can media engage more to serve the ends of development without risking professional and ethical standards as well as sustainability? These important questions were examined by AMS-2012 in order to identify best practices which will enable media to harness a strong public trust and create impact in today’s society.The Consortium for Educational Communication (CEC), being one of the Affiliate Members of the AIBD, was invited to participate in AMS-2012 and the ITU-AIBD-ABU Regional Workshop on Digital Broadcasting: Opportunities, Business and Challenges held from 26 – 30 May, 2012 at Bangkok, Thailand. The Director, CEC and Director, EMRC, University of Kashmir together with Dr. Salima Jan, Research Officer, EMRC University of Kashmir and Dr. V. Jagadeeswar Rao, Research Officer, EMRC, Osmania University, attended the workshop and also the Summit.The ITU-AIBD-ABU digital broadcasting pre-summit workshop for the Asia Media Summit ‘Digital Broadcasting: Opportunities, Business and Challenges’ held on 26 – 28 May, 2012 aimed at to share knowledge with participants on the technology, regulation and business considerations necessary when planning the introduction of Digital Terrestrial Television Broadcasting (DTTB). Drawing on the Digital Broadcasting Roadmap documentation for making the transition, developed by the ITU, the workshop deliberated upon the Roadmap approach to develop country plans for this transition from Analogue to Digital Terrestrial Television broadcasting with the following objectives:- Digital Terrestrial Television Broadcasting Standards and

their Enhancements;- Status of DTTB transition in the Asia-Pacific region;- Country experiences on building national roadmaps for

transition to DTTB;

- Identification of critical issues in the transition and their resolution;- Transition experiences for various digital terrestrial television standards;- Incorporating new applications into the DTTB platform;- Digital Dividend: International Practices;- Commercial opportunities for DTTB.The parallel panels on various topics of Summit were attended by the CEC Group ensuring that the matters of interest to CEC and EMRC at large are not missed out. Appropriate clarification through Questions and Answers and CEC position with regard to Analogue Switch Over (ASO) was made clear. A large number of participants from audience showed their keen interest in accomplishment made by CEC concerning e-content generation, production of educational video programme for television, connectivity and appropriate device for delivery.

The Ministry of Human Resource Development (MHRD), Govt. of India, seem quite concerned to use all possible means of ICT in taking the education to the masses. As a result, NME-ICT has been launched to ensure appropriate connectivity, content generation, usage of satellite, launching more DTH Educational Channels and to develop quality parameters for contents.

A large number of institutions seem to be working in making the e-education a reality. However, for want of a proper designated coordinated agency, these efforts are very thinly spread and, as a result, have not been able to make conspicuous and visible shift from conventional to virtual education in the country. The CEC, an Inter University Centre of UGC, having the proven record of virtual education could therefore be asked to assume greater role as coordinator at national level in so far as content generation for television and internet is concerned.
