“Waiting is the most painful part because maayo na lang unta ug nakita na nimo kaysa sa magsige ka og hulat nga maghulat nga maghulat (Waiting is the

most painful part because it would have been better if we have found them than to wait forever.),” she said.

Degala also called for the resumption of the GPH-NDF peace talks.

“Ako isip usa ka madre sa Mindanao kauban ang mga peace advocates sa nasud nanawagan nga ipadayon ang ang GPH-NDF peace talks aron mapa-surface nato kung unsa gyud ang rason nganong naay panagbangi (I as a nun in Mindanao along with other peace advocates call for the resumption of the GPH-NDF peace talks to address the roots of armed conflict),” Degala said.

As a parting statement, Intise wanted to let Presi-dent Aquino know that she and her family will not stop searching for their parents.

“Karon gusto nako ip-aabot sa leadership ni Presi-dent Aquino nga aduna pay mga anak ug pamilya ni Nelly ug Federico nga na-gapadayon nga nagapangita sa ilaha samtang naa pa koy kinabuhi. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on November 21, 2014, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 21, 2014 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a newspaper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

A party has got to be more than just a sailboat to Malacanang!

CAGAYAN de Oro City––A political party is seri-ous business. It deals with matters of State and the people’s destiny. It defines what society needs in order to make citizens prosper, se-cure, happy. And it provides worthy leaders to carry the agenda forward.

A party is also a team, not just an ambitious per-son posturing as a Messiah. Nor is it some oligarch or political entrepreneur with a cabal of investors eager to cash in on elections. It’s an institution, not just a vehicle to power or fame.

A party’s task, first of all, is to define the state of the nation and what measures are needed to mitigate its problems and advance the people’s welfare—all of the people, not just the fam-ily’s. It’s a task that requires knowledge and discernment and the party’s best analysis of causes and effects.

It’s imperative therefore that the party consists of the best and brightest it can attract to its fold. And to be successful, it must have a platform, program, and leaders with multi-sectoral appeal.

*****Is there a party today

that offers good analyses of the state of our society, with sensible prescriptions for improving its condi-tions? Of those who aspire to national leadership, who inspires confidence and nobility of purpose?

Are there potential statesmen among them? Our people deserve better than grandstanding tradi-tional politicians, trapos,

who spend our money and their working time election-eering and positioning for the next elections.

We have been very fool-ish in allowing our elec-tions to be dominated by the power-greedy and the self-serving. They aggravate our society’s problems with their unseemly agendas.

And we have been very lax in allowing the party system to be bastardized by any grandstanding Juan, Pedro, or Jojo out to build an economic empire and a dynasty.

*****For example, the Binay

camp has announced that it has formed a new party for the purpose of contesting the 2016 elections.

Actual ly, it’s just a warmed-over version of the so-called “United Na-tionalist Alliance,” which capitalized on its alphabeti-cal/chronological advantage to snare voter support and nothing else.

In the logic of its ring-leaders—Jejomar Binay, Joseph Estrada, and Juan Ponce Enr i le—“UNA”

means first; thus irresist-ible to naïve, superstitious, gambling-addicted, and similarly-disposed voters that want to be first.

True enough, it catapult-ed Makati’s quintessential trapo to within a breath away from the presidency. But does anyone have any idea of what his “new” party stands for?

*****What’s obvious is how

this so-called party is driven by the politics of personal-ity and patronage. “Vote for Binay and his team and get free movies year-round, plus a cake for seniors on their birthday!”

Counting heavily on the ignorance and naivete of the masses, it’s a party founded on cynicism. Why else would it choose Manny Pacquiao as its first choice to be senator, a position requir-ing uncommon education, knowledge, and wisdom in a leader?

It’s the height of cyni-cism to substitute mental acuity with fisticuffs and brute strength. Does it make sense to have a boxer for a statesman or senator of the realm, just because he has billions in campaign funds?

Yet no one so much as makes a “Boo!” at this naked bid to ride on the perverted values of our voters. The sad part of this cruel hoax is, it may serve the ends of vanity and shameless ambition!

*****Knowing how campaigns

have been waged by this Makati-tested gang of con-spirators, can vote-buying, patronage, voter-manipu-lation, and assorted dirty

tricks be discounted?This is a team that thrives

on the reality of endemic poverty: how it twists the values of poor but otherwise honorable folks, and how it makes mendicants of the poor and desperate.

Underemployment today afflicts one-half or so of the nation’s labor force, of whom 15% are totally unem-ployed. It’s a demographic fact that’s made-to-order for a party of trapos, one with an unbeatable record of patronage in Makati.

And no one bothers to ask the important questions, like what’s UNA’s platform or reform program? Does it believe in equal opportunity for all, how it relates to the issue of political dynasties?

*****How about foreign poli-

cy; will it be expounded by the Pambansang Kamao to guide its Senate lineup in vetting international trea-ties, which is an essential role of the Upper Chamber? There are myriad issues in our republic that a party must address.

The top 15% of Filipino families control over 40% of our nation’s wealth, and the bottom 15% fight over just a fifth of it like hungry dogs over a piece of meat. We’re a very troubled society requiring extraordinary vi-sion and leadership.

The least to expect of a group claiming to be a party is a platform of government. How will UNA empower people, grow the economy, conduct foreign affairs? What about industry, ag-riculture, land ownership,

Wife of slain B’non mayorstill crying for ‘justice’

CAGAYAN de Oro City––The wife of murdered Im-pasug-ong Mayor Mario T. Okinlay has called for a new investigation into the killing of her husband.

Julia A. Okinlay, a mu-nicipal councilor, said in an interview with Mindanao Daily on Tuesday that she hopes the National Bureau of Investigation would come up soon with their conclu-sion into the ambush-slay of the late mayor.

“We want true justice,” she said.

The police had tagged the New People’s Army as the group behind the killing of the late mayor who was

ambushed on the way back to the town proper from a hinterland barangay.

“I have doubt that the NPA killed him because the NPA has denied it,” she said.

“We should look at all angles,” she added.

“We want to know who

is the brains behind the killing, who killed him, and the reason for the killing,” she said.

She said her family will abide by the rule of law.

In a related development, the widow of the late mayor said it is still too early to say what their plans would be for the 2016 elections.

“When its near the elec-

tions we will know the senti-ment of the people,” she said.

But at this early she said there has already been a “demolition job” against her and that she has received

threats with the accusation that she has hired goons.

“We don’t have hired goons and we do not put justice in our hands,” she said.

The Department of Educa-tion is continuing its en-deavour in improving the quality of education espe-cially in terms of access and delivery.

The education depart-ment initiated various pro-gram to attain such pur-pose. One is the Learners’ Information System (LIS). This is an online facility that provides easier registration process among students enrolling in public schools. LIS also help generate total number of learners in a par-ticular school in quick way.

LIS is also a tool to manage information in education area, promoting transparency, informed de-cision-making and empow-erment at different levels in Department of Education. Moreover, LIS involves inclusive and community-driven process through the engagement and contribu-tion of all role players in the department such as teach-ers, principals, planning officers and others.

In an article published in a DepEd site, DepEd Sec-retary Armin A. Luistro said that LIS is important for any educational system or insti-tution because considering the size of the department

and the number of schools under it, it is very critical for the agency to be equipped with the right information at the right time, to be able to make better decisions.

For school year 2014-2015, public schools na-tionwide demonstrated an excellent performance when it comes to participa-tion in LIS.

In the future, LIS will serve as a tool in provid-ing an avenue to allow Department of Education track its learners in formal and non-formal instruction. The outcome of this would result to formulation of ap-propriate interventions for delivering quality education to Filipino students.

Example for doing such, LIS could monitor students who transfer from one school to another and through LIS as well, trans-ferring students could be better assisted.

The improvement in terms the kind of process of delivering a service is a big help in solving small to big problems. LIS is such a lift that technology brought to Department of Education and choosing to use this is a good initiation done by the department.

Buay said she expects the prices to go up by as much as 30 percent even if suppliers try to fill the demand.

“We cannot just raise our prices because we know there is an ongoing eco-nomic crisis. Buyers are stingy of the prices,” she said.

Buay said they felt the economic slowdown after Tropical Sendong struck Cagayan de Oro December 2011.

Deles made this call in light public hearings and consultations being con-ducted by both houses of Congress in key areas in the southern Philippines to achieve a “fair, transparent, and sober discussion” on the proposed law “anchored on the Constitution, and guided solely by national interest and our people’s aspiration for genuine peace and progress.”

Failure not an optionThe peace adviser also

recognized the collective efforts from different sec-tors in making sure peace prospers in Mindanao.

“Our peace journey has reached this far because so many people cared enough for it to prosper; and, be-cause given the enormous costs that war has brought to bear upon the people of Mindanao, we all know that failure is never an option.”

“This is why it is impor-tant for our local leaders to be involved in public hear-ings and dialogues about the Bangsamoro. We want a law that would stand the test of time, and would bring our brothers and sisters closer together,” Deles added.

Deles noted that deliver-ing the promises of peace goes beyond the signing of the final peace pact with the Moro Islamic Libera-tion Front, the passage of the law, and the plebiscite.

The DOH representative cited the need for orienta-tion, training and basic information campaign about the deadly disease.

Local health officials are supporting the holding of the Ebola Summit in the city.

“There should be a sense of urgency, the threat is real,” stressed Dr. Ramon Nery, executive officer of the JRBGH.

According to Dr. Nery, Ebola is transmitted through close contact. He said pre-ventive measures should be instituted in entry points to prevent the entry of the virus.

Health officials said the government already had ex-periences in handling Severe Acute Respiratory Syndrome (SARS) and MERS-CoV, and other cases, but also agreed about the urgency to hold an Ebola Summit in the city.

Pajo said there is also a need for coordination and meetings with health officials to prepare the city while waiting for the Ebola Summit.

Preparations are also taking place at the North-ern Mindanao Regional Hospital, which has been identified as the referral

center for Ebola patients, The Power learned.

Menor said the anti-rabies vac-cine costs P2,800 per vial.

She said the city government, through the CHO, is subsidizing the cost of the anti-rabies vaccines.

Menor said the patients do not pay for the first dose of the anti-rabies vaccine. “Indigent or not, we give them the vaccine and that is free of charge,” she said.

If the dog dies after the bite, the patient needs the four complete sessions, but Menor said the patient must then buy the vaccine after the first dose.

She said the Philippine Health Insurance Corp. (PHIC) also offers free vaccines, including anti-biotic tablets and other medicines needed to prevent rabies, to its members.

The city government, she said, had budgeted only P100,000 for the anti-rabies vaccines this year.

“With this low amount of budget we had for this year, we only have anti-rabies vaccine. What we don’t have is the rabies immunoglobulin,” she said. The Mayo Clinic’s website says rabies immunoglobulin is “used together with rabies vaccine to prevent infection caused by the rabies virus” and that it “works by giving [the] body the antibodies it needs to protect it against the rabies virus.”

Menor said she pities the in-digent patients who cannot afford to have another dose of vaccine.

CHO records show that there have been zero incidence of rabies cases from 2008 to 2013 in Surigao City. But this year, four people have already died due to rabies.

Dr. Emmanuel Plandano, CHO chief, admitted that his office is short of anti-rabies vaccines due to the increasing number of dog bites. “There are many times that cases of dog bites may reach up to 10 a day,” he said.

“I am appealing to pet owners to keep their dogs out of the streets. If their dogs have not undergone anti-rabies vaccination yet, they can bring their pets to the City Veterinary Office,” he said.

Menor said the city government will double its budget for anti-rabies vaccines next year.

CHO statistics show that those aging 7 to 18 are the most vulner-able to dog bites, accounting for 70 percent of the victims.

Last year, 781 cases of the dog bites, or 64.5 percent, came from domesticated dogs.

CAGAYAN de Oro City - The Depart-ment of Interior

and Local Government (DILG) is set to conduct on November 3-4, 2014, a seminar workshop on Regulatory Simplification Project (RSP) Diagnosis and Design Phase for the pilot cities in Northern Mindanao.

Among those identified cities are Valencia, Oroqui-eta and Ozamiz.

DILG Regional 10, in

partnership with the Local Government Academy, is implementing the RSP for local government units to enhance the business climate and help cities and municipalit ies become more business-friendly.

According to Atty. Rene K. Burdeos, DILG-10 regional director, the Regulatory Simplification is a process which aims to make business processes simple and efficient by reducing specific elements

and retaining only the fun-damental steps.

The activity is also under the advocacy and capacity building component of the Local Governance Resource Center (LGRC).

Participants to the Sem-inar-Workshop on RSP Diagnosis and Design Phase will be the 33 members of the City Simplification Teams from the pilot cities.

Meanwhile, an after-activity Field-Assessment on RSP has also been con-

ducted on October 29-30, 2014, for the cities of Iligan and Ozamiz. This will be carried out by the Regional Assessment Team (RAT), headed by DILG 10 assis-tant regional director Nilo P. Castañares.

It said recent studies on large numbers of people with diabetes show that those who keep their blood sugar under tight control best avoid the complica-tions of diabetes like heart disease, blindness, kidney failure, and lower extremity amputations. And experts agree that what works best for people with diabetes - and everyone - is regular exercise, little saturated and trans fatty acids, and high-fiber diet.

Carbohydrates break

quickly during digestion and can raise the blood-sugar to dangerous levels. Glycemic index (GI) ranks foods on how they affect our blood sugar levels. This index measures how much your blood sugar increases after your eat.

When diabetic patients make use of the glycemic index to prepare healthy meals, it keeps their blood sugar levels and weight under control. Many car-bohydrate-rich foods have high glycemic indexes, and certainly they are not good in any substantial quantity for people with diabetes.

Other carbohydrates like complex carbohydrates and dietary fiber break down more slowly, releas-ing glucose gradually into our blood streams and are said to have lower glycemic indexes which are good for diabetic patients.

Studies on glycemic in-dexes by experts showed that many of the starchy foods produce the high-est glycemic response and these are white bread, some breakfast cereals - corn-flakes, and baked cheesy potatoes.

And low glycemic foods include beans, barley, pas-ta, oats, apples, oranges, peaches, peanuts, straw-berries, sweet corn and carrots. Likewise, vinegar, and lemon juice help reduce glycemic load, the amount of carbohydrate in a serving of a particular food.

Many foods have few available carbohydrates in a standard serving. We call these the “free foods” be-cause they are essentially free of any impact on your blood sugar. These foods contain less than 5 grams of available carbohydrate in a 100-gram portion.

The rest of the portion is protein, fat, fiber, ash and water. Examples of these foods are vegetables - asparagus, beans, cab-bage, broccoli, cucumber, eggplant, lettuce, okra, mushrooms, tomatoes, rad-ishes, spinach, turnips and peppers; fruits - avocados, raspberries, strawberries; eggs and dairy - cheese, milk, eggs, yogurt plain; and beverages - coffee, diet soda, tea and water.

The glycemic index should, however, not be the only criterion when select-ing what to eat. The total amount of carbohydrate, the amount and type of fat, and the fiber and salt content are also important. Quotable quotesmovies that aren’t Hollywood blockbusters. One of the films I viewed recently was the French-language Mood Indigo. When the character of Audrey Tautou blurted out that line, boom-pak it made my heart clap!

AT its prime, Reader’s Digest publishes a monthly regular called Quotable Quotes. It condenses quotes from both prominent and obscure personalities not just from the English-speaking world but also from elsewhere in the planet. That is why Reader’s Digest is known worldwide and its scope is not just limited to Western countries.

I was introduced to Reader’s Digest at a tender young age. My father used to compile them way back before I was born so dur-ing my elementary grade years, I was already exposed browsing back issues of the magazine. I especially like

Life’s Like That, Laughter’s the Best Medicine and Hu-mor in Uniform where an-ecdote contributions from readers portraying a certain typical day are published. Most often, the situations describe are light-hearted and featuring the gay side of life.

By the time I reached high school, I turned my at-tention to Quotable Quotes where inspirational messages from inspirational people are printed out. These quotes may be current or may be historical but at least, they are related to what’s happening in the world that month. So Quotable Quotes for me at the time was already relevant.

Over the years, I have also compiled a few quot-able quotes and I’m gonna disclose some of them to you along with a side explana-tion on why that particular quote has struck me.

Twelve new weavers graduated last week as the Department of Tourism (DOT) through the effort of Hudyaka trained

them during a one-week intensive course as part of the group’s advocacy to promote Mindanao silk and other indigenous materials originating from the island.

This, as Hudyaka 2014 opened last Sunday evening at Centrio to much applause from the audience, fashion enthusiasts and everyone con-cerned in promoting Mindanao while models strut featuring the couture and end-products of six designers who band together to use Mindan-ao-sourced fabric in their wares.

The rest of the products will be on con-tinuing display at Centrio activity center until November 8.

Guest of honor Brian Tenorio, world-renowned social entrepreneur-cum-designer, lauded Hudyaka’s efforts in grouping together to pro-

mote the use of native materials for their quality products which are exported mostly to Europe.

“I am inspired by what you are doing. Alam nyo ba, when I was in New York, I showcased a walis-tingting that is made of inverted Christ-mas balls. And the Americans were awestruck. It means that our creativity as Filipinos is much appreciated anywhere in the world. Their value will be quadrupled,” Tenorio said.

Led by the indefatigable designer Martha Rodriguez of Vesti, Hudyaka is also composed of Ann Seblante, Chris Gomez, Joco Commen-dador, Jun Artajo, Nicole Cabanlet and Shiela Damalaerio.

Earthborn is a finalist of the renowned I Am A Changemaker award of the British Council that provides grants to budding social entrepreneurs.

Gomez of Chromez Home Furnishings presents a series of designs that are more on the juxtaposition of light and space as he makes modern floor lamps using recycled paper into a papier mache on a level that is CDO-inspired. Modern, functional and sophisticated, Chromez is definitely a work of genius as accent pieces to be transported into your lovely homes. Gomez creates each piece with his own hands. His products have already reached Singapore and Germany.

Comendador of Joco Shoes provides an array of footwear designs, ranging from tower-ing platform shoes to sculptural wearable ones. He is currently focusing on avant-garde perky, colorful and experimental styles. Comendador

is part of the Manila FAME Red Box featured artists last March.

Meanwhile, Rodriguez of Vesti has been fascinated with handwoven indigenous fabrics from Mindanao. She built Vesti to showcase the different facets of these handwoven indigenous fabrics from different tribes and communities in Mindanao and turned them into stylish bags. She is also one of the Manila FAME Red Box featured artists last March.

Artajo resonates a very literal yet sophisti-cated interpretation of Mindanao identity. He is one of the most sought after Manila wear designers in Manila FAME. Hailing from Davao City, he joins the Hudyaka designers on putting her trademark prints on Mindanao silk.

And then, Dimalerio’s Shiela Bags is known to be a fusion of classic and timeless chic. With her recent accomplishment to be part of the Manila FAME Red Box last March, she awed the audience with her intricate details and wood manipulation towards bamboo clutches in dif-ferent strokes of color, finishing and beading.
