of time and money

� There is a long term vision to continue these services

� Monitoring is part of the system to measure results and

effectiveness of the services

� All the three organizations were independent and now theyare interdependent

� There are challenges in terms of policy changes at nationallevel (Govt) and at international level (UN, World Bank, ADB)

� Time constraint is a major factor affecting the functions of the boards

� There is also a lack of scientific planning, implementationand desired results

� TORs for the board members are not fully developed

� There is still some confusion between the role of governance and management

� Boards dominate management even in the day to day issues

� Boards spent more time on issues rather than on strategicobjectives

� Donor inclination towards Government support is achallenge getting funding for NGOs

Challenges



Assumptions

� There will be more and more clarity about the role of

governance and management in future

� There will be clear TORs for the board members

� There will be more clarity of policy and decision making

processes as the main responsibility of the board

� Management will concentrate on implementing thepolicies and strategies

� There will be more emphasis on harmony between

governance and management

� Governance will gradually take the role of making

management accountable to produce results

� There will be measurable inputs, out-puts and results

� There will be a scientific monitoring and evaluation for

the governance and management as well
