‘Pablo’ causes lesser damage in Agusan SurSAN Fr ancis co, Agusan del Sur––There was lesser im-pact than expected from the damages to lives and prop-erties wrought by Typhoon Pablo in this province.

Gov. Adolph Edward Plaza was elated to learn that contrary to the worst scenario they expected from the super typhoon, the im-pact in Agusan del Sur was lesser even as the Provincial Disaster Risk Reduction and Management Council (PDRRMC) has been on 24-hour alert since Monday.

“It’s good that we experi-enced lesser rainfall,” Plaza said adding that typhoon Sendong in December last year has took a bigger dam-age to crops and properties.

Mining blamed for tragic effect of ‘Pablo’

ConvEnERS of the Ma-nilakbayan (Journey to Manila) campaign for en-vironment and human rights in Mindanao hold mining companies accountable for the devastation wrought by storm Pablo in the island.

“This typhoon would not have been this tragic if not for the logging and foreign mining companies ravaging our mineral resources,” Sr. Stella Matutina, convener of Manilakbayan said.

Matutina refers to large-scale mining companies, as small scale mining activities, she cited, “have been prac-ticing sustainable mining.”

Matutina and 70 other indigenous peoples, tribal leaders and victims of hu-man rights violations are here in Manila for a series of activities to call to stop foreign large scale destruc-tive mining and agribusiness plantations in Mindanao.

Dulphing ogan, a Blaan leader from Sarangani, who is one of the delegates of Manilakbayan, said it is mining that have aggravated the disasters which resulted to massive deaths and de-struction of typhoon Pablo.

Interior and Local Gov-ernment Secretary Manuel Araneta Roxas II expressed surprised when a reporter (Froilan Gallardo of Min-danews) told him after asking a question that the Doppler radar in Hinatuan, Surigao del Sur has not been repaired yet after it was damaged by Tropical Storm Washi (Sendong) on December 16, 2011.

Roxas also said that even President Benigno Simeon Aquino III was not aware that the Doppler radar sta-tion in Hinatuan, Surigao del Sur was not working on the day.

“I was not aware of that. It was never brought to the attention of President Aquino,” Roxas said in the open forum following the Provincial Disaster Risk Reduction Management Council briefing at the pro-vincial capitol of Misamis

DENR 10 garnersbest case study award

CAGAYAN de Oro City - The case study entitled, CBFM-CARP Project im-pact assessment: The case of CBFM-CARP project in Cariis, Concepcion, valen-cia City was adjudged the first best paper during the national Forum on Impact Assessment of Selected CBFM-CARP Projects in the Philippines held last november 26-28, 2012 at La Breza Hotel, Quezon City

Ms. norma A. Palma, Senior Science Research Specialist of the Ecosys-tems Research and De-velopment Service and principal author of the case study presented the paper. She bested 14 other regional presenters during the national competition.

The case study report was co-authored by For-ester Gemma B. Celino, Community Development Assistant I of the Regional Community-based For-est Management Division, Ms. Leah P. Platil and Mr. Roland G. Ciscar, both Science Research Aide of the Ecosystems Research and Development Service. A cash prize amounting to Php4,000.00 and a cer-tificate of recognition was handed to the presenter.

The national forum was conducted to discuss the

impacts or the changes and improvements that the CBFM-CARP projects have made upon the lives of its beneficiaries, five years after implementa-tion with CY 2007 as the base year. It specifically focused on the social, eco-nomic and environmental aspects including experi-ences and lessons learned in the conduct of impact assessment which is the first activity of its kind for the CBFM projects.

The holding of the forum was jointly facilitated by the Forest Management Bureau (FMB) lead by Forester Isa-belita Austria, Chief of the Community Based Forest Management Division, the

national CARP Coordinat-ing office (nCCo) and the Ecosystems Research and Development Bureau (ERDB) lead by Dr. Lope A. Calanog, the national Project Leader.

CAGAYAN de Oro City - The local government of Cagayan de oro City will enter into a memorandum of agreement (MoA) with the Department of Science and Technology (DoST-10) and the Philippine Atmo-spheric, Geophysical and Astronomical Services Ad-ministration (PAG-ASA) for the establishment of a Flood Forecasting and Warming Center (FFWC) for the Cagayan de oro River Basin.

This, after the City Council during its regu-lar session on nov. 27, approved ordinance no. 12471-2012 for the purpose.

Under the MoA, the city shall provide the lot for the CDoRFFWC, which will serve as the hub for all flood forecasting and warning activities for the Cagayan de oro River Basin and all its tributaries and allied rivers.

DoST-10 shall assist in all the activities such as the site survey, hydrographic

for flood control centersurvey and the conduct of information and education campaign.It shall also assist in the conduct of monitor-ing and evaluation of the impact of hydrometeoro-logical hazards in the city.

PAG-ASA-DoST on the one hand shall design and identify strategic location of the monitoring facili-ties such as the Automat-ic Weather Station, Rain Gauge Stations and Water Level Monitoring Stations and install the monitoring facilities.

It shall also provide in-formation packages such as weather, flood and climate flood advisories and bul-letins, astronomical infor-mation to the city, among others.

himself.He used the cheapest,

junk building materials. He did everything the cheap, easy way, thinking his boss would never know.

After his boss returned and saw the new house, he told his manager: “only you and your family deserve to live in this beautiful house. I’m giving this house to you! It’s your new home!”

So how about you? Are you doing your very best in life? At your job? At home?

At school? Are you working hard to be the best father and husband you can be?

Are you trying to be the best mother and wife you can be? Remember, God gave us His very best: His one and only Son, Jesus Christ. So He hopes that we will give back to Him our very best—not just our second best.

Does he deserve any-thing less? After all, He created you to enjoy His very best. So why not ask Jesus Christ to forgive you for not living the way you know you should. Then ask Him to take charge of your character and give you His help. Then you can start disciplining yourself to always be your best, and never again have to settle for second best.

wreaking death and destruc-tion among our people, precisely as warned about by Jesus Christ, our God and Savior, in Matthew 7:24-27 of the Bible. In these verses, Jesus said rains, floods, and strong winds will come, and there will be two kinds of people who will face them.

The first kind of people are those whom He called as “wise”, while the second are those He called as “fools”. The “wise” will not suffer death or destruction when the rains, floods, and strong winds come. The “fools” however will die a horrible death, like that of a “great crash”.

Who are the wise people in the eyes of Jesus? Those who listen to Him and who obey Him. Who are the fools in the eyes of Jesus? Those who listen to Him but do not obey Him. The question

If we are not walking in the Way or we keep hatred in our hearts toward our brother or we ask for things with selfish motives, then we can expect God not to answer our prayer because He does not hear ( Psalm 66:18). Sin blocks all the potential blessings that we would receive from God. If only we would be more careful to avoid sin, we would be

more worthy recipients of all the blessings of the glory that is ours in Christ Jesus Indeed, there are times when our prayers are unacceptable in the Lord’s sight, most notably when we clearly do not belong to the Lord either because of unbelief or because we come to God with masks in our face, that is hypocrisy.

God also wants to see our faith and full trust in

His power. He wanted us to be fully dependent in Him as well. He gives grace to the humble (Proverbs 3:34). Remember the story of the Canaanite woman, who cried out incessantly to our Lord for mercy when Jesus was visiting the region of Tyre and Sidon (Matthew 15:21-28). She was hardly the person a Jewish rabbi would take note of ! She was not a Jew and she was a woman, two legitimate reasons for Jews to ignore her. The Lord doesn’t seem to answer her need, but He knew all about her situation. He may not have answered her stated needs immedi-ately, but still He heard and granted her request.

(BMFI), the mother nGo of the Balay Mindanaw Group of nGos based here, which formed its own Disaster Response Risk Reduction Management and Resil-iency Building program (DRRRMRB) team follow-ing Sendong’s devastation last year.

The DRRRMRB team, formed after several BMG staff suffered Sendong’s wrath nine days before Christmas 2011, oversees the training and equipping of vulnerable local com-munities in preparing and responding to disasters as well as coordinate all relief

operations after the disaster.Despite the high number

of displaced families or individuals due to Pablo, nobody was killed in the city. According to the office of Civil Defense, a total of 30,995 individuals or 8,625 families were displaced as of Wednesday in the city alone. In neighboring Iligan City, the number is higher at 67,905 individuals or 13,322 families. In Misamis oriental, 27,662 individuals or 4,419 families were dis-placed while in Bukidnon, a total of 2,670 individuals or 534 families were displaced as of yesterday.

All these displaced per-sons/families are in desig-nated evacuation centers that various LGUs have prepared before Pablo’s land-fall early Tuesday morning.

The national Disaster Risk Reduction Manage-ment Council (nDRRMC), a total of 213,502 persons or 44,954 families were affected across 409 barangays, 115 municipalities, 14 cities and 18 provinces in the Mind-anao regions of vII, vIII, X, XI, and Caraga (XIII)

Most of these deaths are caused by flashfloods and landslides.

Individuals directly af-fected by the disaster have reached 127, 471 in Com-postela valley, and 486, 104 in Davao oriental, while a total of 121,294 persons from both provinces are in evacuation centers, the data from the PDRRMCs of Davao oriental and Com-postela valley cited.

Manay, Baganga, Bos-ton, Tarragona, Cateel and Caraga towns in Davao oriental, and Monkayo, Montevista, Mawab, new Bataan, Pantukan, nabun-turan, Maragusan, Maco, Mabini, Laak and Compos-tela in Compostela valley province, where deaths have occurred due to flashfloods are towns that are heavily mined.

Based on data from envi-ronmental group Panalipdan Southern Mindanao, one of the convening groups of Manilakbayan, in new Bataan, Compostela valley alone, there are five compa-nies mining of gold, silver and copper resources over an area of 13, 557 hectares; eight companies mining gold, copper, manganese and nickel in over 52, 062 hectares in Baganga; five companies over 25, 366 hect-ares gold, copper, chromite, nickeliferous and laterite in Cateel; and seven mining companies covering 49, 966 gold and copper in Boston, all in Davao oriental.

silent to us, but He never sends us away empty-hand-ed, even though at times He seems silent with our requests . Even if prayer has not been answered, we must rely upon God to do so in His own time.

Even the exercise of prayer is a blessing to us; it is because of our faith that we are stirred to persist in prayer.

It is faith that pleases God. God hears our cries for mercy, and His silence inflames us with a sense of persistence in prayer.

He loves us to reason with Him. Let us hunger for the things that are after God’s heart and let us walk in His ways and not our own. If we are faithful to pray without ceasing, then we are living in the will of God and that can never be wrong (1 Thessalonians 5:17-18).

We have more than one wish to happen in our lives as Christmas is just days away from now. God hears our prayers. He wanted to give all that we need, not all that we want. He is the Great Provider. Ask and it shall be given.

sures for balikbayan boxes -- corrugated boxes used to bring in personal items from abroad -- as agreed on during the meeting are set to take effect on Jan. 19, 2013.

Customs officials were not immediately available for further details.

“The commissioner’s call was part of the bureau’s initiative to beef up collec-tions amid revenue write-offs on some previously taxed commodities due to the country’s participation in international free-trade agreements among others,” Genefielle P. Lagmay, BoC special assistant lawyer, was quoted as saying in the statement.

The bureau also said that the new measures will in part address the prob-lem of cargo delays, as the balikbayan box forward-ing business has become a major industry, serving millions of overseas Fili-pinos.

“Unlike the regular

shipment of traders and importers, balikbayan box-es have something more special in them. These are gifts of love and fruits of the hard-earned monies by millions of overseas Filipinos,” said DDCAP’s Mr. Longares.

He said that the BoC proposal to improve the collection from balikbayan boxes is a welcome move for the industry “so long as service efficiency in the BoC is enhanced and the incidental and unneces-sary costs for releasing boxes are reduced, if not eliminated.”

“With a streamlined procedure and less un-necessary costs in releas-ing balikbayan boxes, the proposed revenue measures might not even affect the shipping rates of balikbay-anboxes, or if at all, it could be negligible,” he said.

PUC’s Mr. De Guzman, agreed, saying: “We don’t mind paying more revenues for everybalikbayan box we bring into the country so long as we are able to have it delivered on time and in mint condition to our clients.”

SPI is the project company of the 210 MW (net) Mindanao Coal Fired Power Plant in vil-lanueva, Misamis oriental. It is majority owned by the Ger-man firm Steag GmbH, which is one of the largest electricity producers in Germany and a market leader in biomass power plants.

SPI’s power plant uses state

of the art power generation technologies and is equipped with modern pollution preven-tion facilities including an on line Continuous Monitoring System (CEMS) which can be publicly accessible through the Environmental Management Bureau.

The power plant accounts for 20% of the island’s electric

generation mix and has so far fulfilled its mandate of helping secure a stable and reliable source of power to Mindanao. Apart from efficient and reli-able power plant operations, SPI is also engaged in various social and environmental pro-grams benefitting thousands of residents in its host com-munities in Mindanao.
