To continuosly feed the CEC-UGC 24 x 7 Vyas Higher Education Channel, the Consortium for Educational Communication (CEC) has a vast repository of 17000 educational video programmes and nearly 1000 such programmes are being added to this collection every year. The present server in CEC had since the capacity to ingest programme for about a month, the next set of educational programmes were being ingested after the old set of programmes are erased from the server. The low capacity of present server therefore never allowed to have all the 17000 plus programmes to be ingested.

With the recent advent in server technology and also the massive plan of CEC to commence at least 20 more DTH Channels at the premises, there was a genuine need to have Media Asset Management (MAM) Server in CEC that will help in creation of a complete digitized platform and will be able to design the smooth workflow (file based) to disseminate electronic content through various modes of modern communication.

MAM manages the entire file based work flow from digitization to dissemination of the content that includes conversion of existing material, archival, scheduling, quality check and play-out. Since CEC is planning to acquire earth station at CEC premises to run 20 to 30, subject based,

24 x 7 higher education channels, the digitized storage capacity of approx. 100 terabyte (expandable) and about 10,000 hours of electronic content was needed to help run these channels.

Accordingly, CEC with the help of BECIL (a Govt. Agency) procured MAM Server and installed at CEC. After ingesting through four extended terminals of MAM Server 17000 educational video programmes which are now resting in the CEC repository in the form of Media Tapes (Betacam, U-matic, etc.) will be digitized / archived and through various other terminals such as scheduling of programmes, technical quality check (TQC) will help in quality up-linking of the educational material. It will also create low resolution proxy for the archived files that will be accessible from desktop computers by using TOPAZ GUI.

The archived content now can be transferred, downloaded in various formats such as programme can be copied on external hard drive, USB drive and also on DVDs. Low browse facility of the content will help in disseminating entire content through CEC web portal and viewers can watch low browse educational content at their own pace and time.

The MAM Server provides highly efficient workflow between ingest, quality control, transcoding, material handling, content preparation, archiving processes and play-out server and would help workflow of CEC in the following manner:

• Faster content transfer between stations in different locations.• Faster transuding of various file formats content transfer within broadcast ecosystem.• Search, browsing and content preparation in vastly shorter timeframes. • Staff can access and locate content with

ease.• Expanded content delivery capabilities

through a more flexible user interface, more accurate indexing and sophisticated tracking of information.

• Easy to create playlist as content resides on archive system.

I have given this account just to acquaint you with the latest developments which have taken place in CEC to accomplish its goal as a nodal agency at national level to address the educational needs of the country through the use of various modes of information communication technology. As I have mentioned, CEC and its Media Centres are being updated and upgraded continuously with the latest equipments to help the teachers and students to get the benefit of latest technology in making teaching and learning much more easy and joyful. In this endeavour, CEC shall play its role help nation to achieve 20% GER by the end of XII Plan with the help of virtual mode of education.

We will be happy to receive your suggestions on our new acquisition to make its optimal utilization in the context of education through ICT.
