Winds, seas cut tug salvage short Weekend efforts to complete salvage operations on the grounded tug Seneca came to an early end on Saturday, when high winds and heavy seas at the remote grounding site halted work on the multi-step process. A Coast Guard announcement on Sunday said a barge and crew returned to Sault Ste. Marie late Saturday after removing more fuel and lubricants from the grounded tug.

The statement said the Coast Guard has not given up on salvage of the 67-year-old tug, despite the increasingly precarious winter weather of the open shore of Lake Superior, where Seneca went aground on a sand bar a week ago. The statement said salvage crews must await 24 hours of favorable weather conditions to resume work at the grounding site. Previously announced salvage plans include dredging around the stranded tug and excavation of a channel for returning the tug to deep water once Seneca is refloated. Heavy weather and high seas have hampered salvage operations since a contractor began removing fuel from the tug one week ago. The Coast Guard assumed control of the salvage operation, contracted out to a Detroit environmental response firm. Barges from Ryba Marine and tugs from Purvis Marine Ltd. have worked at the scene at various times through the salvage attempt.

CMA CGM to Acquire in Taiwan ?? Wan Hai Lines has denied suggestions that French liner company CMA CGM has approached the Taiwan ship-ping company for potential takeover talks, write Keith Wallis in Hong Kong and Andrew Spurrier in Paris. It was reacting to an online media report last week which said CMA CGM was in talks with a "Taiwanese container line" over a possible takeover. The carrier said the story implied Wan Hai was the target. Wan Hai's statement said the company "has not engaged in any sort of discussion with the French liner company relevant to takeover or merger and acquisition issues, although there has been co-operation on joint services in the past. "If it is true that CMA CGM officials are in Taipei to thrash out the deal, its counterparty may be another Taiwanese shipping line and (is) definitely not Wan Hai." Analysts speculated that it was unlikely CMA CGM would seek to buy either Evergreen Marine or Yang Ming Marine Transport. They pointed out that Evergreen would be difficult to acquire because of its links to other parts of the Evergreen group. At the same time, while the Taiwan government has been planning to sell its stake in Yang Ming Marine, any deal would be cumbersome and time consuming to finalize. Instead, analysts believed CMA CGM executives were holding talks about the acquisition of assets or the expansion of working relationships. These assets could include four 6,000 teu boxships on order by Wan Hai that would suit CMA CGM long-haul services. The ships are being built by China Shipbuilding with the first due for delivery next year followed by the remaining two in 2008. "We estimated Wan Hai Lines could generate a disposable gain benefit of $90m from the sale of these vessels to CMA CGM," said an industry insider. The final price would depend on final delivery dates and specification. The analyst believed there was less flexibility for Yang Ming Marine to sell its ships to CMA CMA because of its commitment to its CKYH alliance with Coscon, K Line and Hanjin Shipping. Sources doubted if CMA CGM would be interested in terminal assets because of continued doubts over Taiwan's growth prospects in container shipping. CMA CGM itself confirmed that it was not seeking to take over Wan Hai but offered no information about any acquisitions the group might be planning in Taiwan. "The rumour about Wan Hai is not correct and we regret this false information," said a spokeswoman.

ROBBERIES IN ANGOLA, ARGENTINA AND GHANA

SEVEN robbers armed with knives boarded a chemical tanker at Tema, Ghana on 1 December and tied up the duty AB's legs and hands and kept him at knife point, according to the latest International Maritime Bureau’s Weekly report. The robbers entered forecastle store and stole ship's stores and lowered them into a canoe waiting alongside. The AB

untied himself and reported to the Duty Officer who raised alarm and informed port control. A patrol boat arrived and searched the surrounding area but could not find the canoe or robbers. In an incident at Luanda Roads, Angola, robbers in small boats boarded a ro-ro ship via the anchor chain. They escaped when they realized the crew had detected their presence. The locks on the forepeak store had been forced open but nothing stolen. The ships master advised all ships bound for Luanda to maintain a vigilant anti-piracy watch and have all main deck lights on. Meanwhile suspected robbers in Argentina ended up under arrest after attacking a general cargo ship at km 346 Parana River Anchorage. Seventeen robbers boarded and proceeded to destroy communication equipment on board, broke into containers and stole electronic and other goods from the vessel. The robbers escaped in a boat. However the vessel contacted a naval base which responded by sending three naval cutters. The navy succeeded in intercepting a boat and the suspects were arrested and stolen goods confiscated. The suspects face trial at a local court.

CSAV ships hit A union campaign targeting containerships in the CSAV service has forced another German owner to the negotiating table, but an aborted boycott may have let one off the hook The Liberian-flag, 1,730-teu CSAV San Antonio (built 1996), owned by Ernst Russ, was boycotted in the ECT Terminal in Rotterdam on 11-12 December. Polish ratings on the containership are earning $1,000 gross a month, according to German union Ver.di, but under the new International Transport Workers Federation (ITF) agreement should now receive $1,517.

Hamburg-based Ernst Russ say they are still negotiating with the union on an agreement. But the Vorsetzen-owned, Liberian-flag, 2,500-teu Christiane Schulte (built 2002), after being delayed in Rotterdam and then in Hamburg, sailed without an agreement to negotiate when, Ver.di say, the German dockers had to break off from their action to join a protest against port privatisation. The union says it can wait until the next time the ship comes to Hamburg. Vorsetzen of Hamburg were unable to respond immediately to TradeWinds. Another German owner with CSAV-chartered units, Oskar Wehr, has agreed to cover two Marshall Islands-flag ships with ITF agreements - the 2,670-teu CSAV Rio Baker (built 2002) and the 1,762-teu CSAV Montreal (built 1999) - after the former was boycotted in Hamburg earlier this month. A third Oskar Wehr ship, the Marshall Islands-flag, 2,524-teu Callao Express (built 2002), that was also covered by a new ITF agreement is on charter to Hapag-Lloyd. The ITF unions are targeting CSAV because, they claim, it operates ships without agreements and crew are often under-paid. Leen van der List of Dutch union FNV Bondgenoten said CSAV ships face action including boycotts and go-slows in Rotterdam, Hamburg and Antwerp and in England. But all the ships so far targeted are German-owned, while another German owner, Peter Dohle, is a major shareholder in the Chilean company. Meanwhile Ver.di is meeting with the ITF this week in a fresh bid to resolve the deadlock with UK officers’ union Nautilus over negotiating rights on ships operated by Blue Star, the Hamburg subsidiary of Maersk.

Two Dead in Caspian Explosion An explosion onboard a vessel under repair in the Caspian Sea has left two men dead and another six injured. The incident occurred at around 16:30 local time (12:30 British States time) on Monday due to technical failures onboard the vessel as it was being repaired at the Paris Commune repair facility, the Azeri-Press Information Agency (APA) reports. APA names the ship, which is owned by the Caspian Shipping Company, as the Shemkir. However, there is no vessel with this name in the fleet leaving the most likely suspect as the 12,334-dwt oil tanker "Shamkhor" (built 1975). TradeWinds contacted the Baku office of Caspian Shipping on Monday but was told there was nobody from management available to take calls and was advised to call again on Tuesday morning. APA’s report says that two men were killed and five of the six injured people have been taken to hospital. An investigation is underway involving the ship’s owner, the Emergency Ministry’s office and the General Prosecutor’s office. The Paris Commune is a 13-hectare facility on the Caspian Sea designated for ferries and technical ship repairs. The Azerbaijan-flagged Shamkhor is registered with the Russian Maritime Register of Shipping.

54th Ship to Depart James River Reserve Fleet

The Vulcan was scheduled to be towed from the James River Reserve Fleet on Tuesday, December 19th. It will be the 54th ship to leave the James River site for recycling since January 1, 2001. The Vulcan, a former Navy repair ship built in 1941, which will leave the James River site to be dismantled at Bay Bridge Enterprises, LLC, of Chesapeake, Va., under the terms of a contract worth $494,000. The Vulcan has a small niche in Naval history. Until 1978, the only Navy ships to carry women on duty were hospital ships. That year, the Vulcan became the first non-hospital Navy ship to carry women on active duty. The Vulcan is expected to pass under the James River Bridge approximately two hours after the departure. However, be advised that such times vary widely depending on weather and other conditions.

Syncrolift for Techport Australia Rolls-Royce is to provide the Government of South Australia with an A$50 million (US$39 million) Syncrolift shiplift which will be a key element of a major new shipbuilding and ship repair development at Techport Australia, a naval shipbuilding complex being developed by the Government of South Australia. The Syncrolift will have capacity for ships of up to 9,300 tons, including the Royal Australian Navy's new Air Warfare Destroyers which will be built by ASC at Techport Australia in Adelaide. Rolls-Royce will team with a variety of South Australian businesses to build the 156 m long Syncrolift. It will go into service in 2009 and will include a ship transfer system from Norwegian company TTS which will move vessels between the Syncrolift and maintenance/build berths on shore. Techport Australia will be designed to permit a future increase of the Syncrolift to 210 m, with capacity for Panamax-size ships. Another Syncrolift is already in operation at ASC, next to Techport Australia, which services Collins Class submarines. The RAN operates another Syncrolift at its Darwin Naval Base.

Carnival Corporation & plc announced that it has exercised an option for a new 130,000-ton ship for its Carnival Cruise Lines brand. The new vessel, which will have 3,652 lower passenger berths, will be built by Italian shipbuilder Fincantieri at its Monfalcone yard at an estimated all-in cost of 565 million euros. The three-year agreement with Shell Offshore involves the 9,100–gt Fennica (built 1993) and 3,400–gt Tor Viking (built 2000). No financial details were available. Fennica is owned by Finstaship, but Tor Viking will be chartered in from Trans Viking Icebreaking & Offshore, the joint venture between Viking Supply Ships and Rederi AB Transatlantic, which this week ordered two anchor-handlers in Spain. The icebreakers will be used for towing oil rigs, anchor handling and maintenance work in arctic conditions. Shell will start drilling in the region in 2007. Finstaship operates 22 ships, mainly passenger and freight ro-ros and icebreakers.

AIRCRAFT / AIRPORT NEWS Delta Airlines wijst overnamebod US
