As you know, the Consortium for Educational Communication (CEC) imparts education using various modes of Information Communication Technology (ICT), i.e. Television, EDUSAT, Internet and provides educational opportunities to the left out youth, quality content for general and add on courses to the students in universities and colleges, value added education in various

vocations and professional courses, mass education to the existing work force of the country and finally lifelong education to all by empowering people with knowledge through the electronic media.

With the increased usage of ICT in e-Learning, the CEC felt that there is a need to revisit its credo and to realign its vision and accordingly work out future strategies. Hence, five brainstorming sessions on “Envisioning of CEC’s objectives and goals: Realigning in the context of Higher Education

policies on ICT and e-Learning” were organized by the CEC on November 16-17, 2011 at Magnolia Hall, India Habitat Centre, New Delhi, 11003. The Brainstorming Sessions were held with exclusive core groups of eminent educationists, policy makers, vice-chancellors and Directors of CEC’s eighteen Media Centres and also the UGC & IUC officials. The two days’ discussions revolved around the main theme of the Brainstorming to arrive at certain strategies for strengthening further the position and the role of CEC in the current changing scenario, especially in the context of the higher education using ICT, e-Learning and finally to virtual education.

To realize the expectations, the two days Brainstorming had the following five sessions and each session focused upon each of the sub-themes of the sessions:

Session I: Envisioning and realignment of CEC objectives in the new scenario.

Session II: E-Governance in the context of the realignment of CEC’s visionSession III: E-Learning, Knowledge Management and Knowledge Dissemination Session IV: Promotion of CEC Objectives and Goals in the new realigned scenario.Session V: Future strategies for CEC in the new realigned scenario.

Several invited Speakers, namely Dr. Arun Nigavekar, former Chairman, UGC, Shri P. P.

Srivastav, Member NEC, Prof. Mangala Sunder Krishnan of IIT Chennai & Member MHRD NME–ICT Project, Dr. Jabbar Patel, Chairman, GB, CEC, Prof. S.K. Kak, Vice-Chancellor, Mahamaya Technological University, Prof. Abdul Salam, Vice- Chancellor, Calicut University, Prof. B. Hanumaiah, Vice-Chancellor, Babasaheb Bhimrao Ambedkar University, Lucknow, Shri P. R. Subas Chandran, Journalist & Biographer & Member GB, CEC, Prof. V. G. Talawar, Vice Chancellor, Mysore University, Dr. I. V. Manivannan, Former Secretary Higher Education, Tamil Nadu, spoke on the occasion. Eminent scholars, Directors of Media Centres, and academicians from various universities and colleges attended the conference and contributed by way of extensive discussions during the deliberations.

Prof. Arun Nigavekar, former Chairman, UGC, in his Presidential Address gave a brilliant presentation on

“Explore the Future: Reincarnation of CEC”. He did a fast review of CEC. He spoke about education powered by technology and the challenges CEC has and how CEC could be as a technology driver and the transformation that CEC needs in the current changing scenario. He also gave an overview of the 21st Century Learning Organization and CEC’s technology enabling role. He gave a vision for CEC that is to focus on enhancing of delivery of relevant & quality higher, professional & skills education to each & every student across India through innovatively leveraging of technology to advance various facets of education & educational

institutions. The mission of CEC would be “CEC will develop, adopt, and ensure equitable access to a technology-based education system that provides effective learning experiences, assessments, and teaching and a comprehensive infrastructure for learning to support both formal education and all other aspects of learning. It would focus on research on the effectiveness of learning technology for design and implementation of a more effective education system.” He said the present exercise would provide a base for triggering the reincarnation of CEC.

Prof. Mangala Sunder Krishnan of IIT Chennai & Member MHRD Project NME–ICT deliberated on the future strategies for CEC in the new realigned scenario and had some very innovative suggestions and models for CEC to adopt for the new vision document. He said that CEC’s decisive role in supplementing and augmenting higher education through tools and techniques can be formulated more specifically by

studying the MIT model of faculty-driven, industry-sponsored-incubating agencies created in the University for IT development centre managed by the Office of Academic Computing of MIT, Cambridge, USA, for example.

It came prominently from the discussions that the CEC’s role in community engagement for higher education can be driven by a consortium of learned individuals identified by the UGC. Social partners and

faculty from affiliating institutions have a decisive role in determining community driven research projects using IT in a local community. The EMRCs will also have a local context for their presence. Their role as IT enablers will extend to the community at large.

CEC may also provide Learning Management System facilities to the University enabling students’ social

learning network activities and be the creator of focused learning circles. CEC may enable University online examination and open educational tools. CEC may develop / implement simple collaborative online tools for learning besides encouraging implementation of best e-learning models developed world-wide and encourage faculty to lead their educational portfolio.

The recommendations emerged from the 2 days presentations by the eminent scholars and extensive discussions amongst the academics / subject experts are being compiled and soon would be put to practice to envisioning of CEC’s objectives and goals in the context of higher education through ICT.

2nd JANUARY, 2012 Why Statistics ?Statistics is a very young and an unexplored discipline. This programme aims to unveil the importance and use of Statistics. Statistics encompasses a wide range of topics and has plenty of job opportunities. It has been brought out through this discussion based programme.

3rd JANUARY, 2012 Commercial RevolutionThe phenomenal growth in international trade in the 16th and 17th Centuries led to a paradigm shift in the world of commerce. Financial institutions like banks and currency notes became popular. As the hub of trade shifted from Venice and Genoa to Antwerp/Lisbon and Amsterdam, the Italian merchant bankers set up banking systems in these cities in the west coast of Europe. The banking system was further refined in England where a deposit banking system was started and the deposits were lent out at interest to other parties. The boom in the import of bullion after the discovery of the rich silver mines in Mexico and Bolivia also infiltrated the economy and drove up prices. There was an increase in population. The urban centers bustled with commerce and industry. To feed the increased population, agricultural methods were upgraded and yield of food grains increased. The colonies of the great nations of Europe became the markets for the industrial products. But with an increase in prosperity, there was also an increase in pauperization. The have-nots of society demanded their human rights. The seeds of socialism were sown in the blossoming of capitalism.

4th JANUARY, 2012 Small WondersThe programme explains the key role in house hold as well as Industrial process and plant disease.

5th JANUARY, 2012 Communication in VillagesCommunication is an integral part of human civilization and culture. It is the availability or access to communication which makes a difference in the lives of every society or an individual. In this programme, the EMMRC, Manipur University team traveled into the hills and rural parts of Manipur to feel and see the communication systems in villages.

6th JANUARY, 2012 Child DepressionPeople have serious misconceptions about depression in children - it was believed that children do not undergo depression. But it is not true. Environmental factors play an important role in children. Prof. William Parry Jones, worked with children & adolescents among immigrant population and war ravaged places, talks us about his experiences with Psychologically disturbed children.

7th JANUARY, 2012 Katha Jheel Ki (The Story of the Lake)Sagar lake situated in the midst of the city was renovated and done up by Lakha Banjara or the nomad by the name of Lakha and his companions some six hundred years back. It is getting highly polluted because of local indifference. A few call it a pond as well. This film throws light on the acute water shortage problem of the area while talking about the boating and fishing in the lake.

8th JANUARY, 2012 Nupi ShabiShumang Lila is a popular traditional art form of Manipur played mostly in the courtyards by about ten artistes. It is also known as courtyard theatre. One of the most interesting aspects of Shumang Lila is the role of the male artistes who play the character of women. This programme shows the life and works of these artistes and their struggle to perform the women's role.

9th JANUARY, 2012 Ludwig Van BeethovenThis programme attempts to depict the essence of what is Beethoven - why he is great and unique. Examples from his major compositions provides an average viewer with the pulse of Beethovan and an idea of his representative and unusual sound world. This programme essays the intense world of Bethovan's music and its evolution.

10th JANUARY, 2012 Price RevolutionEurope experienced a price revolution between the second half of the 15th Century and the first half of the 17th Century. In these 15 years, prices of commodities went up six fold. Among food grains, the price of corn shot up abruptly. The reasons behind the price revolution were the influx of gold and silver from the New World, the rise in population after the depopulation during the years of Black Death and shrinkage of agricultural land due to rapid urbanization. Prices that had been more or less stable in the last 200 years suddenly began to rise steeply. The inflation of 1470 to 1620 eventually petered out with the end of the initial rush of New World bullion. Prices remained steady around the high levels reached in the early decades of the 17th century, until the build-up of new inflationary pressures towards the end of the 18th century.

11th JANUARY, 2012 Giant MarvelCactus plants are the fascinating group in the entire plant kingdom. A cactus species named Cereus Urugaynus has attained a staggering height of 44 ft 9 inches in Myhre. It's the world's tallest home grown cactus in the world and has entered the Guinness Book of World Record for the second time in 1998.

12th JANUARY, 2012 Sexual Harassment at WorkplaceThis is a discussion on the issue of sexual harassment at workplace. The case of vishakha vs. the Government of Rajasthan is discussed in detail and also the Supreme Court directive thereafter. The procedure of filing a complaint with the cell and the cell's working

13th JANUARY, 2012, Anxiety and DistressThis programme discusses the problems people face, which are patient of anxiety and distress. It also gives the solutions.

14th JANUARY, 2012 Food ColoursProcessing of foods helps to avoid wastage of seasonal surplus of perishable food materials. Higher quantities of natural colouring agents when used in processed foods are likely to react with the nutritious. Scientists have attempted to find out abuse of non-permitted colours by collecting samples in the market. This programme educates the manufacturers and customers about harmful effects of non-permitted colours.

15th JANUARY, 2012 In Search of LightTwo islands, 5000 miles apart, share a common problem of electricity. Gosaba, in the Sunderbans, off the Eastern coast of India and Islay off the coast of Scotland are working towards a brighter future. Isolation from the mainland has been the reason for the non-availability of power. The islanders have decided to generate power in the island itself, with the available resources. Gosaba is using wood and diesel while Islay is harnessing the power of waves. Both are experimenting with natural resources to be self-reliant. Since Gosaba is using wood they have a strong resistance from the environmental lobby but they are making extra effort to ensure that the project does not lead to ecological imbalance.

A sharp contrast could be noticed in the experiences of a developed and a developing nation. Gosaba is a trading centre for the remote islands while Islay is an exotic tourist location and home of single-malt whiskies. Gosaba is still using kerosene lanterns while Islay has restaurants with dishwashers and microwave ovens.

16th JANUARY, 2012 Silence SpeaksMime is an art of creating and portraying scenes of our daily life solely by body movement. `Silence Speaks’, the programme on mime has referred to its history of invention in Italy, Greece, France and India. Mr. Jogesh Dutta, doyen of mine in our country, demonstrates the different aspects of mime together with his students. The resemblances and differences of mime with other performing arts like Ballet, drama, dance drama has also been incorporated in this programme. The role of music, make up, dress etc. are also dealt with in this programme.

17th JANUARY, 2012 Kshipra - Kal Aur AajKshipra has its importance both from the point of view of religion as well as history. It is commonly believed that there is no other river as holy as Kshipra. The town of Ujjain is situated on its banks, which explains its religious importance. Currently it is a victim of pollution. The present program deals with its history, its economic importance and also covers reasons for its pollution.

18th JANUARY, 2012 Plant ClinicPlant diseases are caused by a wide variety of plant pathogens. There are approximately 8000 species of fungi, 175 species of bacteria, 300 plant viruses and 500 species of nematodes that damage crops worth several thousand crores of rupees every year. Even neem, an insecticide is under threat by a fungus, which has resulted in almost 100% loss of fruit production. A Plant Clinic, a first of its kind in the country, was started at the Department of Botany, University of Mysore. The Doctors over here identify the diseased plants that are brought to the clinic and prescribe appropriate solution to the farmers. These kinds of farmer-friendly clinics are very necessary to protect the advances made in food production in India. The plant clinics in Universities provide expertise to the farmers in their region and help to save the crop. The concept helps in bridging the void between farmers and scientists to a large extent.The documentary produced by Ganta Ravi Kumar examines the viability of the novel concept called plant clinic. Mr. Keerthi Kumar has done the camera work. It is targeted at the farmers, undergraduate students of botany and allied disciplines and the scientists.

19th JANUARY, 2012 The Metal WickThe science of powder metallurgy helps make a variety of products for industrial applications. Such products besides being light in weight and corrosion – resistant, posses adequate mechanical strength. In addition, these are good thermal and electrical conductors. Using the principle of powder metallurgy, researchers at the Regional Engineering College, Calicut have developed metal wicks for kerosene stoves and lamps. How are the wicks made? This is the question that has been dealt in detail in this programme.

20th JANUARY, 2012 Oxidation Number - First principleRedox chemistry deals with change in oxidation numbers. This programme illustrates the rules for determining oxidation numbers of elements in compounds.

21st JANUARY, 2012 Synthetic EvolutionThe term evolution refers to the genetic changes in a population of organism that occurs over time and often used loosely to refer to the appearance of a new species, Earlier theories of evolution, for example Lamarckism and Darwinism dealt with origin of new species.The synthetic theory of evolution primarily focused on gradual changes from generation to generation. This is called synthetic as it fuses Darwin's concept of natural selection with information from the field of genetics, mathematics, embryology, paleontology, animal behaviour and other disciplines.In the first section of this presentation Dr. Arup Ratan Banerjee categorises the evidence of evolution into two parts - macroevolution and microevolution. There he establishes the associate model of synthetic theory of evolution under the purview of microevolution. The he derives Hardy - Weinberg equilibrium equation and explains how the synthetic theory of evolution can be tracked with this equation.In the concluding part Dr. Banerjee explains the Hardy-Weinberg equilibrium model in detail. Further, he clarifies different evolutionary forces like Random mating in Large Population, Non-random Mating, Mutation, Genetic Drift, Gene Flow and Natural Selection for understanding the synthetic theory of evolution.

22nd JANUARY, 2012 Hands behind Textile ProcessingThis programme explains the textile processing of gray cloth which is carried out manually in Rajasthan. The Programme discusses the whole process stage by stage e.g. gray store, enzime desizing, mercerising, kirt-boiling, bleaching, printing and dyeing, fixing. After washing and calendering and packaging. The programme also discusses the energy conservation by utilization of solar energy in drying of cloth, which is available throughout the year.

23rd JANUARY, 2012 KadambKadamb is supposed to have a religious significance in a traditional country like India. Kadamb is a fast growing tree along with mythological importance Kadamb has economic value also but now a days Kadamb tree is decreasing day by day. Therefore, the protection of Kadamb is very necessary.

24th JANUARY, 2012 Gene TherapyGenes are the basic functional units of heredity. Genes are located on chromosome which encode instructions on how to make proteins. Proteins perform most functions and make proteins. Proteins perform most functions and make up the majority of cellular structures. When genes are altered, the encoded proteins are unable to carry out their normal functions and genetic disorders result.Gene therapy is thus the technique for correcting these defective genes that are responsible for diseases or disorder. There are 2 main types of genes therapy techniques Somatic cell therapy and Germ line therapy. The FDA has not yet approved any human genes therapy product, and gene therapy has yet to prove itself successful is clinical trials.

25th JANUARY, 2012 Dowry DeathThe programme is a lecture on "Dowry death" by Prof. S.M. Afzal Qadri. In his lecture Prof. S.M. Afzal Qadri has discussed threadbare the dowry as a crime, its prevalence in Indian society, and the measures to tackle it. The expert has touched all aspects concerned with this crime against women and has suggested immediate redressel of the loopholes in the system. The lecture is significant for scholars and students of law and sociology.

In this programme we discuss two kinds of devices namely the flat plat collector and the focusing collector which are used to intercept solar radiation and convert it to thermal energy for heating water.

In performing the function of directing, the question of good leadership arises. EMMRC MADURAI

Production of E-contents for the Ist phase is in full swing to complete the target in stipulated time. During November 2011, the Director held discussions with the Dean, Principals of Colleges and academicians regarding the IInd phase of NME/ICT project of E-content development for the subjects Agriculture, B.Ed in Elementary Education, Bio-Chemistry and Carnatic Music. The Coordinators have been identified, the syllabus has been framed for all the subjects and script writing is in progress.

In addition to the production EMMRC is involved in training the faculty in E-content development in collaboration with the Academic Staff College, Madurai Kamaraj University. During November, 40 teachers from various disciplines from Tamilnadu were trained in E-content development. The Director addressed the teachers and

evaluated the e-contents developed by them.

Process is underway to get a dedicated 2 mbps net connection from BSNL and steps are being taken to purchase equipments through BECIL. Digitisation of old programs is in progress to revamp the library. EMMRC, Madurai has extended its support to The Department of Higher Education, Govt. of Tamilnadu in their venture to provide Technology Enabled Learning to the students of Tamilnadu.
