On June 3, 2009, the Board of Education of the West Contra Costa Unified School District approved Resolution 90-0809. The resolution places the District under the Uniform Public Construction Cost Accounting Act. Under Section 22036/of the act, the District is inviting all licensed contractors to submit the name of their firm to the District for inclusion on its list of qualified bidders for the following calendar year (2013). Contractor’s must provide the name and address to which a notice to Contractors or Proposal should be mailed, a phone number at which the contractor may be reached, the type of work in which the contractor is interested and currently licensed to execute (earthwork, pipelines, electrical, painting, general building, etc.) together with the class of contractor’s license (s) held and the contractor license number (s). The project consists of demolition of the upper two floors of the existing clubhouse building with the walls of the existing lower floor cart barn building retained, structurally upgrades, and a new roof terrace installed over. Additional scope includes construction of a new 18,000 SF banquette facility including a new kitchen, offices, restrooms ancillary accom-modation. Additional areas of work include complete new mechanical, electrical and plumbing systems to the new facili-ties, new civil works to the existing site and new car parking area and new hard landscaping adjacent to the new building areas.

Per Section 4 of the RFP, costs must be broken down as follows: Site Costs, Main Building, Terrace Building and line items must be provided for scopes of work per the schedule of values.

Kalb's Q&A for Contractors By Shauna Krause & David Kalb, Capitol Services, Inc.

Can an old CA contractor’s license be brought back to life again when it ‘died’ a decade ago? The ‘mettle’ of a framing contrac-tor is tested and we finish by helping readers learn what it takes to pull together to form a ‘joint venture’ effort…

Q: My husband had a CA license and failed to renew it on time. It expired back in 2000. now he wants to renew it. He currently has an Arizona “K-11” (Electrical) license that he has held for approx 12yrs. How does he go about this in the quickest way, as we are looking to move to CA early next year? A: Thank you for contacting Capitol Services Inc. Because his CA license has been expired for over 5 years he can no longer ‘renew’ it. He can however re-apply for the license and request that the number be re-issued. As you may know, there is a reciprocal agree-ment between CA and AZ so he can request to waive the trade exam based on the fact that he has been licensed for the past five years in Arizona. He’ll still be required to take the law test again. The pro-cess to obtain the license will likely take about 8 weeks, so if you begin soon, he will have the license before you move. Let us know if you’d like help with the process.

Q: I need assistance with determining what classification my com-pany will need to meet the requirements to do metal stud framing in the State of California. I don’t do Structural Steel, just the metal stud framing. I also handle the drywall and insulation to finish off the wall, so I’m not sure if I need separate classifications to do that, or if it would be covered under the framing. Thank you in advance. A: In order to do the metal stud framing you’ll need a “C-5” (Fram-ing and Rough Carpentry) classification. Even though drywall and insulation are part of your projects, the CSLB will require you to have the “C-2” (Insulation) and “C-9” (Drywall) classifications to perform this work because the “C-5” doesn’t cover these trades. According to the CSLB, the “B” classification would cover you for all three trades; however, in our experience we have found it is difficult to qualify for the exam without electrical, concrete, roofing and/or plumbing experience.

Q: I am inquiring about the fees and requirements to set up a Joint Venture with another contractor. I want to bid a project that requires both “C-20”(HVAC) and “C-10”(Electrical) licenses. My firm only holds the HVAC and would like to partner with another contractor whom holds both. Please let me know what all is required, particu-larly the application process.

A: A Joint Venture (JV) consists of two or more entities, each of which holds a valid CA contractor’s license in good standing. Since you hold the “C-20”, you could locate a company with the “C-10” or, as indicated, “another contractor whom holds both”. A JV ap-plication signed by all Qualifiers and an Officer of record for each entity is required. You’ll also need to post a $12,500 Contractor’s Bond, which is in addition to the bond you presently have on your corporate license. Further, a new Worker’s Comp policy (or certi-fied Exemption) is necessary. The State fee will run $555.00.

Safety Meeting BasicsAccording to the Occupational Safety and Health Administration (OSHA), one of the most effective ways to promote a safe working environment is to get involved in company safety meetings. Since safety is our top priority, we’ve gathered some tips to help you make the most out of our company safety meetings. Why Safety Meetings These informal, brief meetings allow you the opportunity to stay up to date on potential workplace hazards and safe workplace practices, such as machinery use, tool handling, equipment use, and safety-minded attitudes — basically anything that may contribute to accidents or illnesses in your workplace. Meeting Basics

Attending safety meetings is mandatory. Be aware of what days we hold meetings, and plan accordingly.

Always sign our safety meeting log – recordkeeping is an important part of our safety and compliance program.

Be an active participant. Some of the best safety ideas come from workers just like you because you often know best what and where the dangers are.

During safety meetings, if you have something to add, don’t hesitate to speak up.

Notice that spills aren’t being cleaned up properly or someone didn’t follow lockout/tagout

procedures? We want to know so that we can cover the topic at a future safety meeting, and everyone can benefit.

Already know the day’s topic? Don’t tune out as you may have something valuable to add.

If you have an idea for a safety topic, chances are others will find it of interest too. We encourage you to share the details with your supervisor or the safety committee.

Have a question, like how to lift safely or read a material safety data sheet (MSDS)? Don’t keep it to yourself - there are no dumb questions when it comes to safety.

Don’t know all of our safety policies? You can find more information on area bulletin boards or from a human resources representative.

Want to nominate someone for a safety award? Contact your supervisor or safety committee with the details.

Debido a que la seguridad es nuestra principal prioridad, hemos recopilado algunos consejos para que aproveche al máximo las reuniones de seguridad de nuestra empresa. Por qué se hacen las reuniones de seguridad Estas reuniones breves e informales le ofrecen la oportunidad de mantenerse actualizado sobre los posibles riesgos relacionados con el lugar de trabajo y las prácticas laborales seguras, como el uso de la maquinaria, el manejo de las herramientas, el uso de equipos y las actitudes que se deben tener con respecto a la seguridad; básicamente, todo lo que pueda contribuir a los accidentes o enfermedades en su lugar de trabajo.
