departmental and Public Accounts Committees. Annual audit reports
and periodical internal audit reports are uploaded to and available on the
official PCB website. Additionally, PCB also exercises additional
precautionary measures from time to time for risk control purposes.
148. *Ms. Tahira Aurangzeb:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that a fake files are being sold out in the
name of Rawal Enclave, without getting NOC from CDA; if
so, the numbers thereof;
(b) whether it is also a fact that Rawal Enclave Moza Mohrian
Kurri Road have deputed their agents who also gave token of
the plots to the members and then they disappear permanently
after signing a stamp paper and members are being black
mailed at their hands; and
(c) whether it is further a fact that said society have not complied
with the decisions of Arbitration Committee so far?

Minister for Interior (Sheikh Rashid Ahmed): (a) Rawal
Enclave is an illegal scheme launched by M/s. Raja Majid & Raja Naseer.
CDA has not issued any approval for the said scheme. The Authority vide
its letter No. CDA/PLW/RP-1(2)(36)/2014/577, Dated 19-04-2018, and
CDA/PLW/RP-1(2) (36)/2014/505, Dated 26-11-2020, had directed /
warned the sponsors of the scheme to stop making any publicity/
marketing/ sale of plots and making any type of development /
construction in this illegal housing scheme (Annex-I).
CDA did not allow any kind of marketing of the Illegal scheme.
Such actions had illegally been performed by the sponsors of the scheme.
The Authority have no record about the sale/purchase of plots.

149. *Moulana Abdul Akbar Chitrali:
Will the Minister for Overseas Pakistanis and Human Resource
Development be pleased to state:
(a) whether it is a fact that the Ministry monitors the development
activities and utilization of funds by Workers Welfare
Fund/Boards;
(b) if so, the province-wise details of the funds utilized, since
2010, particularly in Chitral?
Minister for Overseas Pakistanis and Human Resource
Development: (a) Workers Welfare Fund has an inbuilt system for
monitoring of developmental projects through works section. However, to
strengthen the vigilance and monitoring system, a monitoring cell has also
been constituted and notified vide letter dated 09-08-2021 in the light of
direction of sub-committee of the Senate Standing Committee of M/O
Overseas Pakistanis & Human Resource Development with a view to
quarterly monitor the projects of Workers Welfare Fund and Provincial
Workers Welfare Board’s as well.

The Governing Body, WWF is the competent forum for the
Management and Administration of the Fund. The Governing Body
constituted sub-committee of Finance and Account (F&A) in its 143rd
meeting held on 15-01-2020 to review and evaluate the financial
statements, budget estimate and expenditures of WWF / Provincial
Workers Welfare Boards for foregoing and next financial year and
formulate recommendation for GB consideration.
(b) Province-wise detail of the funds utilization since 2010-11 to
30-06-2021. However, no funds utilized in Chitral.

* The Workers Welfare Board, Sindh vide their letter dated
28-06-2016 had intimated that after 18th amendment Provincial Assembly
Sindh has passed bill namely “Sindh Workers Welfare Fund, Act, 2014”
Which has repealed “Workers Welfare Fund Ordinance, 1971” to the
extent of Province of Sindh, and budget will be presented to newly created
Sindh WWB. Hence no demand by Board for release of funds was
received since then.
150. *Ms. Nafeesa Inayatullah Khan Khattak:
Will the Minister for Interior be pleased to state:
(a) the details/categories of punishments or penalties envisaged
under the laws related to Cyber Crimes in Pakistan at
present, indicating also the details of these laws as well as
their relevant provisions thereof; and
(b) the procedure being adopted by Cyber Crime Wing of FIA to
punish criminals under these laws?

Minister for Interior (Sheikh Rashid Ahmed): (a) Most of the
accused have been convicted under Section 20, 21 and 24 of Prevention of
Electronic Crime Act (PECA), 2016, details of convictions in 2021 is
enclosed at (Annex-I). The details / categories of punishments or penalties
under the laws related to Cyber Crimes in Pakistan are enclosed at
(Annex-II).

151. *Mr. Faheem Khan:
Will the Minister for Overseas Pakistanis and Human Resource
Development be pleased to state:
(a) whether it is a fact that there is declining proportion of
Pakistan workforce in the Gulf States;
(b) if so, the details thereof and also indicating the country-wise
rate of decline during the last three years?
Minister for Overseas Pakistanis and Human Resource
Development: (a) Yes, export of Pakistani workforce to Gulf Cooperation
Countries (GCC) has declined over the past few years.
(b) The main reason for the declining proportion of Pakistani
workforce in GCC countries was the outbreak of Covid-19 Pandemic
resulting into flight restrictions, vaccination requirements and economic
downturn. More than 100,000 permissions accorded by Bureau of
Emigration and Overseas Employment (BE&OE) could not be
materialized due to the Covid-19 pandemic. However, due to diplomatic
efforts and resumption of flights, an increase is seen in the last two months
of 2021 (October-November) as 24545 and 42902 emigrants were
registered for GCC countries, respectively.
Moreover, Gulfization Policy (preference for local workers) has
also contributed to declining proportion of Pakistani workers in GCC
countries, especially KSA & UAE. The country-wise details of Overseas
workers registered by BE&OE during last three years to GCC countries is
mentioned below:—

152. *Mr. Attaullah:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that there is a single road of Street No.35,
Sector I-9/4, Islamabad where the High Schools for Girls and
Boys are situated, usually remains jammed because of huge
two way traffic of school buses, Government Department’s
vehicles and private vehicles at the time of morning and noon,
due to which pedestrians especially children are facing many
difficulties;
(b) whether it is also a fact that residents or owners of the houses
alongwith the said road have illegally occupied the areas in
front of their houses left for pedestrian and these
encroachments are a source of hurdle for old age and
children on the said road;
(c) if so, the whether the CDA intends to remove the said
encroachments and make foot paths free from any type of
encroachments, so that the traffic may run smoothly; and
(d) the time by which illegal encroachments will be removed?
Minister for Interior (Sheikh Rashid Ahmed): (a) It is fact that
street # 35 exists in sector I-9/4. This street is about 800 meter long with
70'-0" Right of Way (ROW). A footpath is constructed on one side of
street and sufficient signage and speed breakers have been provided in the
street especially near schools to control the speed of vehicles and protect
the children. This street is a collector street and has more than average
traffic.

(b) The recent survey of street No. 35, Sector I-9/4, Islamabad
has revealed that there are temporary encroachments made infront of few
houses in said street, where footpath has not been constructed at yet.
(c) Yes, CDA has planned to remove all such encroachments?
(d) These encroachments shall be removed within a forthnight,
positively.
153. *Mr. Sher Akbar Khan:
Will the Minister for Interior be pleased to refer to the Starred
Question No.8 replied on 08-11-2021 and to state:
(a) whether it is a fact that Islamabad Traffic Police (ITP) is
unable to vacate both sides of roads in Sector H-8, Islamabad
alongwith Shifa Hospital;
(b) if so, the reasons thereof; and
(c) if answer to part (a) is in negative, the time by which said
roads will be made vehicle free for parking to avoid from the
hurdles?
Minister for Interior (Sheikh Rashid Ahmed): (a) Islamabad
Traffic Police tries its level best to maintain the smooth flow in the
vicinity of the hospital. The Inspector; one Assistant Beat Officer; 03
Sergeants and one fork lifter have been deployed to control the traffic and
issue violation tickets regularly. So far during the current year 1484 traffic
violation tickets have been issued to the driver for wrong parking, and
obstructing traffic on the said roads.
(b) Public is parking their vehicles on road sides due to
insufficient parking lot inside the Shifa hospital.
(c) Problem can be solved either by expansion of the road, or
parking lot of hospital premises.
154. *Ms. Tahira Aurangzeb:
Will the Minister for Interior be pleased to state:

(a) whether the reconstruction of IJP road Islamabad has
started;
(b) if so, the time by which it will be completed; and
(c) the number of its lanes alongwith width and length?
Minister for Interior (Sheikh Rashid Ahmed): (a) The project
has been awarded to M/s NLC with date of commencement as
15-10-2021.
(b) The completion period is 18 months and the same will be
completed by 14th April, 2023.
(c) Total length of road is 9.8 Km. Number .of lanes is (08) eight
(04 Rigid & 04 flexible) total width is 42 meter.

is under approval by CDA Board and letter of commencement
has been issued on 07-10-2021, with effective date of
commencement is 15-10-2021 because agreement is under
acceptance by the Employer.
• Pak EPA has been issued NOC for EIA Report of IJP road
vide letter F.3(1)/2020-EIA-UPRW-DD(EIA/Mont)/8, date
24-09-2021.

155. *Ms. Shahida Rehmani:
Will the Minister for Interior be pleased to state:
(a) the progress on the work launched by CDA on stone pitching
and sloping of nullahs running down from Margallas and
crisscrossing Islamabad; and
(b) does all the nullahs crisscrossing Islamabad have been stoned
or only the areas are visible from roads?

Minister for Interior (Sheikh Rashid Ahmed): (a) The Capital
Development Authority CDA has launched the work on stone pitching and
sloping of nullah running down from Margallas and crisscrossing
Islamabad eventually falling in Rawal Lake, Korang Nullah, Nullah Lai
and Sawan River. Moreover stone pitching works, up till now, at
following locations has been executed (site picture attached for reference).
• Street No. 11 I-8/1.
• Korang Road Nullah I-10.
• Street No. 32 I-9/1.
• Service Road West I-8/2.
• Suharwardy Road G-6/4
• Hakem Luqman Road G-6/2.
• School Road F-6/3.

(b) Work at locations as explained in para (a) has been executed.
In the first instance works executed at locations by considering the
crossing of nullahs under bridges & culverts on both sides (up & below) of
stream, especially the places where waste & garbage dumped & streams
got choked in monsoon season and heavy rain falls.

156. *Dr. Shazia Sobia Aslam Soomro:
Will the Minister for Inter-Provincial Coordination be pleased to
state:
(a) what are the key reasons for Pakistan’s dismal performance
at the Tokyo Olympics 2021; and
(b) what is the Government’s action plan for a better
performance in next Olympics?
Minister for Inter-Provincial Coordination (Dr. Fehmida
Mirza): (a) Participation in Olympics is being made on the basis of
qualification amongst top athletes of the world which require several years
of vigorous training. The other reasons for dismal performance also
include:-
• Lack of proper governor structure due to non-accountability
leading to fake federations.
• Ineffective regulatory mechanism for NSFs.
• Non-transparency in selection of athletes by the respective
NSFs
• Lack of sports infrastructure at par with international
standard.
• Lack of sports facilities at grassroots levels.
• Lack of coordination amongst the provinces after the 18th
Constitutional Amendments.
• Hegemony of POA on sports in Pakistan.
• POA and NSFs not playing their due role.
The respective Federations did not send coaches with athletes. The
nomination/ accreditations by the federations and by the POA were more
in favor of Federation’s officials rather than appointing professional
coaches / personnel.
(b) Role of Provinces. Ministry of Sports has been devolved after
the 18th Constitutional Amendments and the resources have been
allocated to provinces. Now the provincial governments are mainly
responsible for promotion of sports and sports infrastructure development

through allocation of adequate resources. All the provincial governments
have been given the following guidelines for revival of sports, uniformity
of policy and enhancing the performance of our athletes:
(a) Prioritization of 6 to 8 games.
(b) Establishment of Tehsil level multiple-purpose Sports
infrastructure.
(c) Sports to be made mandatory at school level.
(d) Sports grounds/facilities mandatory for all new housing
projects.
(e) Conduct of regional sports leagues to groom the talent.
National Sports Policy - 2021. NSP 2021 has been prepared and
in its final stages for approval. The policy will provide proper regulatory
framework for NSFs and other sports bodies and binding for all NSFs to
have proper genuine club level structure.
Constitution of PSB - 2021. The Constitution of PSB has been re-
drafted and in its final stages for approval for transforming PSB into a
dynamic and vibrant regulatory organization.
Elite Athlete Pool. Is being developed so that the athletes can be
directly funded and looked after to continue their training with support of
all stake holders. They will be branded to invite private sector for their
sponsorship.
157. *Sheikh Rohale Asghar:
Will the Minister for Interior be pleased to state:
(a) the names of the Pakistani Embassies abroad, at which
NADRA staff has been deputed; and
(b) the date since when each of the said NADRA personnels are
deputed?
Minister for Interior (Sheikh Rashid Ahmed): (a) The names of
the Pakistani Embassies abroad at which NADRA staff has been deputed
is attached as (Annex-A).

(b) Detail of NADRA personnel deputed in Pakistani Embassies
abroad is attached as (Annex-B).

grave of Dr. Abdul Qadeer Khan is intact, only some marble works has
been done for beautification by the family / legal heirs. Moreover, CDA
has no financial implication, neither “Tomb” is / being constructed please.

Government to supply water from Tarbela Dam to Islamabad;

Minister for Interior (Sheikh Rashid Ahmed): (a) Yes, a project
has been initiated by the Government to supply water from Tarbela Dam
Reservoir to the cities of Islamabad as well Rawalpindi.
(b) PC-I of the Project has not been finalized as yet because of
lack of decision on cost sharing between government of Punjab and
federal Government. Once the PC-I will be finalized, the details can be
shared.
161. *Mr. Abdul Qadir Patel:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that Ministry has launched a web-
portal/system of complaints through website of Ministry and
other-wise;
(b) if so, which law authorized to launch such Web-Portal or
system of complaints;
(c) the nature of complaints which are being dealt through the
said Portal/system;
(d) number of complaints which have been received through such
system and for particularly whistleable; and
(e) what action has been taken on each of the above complaint so
far?
Minister for Interior (Sheikh Rashid Ahmed): (a) Ministry of
Interior has not launched its Own web portal / system of complaints
through web site of the Ministry. Rather Complaints regarding Ministry of
Interior are being received through Pakistan Citizen’s Portal which is
under the control of PM Office.
(b) Ministry of Interior has not launched its own web-portal.
(c) Complaints of varying nature like personal grievances / social
issues etc. are received from Pakistan Citizen’s Portal. These complaints
are forwarded to concerned Wings / Departments of Ministry of Interior
and addressed as per Guidelines / Manual of Pakistan Citizen’s Portal.

(d) Ministry of Interior has received 4234 complaints on Pakistan
Citizen’s Portal so far.
(e) 3827 complaints relating to Ministry of Interior have been
addressed on Pakistan Citizen’s Portal so far.
162. *Dr. Shazia Sobia Aslam Soomro:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that the nullah crossing Islamabad was
once the stream of fresh water running from Margala Hills;
(b) then why the Capital Development Authority (CDA) granted
permission regarding opening of sewer lines in these natural
watercourses and letting people to freely dump solid waste
specially construction material; and
(c) what action has been so far taken by the CDA against the
culprits during last three years?
Minister for Interior (Sheikh Rashid Ahmed): (a) Yes, it is fact
that once the steam of fresh water was running from Margalla Hills, due to
unoccupied land & low populated area in the foot of the Margalla Hills
thus natural streams were flowing with rain water.
(b) City Sewerage Directorate has neither granted permission to
dispose off sewer in natural streams nor the dumping of solid waste
material. Different Directorates of CDA are continuously monitoring to
restrict dumping of solid waste / construction material by the residents.
(c) CDA enforces and issue challans as and when observed
violations and proceed as per law. Moreover, City Sewerage Directorate
has taken up repair / relying of damaged sewer lines to ensure the throw of
sewerage to Trunk sewerage lines ultimating to Sewerage Treatment Plant
(STP). The lists of works executed during last three years are attached at
Annexure-“A”.

(a) the name of NADRA Officers visited abroad from 1st January
2018 to 31 October 2021 alongwith the foreign exchanges;

Minister for Interior (Sheikh Rashid Ahmed): (a) NADRA is a
financially sustainable organization mainly due to the reasons of revenue
generated from the national and international projects. Therefore, after
soliciting the due approval, NADRA employees have to travel abroad for
execution/implementation of international projects and for participation
the exhibition to hunt the new projects. NADRA has not paid any foreign
exchange to these employees.
(b) These officers have been paid TA/DA as per the rules
applicable to the employees of Federal Government of Pakistan. Requisite
information is attached as Annex-A.

(a) it has been apprised in the part (a) of the question that there
are 31 inquiries are in progress against Jammu and Kashmir
Cooperative Housing Society;
(b) the name of inquiry officer conducting each inquiry with the
detail of meetings held in this regard and the frauds revealed
so far;
(c) the details of accused arrested and the amount recovered
therefrom;
(d) the time by which the said inquiries will be completed; and

Minister for Interior (Sheikh Rashid Ahmed): (a) The Jammu &
Kashmir Cooperative Housing Society, Islamabad is a private Housing
Society and Managing Committee of the Society is responsible for any
irregularity as par law.
40 inquiries were ordered by the Registrar Cooperative to
investigate the fraud case of Jammu & Kashmir Cooperative Housing
Society out of which 14 inquiries have been concluded wherein
embezzlement of 3.75 billions have been established. In this regard 12
FIRs have also been registered by the FIA on recommendation of
DC/Registrar Cooperatives ICT, Islamabad.

will be finalized hopefully very soon.
(e) As mentioned above any amount has not been recovered so
far, therefore, any member could not be compensated as of now.

always focused on customer care and devised public friendly policies to
minimize the involvement of agents. Moreover, NADRA has taken
following steps to curb the involvement of agents through:-
1. Installation of Qmatic system for Queue management.
2. Direct interaction with each applicant to avoid any agent/
middle man
3. Interview and scrutiny of each applicant
4. Availability of information Desk at each NADRA Center
5. Availability of information/policy at NADRA International
Website and Notice Boards of each NADRA Center in
English and Urdu.

launched Park Enclave-III Housing Scheme in 2020, having total 1,047
Plots.
(b) CDA has so far developed 20 residential sectors in Islamabad.
9 more sectors have been planned, out of which development works are in
progress in 4 sectors.
(c) CDA is presently focusing on development of previously
opened residential sectors like Sector E-12, I-12, I-15, C-15, Park
Enclave-II, Park Enclave-III. CDA will further acquire the remaining
residential Sectors for Planning and Development.

(a) whether it is a fact that the restructured commission formed
by the Federal Cabinet has finally started working on revising
Islamabad’s master plan; if so, its details; and

Minister for Interior (Sheikh Rashid Ahmed): (a) & (b) The
Federal Commission was established on 28-12-2018 by the Federal
Cabinet of Pakistan. The commission has accomplished the following
important planning documents for Islamabad’s sustainable urban
development:
i. Interim reports on Review of Islamabad Master plan notified
vide gazette notification number S.R.O. 110(I) /2020.
ii. Revised Modalities and Procedures 2020 notified vide gazette
notification number S. R. O. 64(I)/2020.
iii. ICT Building Control Regulations 2020 notified vide gazette
notification number S. R. O. 1575(I)/2019.
The Federal Cabinet has reconstituted the Federal Commission on
17-08-2021. This commission comprises of eleven members from
diversified fields such as: urban planning, architecture, information
technology, law, environment, etc. A full-fledged office has been
established at Arts & Craft Village, Islamabad. The re-constituted Federal
Commission has conducted six meetings so-far. Moreover, various sub-
committees have been established by the Federal Commission in the
thematic areas such as: Urban regeneration & renewal, Urban
Infrastructure, Education, Health, Mass Transit transportation, solid waste
management, Zone-3 & Zone-4D, etc. The Federal Commission has been
authorized to hire services of consultant / experts for the aforementioned
sub-plans so as to accomplish this task as per their requirement and of
desired quality. Furthermore, the Federal commission will shortly
commence public consultations and feedback through online portal on
CDA’s website to ensure inclusive urban planning for the capital by
involving all stakeholders.
170. *Mr. Muhammad Aslam Khan:
Will the Minister for Narcotics Control be pleased to state:

(a) whether there is any proposal under consideration for
upgrading and setting up new treatment and rehabilitation
centers;
(b) if so, the details thereof indicating also progress thereon?
Minister for Narcotics Control (Mr. Ijaz Ahmed Shah): (a) As
per “section 52 (1) and 53 of CNS Act 1997” the responsibility for the
registration and rehabilitation of drug addicts falls within the purview of
the Provincial Government. According to National Anti-Narcotics Policy
2019; Federal and provincial ministries/ departments of health are
mandated to include narcotics related treatment in their policies.
Government hospitals at provincial and federal level are required to
establish a dedicated ward for drug abuse patients by employing
psychiatrists and doctors specialized in drug treatment and rehabilitation
(b) Four Model Addiction Treatment and Rehabilitation Centers
(MATRCs) are being run in the country under ANF supervision. One in
Federal Capital and three in Sindh Province. ANF had been making efforts
to persuade other Provincial Government for establishment of MATRCs in
their administrative boundaries for treatment of drug addicts.
2. Aspect of rehabilitation of drug addicts was deliberated in
National Assembly Standing Committee Meeting held on 6th Dec 2021
and it was agreed that such rehabilitation centers should be established in
all the districts of Pakistan. It is earnestly desired that the committee may
be requested to direct all provincial Governments for establishment of
MATRCs in all districts. Moreover, private/ NGOs working in this field
may also be regulated through the Senate and National Assembly Standing
Committees to fill in the capacity gaps of Government structure.
171. *Mr. Sher Akbar Khan:

(a) whether relevant authorities have failed to take action against
cell number (0323 6838310) from which fraudulently calls
are made to rob common people in general on different
counts i.e. social media or other relevant fields;

user/owner of the said cell number that no one will make such
calls in future;
(c) whether it is a fact that relevant authorities have failed to
apprehend user/owner of the said SIM which is used in such
unsolicited calls;

summon notices under section 160 Cr.P.C have been issued to the

(b) whether it is also a fact that the Federal Ombudsman ordered
through WMS in complaint No.HQR/0002010/18 dated
August 10, 2018, that a plot be allotted to the family of
Manzoor Hussain (Late), Ticket No.1187, being an ex-
employees of COD Rawalpindi, Ministry of Defence;
(c) whether it is further a fact that his family has not been
allotted a plot as yet;
(d) if the answer to both the parts above is in affirmative, why
plot has not been allotted to the widow of the said employees
alongwith the reasons for the delay; and
(e) the time by which a plot or an amount equal to its price will
be given to the widow?
