Mishra Learning from the inherited limitations of conventional system of education and steep rise in legitimate demand in higher education sector, the University Grants Commission (UGC) way back in 1984, launched a Country Wide Class Room (CWCR) programme using half an hour / an hour slot on Doordarshan National Network to disseminate education through television. Subsequently, Educational Multimedia Research Centres, now 19 in number, were set up in all strategic locations throughout the country to produce educational video programmes for television broadcast. The Consortium for Educational Communication (CEC) set up in 1993 by the UGC to coordinate the activities of the Media Centres, now runs 24x7 Vyas Higher Education Channel from its campus and, to feed it continuously, the CEC has a huge repository of about 18000 educational video programmes, to which nearly 1000 new programmes are being added, annually. Eventually, the NAB had attracted more roundly and openly embraced the influx from all digital media and entertainment professionals.

Learning from the inherited limitations of conventional system of education and steep rise in legitimate demand in higher education sector, the University Grants Commission (UGC) way back in 1984, launched a Country Wide Class Room (CWCR) programme using half an hour / an hour slot on Doordarshan National Network to disseminate education through television. Subsequently, Educational Multimedia Research Centres, now 19 in number, were set up in all strategic locations throughout

the country to produce educational video programmes for television broadcast. The Consortium for Educational Communication (CEC) set up in 1993 by the UGC to coordinate the activities of the Media Centres, now runs 24x7 Vyas Higher Education Channel from its campus and, to feed it continuously, the CEC has a huge repository of about 18000 educational video programmes, to which nearly 1000 new programmes are being added, annually.

With the advent in communication technology, edusat and internet are also being used by CEC to impart education, seamlessly. The MHRD, Govt. of India, with the launch of NME-ICT in 2009 really steered the efforts to develop e-contents of the subjects at undergraduate level, based on the model curriculum approved by UGC. The work is in full swing and CEC can authentically claim to be first ranked e-content generation agency in the country beside having proven record of running 24x7 Vyas Higher Education Channel flawlessly.

The content shift necessitated CEC to procure new breed equipments, servers, software, besides training the staff at all Media Centres in e-content generation while retaining production of educational programme for television. It is in this context and with a view to upgrade and update with the change in broadcast industry, I had the opportunity to attend the NABSHOW-2012 Conference and Exhibition held at Las Vegas from 14 – 19 April, 2012. In the NAB-2012, a large number of participants registered their attendance. The show had a focused exhibits on broadcasting, content development, shifting technology, strategies and expectations making it a complete place demonstrating wholesome achievement in the technologies that the man could ever accomplished.

To further highlight the broadened scope, the NAB took this year, focused theme as “the great content shift” a move that was reflected in the exhibits, conference programming, speakers’ deliberations and dialogue throughout the show. The concept of multiplatform content distribution has been driving much of the discussions over the last few years. The exhibits provided an opportunity to the delegates, engaged in the field of creating, managing and distributing contents, to perform much more efficiently in their respective professions. This year NABSHOW took a 360◦ turn to make people understand and think beyond the expectations in the area of broadcasting and content generation. The rare combination of the explanation by majority of the exhibitors for their product on the spot, accommodating even the intriguing questions from the audience, remained continuous phenomena during 5 – 6 days of the NABSHOW. Most of the private professional institutions engaged in broadcasting, content making and device inventing had the opportunity to place their order for procurement of such high breed equipment for their respective area of operation. Finding all the information

together at NAB website about the equipments involved in broadcasting and content making were of immense use for one to refer to at single touch large screen provided by the NAB at various entry points.

The NAB provided access to 200 plus sessions across seven conferences on the broad areas like broadcast engineering, broadcast management, cloud computing, creative master series, disruptive media, content generation and technology summit on cinema.

The participation in the NABSHOW-2012 provided an unprecedented opportunity to have a look on panoramic exhibits on above themes and participate in their respective conference, listening to the top speakers and flagging the relevant questions to the speakers so as to draw the ultimate benefit to the organization to make best use of the exhibits and the technology being talked about in the SHOW.

The participation, as a whole, in the NABSHOW-2012 has been very rewarding. I think it will go a long way in updating the present technology and in acquisition of high breed equipment involved in the functioning that the CEC is engaged with at the moment — broadcasting through its 24x7 Vyas Higher Education Channel and e-content development of the courses to enable them to be on internet by the next year.

1st May, 2012Utility of Fish HematologyThe programme is a part of the lecture series, in "Zoology". In this programme, the expert has discussed about the importance of the fish hematology. Hematology is the study of the blood composition and it has become popular for fish biologists. The utility of fish hematology is to monitor fish health and its environment. In this programme different component of fish hematology has been discussed like what is fish blood, components of fish blood, steps to study the hematological aspects, diagnosis of fish health and its environment.The programme has been enriched with relevant graphics and visuals.2nd May, 2012Plant ClinicPlant diseases are caused by a wide variety of plant pathogens. There are approximately 8000 species of fungi, 175 species of bacteria, 300 plant viruses and 500 species of nematodes that damage crops worth several thousand crores of rupees every year.Even neem, an insecticide is under threat by a fungus, which has resulted in almost an 100% per cent loss of fruit production.A Plant Clinic, a first of its kind in the country, was started at the Department of Botany, University of Mysore. The Doctors over here identify the diseased plants that are brought to the clinic and prescribe appropriate solution to the farmers.These kinds of farmer-friendly clinics are very necessary to protect the advances made in food production in India.The plant clinics in Universities provide expertise to the farmers in their region and help to save the crop. The concept helps in bridging the void between farmers and scientists to a large extent.3rd May, 2012Spectroscopy : An IntroductionIGCP-264 is the project sponsored by UNESCO for studying the spectral properties in Geological Remote Sensing. Early Man and His ScienceIn the programme 'Early Man & His Science' we are going to see the life style of ancient or early man and how they progress slowly but gradually through his curious observation of natural events. It also tells about the role of stone, fire and wheel in the development of Early Man's Science.5th May, 2012Symphony in GreenForests have been our national wealth but they are being destroyed at a very rapid rate. The govt. has initiated programmes to stop this destruction. This film takes a look at two such programmes viz. Joint for stry management (JFM) and the village eco development (VED) programmes as part of the Social Forestry scheme. As an outsider to India and to the issues of Virtual Education raised at this conference, I am delighted to say how impressed I am with the great steps forward that India is making in this area, and the quality of ideas presented at the meeting. I thank Dr. Mishra for inviting me and I point out what seem to me to be important facets of our conversations and presentations in these two days.

In a nutshell, the three ABCs of education took place: Always Be Connecting; Always Be Conversing; Always Build Confidence (ref. Mary Hynes Berry: Don’t Leave the Story in the Book… 2011). Dr. Mishra brought together several quite different sets of stakeholders in promoting these issues across India who have been able to present their very different viewpoints: most especially, the several groups, the government leaders, the electronic technologists, the software /program developers, and the college educators all have the common aim of developing the way forward to a consensus view of a Virtual Classroom appropriate to all people in India and enabling their clear access lifelong learning and to an effective University education:

The Federal support in India “to expand the frontiers of knowledge inclusive in a global society” and for the development of these Virtual Classrooms is impressive: there has been strong governmental support since at least the 1980s. At the conference we heard that the recent (2006-2011) and next, five year (2012-2017) plans have education as a major focus, and that the development of increased literacy (and increased population) across the country means that the drive for effective virtual classrooms has to be a major part.

The coherence in this view from all conference participants was impressive: their dedication to use the tools available to “the haves” (I think that is all

of us at the conference) to help the education of “the have-nots” is a major part of the drive toward success.

CEC has been at the forefront of the developments in bringing more education across India since the beginnings. The rapid growth of new technologies brings many fortunate possibilities to the visions of the virtual classroom presented at the conference. Two exciting examples are the development of “cloud” computing and good, effective open source software: thus, “on-the-ground-computers” will not need to be expensive, but only acceptors, even just mobile phones: much of the programming, the programs themselves, data storage, and inter-communications between users (students and teachers) will be up “in the clouds”. For India, this happenstance integrates wonderfully with the Government’s promotion of cheap computers for students. The world’s largest democracy can become the world’s most effective “learning democracy”.

I noted three words for closely related concepts coming from the different areas of expertise at the conference: information, knowledge and learning; the first came from the government leaders and hardware specialists, the second from the software and program developers, and the last from the educators. Since the conference, I have been distinguishing “learning” as a noun, meaning “wisdom”, and “learning” as an adjective meaning “education” – both virtual and real. Is one of our objects the cultivation of individual “creativity” which is enhanced through individual “information, knowledge and learning”?

“Blended Learning” meansthe integration of different types of education: the clear message coming from the educators in attendance at the meeting was the need to combine in the virtual classroom the self-student information parts with some face-to-face student-

student and teacher-student interactions – these enhance learning in the standard classrooms, whereas in the virtual classroom, these can also be synchronous and asynchronous electronic interactions – there are now many forms of such interactions, and this is an area of tremendous growth as we move more into the “electronic information age”; for example, e-books, skype, teleconferencing, “blackboard” and other features (definitions of M-computing were described).

One conference speaker discussed the wonderfully vital concept of the “comfort zone” for both student and teacher. In a normal classroom and in a virtual classroom, the students must reach the zone where they feel positively about interactions with other students as well as the teacher so that cross-fertilization of ideas and concepts occurs across the whole class. In the virtual classroom, where there are likely to be a much greater number and diversity of students, this “comfort zone” can have greatly enhanced benefits multiplying the avenues to effective student learning. For example, in any conference, as in this one, a lot of “learning” is taking place during the conference breaks, as we

converse, communicate and build confidence with each other. Our diverse viewpoints and ideas are propagated through the participants.

Finally, we must all applaud the courage of Dr. Rajendra Mishra in putting together his definitions of the components of an effective virtual classroom as part of the development of a “Standard Quality Assurance”. This will not only enable judgement of the quality of individual virtual classroom projects, but will guide the developers (on all parts). His project is in its early defining stages, and we all owe him help in making suggestions and comments to improve his defining concepts as these virtual classrooms become more widespread and used throughout India, and beyond. His model has no national boundaries and can be used to incorporate virtual classroom concepts worldwide.

We thank Dr. Tilak Kem for his leadership and the rest of the CEC group, Dr. Mishra and the many others, not only for organizing this inspiring conference, but also in continuing their national program of bringing new concepts of learning to millions of people throughout India and beyond.

The Department of Library and Information Sciences of the Central University of Himachal Pradesh had sent twenty one (21) Students and Faculty Member of Masters of Library and Information Sciences (M.Lib.SC) on a Study Tour visit to the Consortium for Educational Communication (CEC) Media Library on April 09, 2012. The students M.Lib.SC are required to visit various Libraries, Documentation and Information Centres to acquaint themselves with their operations and services.

A study tour of the various facilities of the Consortium for Educational Communication (CEC) was conducted by the CEC Media Library staff for the M. Lib. SC. students of the Central University HP to make them aware of the facilities and services which are being offered by CEC

under the umbrella of UGC for the higher education sector especially about the CEC’s VYAS Higher Educational Channel, the Online Certificate e-Courses which are being offered by CEC and also about the vast wealth of knowledge resources available at the CEC Digital Media Library, the digitalization process of the CEC educational video programmes on the Archival Video Storage Server which is the Media Asset Management Server (MAM), the website of CEC developed by the National Informatics Centre (NIC), 19 Educational Multimedia Research Centres (EMMRC’s) of CEC and marketing of CEC’s educational videos.

The study tour of CEC offered to the students an exposure and gave them an opportunity to gain knowledge about Media Library Management, the organization, classification and management of the Media Library Collections, the Database Management System used by CEC Media Library for documentation and dissemination, bibliographical databases of e-Contents and LOR’s and educational video programmes received from the 19 EMMRC’s and also about the Web-OPAC -Online Public Access Catalogue.

EMMRC Calicut

National Seminar on “Media in Transition: Contemporary Concerns" was organized by EMMRC, Calicut in association with Dept of Malayalam and Kerala Studies of the Calicut University. The Veteran journalist, Sri. T .J. S. George delivered the inaugural lecture and the Hon. Vice-Chancellor, Dr. M. Abdul Salam presided the inaugural session. The lecture in the valedictory session was delivered by eminent media person and educator, Sri. Sasikumar. Pro-Vice Chancellor of the University, Prof. K. Ravindranath was the chief guest in this session. The video programmes and e-contents produced by the EMMRC were presented in the session. The posters on the award winning productions of the EMMRC, Calicut were displayed during the seminar.
