Introduction In the past almost 9 years, in my watch as mayor of Iligan City, the city has experienced many disasters, both natural and man-made. The city has most 4 barangays at a time, bombings and in 2008, when MILF lawless elements attacked several towns in Lanao del Norte, thousands of refugees from the hinterland barangays of the city and the neighboring towns of Lanao del Norte, sought refuge in evacuation centers in the city, amid threats of attacks by the lawless elements in the city itself. But the worst disaster in the history of our city occured at midnight of December 16 until the wee hours of December 17, 2011, when Typhoon Sendong struck Northern Mindanao, with such massive loss and destruction to lives and properties, with: 533 deaths and 998 missing and presumed dead, or a total of 1,531 lives lost; 6,577 houses totally damaged and 18,951 partially damaged; Nearly 30,000 families or 117,000 persons affected, representing 37% of the city population; 37 barangays or 84% of the city’s 44 barangays affected; A total of P3.5 billion worth of infrastructures and public and private properties destroyed. That we were overwhelmed by the sheer magnitude of the destruction and work to be done, would be an understatement. Physically and mentally exhausting were the efforts exerted by the hundreds of people involved in the operation for search and rescue, up, putting up and providing for the basic necessities in temporary shelters in 27 evacuation centers, caring for the sick, and attending to the psycho-social needs, and many others. Starting on the 40th day after Sendong, we started to mend and rebuild from the ruins of Sendong, with the ultimate goal of bringing back normalcy to the lives of the survivors. HIGHLIGHTS 14

At 9AM of the same day Sendong struck, I convened a meeting of allconcerned government and non-government people and organized thedifferent committees to handle disaster response. A Command and

Information Center was also established, to facilitatequeries and referrals to concerned committees forappropriate action.

We are incorporating the cluster system intothe Iligan DRRM organizational setup.

A group from our political adversariesorganized their own city disaster council, encouragedby what happened in Cagayan de Oro, and tried towrest control of the response and relief efforts fromthe CDRRMC, by eliciting the support of the diocese,but they were rebuffed by the bishop, for the bishopknew the best, honest and sincere efforts being doneby the CDRRMC and the city government.

The diocese of Iligan even provided relocationsites and housing units for the survivors. And veryrecently, it conducted, together with the Ateneo Schoolof Government, a DRRM seminar-workshop for thechurch-based organizations in the different parishes

of the city, which shall form part of the support groupfrom the private sector in the city’s DRRM program.

Land Banking

A total of 82 hectares needed for the resettlementof IDPs for 7,500 housing units, have been acquired, butthis took a very long time, with the IDPs in evacuationcenters, becoming very impatient. This is because wehad to start from zero, as the city government had noavailable land for resettlement when Sendong struck.Prior to Sendong, the city government’s housing andresettlement program was focused on informal settlers,and the available lands have already been distributedto informal settlers during the year. So when Sendongstruck, we had to look for land and negotiate, whichtook some time.

Data Base

Having a data bank of residents by purok per barangay will mean

for disaster victims. This data bank should be integrated with other records,

seed dispersal,Philhealth card distribution, and other social services. More

shall be minimized, if not eliminated.With a data bank, assisting agencies can also be provided required

information on the affected population during disasters.The Sendong experience has opened our awareness on the need

Dissemination of correct and accurate information to the public,especially to the victims of disasters, is a must, especially that politics willalways rear its ugly head.

My political adversaries have daily radio program, and in theseprograms, spread lies and disinformation, like the calamity fund has beenexhausted, as the money has been pocketed by the mayor, vice mayorand councilors. To contradict themselves, they also said that with so muchmoney from donations and from the calamity fund, these amounts should

be distributed to all the victims, as if there are norestrictions from the source of the funds, which mustonly be used for the intended purpose, and that allexpenditures must follow governmental accountingand auditing rules. The intention, of course, is justto sow intrigue among the victims, so they can gainpolitical mileage.

To let the people know the correct andaccurate information, the ICDRRMC published anewsletter, LAMDAG, which means light, and whichincluded updates on the relief and rehabilitation

I protested to theTV station and demanded that they correct their error,but they never did. What we did was report the wholecommemoration on the Sendong newsletter, so that atleast, to the people of Iligan City, they knew that the TVnews was not accurate.

Typhoon Sendong served as an eye-openerfor Iligan City on the importance of disaster riskreduction and management. Iligan City has alwaysbeen proactive in disaster risk management, thus, ithas been a consistent winner in the Gawad KalasagAwards. The City’s DRRMC and the precedent CityDisaster Coordinating Council has consistently beenawarded as Outstanding DCC and DRRMC from 2006

While Iligan is still in the process of recovery and rehabilitation fromSendong, it has started building awareness on DRR and Climate ChangeAdaptation, operationalising the National Disaster Risk Reduction andManagement Framework at the local level, and develop the disaster riskreduction and management plan of the city. All these are aimed at attainingthe goals of adaptive, disaster resilient communities and sustainabledevelopment.

The Iligan City DRRM Plan for 2013-2020 has been prepared, with

goals; 14 objectives; 37 outcomes; 83 outputs and 211 activities. This planwas prepared in a series of planning workshops attended by a broad sectorof Iligan constituencies- from the local government, national line agencies,barangay leaders, academe, church, professionals, business groups, civilsociety groups and others, who were all consulted and contributed in thecrafting of the plan.

The important points of the plan is the institutionalization of theDRRM program of the city, the efforts on disaster prevention and mitigationthrough risk assessment and early warning, vulnerability reduction, disasterpreparedness, disaster response and rehabilitation and recovery.

Pablo Versus SendongPablo Versus Sendong

When Typhoon Pablo came to Iligan onDecember 4, 2012, despite its stronger winds, thoughless rainfall, there was not a single casualty, althoughthere were more than a hundred houses destroyedor damaged. This was mainly because of the generalawareness of the hazards and peopple were moreawake and vigilant, through massive informationdissemination and better preparedness.

Conclusion

I would like to end my presentation on apersonal note, by reading to you a letter from a lovedone, sent to me during my 47th birthday on January

expresses my Sendong experiences and challenges,and it says:

“In one of your speeches, you quoted ThomasPaine’s famous line ‘these are the times that try men’ssouls.’ Today, on your birthday, I quote myself- ‘theseare trying times for you, my son.’

In the aftermath of tropical storm Sendongwhich lashed barangays in its path with raging watersand deadly logs with stupendous fury, I have seenyou spend long hours working hard with the many city

volunteers tasked with the rescue, retrieval and reliefof victims and survivors, often neglecting to eat or takea rest.

Like the rest of Iligan, you have witnessedthe extent of devastation with unbelieving eyes. Atragedy and destruction of such magnitude was beyondeveryone’s wildest expectation. It was like a disastermovie unfolding before our uncomprehending mindsand eyes. To meet such a situation must be a tryingexperience for you, being at the helm of the city, to testyour soul and the stuff that you are really made of.

Often, I see you stressed out to a point. I wasafraid for your health. I have seen you lose weight,your complexion darker due to exposure, and yourhair, though thankfully intact, became whiter. It painsme to see you tired and haggard, your patience andendurance tested to the limits by the demands thatneed your attention. I could only pray for you.

But it’s a comforting fact that you have been

I know behind your smileand nonchalance in the face of these criticisms, you are hurt, but it hurts memore, ten times over.

I get so bewildered that there are such people that I ask God, ‘Lord,what kind of people are they? Where does their hate come from, whenLawrence has not done anything bad to them? Are they born with it? IsLawrence such a detestable person that he should merit all these hate? Orare they just jealous and envious? ‘Take heart son, with the thought that

The fact that in this precise time and moment that Sendonghappened, the fact that God allowed it to happen in your watch, then Godmust have chosen you to be here where you are now, for the people ofIligan, to help make Iligan rise from the destruction in this precise time andmoment in its history.

The task ahead is long and arduous and fraught with pitfalls, but takeheart son, you are not alone, for God’s hand is moving with you, through themany and countless hands and hearts that have come and are still comingto help you what God intended for you to do.
