VOTING 113 to 104 with three abstentions, the House of representatives early Thursday morning approved the controversial reproductive Health (rH) bill on second reading.

The landmark legisla-tion was approved after nearly six hours of voting.

The continuation of the individual period of amend-ments HB 4244 started wednesday at 6 p.m. and was terminated at 7:42 p.m.

Before the measure was put to a vote, a roll call was conducted which showed that 217 lawmakers showed up for the historic vote which later on reached 226 upon counting the late comers.

Following House rules, the measure was first put on’ viva voce’ voting.

The result was in confu-sion as anti-rH supporters in the gallery joined in the voice voting which led to nominal voting.

The nominal voting started at 8:15 p.m.and took six hours to complete as lawmakers took turns in explaining their votes. The voting ended at 2 a.m.

The vot ing pattern followed four distinctive lines of thought - those who voted according to the popular will of their constituents, those who voted on personal beliefs, those who thought the bill is unconstitutional and those who voted on reli-gious beliefs.

most of the anti-rH legislators either voted on religious grounds or declared the measure as unconstitutional. Others meanwhile voted against the measure because they deemed it an unnecessary bill or a combination of the three reasons previously stated.

But even despite the

overwhelming number of Catholic leaders present during session, led by Arch-bishop ramon Agruelles, Bishops Teodoro Bacani Jr., Broderick Pabillo among others, the measure was approved by a slim margin.

The approved HB 4244 for the third and final read-ing of the bill on monday, December 17.

kIDAPAwAN City––The Catholic parish priest of New Bataan, Compostela Valley has appealed for more relief goods and food items as parishioners affected by typhoon Pablo have resorted to looting and robbery to survive.

Father edgar Nuling, parish priest of hardest hit town of New Bataan, said food is already scarce almost two weeks after the devastating typhoon wiped out most villages, including upland communities were not spared by flash floods.

“Specifically, we ask for food and malong because of its mutliple usefullness,” Fr. Nuling said in a radio interview by radyo Bida, a church-run radio which launched Oplan Tulong Pablo to help calamity victims in Davao Oriental and Compostela Valley

hans T. Sy, president of the company said they are scouting for properties in Tagum City in Davao del Norte and Digos City in Davao del Sur.

Sy said he has been visiting the region to continue assessing the potentials of these places.

SM is planning to open an average of one mall each year in Mindanao, Sy added.

Next year, Sy said the com-pany will build the second mall in Cagayan de Oro

City and the first SM mall in Butuan City.

A mall in General Santos City has just opened.

Annie S. Garcia, Shopping Center Management Corp., op-erator of the SM malls, said the company has continued to find strategies to make shopping more convenient for customers.

Garcia said among the changes made include allow-ing government agencies to set up satellite offices in the malls like the Land Transportation Office and the Department of Foreign Affairs.

In addition, Garcia said some payment centers are already in the malls to allow shoppers pay their bills to utilities like light and water while on shopping.

ThE damage caused by Typhoon “Pablo” to the country’s agricul-ture sector is now P11.56 billion, according to the Department of Agriculture (DA).

The DA report also showed massive devastation in high-value crops like banana and coconut, as well as rice and corn -- with total crop area affected now reaching 84,679 hectares, of which more than 78,000 hectares have no chance of recovery.

The banana subsector in-curred the biggest damage at P7.362 billion, as the typhoon destroyed 154,446 metric tons (MT) of the product.

Of the 26,437 hectares of plantations that lay in the ty-phoon’s path, some 25,720 hectares could no longer be recovered, the DA said.

Agriculture Secretary Pro-ceso Alcala, in an interview, said the recent calamity in Mindanao would not adversely affect the total national food and rice supply.

Aside from our getting preoccupied with our gift lists, it should not be the least to thank the lord for the gift of His Son (John 3:16). But does giving gifts have to take away from the true meaning of Christmas? No, it does not. If we fo-cus on the wonderful gift of salvation the lord has given us , giving to others is a natural expression of that gratitude.

The key is our focus. Is your focus on the gift, or on the ultimate gift-giver, our gracious Heavenly Father?

IT IS interesting how a word develops and acquires new meaning through time.

Take for example, the word bank. Do you know that it actually originated from a very ancient term from a very ancient time?

According to sources compiled by the Bangko Sentral ng Pilipinas (BSP), the word bank traces its roots to the Ancient roman term for bench.

The word, bancu, referred to a long bench used by the roman empire’s money changers who customarily placed the wooden seat in the middle of an enclosed courtyard.

Historians said the money changers sitting on the bancu exchanged foreign money with the currency produced by the imperial mint, which was responsible for the production of the sole legal tender in rome.

An interesting sidelight: Ancient roman bankers, including those who plied their trade during the time of Jesus Christ, were known to be very notorious.

mANIlA -The rampant overcharging of its clients by telecommunications companies has been de-nounced by a lawmaker. reports said the telecom firms have been overcharg-ing their subscribers on text messaging despite the presence of directives from the Office of the President and the National Telecom-munications Commission (NTC) aimed at making text messaging more affordable to the public. rep. Bernadette Herrera-Dy (Party-list, Bagong Hen-erasyon) urged the House Committee on Informa-tion and Communications Technology to conduct an inquiry on the issue to pro-tect the subscribers. Herrera-Dy, author of House resolution 2904, disclosed that the NTC has issued a directive in November 2012 ordering the nation’s top three tele-communications compa-nies to refund million of subscribers after finding out that firms have been overcharging their custom-ers on off-net text messages. “The telcos have been collecting an excess of 20

centavos –P1 instead of 80 centavos for each off-net-text message, or those sent from one network to another, since December 2011,” Herrera-Dy said. Herrera-Dy said esti-mates made by the Philip-pine Daily Inquirer showed that Smart Communica-tions, affiliate Sun Cellular and Globe Telecom may have to return at least P1.42 billion to their subscribers. Quoting the NTC, Her-rera-Dy also said the telcos had defied memorandum Circular No. 02-10-2011 or the “Interconnection Charge for Short messaging Service,” which took effect on December 1, 2011 and ordered the reduction of text messaging rates from P1 to 80 centavos for each text, due to reduction of interconnection charges from 35 centavos to 15 cen-tavos. “In order to avoid allega-tions of unfair rate setting practices, the telcos must follow the NTC directives to provide refunds to its overcharged subscribers and lower its off-net text messaging rates to the pre-scribed levels,” she said.

Pimentel pointed out that last year another powerful storm, “Sendong,” lanced upwards through the mind-

The witnesses described the incident as a cold-blooded mas-sacre and not an encounter. The members of the 27th IB came to Sitio Datal-Ayong in three Army vehicles after receiving a report that Danguil was in the area and immediately strafed the hut of the Capion family.

Quoting reports, Tinio said the massacre was such that the family could no longer recognize their loved ones, adding that the military allegedly dragged the remains outside the hut, left them on the ground, and did not allow the family to claim them which is a violation of the tribe’s tradition.

The community also reported that after the incident, the military did not allow B’laans to enter the village and threatened them not to report the incident to the media, Tinio said.

The estimated 30,000 B’laans living in the area are opposing the mining operations in their ancestral land. They were victims of harassment and vilification by soldiers and paramilitary units.

“This massacre is the latest in the spate of human rights violations against indigenous peoples who oppose large-scale operations by foreign-owned mining companies, which re-sult in the destruction of their ancestral lands, deprivation of their livelihood, and desecration of their culture,” Tinio said.

CAMP SIONGCO, Maguindanao-- For decades, communist rebel Renante Dalon has been celebrat-ing Christmas in the mountains of North Cotabato and dreaming of having “noche buena” with his family, friends and parents.

Now, Dalon, 46, who was injured during military operations against the New People’s Army (NPA) in Magpet, North Cotabato two weeks ago, may celebrate Christmas with his loved ones.

he is now undergoing medical treatment at a military hospital here and enjoying a new lease in life.

Dalon was rescued by sol-diers after he was abandoned by fleeing comrades following a bloody encounter two weeks ago at the foot of the country’s highest peak, Mt. Apo, where the Army intensified its offensive against guerrillas.

“I was bloodied, wounded, hurt and I just stared at soldiers surrounding me as if waiting for them to finish me off,” Dalon told reporters from his hospital bed at Camp Siongco Station hospital inside the 6th Infantry Division headquarters.

“Instead they carried me to a safe place, gave me first aid and evacuated me to the Camp Siongco hospital using a helicopter...they treated me humanely. I never expected this,” Delon tearfully said in the vernacular.

Delon served as finance officer of about 200 rebels be-longing to the NPA’s Front 74.
