agan, San Francisco, Agusan del Sur encountered a group of fully armed New People’s Army past Sunday noon.

One section of 75th IB Philippine Army headed by 1LT Pedro Malana and one section of 131st RPSC formerly known as Regional Police Mobile Group headed by PINSP Chad S. Kiat-Ong encountered the NPA reb-els, the police report said.

Wounded in the 50-min-ute firefight were Army Cpl. Veloso O. Modang, the police reported.

ter, the military discovered the NPA’s encampment and seized improvised claymore mines with blasting caps; subversive documents;; two magazines of AK 47 loaded with five ammu-nitions; one unit mobile phone;; estimated 10 kilos of rice; gallons of water; bag with clothing; and kitchen utensils.

PROVINCIAL ORDINANCE NO. 2012-02“AN ORDINANCE AUTHORIZING THE PROPOSED BORROWING OF THE PROV-INCE OF CAMIGUIN IN THE AMOUNT OF EIGHTY-FIVE MILLION PESOS (P85M) TO FUND THE PARTIAL COMPLETION OF THE CAMIGUIN TOURISM CENTER/SPORTS COMPLEX AT LAND BANK OF THE PHILIPPINES.

BE IT ORDAINED by the Sangguniang Panlalawigan of Camiguin

SECTION 1. The Provincial Governor, in representation of the Province, hereinafter referred to as the “Province”, is hereby authorized to enter into loan agreement/credit facility with Land Bank of the Philippines in accordance with Section 297 of Republic Act No. 7160 or the Local Government Code, in the amount of Eighty-five million pesos (P85M) under the terms and conditions herein set forth and such other terms and conditions as may be agreed upon with any person, corporation or entity for the purpose of funding priority project/s, and subject to the requirements under Section 123 of Republic Act No. 7653 as implemented by the Bangko Sentral ng Pilipinas Circular No. 402. In this connection, the Provincial Governor shall have full power and authority to represent the Province in negotiating the terms and conditions for the said borrowing and in signing, executing and delivering such agreements, contracts, deeds, papers, and documents as may be necessary and proper for the full and total implementation of the authority herein granted;

SECTION 2. The said priority project herein specified as the Partial Completion of Camiguin Tourism Center/Sports Complex is hereby certified to be a local infra-structure and other socio-economic development project in accordance with the approved local development plan and public investment program for the period of eight years or the public investment program for the current year of the Province of Camiguin and is supported by a final feasibility study.

SECTION 3. Consistent with the covering contract, deeds and assignment, mortgage contracts, and such other agreements as maybe entered into by the Province in connection with the borrowing, the features, terms and conditions shall be as follows and are hereby approved:

3.1 PROJECT NAME Borrower - Provincial Government of Camiguin Amount - Eighty Five (85) Million Pesos Purpose - Partial Completion of Tourism Center/ Sports Complex Term - Eight (8) years Manner of Payment - Quarterly Interest - 9% per annum, subject to re-pricing Principal - Php 2,656,250.00 Interest Rate - 8-9% per annum Collateral/Guarantee/Security - Deed of Assignment of the Internal Revenue Front-end Fee - N/A Commitment Fee - N/A Guarantor - N/A Guarantee Fee - N/A Sinking Fund (if applicable) or other Funding Arrangement-NA

SECTION 4. The Province hereby appropriates the entire proceeds of the borrowing exclusively to finance the Partial Completion of the Tourism Center/Sports Complex and other financial obligations relative thereto.

SECTION 5. Any Ordinance or parts thereof, inconsistent with this enactment is hereby repealed or amended accordingly.

SECTION 6. This Ordinance shall take effect upon its publication and compliance with all procedures required under Republic Act No. 7160 of an ordinance for its validity, including the affixation of signatures of the Sangguniang Panlalawigan Members, in concurrence thereto, composing of seven members, out of the total of nine members, on all the pages of this Ordinance.

RESOLVED FURTHER, that copies of this Ordinance be furnished the Honorable Governor, the Provincial Accountant, and the Provincial Auditor, of this Province, the Land Bank of the Philippines and the Bangko Sentral ng Pilipinas for their in-formation and appropriate action.

DrownedBUTUAN City––A 40-year old man drowned while swimming at Pugad Beach Resort, Barangay Pagasian, Lianga, Surigao del Sur over the weekend.

Police investigators said Melchor Villion of San Fran-cisco, Agusan del Sur, swam at a distance too far from the beach at around 3:25 pm on Sunday. A strong wave may have hit the victim and caused him to drown, police said. Members of the Lianga police recovered Villion and brought him to the local hospital where he was declared dead on arrival. In the back of our minds we know that every day we’re getting closer and closer to the day we die. But is our death the end of us?

Does death have the last word? Does it destroy our plans for living and take away all our hope?

who you’re living for.When it comes to death,

Jesus Christ has been there and done that.

He walked right into the grave and jaws of death…and came right back out alive!

Jesus Christ, not death, is the One Who has the last word.

He’s the only person in history who could do it—for one simple reason: He’s God Himself. So we never again have to fear death!

You see, if you’re liv-ing His way every day in a personal relationship with Him, Jesus said He’s going to lead you safely through death into eternal life with Him.

Will death have the last word in your life?

Not if you choose to live for Jesus Christ! Only Jesus can get you through death—safe and alive!

Only He speaks the last word! And it’s the word not of death but of eternal life to every person who will truly believe and live for Him.

So today, why not ask Jesus to forgive you for living your way and ask Him to take full control of your life?

That’s when you can start living every day with no fear… not even of death!

CHRISTIANS and believers have one characteristic in common. They want to live in a place where natural peace and serenity abound. Both want to enjoy nature’s bounty. They all want to watch the azimuth of infinite horizon. Perhaps, this atti-tude makes Christians and believers special human beings. Humans are the only creatures that enjoy the wonders of creation.

Christians are humans. As hu-mans, Christians identify themselves with nature. This character is typical especially in the observance of the Holy Week. While the Christendom recalls the passion and death of Jesus Christ, believers flocked to places where they believed they could commune with the unseen Supreme Being.

This explains why in observing Holy Week, Chris-tians flocked to mountains and resorts. They climb mountains as a way of penitence and absolution. They tell stories that border on mysteries and unexplained phenomena hoping others to bolster their faith in the existence of Supreme Creator. Most of them climbed mountains in groups and stay a day or two in what seemed to be a self-declared retrospection.

Some Christians go to beach resorts. The summer heat on Holy Week may have driven anyone – Chris-tians or not – to enjoy the zephyrs and blue waters. For the rich, backpacked traveling and hopping from one

country to another is a hobby. The Lent and summer are two related seasons of the Christian world.

Yet, while majority of the Christians enjoy nature, they must also realize the larger responsibility in preserving it. It is disheartening that most Christians climbed mountains just for the heck of it. Some bring with them their girlfriends or boyfriends. Others simply just enjoy the company of a crowd.

In most cases, empty cans, cellophanes, cigarette butts and trash litter mountain trails. Broken tree branches and uncollected garbage are signs that people do not care nature and its environment. Worst, these moun-tain intruders often start forest fires. It is unfortunate that incident like this usually happened during Holy Week when believers climbed mountains just for fun.

There are other places – secluded with a touched of holiness – where believers usually flocked on Holy Week, too. Usually, the keepers of these places make money. No, they do not ask for a fee when one visits their place. There is always a notice to visitors that their donations will keep the place. Strangers profess-ing as devout Christians shell out large sums of money for the donation box. A gesture of gratitude for all the blessings they enjoyed, so they said.

In spite of these shortcomings, there are Christians who still observed Holy Week in the doctrine of Christ’s passion and dying in the Cross. They accept the teach-ings of Christ and the apostles with all their hearts and minds. They are the witness of the faith.

comprised the seven billion people on Planet Earth.

How long does your problem last? A few hours? A few days? A few years? Place it next to geologi-cal time, and see how it stacks up.

No, sir it’s not a big deal. It only seems like a big deal because your perspective is the same size as your prob-lem. You see? You have to think outside of the box. In the first place, if we allow somebody to put us there, then you hand them freely your power in an easy way.

Now think back. Do you remember what you were stressing out about yester-day? You might, but what about a week ago? A month ago? A year ago? Can you pick a day at random from

a calendar of five years ago and remember exactly what colossal, insurmountable problem you were dealing with on that specific day?

Chances are, no you can’t, but chances also are, it seemed pretty over-whelmingly important at the time, so try to use these “H.A.L.T.= When you are too Hungry, Angry, Lonely, or Tired it’s time to slow down and take some time for yourself, otherwise you will say or do something that could complicate your life further…and you don’t need that” especially if there’s someone out there who tries to discredit and maimed you and all.

THE IMPORTANCE OF BASIC LITERACY PROGRAMON THE UPLIFTMENT OF EDUCATION FOR OUT-OF-SCHOOL YOUTHS AND ADULTS

Non-Formal Education is equivalent to Alternative Learn-ing System or ALS today. It is a program of the Department of Education to cater to out-of school youths and adults who cannot pursue their studies in high school even in elementary school so that they can still achieve education even if they had no formal schooling. ALS aims to elevate the literacy level of the people in the community especially those who have not finished their education. The ALS is the answer of the EFA, Education All that all Filipinos can be educated. Through ALS, achieving education and learning is no longer a Problem, financial free because the ALS is a free tuition fee system. West Butuan District-1 is managed by Mr. Edgardo S. Miranda as District ALS Manager. He managed to produce 148 out-of-school youths to complete the Basic Literacy Program. The completers came from barangays Bancasi, Bobon, Dumalagan, Kinamlutan and Libertad. For the last four years of ALS existence in West Butuan District-1, a total of 653 enrollees availed themselves of the program with 86 students from Barangay Bancasi, 149 from Barangay Bonbon, 63 from Barangay Dumalagan, 110 from Barangay Kinamlutan and 245 from Barangay Lbertad. A total of 216 students successfully finished the program with 51 completers in 2008, 42 in 2009, 55 in 2010, and 68 in 2011. Lessons were taught by different ALS instructional managers headed by Mrs. Buenafe M. Leop, the District ALS Coordina-tor. Students were also taught skills like household cosmetic product-making and other “Pangkabuhayan Skills”. ALS has reduced the number of jobseekers and helped in minimizing the problem of alcohol and drug dependence in our community. The government has shown its concern for the Filipino youths. Indeed, ALS has uplifted the education of out-of-school youths and adults.

SwindlingBUTUAN CITY – Police operatives arrested two suspected swindlers of a numbers game in an entrap-ment operation at Julie’s Bakeshop in a public market in Nasipit, Agusan del Norte on Monday.

Authorities identified the suspects as Mae Recto, 33, and Hazel Panganiban, 33.

Police said the suspects were reported by victim Engracio Salarda, 83, to be selling for P500 for every suwertres numbers combi-nation. Salarda said Recto and Panganiban demanded payment before giving him the numbers through a text message.

In coordination with Salarda, police devised a plan to catch the suspects at Julie’s Bakeshop where the victim will hand them the money. At around 11:30 am, the lawmen moved in and nabbed the two suspects as they received the money from Salarda.

Recto and Panganiban were hauled to the Nasipit Police station where they

On mining banMALAYBALAY City––Bukidnon Governor Alex Calingasan is opposing the idea of immediately ban-ning the mining operations in Barangay Dao in San Fernando town.

Iqbal has said they are unlikely to sign any peace deal despite Manila’s earlier statement both sides may be able to ink an agreement that would settle decades-old insurgency in Mindanao.

“The greater fear is that we might not even sign it at all if we are not firm on our resolve to push hard in our negotiation. Sad to note, however, that within the first two years of the Aquino administration, we have not signed anything of great consequence that we can show to our people and the world that indeed there is big happening in the current peace negotiation,” Iqbal said.

Ghazali Jaafar, the MILF vice chairman for political affairs, also expressed pes-simism about the peace talks with the Aquino govern-ment, saying negotiations have been going on for a long time now, but nothing concrete has been achieved, except for the cease-fire agreement.

“We are very doubtful now whether we can sign a peace deal with government under this present admin-istration,” he said following a caucus with senior MILF leaders in Mindanao.

“The assessment of the

political officers was the recently concluded peace talks between the Govern-ment of the Philippines and the Moro Islamic Liberation Front in Malaysia was very disappointing. What the government peace panel headed by Marvic Leonen did in the last talks was never our immediate ex-pectation which is the rea-son why we are very much disappointed,” Jaafar said.

Marvic Leonen, the government chief peace negotiator, insisted on the government offer to MILF. agreement that will not solve the problem because even if we signed an agree-ment that is beneficial to us, but not acceptable to our people then the struggle will go on. We are nothing if the Bangsamoro people will not support us,” Murad Ebrahim, the secluded MILF chieftain, said.

ing opposition against the 635-hectare reclamation project that they said will destroy the livelihood of communities in said cities.

The residents said the procession had with it a prayer for the eventual dis-continuance of the project and Mother Nature as well as the livelihood of hundreds of families will be given protection instead.

As a citizen and resident who will be adversely af-fected by the reclamation

project, former Rep. Cynthia Villar joined the procession together with some officials of the cities of Parañaque, Pasay and Las Piñas.

It will be recalled that Villar filed for a Writ of Ka-likasan petition with the Su-preme Court last March 16 opposimg the reclamation project along the Bacoor-Las Piñas-Parañaque coastline of Manila Bay. Respondents in the petition included Altech Construction, Inc., Philippine Reclamation Authority, Department of Environment and Natural

Resources, Environmental Management Bureau and the City of Las Piñas.

Based on a hydrological survey of Tricore Solutions, Inc., should a typhoon as powerful as Tropical Storm “Ondoy” hit the three cities, floods will destroy prop-erties and livelihood of residents.

The study also revealed the strong possibility that 65 barangays in Las Piñas, Parañaque, and Bacoor, Cavite will be submerged by flood waters from 0.15 meter to 5.12 meters.
