These youngsters were reportedly collected by a Galeshewe community-based anti-crime organisation, Wanya Tsotsi, at the funeral of a fellow gang member who had been killed by a rival gang. On arrival at the funeral, the organisation reportedly searched the boys for dangerous weapons before parading them through the streets in their underwear to hand them over at the Galeshewe Police Station. Motlhwai, who admitted that her son was a gang member, applauded the community for taking a stand against gangster- ism and was willing to work with them in rehabilitating her son, even if it meant disciplin- ing him or an arrest. Her only concern was what he would do to them upon his return home. She has reportedly lost faith in the police, who did not respond when they had called them for help. “We are living in fear in our own house because of this son of mine. On Tuesday he wanted to kill his father, James (55), with a knife and we called the police, but they never showed up,” she said. “That was not his first attempt. Maybe the police would have come after a murder had been reported. “Everyone in my area knows that he is a gangster and I was once chased by members of their rival gang. “We cannot buy anything for the house, as he steals and sells anything, including his own clothes, to buy drugs.” According to Vusi Vanto, one of the Wanya Tsotsi members, the movement was formed in partnership with the police to address the lack of manpower that was reported by the police and to reclaim the streets from the gangsters. “Since the formation of the organisation, families and community members have developed the confidence of pointing out the gangsters and speaking up,” said Vanto. “Communities do not want to terrorise them, but hope for them to repent, as most of them are still young.” He is confident that they will win the battle against gangster- ism in communities, due to growing support on social media. The Kimberley police stated that the group of gangsters were released after they had been questioned and could not be linked to any criminal activities. “They were questioned by the police, but could not be linked to any of the reported crimes and, therefore, they were subsequently released,” stated Lt. Donald Mdhluli of the provincial corporate communica- tion. Mdluli urged the community not to take the law into their own hands, but to consult with police in finding a way forward in relation to crime. “We appreciate the fact that the community is playing a role in eradicating crime.” He encouraged them to work with structures such as the Community Policing Forum (CPF) whenever they suspected that certain people were in- volved in crime. The concerned Motlhwai parents reported that their son had been brought back home on the same day and they hoped that he had learnt his lesson. MEMBERS of the public are warned by thepolice in the Northern Cape against answer-ing or using their cell phones in publicplaces.

People are instead urged to walk into ashop if they have to answer their cell phonesand wait inside a building while waiting fora lift, instead of waiting outside.

The warning was issued by Col. PriscillaNaidu after various incidents related to cellphone snatching, while complainants werespeaking on them, had been reported.

Three learners were also reportedly robbedof their cell phones on different occasions inthe last week.

“In one instance a learner was threatenedwith a firearm and ordered not to screamwhile her cell phone was stolen,” statedNaidoo.

Thus school children are also advised towait inside the school premises whenwaiting for their parents to pick them upinstead of sitting alone in the street oroutside the school gate.

The corners of Lennox and Chapel Street,as well as the robots in the CBD, wereidentified as the hotspots and are reported tobe more dangerous.

“The suspects casually walk away leavingthe complainants in utter shock after robbingthem. They are brazen and are usuallyneatly clad and do not look suspicious. Whenthey spot their target, they approach thevictim and demand their cell phones andpersonal belongings,” she warned.

When stationary at robots or stop streets,drivers are advised to ensure that their carsare locked.

IT still remains a mystery whythe VW Polo Vivo, that crashedthrough the devil’s fork fence ofthe Galeshewe cemetery andlanded on a grave, was beingchased by the police.

On Tuesday (24/03) the vehiclethat destroyed several gravesand tombstones between 09:00and 10:00 was left abandoned atthe collision site as the driverwas reported to have fled thescene.

No one was reported injuredin the process and no one hasbeen arrested yet.

An eye witness, who said hewas a taxi jumpboy, said he sawthe speeding car emerge fromaround the corner in DingaanStreet and crash through thefence.

“I know him (the driver) verywell, because we had a confron-tation with him this morningabout his negligent driving. Healmost crashed into us and wewarned him to take it slow.

“This time he was beingchased by a police car when hecrashed,” said the witness.

The nervous owner of thevehicle, who refused to commenton whether or not he had rentedout the car, refused to give hisname as he was pacing aroundthe damaged vehicle.

He said a friend had borrowedthe car from him the nightbefore the incident.

“I trusted him as I know hisgirlfriend very well. That is whyI lent him the car to run

errands. I was only called thismorning to find this,” he said,pointing to the wreckage.

“Now I am told he ran away.”On arrival of the Express

Northern Cape reporter at thescene, bystanders had alreadycongregated there and police hadtheir hands full in getting them

away from the scene.According to Lt. Donald

Mdhluli of the SAPS a case ofreckless and negligent drivinghad been opened.

the time of the collision.“It is alleged that a VW Polo

Vivo was involved in a collisionin the Kagisho area.

“It is further alleged thatpolice were pursuing the vehiclewhen the collision occurred. Thedriver abandoned the vehicleand ran away.

“The vehicle collided with thefence and tombstones in thecemetery. No one has beenarrested. Police are investigatinga case of negligent driving,”stated Mdhluli.

“We cannot link the driver toanything, because no arrest hasbeen made yet,” he added.

Retired principal’s legacy profound

MATHABO VIOLET SEBATI (Prinza, 63),the former principal of the Isago PrimarySchool, has retired.

She served 40 years of her teachingcareer with the Department of Educationas a teacher and a principal at variousschools in the province.

Although she officially went on retire-ment in 2012, her colleagues at the IsagoPrimary School in Vergenoeg, Kimberley,did not let the opportunity of hosting afarewell function pass them by.

In a beautifully decorated and packed RCElliot Hall, the farewell function wasattended by various structures of theschool that were formed during her termas the acting and as a full-time principal,and other retired teachers.

She said she had taught at variousschools as a teacher and ended up beingtransferred to the Isago Primary School.

“I joined Isago in 1992 as a Sothoeducator and was promoted to schoolprincipal in 1995,” she said.

Sebati boasts with a long list of achieve-ments.

Under her leadership, the school becamehighly recommended.

This got the attention of government andthe private sector and resulted in theschool receiving donations, awards andlearners receiving exposure in the process.

According to Mantele Mokgoro, one ofthe educators at Isago, Sebati was an

amazing person.She added that the former principal had

been like a real parent who had continuedto strive hard to put her school at the top.

“We will miss her green fingers as shetook it upon herself to make the school’sfood garden a success when we were tooslow to do it. The school’s vegetablegarden won the district and national foodgarden competitions, and many stakehold-ers came on board to support it,” saidMokgoro.

“We would sometimes ask ourselves whywe were always hosting visitors, evenfrom the Department of Education. But welater realised that it was due to hercontinued warmth and hospitality.

“No one would leave the school withouthaving had a cup of tea, coffee, somethingcold to drink or a glass of water if therewas nothing else.”

According to Mokgoro, the rewards werenot only that of many disadvantagedlearners getting fresh vegetables from thegarden, the Department of Water Affairscame on board and erected a bore-hole anda water tank at the school to capture rainwater in a bid to reduce water bills and toassist in watering the gardens.

Brigalia Bam of the Independent Elector-al Commission (IEC) was also reported tohave assisted the school’s Go GreenEnvironment Project by planting trees.

Sebati was awarded the Kimberlite ofthe Year Award in 2009 and she wasnominated for her proactive efforts to

improve the Isago Primary School.“She was at the forefront of the process

when our school was twinned with theJuniper Green Primary School in Eden-burgh, Scotland, an initiative that sawmore than ten teachers of Isago travellingto Scotland and Juniper Green to Kimber-ley on an exchange programme,” saidMokgoro.

“Through this initiative both schoolslearnt a lot from each other,” highlightedMokgoro.

Amid all the achievements that werehighlighted, to Sebati the highlight of herterm as a principal was when they hadsent their first learner, Lerato Springbok,to the Oprah Winfrey Leadership Academyfor Girls in 2012.

Springbok was selected as the toplearner in the Northern Cape.

“My heart was filled with so much prideand joy when I made the announcement atthe school. She is now in her final year atthe academy.”

The following year, a second learner,Sindiswa Ningizwayo, was chosen from theschool.

“I was so proud to realise that I waspart of the team motivating these youngachievers to make it this far.

“There was this one year that I remem-ber when the school closed in the absenceof Sebati due to her being admitted for anoperation.

“When Christmas came, all 34 staffmembers received Christmas cards, withindividual messages in them. It was soamazing and touching to realise how well

she knew her flock.“We only realised when the schools

re-opened that we had received differentmessages,” said Mokgoro.

Amongst all the other people shethanked Sam Sebati, her husband, whomthe school called ‘Director’ due to hisendless support for the school activities.

“He was a wonderful husband whosupported his wife throughout her careerand in her responsibilities.”

The staff said they were already missingSebati.

“Oh, we will miss her nice scones andwarm soup, especially on cold days,” saidKele Melaleco.

“We would just see her arriving withsome scones or a pot of nice soup. It is sounfortunate that none of us managed toforce the recipe from her.”

Melaleco, who is the school secretaryand part of the organising team, said ithad been an honour for everyone involvedin the school to organise the farewellfunction.

“We pulled out all the stops because wefelt it was the appropriate way of sayinggoodbye to our former principal.

“She was an inspiration to everyone atthe school, including the learners. She wasa shoulder to cry on when we had prob-lems.

“One thing about her was that she was astraight and strict person and a parent toeveryone. What you see is what you get.

“I will never forget how emotional shewas on the day of her farewell function.”

But the workaholic Sebati said she wasnot planning on sitting at home doingnothing.

She will continue baking and is current-ly running a small business by sellinghome-made scones.

“People put in orders for the scones andbiscuits. I am also making hand-madefancy hats,” she concluded.

ANOTHER small business in the NorthernCape has become successful, reportedlythrough the help of Kumba Iron Ore’sKolomela Small Business Centre.

Entrepreneur and businessman FransMuller is the beneficiary who operates athriving transport business that showsgrowth yearly. Muller has come a long waysince a tragic accident in 2001, which lefthim in the intensive care unit for approxi-mately six months, and facing the possibilityof never walking again.

According to Cindy Ramnarayan, commu-nications practitioner at Anglo American,Muller worked at Spoornet for 25 yearswhere he trained operators while conductingad hoc transport for an additional income.

She stated in a press release that Muller’sbusiness started from humble beginningswith his own vehicle.

“After the accident he could no longerwork and had to recover from the accident.While recovering, Muller decided that hewanted to do something different and startedto transport school children between schooland their homes during the day. In theevenings he transported people from localbusinesses to their homes in Postmasburg,”stated Ramnarayan.

“His business gradually grew into afull-time job around 2004-’05 and his clienteleand transport needs also escalated thanks tothe support of his wife, Annah, who assistedhim in securing clients.”

Muller’s business expanded since hestarted transporting people to surroundingtowns and assisted in grocery shoppingcollection and other errands.

“Safety and time management were veryimportant to Muller and he knew that hewould have to obtain a bigger vehicle toensure that he could meet the growingdemands of his clients.”

The potential growth in the business wasconvincing enough for the Kolomela SmallBusiness Centre to decide to facilitatefunding for his growing transport need.

“I knew it was going to happen one day,but I have the patience of Job. All goodthings will come to those who wait,” saidMuller about the new vehicle.

According to Ramnarayan, Zimele’s uniqueapproach to enterprise development hasmade a real difference in communities overthe past two decades.

“From 2008 to the end of 2014 its six fundsprovided R1,4 billion in funding, supported1 885 companies and completed 2 765 loantransactions. Funded businesses haveemployed 38 296 people and achieved acollective annual turnover of R6,1 billion,”stated Ramnarayan.

“The Kolomela Small Business Centre inPostmasburg assists local existing andestablished entrepreneurs financially throughthe Zimele Community Fund. The fund capis R2 million, with a 6% interest rateannually paid over 36 months,” GeorgeBenjamin, manager: public affairs at theKolomela Mine, was quoted saying.

The centre has two types of loan funding,term loan (long term) and project loan (shortterm). Entrepreneurs must follow certainprocesses in order to qualify for thesebusiness loans.”

ALTOGETHER 16 illegalimmigrants from Lesothowere reportedly arrested onfarms in the Plooysburgdistrict on Wednesday (25/03).

They were charged in termsof the Immigration Act.

According to a policespokesperson, the arrest ofthe eight men and eightwomen was reportedly made

during a well-planned jointoperation between variousgovernment departmentsbeing the SAPS, the Depart-ments of Home Affairs, SocialDevelopment and the Depart-ment of Labour.

According to Col PriscillaNaidoo the operations startedwhen the officials visitedfarms from about 06:00.

Sixteen arrested

MANY private landlords whoown one or more rental proper-ties do not realise that they arerequired by the South AfricanRevenue Service (Sars) tocalculate their expenses andprofits in relation to all theirproperties to pay tax on theirprofits.

This was revealed by AndrewSchaefer, managing director ofleading national propertymanagement company Trafalgar,when he raised concern aboutthe most private landlords whoforget to keep records forincome tax purposes. “Everyoneknows there is more to owninga rental property than finding atenant and collecting the rent.”

He further highlighted thatkeeping whatever rent theyreceived without any referenceto Sars, especially if they wereonly just breaking even on theirrental properties, was a contra-vention of the Income Tax Act.

“Sars says that even moneyreceived for the occasionalrental of a holiday home or forthe rental of a room in yourhome or a cottage on yourproperty forms part of yourincome and must be declared tothe Receiver, or you could findyourself in very hot water.”

On the other hand, Schaefernoted that rental propertyowners needed to be aware thatthere are expenses incurred inthe letting of property thatcould be deducted from thegross rental to determine theactual profit and reduce theamount of tax payable.

According to him, to Sarsthese expenses include munici-pal rates and taxes, the interestpaid on the mortgage over theproperty, the cost of advertisingfor new tenants, the fees paid toa managing agent, the annualhomeowners’ insurance premi-um, the cost of repairs and

maintenance and the cost ofgarden and security services.

“Landlords who are claimingthese expenses will, however,have to submit proof in theform of invoices, receipts andstatements from their banks andinsurance companies, and theyshould be sure to start filingthese supporting documents nowat the start of the financial year.They should also be aware thatthey cannot charge VAT on therental they had received, orclaim VAT on anything theyspend on the property.”

Schaefer says expenditure onimprovements to the rentalproperty such as the addition ofa garage or a bedroom cannotbe claimed against the rentalincome received, but could beincluded in the base cost of theproperty to effectively reducethe owner’s capital gains taxliability if the property is sold.

“Meanwhile, our advice toowners who haven’t declaredtheir rental income in past taxperiods is to approach Sars assoon as possible and ‘comeclean’ rather than waiting to seewhether, or rather when, theywill be found out.”

Schaefer advises that takingthe direct approach may evenresult in a reduction of thepenalties and interest that Sarscan impose on unpaid taxes,and it will certainly be betterthan waiting until you decide tosell the property and then beingfaced with a huge tax bill beforeyou can transfer it to the newowner.

“We do recommend, though,that you get an accountant or areputable tax consultant to helpyou clear things up, or even toapproach Sars on your behalf,and to ensure that your netrental income is properlycalculated and disclosed infuture tax returns.”
