Sinakbang Festival started four years ago with the ad-ministration of Mayor Dello T. Lood aft er the municipality through an Executive Order (EO) adopted it as the offi cial festival of the town.

It is held every 19th of February as a kick-off activity of the town’s annual fi esta celebration in honor of its patron, St. Joseph.

SINACABAN, Misamis Occidental––Today, the people of this small but pro-gressive town will celebrate its town fiesta––the 5th Sinakbang Festival, the only Subanen-based cultural presentation that will be stage right in knee deep seawaters of Sinacaban, Misamis Occidental.

Subanen said is the name of the village he had asked for “Ah Sinakbang….” And this is where the origin of the name “Sinacaban” came to be.

Originally, the celebra-tion was observed only by Aglipayans as a religious tradition commonly known as “Sakay-sakay” and started with a nine-day novena and procession in honor of its

patron saint.It was believed that long

time ago an epidemic hit the town and was only stopped when one of the old folk saw an apparition of St. Joseph in his dream telling that to off er a novena and do a proces-sion of his icon. And on the last day, bring the icon of St. Joseph to the sea and have a merrymaking by dancing in the seawaters.

Former mayor and now SB member and concurrent Municipal Tourism Offi cer of Sinacaban, SB Member Angeli Lood, the fi rst lady of Sinacaban, thought of creat-ing an event that inspired the town’s tourism promotion and ultimately depicts its towns name the festival is now named as Sinakbang Festival.

“Today as we celebrate its

5th year aft er it was offi cially adopted by Sinacaban, the ferstival is no longer exclusive to Aglipayans of Sinacaban but to all of its people” SB Lood said.

Sinakbang Festival is now acknowledge by the Department of Tourism as one of the famous festivals of the country through the Northern Mindanao Tour-ism Regional Offi ce.

COTABATO City––The government is set to embark on a P300-million farm-to-market road network proj-ects in five remote villages in Maguindanao heavily influenced by the Moro Islamic Liberation Front (MILF).

Foremost among the road projects is the 19-ki-lometer passage linking the villages of Pagatin and Libutan in the towns of Ma-masapano and Datu Salibu, respectively.

The undertaking is among the intended proj-ects of the Aquino govern-ment for the Autonomous Region in Muslim Mind-

On Thursday, over 200 MILF rebels joined simi-lar number of government troopers on securing the dilapidated Pagatin-Libu-tan road as the convoy of ARMM caretaker Mujiv Hataman visited to join some 20,000 locals for a “Kanduli” (thanksgiving party) held at the grounds

of the 100-year-old Libutan mosque in the area.

“It is with great pleasure that you have welcomed us here,” Hataman said after having learned that he was the first and only ARMM governor to have visited the area personally.

While there, govern-ment and MILF soldiers also engaged in chats and pleasantries.

Both government and MILF peace negotiators are looking forward for the forging of the final GPH-MILF peace deal soon to end the decades-old Moro rebellion in Mindanao. “We are all hoping that the peace signing would take place this year,” Bernardo said.

GENERAL Santos City––The South Cotabato provincial board is pushing for the creation of a special body that will exclusively look into the concerns and needs of indigenous peoples (IPs) in the province.

In a resolution, the 12-man board recommended to the executive department the establishment of a “special body or council” to address various affairs and concerns involving the tribal residents and communities within the province’s 10 towns and lone city.

The board opted for such move in response to the recent issuance of Memo-randum Order No. 742 of the National Commission on

Indigenous Peoples (NCIP) that temporarily suspended the appointment of IP sec-toral representatives in local legislative councils.

Such order was issued pending an ongoing review of the commission en banc regarding the matter.

The provincial board is-sued the resolution after it found out that the creation of a permanent seat for IP representative in the board would require huge funding from the local government.

Based on its findings, the creation of a seat for an IP representative will require an additional expense of P3.1 million to the provincial government annually.

of physical pleasure are what we want and need to feel satisfied.

So even though we al-ready know from our own experience that the pleasure doesn’t last and satisfy, we keep going back for more. We’re almost like the dog that keeps chasing its tail.

But there’s a reason why we can’t be satisfied just from physical pleasures. It’s simply not possible! We are not made or designed that way.

We humans are not able to be permanently satisfied

with only fun experiences and physical pleasures. You and I were made for much more than “just to have a little fun before we die!”

God made us spiritual beings like Him, so the only way we can be fully satisfied and happy is by having a daily, close per-sonal relationship with our Maker. Then, we can start living His successful and satisfying way.

So today, won’t you ask Jesus to forgive you for liv-ing your own way? Then ask Him to start changing your heart and lifestyle.

He’s the only One Who can finally fill your life with the pleasure and peace of mind you’ve been look-ing for.

CONCESSIONAIRES of Cagayan de Oro Water District (COWD) should file formal complaint against management of this utility firm for arbitrary collections and issuance of arbitrary disconnection notices.

For the past days, this corner re-ceived several complaints narrating about alleged anomalous treatment of COWD toward its clients.

Yesterday, someone complained of receiving a 24-hour notice of disconnection. The complainant alleged that he paid the questionable January 2012 billings amounting to more than P1,000 pesos after filing a formal complaint with the COWD office.

COWD personnel at the cash section promised that the excess amount will be deducted on the second billing. The concessionaire said that his usual billing is only between P600 to P700 per month.

The other day, the complainant received the billings with a 24-hour notice of disconnection for incurring a two-month unpaid bill. Worst, the excess amount which reflected in the January billing was not deducted as promised.

Beside, how could there be a two-month unpaid bill when the January billing including the excess amount which was supposed to be deducted in the February billing was already paid?

COWD is charging water concessionaires in the city. Local officials should conduct a probe on this quasi-government corporation’s operations. An investiga-tion is necessary to curtail alleged abuses, which the COWD management tends to disregard.

The complainant alleged that he tried to contact the water district’s in-charged of water billings identified as a certain Ms. Bonotan to no avail. An employee pro-vided the telephone number including the extension number that would supposedly led to Ms. Bonotan’s table to no avail.

The telephone number keep on ringing but nobody picks up the phone. In the past few days, people went to local radio stations to air complaints in the way COWD billed them. These people expressed frustra-tions the way COWD are treating them.

What kind of people does the COWD have? Do Cagayanons deserve this kind of utility firm? Perhaps, the consuming public must not be cowed by this kind of harassment. Now, let all those who think the COWD cheated them write or email this corner.

With this letter, we will initiate a formal complaint in court against the management of the COWD. In addition, a signature campaign is necessary as basis to urge Congress to transform COWD into a cooperative.

The COWD has about 72,000 water concessionaires today. These are the number of people who believed of being unfairly treated and indirectly harassed by COWD contrary to its primary purpose is serving public interest. react: [email protected]

Do you remember your teachers through the years who tortured many of us with their absolute authority in the name of educat-ing us?

Personally, I have had to bear the many nuances I found not only peculiar but at times for years on end irritating and offensive. But the student teacher relationship kept me at bay.

I learned recently from a legal professional that there is actually rule of law when it comes to courtroom ethics.

The judges are bound under the law to be courteous and well mannered.

Let me tell you, as per practice show me a judge that is not condescending to the lawyers and at times to the respondents if not the complainants.

Their KIA attitudes are overbearing and irritating. I have experienced recently a provincial judge who be-rated me in his court in front of a full courtroom for a petition I filed as ordered by another lawyer who was the Register of Deeds who required I file this petition with the court.

Their seemingly KIA with their all-powerful author-ity considering they are paid by our taxes dominate and dictate like gods when they enter the court in their robes that is supposed to command respect? or submission?

PBA Commissioner Chi-to Salud assured this during the SCOOP Sa Kamayan weekly session Friday at the Kamayan Restaurant-Padre

PBA D-League to expand outside of Metro Manila: SaludFaura in Ermita, Manila even as he said that what turned out to be the only remaining commercial ama-teur play in the country will be expanded outside of Metro Manila.

“Yes, the plan is to ex-pand the league to the prov-inces, Luzon, in particular in the soonest possible time,” Salud, son of the late former

PBA Commissioner Rudy Salud, disclosed during the public service forum spon-sored by Powerade, AKTV and UNTV.

The PBA D-League, which opened shop last year, has drawn 10 teams in this conference -- named the Foundation Cup –- NLEX Road Warriors, Cebuana Lhuillier, Blackwater Sports, Erase Placenta, Boracay Rum, Big Chill, Junior

Powerade, Pacific Pipes, Café France and Cagayan Rising Suns.

The NLEX Road War-riors have so far swept the league’s first two tourna-ments and are seeking a three-peat in the Foundation Cup which opened shop last Tuesday.

The league, open to play-ers 17 to 26 years of age, was hatched during the term of PBA Chair Rene Pardo and

Commissioner Sonny Bar-rios and implemented un-der the present leadership, headed by lawyer Mamerto Mondragon and Salud.

“Although the idea was broached as early as few years ago, the PBA board decided to launch the pro-gram only last year following the death of the Philippine Basketball League,“ he re-called in reference to what was the country’s premier amateur league for more than four decades.

“The league is the place where up-and-coming play-ers from the collegiate ranks and even the out-schoolers and those from the prov-inces to be,” Salud, who like his father is a lawyer,

declared.“Reason is because the

league is designed where raw campaigners in the amateur ranks could develop their skills and basketball knowhow on their way to playing in the PBA by way of exposure,” he noted.

The PBA top honcho clarified though that more than developmental, expo-sure and employment, the league offers the avenue for the players and even coaches to develop values, which they will find ben-eficial when they turn pro and even when they retire enjoying their private lives.

This is a testament to the abuse we take from the judiciary, our employees.

More abuse is experi-enced from our bosses for those who have to live with them for employment. The daily exercise of submission frustrates the employees who need to depend on them for a livelihood. Career opportunities and confi-dence is eroded bringing down potentials for one to improve.

While there are those who stand up to this abuse, they are perceived to be impertinent.

Let’s look at the example of Congressman Tiangco who without fear stood up to the dictates of the supreme senator judges. Abuse seems to be everywhere, doesn’t it?

There are parents who dictate and act czar-like with their families and expect no less but total submission. And yet as we grow up and mature we are introduced to democracy which is lost amongst the virtues we are bred with.

It is sad that the culture of impunity is the practice. Are we supposed to develop a discipline for submission? Americans for those who have had the opportunity for travel tend to scandalize us with their vocal dissen-tion to what they believe is wrong. Our culture doesn’t allow this. Why?

The KIA syndrome is upon us and is haunting us.

If we are not careful we will free-fall into an abyss of no confidence and degenerate. I say; stand up and claim your respect!

On the outside, the Ephe-sians may have looked and acted like the other church-es; many of the members were probably preachers and evangelists; their doc-trines were pure; but Jesus could see through the outer shell. The Ephesians could fool their fellow Christians, but they couldn’t fool God: Christ knew that they had left their first love. The Lord doesn’t want a lukewarm type of affection from His followers; He desires a fer-vent love that continues to grow as time goes on.

Let’s not make the same mistake as the church in Ephesus: Increasing our work for the Lord doesn’t necessarily increase our love for Him or improve our relationship with Jesus. In fact, overworking and taking on too many church offices may result in just the

opposite. We can overextend ourselves and get so busy in Christian service that we forget why we’re doing it in the first place!

If you want to grow deli-cious apples then you have to prune away some of the branches. This means that you’ll end up with less ap-ples, but those apples will be healthier and more desirable because they received more nourishment and sunlight. In our Christian life, we may need to prune away certain activities so that we can focus more intently on our personal walk with the Savior. I’m not suggesting that ministering for Christ is bad, but it is important to refine your work so that you have plenty of time to spend with Jesus on a per-sonal level. This is one of the ways that we can apply.

When our service is mo-tivated by a sincere love for God and a desire to do what is pleasing in His sight, then it will bless the lives of others and strengthen our own connection with Jesus, as we become fully dependent upon the Lord for success and ability.

The DENR with the assistance from the Land Transportation Office (LTO) has already closed down 50 erring private emission testing centers in Metro Manila after finding out that they accepted payment from “ no show” registrants in exchange for a certifica-tion that their vehicles had passed the emission test.

Secretar y Paje a lso stressed that in addition to efforts in reducing the level of total suspended particulates (TSP) in the air, the DENR also intends to lower the level of particulate matter (PM) with the size of ten microns or PM10, as well as those with the size of 2.5 microns or PM 2.5.

“The DENR is also keen on reducing smaller-sized pollutants because they pose higher risk on human health. PM10 can get into our lungs and cause respira-tory illnesses, while PM2.5 can get into the bloodstream and lead to cardiovascular diseases, even stroke,” Sec-retary Paje said.

Health department sta-tistics showed air pollution-

related illnesses such as acute lower respiratory tract infection, pneumonia, bron-chitis, tuberculosis and heart diseases have consistently topped the list of morbidity and mortality causes in the country.

The Philippine Environ-ment Monitor, published by the World Bank, indicates that in 2006, the economic burden of air pollution was P52 million based on loss of income due to reduced workdays, and P910 mil-lion based on medical and hospitalization expenses. DENR-13

Cacdac said the come-ons offered by the fake com-pany could be hard to refuse for some Filipino workers looking for overseas jobs. Th e e-mail said applicants would not be charged any placement or processing fee, and the cost of air fare and work visa would be paid by the employer. But the catch is they have to pay Php3,750.00 for “Canadian Embassy Interview Coach-ing” and medical tests costing up to Php5,000.00.

“Because the company is not real, the victims are unnecessarily spending hard-earned money in pursuit of non-existent jobs,” Cacdac said.

“We are tying up with Habitat for Humanity in setting up the Rotary Com-pound in the permanent re-location area,” said RCCDO Pres. Ian Mark Q. Nacaya. “The project is being under-taken by the RCCDO Foun-dation headed by Chairman and Past District Governor and former Cagayan de Oro City Mayor Constantino G. Jaraula under the supervi-sion of Rotarian Mar Paano, RCCDO President Elect.

The project covers ten buildings of quadruplex units. Each 23 x 40 x 4 meter building costs P320, 000.00 with each quad unit cost-ing P80, 000.00.Each unit has a net area of 21 square meters but unlike similar quad units, the RCCDO Units boast of a loft which offers some privacy as sleep-ing quarters and an in-built toilet facility.

The Rotary Compound is also making the available project funds go a longer way with some innovations introduced by Rtn. Paano such as the use of cyclone wire instead of steel matting for the flooring and light metal frames with insulation in lieu of concrete hollow blocks which have resulted in substantial savings per unit.

In addition, part of the Rotary Compound area will be allotted for a multi-purpose training center for TESDA supervised skills training and development, values formation and would also double as a Day-Care Center.

“In keeping with the

tenets of Rotary Interna-tional, we are also planning to organize the residents in the Rotary Compound into a Rotary Village Corps,” PDG Jaraula said.

Initiated by RI President M.A.T. Caparas in 1986 as a means of improving the quality of life in villages,

neighborhoods and com-munities, a Rotary Village Corps is a Rotary club-sponsored group of non-Rotarians who desire to help their own community by conducting a specific improvement project.

“The RCCDO members will provide the guidance,

encouragement, organiza-tional structure and some of the material assistance for the Rotary Village Corps, whose members would pro-vide the manpower to help their own community,” Rtn. Paano said.

Rotary Village Corps have been organized mainly in depressed ghetto areas of major cities where groups of individuals need the orga-nizational and managerial skills of Rotarians to un-dertake valuable self-help community projects.

The Rotary Compound project started shortly by RCCDO Pres. Ian Mark Nacaya after the Sendong disaster with a P50,000 seed fund facilitated by PDG Jun Nolasco. Although the initial plan was only for one quad unit, the response

from various donors was so positive pretty soon the club had a P180, 000 kitty to work on.

Initially the club consid-ered Balulang for the project site but due to numerous issues involved with that location, the site was moved to Barangay Indahag in co-ordination with Habitat for Humanity and the DSWD.

The ground breaking for the building was held February 17, 2012 with the project leaders in atten-dance and guests Habitat for Humanity Philippines Representative Mr. Tots Escalada, DSWD Director Paz Sarino, Guest Rotar-ian Carmelita L. Vinson of Chula Vista Rotary Club, and representatives of the 52nd Engineering Brigade of the Philippine Army.

CAGAYAN de Oro City––Energy firm STEAG State Power Inc. (SPI) turned over recently some P2million worth of hardware and software materials to seven (7) local government units in Misamis Oriental and Cagayan de Oro City.

The LGUs of Jasaan, Tagoloan, Opol, El Salvador, Medina and Laguindingan each received a set of computer software and hardware including servers and printers which will aid them in planning its social development interventions following the Community Based Monitoring System (CBMS) approach.

The Community Based Monitoring System or CBMS, is among others one of the introduced tools to the local govern-ment units to diagnose the extent and causes of poverty in the area, to help in formulating policies and programs, to aid in identifying target beneficiaries and to facilitate assessment of the impact of those policies and programs. CBMS incor-porates the design and methodology for data collection and processing, validation and utilization.
