Carnival, Royal Caribbean, and Norwegian: 3 Largest Cruise Lines in 2014

The three largest cruise lines in the world ranked by passenger capacity are Carnival Cruise Line, Royal Caribbean International, and Norwegian Cruise Line. Norwegian moved into the top three this year after the 4,000 passenger Norwegian Breakaway and Getaway were added to their fleet.

This data comes from the Cruise Industry News Annual Report and takes into account cruise ships that will be in service during 2014-2015. Norwegian passenger capacity jumped 19% in 2014 and now stands at

1,722,400. This number is based on double occupancy and does not include 3rd or 4th berths in cabins.

Princess Cruises jumped up to the 4th spot with a capacity of nearly 1,600,000 passenger berths. This is a 18.5% gain over 2013. The 3,600 passenger Royal Princess entered service in the summer of 2013 and the Regal Princess will make her debut in a few months. Rounding out the top 5 is Italian brand Costa Crociere. The 3,700 passenger Costa Diadema is scheduled to be launched in October 2014 which moves Costa slightly ahead of MSC which is currently in 6th. MSC had the 3rd highest passenger capacity in 2013 when the MSC Preziosa was added to the MSC Fleet. However, MSC has not announced any future cruise ships, although there are many rumors of new ships coming in 2016. New cruise ships that will make their debut in 2014 are Royal Caribbean’s Quantum of the Seas, Costa Diadema, Norwegian Getaway, and the Regal Princess. Source : cruisefever.net

Carnival Corporation Renews Marketing Campaign

Carnival Corporation is Miami, Florida’s cruise company. The company holds shares priced at $39.19 and a market capital of $30.42 billion. The company P/E is 28.25. The company’s stock price holds 52 week high of $41.89 and low of $31.44.

The volume of stocks which the company trades is 67,400, while the average ratio is 3.62 million. Besides, the dividend to yield ration of the company is 0.25 to 2.5. EPS is 1.39. Outstanding share are 776.24 million. Beta is 1.40.

Carnival Corporation is the cruise operator with a difference. The company has been struggling on the revenue and income growth front. It has been affected over the past few years by the fall in the number of consumers. The number of clients using Carnival has fallen because of economic austerity measures adopted by them in testing economic conditions.

Carnival Corporation has noticed a fall in the margins, while high costs are the new standards. Besides, the rather unwanted publicity has also meant Carnival has seen much confusion on the service front.

The worst point of public relations for this largest cruise operator in the world was he mishap off Italy, on the Costa Concordia, where over 30 people were lost. It was also at the receiving end of some bad publicity following the failure of air conditioning and plumbing facilities on the cruise.

On the financial front, the company is known to offer cash dividends, though these are a pressure on the company.

Carnival Corporation is however looking at a high scale of revival with an all new marketing campaign in place. The revenue and the net income in the fourth quarter too saw an upward trend as the ticker prices saw a revival. The company will now expect to outpace competitors such as Norwegian Cruise Line as well as the Royal Caribbean, given the high level of social media network leverage the company has engaged in.

TRANSAS wins to supply equipment for Jan De Nul's multipurpose offshore support vessel

Transas Group has won in a bidding process held by the Croatia based Uljanik Brodogradilište Shipyard, and has received approval from the customer Jan De Nul Group, to supply navigation equipment for a multipurpose ship (Hull No NB507), the company said in a press release.

The 10,500DWT, 138-meter-long vessel was designed for trenching and offshore support, as well as for subsea rock installation and cable laying. The package supplied by Transas includes the GMDSS radio communication equipment, a radar, ECDIS, a log, an echo sounder and other navigation systems.

Under the contract terms Transas is to supply all the equipment for the ship outfitting no later than October 2014 with following installation and pre-commissioning. The ship construction will be supervised by Germanischer Lloyd SE.

St. Petersburg-headquartered Transas Group, founded in 1990, is now a leading developer and supplier of software, integrated solutions and hardware technologies for the aviation and marine transportation industry, including both onboard and shore-based applications. Libya threatens to bomb North Korean ship unless it leaves the country

Libya threatened to bomb a North Korean-flagged tanker at an oil terminal in the restive east if it does not leave port, saying it was loading illegally. Separatist militants blockading the Sidra facility in eastern Libya attempted to load crude aboard the ship the Morning Glory in the latest challenge to central government control.

The self-proclaimed government of Cyrenaica in the east, the political wing of the separatists, said oil exports from Sidra had now begun. "We announce to Libyans and to the whole world that we have begun exporting oil," said Rabbo al-Barassi, who heads the Cyrenaica executive bureau formed in August by federalist activists.

"We are not defying the government or the congress [parliament]. But we are insisting on our rights," he said.

Protesters at eastern oil ports are demanding a restoration of the autonomy the eastern region was granted in the first decade after Libya's independence in 1951.

They have also accused the authorities of corruption and are demanding a more equitable distribution of oil revenues.

Deputy Defence Minister Khaled al-Sherif said a "crisis committee" of government officials and lawmakers had issued an ultimatum for the oil tanker to leave Libyan territorial waters. "If the ship doesn't comply, it will be bombed by the air force or intercepted at sea by the navy," Sherif warned.

A member of parliament and committee member said the deadline expired without any action being taken. Washington's envoy to Tripoli warned on Twitter that any cargo deemed to have been loaded illegally would face international sanction.

"Companies that engage in illicit trade with separatist groups in Libya risk liability in multiple jurisdictions," US ambassador Deborah Jones tweeted. "The only entities authorised to sell Libya's oil are the Libyan National Oil Corp, its subsidiaries JV partners," she added. Acting Oil Minister Omar Shakmak denounced the move as an "act of piracy".

"This is a violation of national sovereignty. It is up to the defence ministry to deal with this ship," he said, without elaborating.

Yesterday's incident was the latest in a stand-off between the government and militants over exports, which are the principal source of revenue for the North African country. Oil installation guards launched the blockade of key petrol sites last July, initially over price rises but later also to call for autonomy for Cyrenaica, cradle of the 2011 revolt that toppled Muammar Gaddafi. In January, the navy prevented two tankers from docking in Sidra to take on crude. Source : South China Morning Post

McDermott wins a transportation and installation contract in Brunei

A subsidiary of McDermott International, Inc. (MDR, “McDermott”) has been awarded a contract by Brunei Shell Petroleum Company Sdn. Bhd. (BSP) to transport and install offshore structures for Champion Waterflood B2/3, the Company said in a press release.

The scope includes the transportation and installation of four jackets in 25-30 meters of water depth. The project is included in McDermott’s fourth quarter backlog, with completion expected in the third quarter of 2014. “Brunei Shell

Firefighting starts on Crowley container barge off the Bahamas

Firefighting efforts began on Friday to put out a container fire on a barge off the Bahamas. According to the United States Coast Guard (USCG) a fire fighting tug arrived at 0230 hrs on Friday and a second firefighting tug is enroute. The barge being towed by the tug Patriarch is about 40 miles southeast of Freeport, Bahamas. “There continues to be no threat to the general population or the seven crew members aboard the 127-foot tug Patriarch,” USCG said.

“The Coast Guard cutter Robert Yered is on scene to assist with communications between the vessels involved and to provide search and rescue efforts if necessary.” Source : Seatrade Global

ABS to class two newbuild offshore construction vessels

ABS, the leading offshore and maritime classification society, has been selected by Edison Chouest Offshore and Island Offshore through the company Island Ventures II LLC to class two next-generation offshore construction vessels (OCVs), the classification society said in a press release.

The ULSTEIN SX165 design vessels, ordered through Island Ventures II LLC, will be built at Ulstein Verft in Norway and Edison Chouest’s LaShip yard in Houma, Louisiana, in the US.

The OCVs will be 28 m wide and 145.7 m long with accommodations for 200 people. They will be equipped with one 400-metric-ton crane and one 140-metric-ton crane, a large moonpool measuring 11.2 x 12 m, and two smaller moonpools with remotely operated vehicle installed in a centrally located hangar. The vessel has three separate engine rooms to provide extreme operational reliability.

The vessels design provides for crew comfort and safety in accordance with international regulation ILO Maritime Labour Convention and features four lifeboats, two on each side. In addition, the vessels are equipped with SCR catalyst systems for NOx emission reduction. According to Ulstein Verft, this will be the largest vessel to date to be built at the yard and is the company’s largest single shipbuilding contract. A KEEN sailor left more than half a million pounds of his life's savings to help fund a new lifeboat. Michael Stevens originally bequeathed his beloved yacht, Jasba, to the Royal National Lifeboat Institution in October 2012.

But the crew, based at Harwich Lifeboat Station, were even more amazed to find he had left them a further £540,000 in his will. Mr Stevens, who had lived all his life in Serpentine Walk, Colchester, had once been helped out by the Walton lifeboat crew after a line from a lobster pot became tangled close to the rudder.

On Sunday at an emotional presentation at Harwich Lifeboat Station, friends of Mr Stevens handed over the cheque to the lifeboat charity and Ms Benton was presented with a framed photograph of the lifeboat in action, with personal messages written from the crew. UECC orders two, dual-fuel LNG, pure car and truck carriers

United European Car Carriers, which is jointly owned by NYK and Wallenius Lines, has signed a contract to construct two dual-fuel LNG Pure Car and Truck Carriers (PCTCs), NYK said in its press release.

The contract has been signed with Kawasaki Heavy Industries, and the vessels will be constructed at the shipbuilder’s joint venture NACKS shipyard in Nantong, China. Deliveries of both vessels will be in the second half of 2016.

The vessels will be 181 meters long and have a 30-meter beam. They will be Finnish/Swedish ice class 1A Super vessels, thus allowing for full-year trading in the Baltic area. Each ship will be capable of transporting approximately 3,800 standard-sized vehicles over its 10 decks. A significant amount of the cargo capacity can also be used to transport high and heavy cargo, in addition to cargo loaded onto MAFI trailers. The deck configuration will be optimized for both current and expected cargo mixes.

The vessels will be capable of operating on either (1) LNG fuel or (2) heavy fuel oil and marine gas oil, thus providing greater flexibility and efficiency. These ships will be the first PCTCs to be fitted with an LNG-fuel propulsion system and will be able to complete a 14-day round voyage in the Baltic using solely LNG fuel for main engine and auxiliary power generation.

LNG is recognized as the cleanest and most environmentally friendly choice of fuel suitable for marine transport. The use of LNG significantly reduces CO2 emissions, as well as almost eliminating sulphur oxide emissions and other particles. According to UECC CEO Glenn Edvardsen, “The LNG installation is a pioneering design and will be one of the largest employed on a commercial vessel and the largest yet of its kind on a pure car and truck carrier. We are proud of the exciting step UECC is taking towards greener and more environmentally friendly shipping.” The vessels will

employ a number of other design elements and technologies to help reduce fuel consumption and emissions, ensuring safer and more efficient operations. With a capacity for approximately 3,800 cars, these ships will be the largest PCTC-type vessels specifically designed for transiting the Baltic and other ice-prone areas. “UECC will be able to provide our customers with transportation in the Baltic area with unparalleled efficiency, reliability, and superior environmental performance,” Mr. Edvardsen stressed. Australia: Senate sends strong message on Great Barrier Reef

The Australian Marine Conservation Society has welcomed the Federal Senate’s strong message to Environment Minister Greg Hunt that dumping dredge spoil in the Great Barrier Reef’s waters is unacceptable. The Senate has passed a motion calling on the Abbott Government to revoke its approval of the Abbot Point coal port expansion.

The Senate will also vote on an inquiry into environmental offsets used by the Federal Government in approving developments, including specific consideration of North Queensland Bulk Port’s Abbot Point dredging project.

AMCS Great Barrier Reef campaign director Felicity Wishart said the motion was overdue recognition that the approval of dumping Abbot Point dredge spoil in the reef’s waters was unacceptable to the community, tourism operators and scientists.

“The Federal Senate has today stood with the vast majority of Australians who agree dredging and dumping in the Great Barrier Reef Marine Park should be banned outright,” Ms Wishart said. “Minister Hunt should listen to the Senate and community and end this risk to the health of the Reef. Apart from its breathtaking beauty, the Reef is worth $6 billion in tourism and generates at least 60,000 jobs. western Turkish city of Izmir en route to Tunisia. The ship, with 14 personnel aboard, ran aground on the northwestern shore of Mykonos at 03:30 GMT on Friday night. The Greek coast guard announced that 11 of the crew were rescued by coast guard boats. Helicopters were sent to the scene to rescue the remaining three. There were no reports of any injuries. Yet another Navy mishap, a commander dies

An Indian Navy officer has been killed in a gas leak on a ship under construction at the Mazagaon dock in Mumbai.

The officer, Commander Kuntal Wadhwa, died today after a malfunction in the ship's carbon dioxide unit caused gas to leak during machinery trials. The yet to be commissioned ship is one

of three Kolkata class destroyers being built under the Navy's Project 15 A. A Navy press release said the officer and some other personnel were affected and had been hospitalised. It was later confirmed that the officer had died.

The warship is one of the most advanced vessels made in India and is fitted with state of the art weaponry and sensors. Only last week, two officers were killed in a fire aboard a Navy submarine INS Sindhuratna, which had been refitted and was being sea-tested. Navy chief Admiral DK Joshi had resigned owning moral responsibility for that and several other accidents in the last few months, including the blast that sank another submarine INS Sindhurakshak in August last year, killing all 18 sailors and officers on board.

Navy rescues Canadian military ship, crew

A Canadian navy ship disabled by an engine fire pulled into Pearl Harbor under tow Thursday morning with nearly 300 sailors aboard. U.S. Navy tug boats guided the HMCS Protecteur to a pier after making a slow journey from Pacific Ocean waters north of Hawaii. The ship is based at Canadian Forces Base Esquimalt, near Victoria, B.C. The ship got help from the U.S. Navy after the fire broke out last week, leaving 20 sailors with minor injuries, the Royal Canadian Navy said. The fire engulfed a space as large as a school gymnasium, three or four stories high. The Canadian navy said a doctor treated sailors for dehydration, exhaustion and smoke

inhalation. Sailors came off the ship having not shaved or showered in a week. The ship lost power amid the fire and did not regain it during the trip to Pearl Harbor. Commodore Bob Auchterlonie, leader of the Canadian Pacific Fleet, said the ship encountered “an absolute worst-case scenario” of a major fire on board a tanker in the middle of the ocean at night, compounded by the power loss. “The leadership on board, the professionalism of the sailors and the courage displayed to get through this has been absolutely exceptional,” he said after meeting the ship. Auchterlonie expressed his gratitude for the U.S. Coast Guard and U.S. Navy’s help during the ordeal. “I can’t thank them enough for the great job they did in helping our sailors get back to port safely,” he said. Petty Officer 2nd Class Shawn Mosson said he had just sat down to have a cup of coffee in the cafeteria when he heard the alarm. He immediately went down below and grabbed a hose to cool off the deck. The heat was so intense, his eyeglasses melted when he set them down. “Our boots were starting to melt to the deck from the heat,” he said. “(We were) overcome with smoke. You couldn’t see your hand in front of your face.” Mosson, from Brandon, Manitoba, said his training kicked in and his mind went blank as he focused on fighting the fire. Now that he’s back on land, Mosson said he’ll first take a shower — “a very long one at that.” He’s looking forward to returning to Canada. “As soon as I get home, I’m going to grab my wife, my son, my stepdaughter and I’m never going to let them go,” he said. The fire was under investigation, and Cmdr. Al Harrigan of Maritime Forces Pacific Headquarters said getting the ship back to a dock was the first step in that process and eventually guiding the vessel back to Canada. The 44-year-old Protecteur was on its way home from a three- to four-week deployment, he said. The Protecteur is a supply ship that refuels and provides food and parts to other navy vessels at sea. Earlier this week, an American guided-missile destroyer took 19 relatives of the Canadian crew back to Hawaii. The family members had been traveling with the Protecteur as part of a regular program allowing relatives to join crews on return trips from long missions. The rest of the crew stayed with the Protecteur, except for one crew member who cut his hand, Harrigan said. The tow was initially complicated by rough seas that caused the tow line to break Sunday. USS Pinckney (DDG 91), an Arleigh Burke-class guided-missile destroyer, is en route to the southern coast of Vietnam to aid in the search efforts of the missing Malaysia Airlines flight MH370, March 8. Pinckney was conducting training and maritime security operations in international waters of the South China Sea. Egypt to purchase four warships from France

Egypt is about to acquire four Gowind-class corvettes from France in a $1.38 billion (€1 billion) deal, French newspaper La Tribune said on Thursday. According to La Tribune, the deal between Egypt‘s navy and the French Naval Defense Company DCNS consists of four small warships that weigh 2,400 tonnes each.

They are equipped with surface-to-air VL Mica and sea-skimming Exocet missiles, according to Egyptian daily al-Ahram. The French company won the bid against Germany’s ThyssenKrupp Marine Systems (TKMS) and the Dutch Damen Group. La Tribune also said the Egyptian Air Forces purchased nine transport aircraft from France-based Airbus Group. Source : Alarabiya

Hollande to continue cooperation with Russia, Mistral helicopter carriers to be supplied

France continues to comply with the terms of the contract and will supply Moscow with two Mistral-class helicopter carriers, French President Francois Hollande announced. "We keep to the terms of the signed contracts. Right now we have no plans to cancel them and we hope to avoid this," Hollande said at a press conference on Friday.

The Russian JSC Rosoboronexport and the French company DCNS signed a contract to build two helicopter carriers in June 2011. The United Shipbuilding Corporation has been involved in this transaction as a subcontractor to STX France shipyard in Saint-Nazaire.

went for builders sea trials in the French port of Saint-Nazaire. The ship was floated out on October 15, 2013. The Russian navy will receive the ship this fall. After that the helicopter carrier will be equipped with weaponry.

There were multiple stages in the process of the Vladivostok’s construction. The Baltic Shipyard (part of the United Shipbuilding Corporation) had built the after body, which was then sent to Saint-Nazaire and conjoined with the fore body built by STX France shipyard.

The military department is currently updating the ships of the amphibious forces, Russian Defense Minister Sergey Shoigu said earlier at a conference call. " In 2015, the Navy is going to have the Ivan Gren landing craft carrier, as well as two helicopter carriers - Vladivostok and Sevastopol,” Shoigu said. The length of the Mistral-class carrier is 199 meters, the width - 32 meters, the depth at the flight deck - 27 meters, the draft at displacement level of 22.6 tons - 6.42 meters, the maximum speed at draft of 6.42 m - 18.5 knots, the crew - 177 people, the number of passengers - 481.

The first pile of the future quay for the Vladivostok amphibious assault ship, - the Mistral-class lead ship for the Russian Navy, was driven in, in Ulysses Bay near Vladivostok, on February 11th . The lead ship is expected to be able to cast anchor there by autumn 2015, while the entire system of quays is due to be built by late 2017. The lack of up-to-date infrastructure has been the scourge of the Russian Navy since when Russia was an Empire. The weak overhaul base of Vladivostok and Port Arthur had largely exacerbated the plight of Russia’s 1st Pacific Squadron during the Russo-Japanese War of 1904-1905. Circle during the Second World War. Finally, the Soviet Navy, armed with nuclear missiles, failed to get an appropriate infrastructure during the Cold War years. The shortage of docks, properly-equipped quays, no power feeding for waterfront facilities etc. caused many ships to lie out, while using their own resource.

The first effort to improve base infrastructure on the Pacific was made at the Vilyuchinsk base, where the first Pacific submarine of the Project 955, Alexander Nevsky, is due to arrive later this year. The Vladivostok naval base has also been brought up-to-date, with the quays almost fully rebuilt by the APEC summit, and other infrastructure elements, from warehouses to barracks, largely renovated. But the Vladivostokamphibious assault ship will be based a little farther, in Ulysses Bay. Change in infrastructure is expected to:

1. Increase the at-sea to in-port ratio of the Fleet, which means the vessels will be out in the ocean longer than now.

2. Increase the life cycle of vessels and largely decrease the wear and tear of the ships.

3. Improve the combat training standards of the crews who will be exempt from all fatigue duties while their ship is at base, so they can focus on training and have some rest.

4. Make the Fleet’s preparation for likely combat action easier and faster.

Aside from Russia’s main naval bases in the Far East (in Vladivostok and Vilyuchinsk), Russia has built or is setting up a number of minor mooring places, for example, in Primorye Territory, on Sakhalin Island and the Kuril Islands. Russia is thus providing infrastructure for a likely operations theatre in case of a hypothetical war, for example, for the southern part of the Kuril archipelago. Once the bases here are updated, they will make the Pacific Fleet more effective and will provide for deploying reinforcements, for instance, from the Northern Fleet, reinforcements that could arrive by the Northern Sea Route.

No less important than the construction of quays and/or docks is the revival of auxiliary ships that should ensure the operation of combat ships at major distances from their homeports, on the assumption that foreign naval bases are unavailable. Russia is already building supply vessels, oil-tank ships, and transport ships that will hopefully ensure the operation of the Pacific Fleet in far-away seas by the time the Fleet will have got new ships.

The Vladivostok amphibious assault ship is due to become the first to reinforce the Pacific Fleet Surface Forces in 2015. The Sevastopol ship of the same class is scheduled to arrive in the Far East two years later. Russia has always had more problems with maintaining aircraft carrying ships, than building them. USS Taylor heads to Crete for repairs after running aground in Black Sea

A Navy frigate moored inTurkey since running aground in the Black Sea last month is being towed to Crete for repairs.

The USS Taylor will have its propeller hub and blades replaced at the Navy base in Souda Bay, a process expected to take several weeks, a spokesman for U.S. Naval Forces Europe-Africa said. The ship will then finish its deployment in European and Middle East waters. A contracted tug boat began moving the ship on Friday.

The Taylor ran aground while attempting to moor in Samsun, Turkey, on Feb. 12, and has remained pier-side for damage inspection since the incident. No one was injured during the grounding.

Cmdr. Dennis Volpe, the ship’s commanding officer, was relieved of duty after an initial inquiry into the incident, with another officer taking interim command.

The guided-missile frigate entered the Black Sea on Feb. 4 with the amphibious command ship Mount Whitney. The Navy called the visit routine, although it was timed around the Sochi Olympic Games and was announced by the Pentagon in January, after terrorist groups threatened to disrupt the events at the Russian Black Sea resort. As the Taylor departed Samsun on Friday, another Navy warship entered the Black Sea. The guided-missile destroyer USS Truxtun passed the Bosporus Strait on the way to engagements with Bulgarian and Romanian navies, according to a photo tweeted by Agence France-Presse. The Truxtun, part of the George H.W. Bush Carrier Strike Group, enters the Black Sea at a time of heightened tensions on Ukraine’s Crimean Peninsula, where Russian troops have taken over key military installations. Cochin Shipyard to develop dry dock in Chennai

With the private sector not participating in the ₹250-crore tender for a dry dock and ship repair facility at the Chennai port, Cochin Shipyard Ltd (CSL) is likely to be roped in for the project, according to reliable sources. CSL, a public sector enterprise, has shown interest in developing the dry dock and ship repair facility at the Chennai port. There was no response from the private sector to participle in the tender called by the Chennai Port Trust towards the end of last year.

Even in the pre-bid meeting, only CSL and one private player, Tebma Shipyards participated, said the ChPT source who did not want to be named. Even CSL did not submit a bid, but put in an application after the tender process ended. This could be treated as an ‘Expression of Interest’ for the project since it was PSU.

According to the source, N Muruganandam, Joint Secretary (Ports), Ministry of Shipping, suggested in a recent ChPT board meeting that CSL’s application could be considered as EoI and the project awarded after mutual agreement on

the terms and conditions of the bid, the source said. There have been instances of government sector ports entering in to agreements with other PSUs on mutually agreed terms and conditions to develop facilities and port operations.

The source said CSL has sought time to undertake a techno-commercial feasibility study before committing to take up the project. There were also issues relating to payment of upfront tariff for the bid, payment of ₹18.91 crore for taking over assets of the port, security deposit, performance security, earnest money deposit and annual lease rent, which could be finalised only after the ChPT board’s approval.

CSL has urged the ChPT to waive the EMD as both are PSUs under the shipping ministry,, the source said.

The Chennai port handles around 2,000 ships annually but only has a slipway to repair the port’s crafts. The planned dry dock facility will cater to vessels up to 65,000 dead weight tonne. The port’s timber pond and boat basin used for berthing small crafts and the slipway have been considered for the project.

On the East coast, Hooghly Dock and Port Engineers at Kolkata has a repair facility for small vessels, and L&T Kattupalli port at Ennore is yet to start its operations in a big way. Large vessels now go to shipyards in Singapore for dry docking, while dredgers, tugs and cruise boats go to Colombo for repairs. Gas import: KSEW offers to construct LNG vessels, tugboats

Karachi Shipyard and Engineering Works (KSEW), a shipbuilding company, has offered its services for constructing liquefied natural gas (LNG) carrying vessels and tugboats for the import of gas. “The Ministry of Defence Production is going to send a summary to the prime minister for approval in this regard,” a source said quoting officials who attended a meeting of the Economic Coordination Committee (ECC) on February 26. KSEW is the only shipyard and the oldest heavy engineering concern in Pakistan, catering to needs of shipbuilding, ship repair and general heavy engineering. According to sources, Port Qasim Authority (PQA) has sought financial assistance from the government for the purchase of tug boats and other ancillary works required for operational readiness of the port’s channel for handling LNG import. Officials told the ECC that Elengy Terminal Pakistan Limited (ETPL) had been declared successful bidder and Sui Southern Gas Company (SSGC) had initialed an LNG services agreement with the bidder on January 17, subject to approval of the ECC. Under the project, ETPL will handle a minimum of 200 million cubic feet of LNG per day (mmcfd) in the first year and 400 mmcfd in subsequent years for delivery to SSGC. The contract will be for 15 years starting November this year. The bidder is required to meet all national and international standards by obtaining a licence, permits, authorisation and approval for safe and secure handling of LNG at the port. The ECC was told that the Ministry of Petroleum and Natural Resources had nominated Pakistan State Oil (PSO) as its designated entity for negotiating an LNG sale-purchase agreement with Qatar’s designated entity Qatar Liquefied Gas Company Limited (Qatargas). PSO and Qatargas have signed a confidentiality agreement and have also exchanged the draft of Heads of Agreement, which will form the basis for LNG supply. PSO and SSGC will enter into an agreement for LNG offtake under a commercial transaction structure. ECC members told the meeting about issuance of a letter of comfort by PSO to the effect that in case of failure to import LNG, the company would be obliged to pay capacity charges to ETPL. Some officials were shocked to know and asked how PSO would pay capacity charges when it had no firm deal for LNG import from Qatar. “The LNG terminal project will cost $200 million and will bring $2 billion in income, this is not a bad deal for the developer,” an official remarked, saying PSO would have to pay $11 million per month to the terminal operator like rental power plants (RPPs) even if the company did not get supplies. Sources familiar with the development said the terminal operator would recover the entire project cost just in one and a half years. “Keeping in view the situation, the ECC expressed concern and directed PSO to conduct due diligence as capacity charges would (eventually) be borne by the taxpayers,” the official said. The Ministry of Petroleum will also explore the possibility of arranging LNG supplies through international competitive bidding. It was explained that it was imperative for SSGC to enter into a services agreement with ETPL as approved by its board of directors for timely completion of the terminal for handling imports by the start of next winter. Contract worker killed in accident at Navy Ship Building Centre

A metal-sheet fell on labourers when hydro-pressure test was done on the hull of a submarine under construction

One worker died and two others were injured in an accident at the Navy Ship Building Centre in Visakhapatnam on Saturday.

According to reports, the mishap occurred when a hydro pressure test was being done at the centre, reportedly on a submarine. A small explosion occurred resulting in the death of one worker Rajan and injuries to two others. There was, however, no confirmation from the Navy. “There was no explosion or fire. A huge iron sheet fell on the workers when they were working at the centre resulting in the death of one worker and injuries to two others,” Police Commissioner B. Shivadhar Reddy said.

Guizhou to spend US$326.6 million on waterway construction in 2014

SOUTHWESTERN Guizhou province plans to invest CNY2 billion (US$326.6 million) on waterways construction in 2014, 48 per cent more than it did in 2013, reports Xinhua.

The provincial government plans to complete the construction of Wujiangdu-Gongtan navigation project and Sanbanxi reservoir area navigation project, to increase 431-kilometre Class 4 new waterways and 85-kilometre Class 5 waterways to raise its total high class navigation projects to reach 700 kilometres.

Also earmarked for this year, it will build 15 berths of 500 tonnes and seven 300-tonne cargo and passenger comprehensive berths. The provincial port terminal annual cargo throughput is expected to hit 25 million tonnes in 2014. Source : Asian Shipper

Petroleum Commission orders MODEC to formalize contracts

The Petroleum Commission has directed MODEC to with immediate effect, formalize contracts with Seaweld Engineering Limited after their operations on the Kwame Nkrumah FPSO vessel were terminated. According to the Commission, it is unacceptable that after three years of providing man power services on the vessel, there is no formal agreement between MODEC who are mangers of the FPSO and Ghanaian firm Seaweld Engineering Limited. The operations of Seaweld Engineering Limited and three of its personnel were terminated early this year. A special committee was set up by the Petroleum Commission to investigate the dismissal of the three workers as well as the alleged arbitrary dismissal of Ghanaians on the floating production storage and offloading (FPSO) vessel Kwame Nkrumah. The committee began hearing submissions on the matter from the mother company of the workers, Sea Weld Enterprise Limited on Monday Jan 21, 2014. The contract of the company is reported to have also been terminated after close to four years of operation on the FPSO leading to the dismissal of the workers. Other companies including MODEC have also been named in the alleged arbitrary dismissals and were also expected to present their case before the committee. But after two weeks of investigations by the Petroleum Commission, the director of special services at the Commission, Kweku Boateng said MODEC has been instructed to regularize the operation of Seaweld engineering limited and that of other sub-contractors. The Commission has also instructed Seaweld Engineering Limited to replace the three demobilized workers on the vessel.

This is despite efforts by MODEC to partner another company Global Energy Ventures Group to provide the replacement. Speaking to Citi Business News, Mr. Boateng said this will be done while the commission continues to investigate reasons for the dismissal of the workers. “We have received several versions of the story and we are yet to receive a report of the three gentlemen from the off shore installation manager which claim the activities of the three men were compromising the safety of the vessel,” he said.
