CAGAYAn de oro City––“Maybe somebody’s hiding the truth that the Hinatuan Doppler radar is not work-ing.”

Interior and Local Gov-ernment Secretary Manuel Araneta Roxas II expressed surprised when a reporter (Froilan Gallardo of Min-danews) told him after asking a question that the Doppler radar in Hinatuan, Surigao del Sur has not been repaired yet after it was damaged by Tropical Storm Washi (Sendong) on December 16, 2011.

Roxas also said that even President Benigno Simeon Aquino III was not aware that the Doppler radar sta-tion in Hinatuan, Surigao del Sur was not working on the day.

“I was not aware of that. It was never brought to the attention of President Aquino,” Roxas said in the open forum following the Provincial Disaster Risk Reduction Management Council briefing at the pro-vincial capitol of Misamis

CARGo FoRWARDERS handling balikbayan boxes will pay additional fees to the Bureau of Customs (BoC) starting January as the agency seeks to raise more revenues for the gov-ernment.

“In a consultative meet-ing between Customs of-ficials and industry lead-ers which was initiated by [Customs Commissioner Rozzano Rufino B.] Biazon last Dec. 3, 2012, Port Us-ers Confederation (PUC) President Dominador L. De Guzman, Door-to-Door Consolidators of the Philip-pines (DDCAP) President Joel P. Longares and DDCAP Chairman Monet C. Ungco agreed that there is a need to adopt measures geared towards a more efficient and improved collection of revenues,” the bureau said

oriental Thursday.Hearing of Roxas’ reac-

tion and subsequent state-

ment, an environmentalist who requested not to be named told this reporter

that Malacanang better investigate this because of the importance of the Hinatuan Doppler to the rest of Mindanao.

Pagasa said that Mind-anao is visited by typhoons and storms during the last quarter of the year because of the northwest wind.

The source said that if the President should make head rolls at the DoST or Pagasa for failing to inform him of the Hinatuan dop-pler’s status.

He said that if President Aquino sacked Prisco nilo for Pagasa’s failure to predict Typhoon Basyang would hit Metro Manila in 2010, all the more he should sack whoever is responsible for keeping the information of the Hinatuan doppler’s status a “secret.”

The Doppler in Hi-natuan, the only one in Mindanao, is very vital in safeguarding the lives of the people in times of storms and typhoons as it provides real-time information on a storm/typhoon’s wind velocity, rain density and other vital information that is uploaded immediately to the weather bureau’s as well as that of other Asian countries’ monitoring sta-tions. It is a vital cog to the effectively of the Project noAH of the DoST.

The Department of Sci-ence and Technology, which oversees the Philippine

Atmospheric, Geophysi-cal, Astronomical Services Administration (Pagasa) initiated the nationwide operational Assessment of Hazards to help track weather disturbances in detail to help warn and protect people from their wrath.

The Hinatuan Doppler is the only one in Mind-anao. It has a range of 300 kilometers. other dopplers installed by Pagasa are in Baguio, Cebu, Subic and Tagaytay.

PAUL (English pronun-ciation: /ˈpˈˈl/) is a com-mon masculine name in countries and ethnicities with a Christian heritage (Eastern Orthodoxy, Ca-tholicism, Protestantism) and, beyond Europe, in Christian religious com-munities throughout the world.

The name exists since the Roman times and derives from the Roman family

What’s in a name…Paul or Pablo?name Paulus or Paullus - in particular in the Ro-man patrician family of the Gens Aemilia - including prominent persons such as Lucius Aemilius Paul-lus, Lucius Aemilius Paul-lus Macedonicus, Lucius Aemilius Lepidus Paullus, Tertia Aemilia Paulla (the wife of Scipio Africanus), as well as Sergius Paulus.

Origin and diffusion

The Roman family name Paulus derives from the Latin adjective meaning "scarce", "small" or "hum-ble"[2][3] and which is cog-nate to the modern English word "few".[4] Its prevalence in nations with a Christian heritage is primarily due to its attachment to the Saint and Roman citizen Paul of Tarsus, whose Greek name was Παῦλος, Pàulos, a trans-literation from the Latin.

The name Paul is com-mon in all Western Eu-ropean languages (e.g. English, French, Spanish, Portuguese, Italian, Ger-man, Dutch, Scandinavian) and those associated with Eastern orthodoxy (e.g. Greek, Russian, Georgian). The feminine versions are Paula, Pauline, Paulina, and Paulette. Below are more notable people named Paul in history. (web)

THInK a minute.What’s the difference

between the best and second best? Between average and excellent?

The difference between a good sports team and a great one? It’s the hard work, training and discipline.

You can only get out of something what you put into it. “The enemy of the best is second best.”

Successful people sweat the small stuff and work hard at the details. That’s what makes them success-ful. But many of us just can’t be bothered to do our very best work. We look for shortcuts and the easier way to do things.

our problem is we just want to “get by” with work that is acceptable, but not work that is our very best.

There’s a story about a

The very best

The power of prayer

builder who went on a trip overseas, so he put his man-ager in charge of building a new house.

He told his manager to use only the best materials and not to take any shortcuts to save money or time.

The boss wanted this new house to be excellent and the very best. After the boss left, however, his manager did not follow those instructions.

Instead he cheated and kept his boss’ money for

himself.He used the cheapest,

junk building materials. He did everything the cheap, easy way, thinking his boss would never know.

After his boss returned and saw the new house, he told his manager: “only you and your family deserve to live in this beautiful house. I’m giving this house to you! It’s your new home!”

So how about you? Are you doing your very best in life? At your job? At home?

At school? Are you working hard to be the best father and husband you can be?

Are you trying to be the best mother and wife you can be? Remember, God gave us His very best: His one and only Son, Jesus Christ. So He hopes that we will give back to Him our very best—not just our second best.

Does he deserve any-thing less? After all, He created you to enjoy His very best. So why not ask Jesus Christ to forgive you for not living the way you know you should. Then ask Him to take charge of your character and give you His help. Then you can start disciplining yourself to always be your best, and never again have to settle for second best.

Just Think a Minute.

LIFE’S InSPIRATIonS: “… The sinful nation is as good as dead, the people weighed down by evil deeds. They are offspring who do wrong, children who do wicked things. They have abandoned the Lord, and rejected the Holy one of Israel. They are alienated from him…” (Isaiah 1:4, the Holy Bible).

FLooDS AnD STRonG WInDS: I hope Filipinos were able to read the report which the Inquirer pub-lished in its online edition on Thursday, December 6, 2012, describing how “Pablo” brought the rains, floods, and strong winds that killed hundreds of people in Mindanao. For those who failed to read the report, let me reprint portions of it here.

“Gov. Arthur Uy of Com-

EvERYonE is praying for something from God, yet when we pray or speak to the one in Heaven, there are times when He seems not to answer. There can be many reasons for this, and while it is not the intention here to list them all, the Scrip-tures themselves suggest why and how our prayers are being dealt with by the one who is so tender and loving, who Himself loves our communing with God the Father, for He, Himself, is our representative (He-brews 4:15).

one reason why we do not get an answer is be-cause of sin. God cannot be mocked or deceived, and He who sits enthroned above knows us intimately, down to our every thought

Dead lying on streets: prediction come true!

postela valley said… ̀ (t)he waters came so suddenly and unexpectedly, and the winds were so fierce, that compounded the loss of lives and livelihood… Senior Supt. Rommil Mitra, police chief of Davao oriental, said most of those killed in Cateel and Boston towns were crushed by fallen trees, collapsed homes and flying debris.

“…`The winds were re-ally very strong,’ Mitra said. `I was told the force of the wind could even lift an Army truck loaded with troops from the ground…

In Misamis oriental, two men died when a tree fell on their houses in Salay and Lagonglong town… In Misamis occidental, two persons died… Jigger Ian Gamotin, 31, of Panaon town, and John Sumile Bo-nasil, 17, of Baliangao town, were hit by falling trees…”

PLE In THE FACE oF CALAMITIES: What is the point in reproducing these portions of the Inquirer on-line news story? The point is to show the reality of rains, floods and strong winds

wreaking death and destruc-tion among our people, precisely as warned about by Jesus Christ, our God and Savior, in Matthew 7:24-27 of the Bible. In these verses, Jesus said rains, floods, and strong winds will come, and there will be two kinds of people who will face them.

The first kind of people are those whom He called as “wise”, while the second are those He called as “fools”. The “wise” will not suffer death or destruction when the rains, floods, and strong winds come. The “fools” however will die a horrible death, like that of a “great crash”.

Who are the wise people in the eyes of Jesus? Those who listen to Him and who obey Him. Who are the fools in the eyes of Jesus? Those who listen to Him but do not obey Him. The question

TRuE | page 10

(Psalm 139:1-4). If we are not walking in the Way or we keep hatred in our hearts toward our brother or we ask for things with selfish motives, then we can expect God not to answer our prayer because He does not hear ( Psalm 66:18). Sin blocks all the potential blessings that we would receive from God. If only we would be more careful to avoid sin, we would be

more worthy recipients of all the blessings of the glory that is ours in Christ Jesus Indeed, there are times when our prayers are unacceptable in the Lord’s sight, most notably when we clearly do not belong to the Lord either because of unbelief or because we come to God with masks in our face, that is hypocrisy.

God also wants to see our faith and full trust in

His power. He wanted us to be fully dependent in Him as well. He gives grace to the humble (Proverbs 3:34). Remember the story of the Canaanite woman, who cried out incessantly to our Lord for mercy when Jesus was visiting the region of Tyre and Sidon (Matthew 15:21-28). She was hardly the person a Jewish rabbi would take note of ! She was not a Jew and she was a woman, two legitimate reasons for Jews to ignore her. The Lord doesn’t seem to answer her need, but He knew all about her situation. He may not have answered her stated needs immedi-ately, but still He heard and granted her request.

God may often seem PRAyER | page 10

CAGAYAn de oro City––This city, which is about to commemorate the first an-niversary of Tropical Storm Washi (Sendong), scored a “major victory” against Typhoon Bopha (Pablo) with zero casualty despite its wrath evidenced by the countless fallen trees and electric posts, and overflow-ing rivers.

Unlike Sendong, the city’s polit ical leaders showed leadership and will and heeded the warnings this time and prepared the people for the worst, given that Pablo was reported to be stronger and more intense than Sendong.

“Preparedness. That was the key to the city’s zero ca-sualty during Pablo’s visit,” said Rolando “Klarex” Uy, chairman of Barangay Car-men, which was among the hardest hit barangays dur-ing the December 16, 2011 devastation by Sendong.

Uy, a former congress-man representing this city’s first legislative district, said that as early as Saturday, he had already presided over several meetings to prepare the people from the effects

of displaced families or individuals due to Pablo, nobody was killed in the city. According to the office of Civil Defense, a total of 30,995 individuals or 8,625 families were displaced as of Wednesday in the city alone. In neighboring Iligan City, the number is higher at 67,905 individuals or 13,322 families. In Misamis oriental, 27,662 individuals or 4,419 families were dis-placed while in Bukidnon, a total of 2,670 individuals or 534 families were displaced as of yesterday.

affected Davao Re-gion the most has claimed 322 lives as of Thursday’s count of the Provincial Disaster and Risk Reduc-tion Management Coun-cils (PDRRMCs) of Davao oriental and Compostela valley, while hundreds are still believed missing in mining-ravaged provinces of Davao oriental and Com-postela valley. Most of these deaths are caused by flashfloods and landslides.

Individuals directly af-fected by the disaster have reached 127, 471 in Com-postela valley, and 486, 104 in Davao oriental, while a total of 121,294 persons from both provinces are in evacuation centers, the data from the PDRRMCs of Davao oriental and Com-postela valley cited.

Manay, Baganga, Bos-ton, Tarragona, Cateel and Caraga towns in Davao oriental, and Monkayo, Montevista, Mawab, new Bataan, Pantukan, nabun-turan, Maragusan, Maco, Mabini, Laak and Compos-tela in Compostela valley province, where deaths have occurred due to flashfloods are towns that are heavily mined.

Based on data from envi-ronmental group Panalipdan Southern Mindanao, one of the convening groups of Manilakbayan, in new Bataan, Compostela valley alone, there are five compa-nies mining of gold, silver and copper resources over an area of 13, 557 hectares; eight companies mining gold, copper, manganese and nickel in over 52, 062 hectares in Baganga; five companies over 25, 366 hect-ares gold, copper, chromite, nickeliferous and laterite in Cateel; and seven mining companies covering 49, 966 gold and copper in Boston, all in Davao oriental.

And neither am I talking about the possible epidemic that could make people who escaped death or injury during the typhoons infected with deadly diseases just the same.

What I am referring to as bothersome is the fact that, even this scenario---the dead being left to lie like manure in the streets---was

silent to us, but He never sends us away empty-hand-ed, even though at times He seems silent with our requests . Even if prayer has not been answered, we must rely upon God to do so in His own time.

Even the exercise of prayer is a blessing to us; it is because of our faith that we are stirred to persist in prayer.

It is faith that pleases God. God hears our cries for mercy, and His silence inflames us with a sense of persistence in prayer.

He loves us to reason with Him. Let us hunger for the things that are after God’s heart and let us walk in His ways and not our own. If we are faithful to pray without ceasing, then we are living in the will of God and that can never be wrong (1 Thessalonians 5:17-18).

The day Sendong struck a year ago he allowed our Scouts to become heroes in a manner that many of our society failed to notice amidst the grandest call to help and be there to every suffering unsuspecting soul caught by Sendong’s mad-ness.

A fortnight ago Pablo threatened to equalised if not surpass the madness sendong brought about. With not much time and but shared experiences from last year our Scouts prepared and joined our local government’s call for preemptive unified prepara-tion to counter what Pablo has to offer. This time risk-

But our calls have fallen on deaf ears until recent disasters have shown the extent of their destruction,” ogan said.

ogan also laments that while it is the people “who face the consequences of greed from multinationals for our lands and resources,” leaders of indigenous com-munities who bar the entry of destructive large-scale mining have also become victims of attacks instigated by mining companies in collusion with the military right in their ancestral land.

ogan cited that 35 en-vironment defenders, 26 of whom are lumads (Mindanao indigenous peoples) opposed the entry of foreign large-scale mining in their areas, have been killed since 2010.

Mining companies who use elements of state secu-rity agents to press their interests in resource-rich ancestral lands, he added, have wreaked much havoc and destruction similar to that caused by typhoons.

ogan said that from June 2010 to october 2012, 1,017 families or a total of 5, 725 residents in lumad lands have been displaced from their communities due to military operations instigated in their communities along with the entry of large-scale mining and other “develop-ment aggression” projects.

In light of the devastation that typhoon Pablo caused in Mindanao, ogan calls on President Benigno Aquino III to “stop the liberalization and the sellout of ancestral lands of the Lumads for large-scale mining and other big multinational companies” to avert further disasters.

“nanghinaut ko nga dili unta matabunan sa ‘Pablo’ ang atong issue nga ginadala dinhi. nag-awhag ko sa me-dia nga balansehon pagtan-aw ang panghitabo, nga ang epekto ni Pablo tungod kana sa pagkadaut sa atong kinai-yahan nga gidala sa dagkong pagmina, mga plantasyon ug uban pang negosyo sa mga langyaw (I hope ‘Pablo’ will not overshadow the issues that we advocate here. I call

on the media to look through the fact that ‘Pablo’ is ag-gravated by the destruction of our environment carried out by large-scale mining, plantations and other busi-nesses by foreign investors),” Datu nilo Cabungcal from Bukidnon said in an inter-view by davaotoday.com.

He added that ‘Manilak-bayan’ must continue to achieve its objectives, among them is to inform the people in Manila about the plight of the people in Mindanao.

He said informed people of Manila could help ‘Ma-nilakbayan’ pressure the government to stop environ-mental plunders in Mindanao and the killings of those who work to protect the land and environment.

Manilakbayan is on its sixth day of massive cam-paign here, staging pickets and rallies in strategic ven-ues and appearing in group discussions and forums par-ticipated by different sectors.

The activity kicked-off on December 1 and will end on December 10 in observance of the International Human Rights Day. (Alex D. Lopez, davaotoday.com)

by the strong winds were separately brought to Ba-yugan Community Hospital and D.o. Plaza Memorial Hospital.

Most of the damages wrought by typhoon Pablo were houses hit by fallen trees in many parts of the province.

Plaza said the provincial government with the sup-port of the Department of Social Welfare and De-velopment will assess the extent of damage to the affected homes so they can immediately extend finan-cial assistance.

Electricity was cut off throughout the province yesterday morning to pre-vent accidents from fallen electric posts while business establishments were closed at the town center in San Francisco.

The PDRRMC has evac-uated the affected families in Trento, Sta. Josefa, Bu-nawan and Rosario to the temporary shelters set up at municipal halls, churches and schools.

already similarly predicted to happen, also by several verses of the Bible. In Isaiah 5, we are told that when people spurn (or reject or disobey) the commands of God, the Holy one of Israel, He gets furious, lifts His left hand and strikes them, and yet His anger is not satisfied.

Here is what Isaiah 5:25 says: “So the Lord is furi-ous with his people; he lifts his hand and strikes them. The mountains shake, and corpses lie like manure in the middle of the streets. De-spite all this, his anger does not subside, and his hand is ready to strike again…” His hand is ready to strike again? May God have mercy on all of us.

At the height of Typhoon Pablo, DoST’s Project noAH website reinstated the Hinatuan Doppler in its menu. But clicking on it provided no data. As of press time, it was not included in the Doppler menu of the website.

Environmentalist Raoul Geollegue, former regional ex-ecutive director of the Environ-ment department in northern Mindanao (DEnR-10), said the Hinatuan doppler is very important.

“But if it is broken, there are other real-time monitoring systems in other countries that can help us,” he told this reporter by mobile phone. (Bong D. Fabe)

in a statement yesterday. The new revenue mea-

sures for balikbayan boxes -- corrugated boxes used to bring in personal items from abroad -- as agreed on during the meeting are set to take effect on Jan. 19, 2013.

Customs officials were not immediately available for further details.

“The commissioner’s call was part of the bureau’s initiative to beef up collec-tions amid revenue write-offs on some previously taxed commodities due to the country’s participation in international free-trade agreements among others,” Genefielle P. Lagmay, BoC special assistant lawyer, was quoted as saying in the statement.

The bureau also said that the new measures will in part address the prob-lem of cargo delays, as the balikbayan box forward-ing business has become a major industry, serving millions of overseas Fili-pinos.

“Unlike the regular

shipment of traders and importers, balikbayan box-es have something more special in them. These are gifts of love and fruits of the hard-earned monies by millions of overseas Filipinos,” said DDCAP’s Mr. Longares.

He said that the BoC proposal to improve the collection from balikbayan boxes is a welcome move for the industry “so long as service efficiency in the BoC is enhanced and the incidental and unneces-sary costs for releasing boxes are reduced, if not eliminated.”

“With a streamlined procedure and less un-necessary costs in releas-ing balikbayan boxes, the proposed revenue measures might not even affect the shipping rates of balikbay-anboxes, or if at all, it could be negligible,” he said.

PUC’s Mr. De Guzman, agreed, saying: “We don’t mind paying more revenues for everybalikbayan box we bring into the country so long as we are able to have it delivered on time and in mint condition to our clients.”

of the art power generation technologies and is equipped with modern pollution preven-tion facilities including an on line Continuous Monitoring System (CEMS) which can be publicly accessible through the Environmental Management Bureau.
